The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. The Council of the Institute included members of the Gippsland community who are prominent in local government, industry, commerce, education and the professions, the Director of the Institute, and representatives of the academic staff, students, and graduates. On its establishment, the institute assumed responsibility for the diploma courses previously offered by the Yallourn Technical College which had commenced diploma teaching in 1929. Initially, all the Institute's teaching was conducted in the diploma building of the Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounds near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. The Gippsland Institute of Advanced Education was opened on 20 November 1976 by the Honourable Lindsay Thompson, Deputy Premier of Victoria and Minister of Education; and Senator J.L. Carrick, Minister for Education in the Commonwealth Government. Silver and yellow soft covered booklet celebrating the opening of the Gippsland Institute of Advanced Education at Churchill, Victoria. Lindsay F.J. Hillman was born in Ballarat, and attended the Ballarat Junior Technical School. He became a cadet in Electrical Engineering Laboratory at the Ballarat School of Mines where he gained eventually gained a student Teachership for diploma studies at the School. Hillman was particularly active and excelled in a wide range of sporting interests and in student activities. In 1928 and 1928 he was awarded the Ballarat School of Mines Honour blazer by the Old Boys' association for all round athletic ability, leadership and scholarship. After spending two years with the Melbourne City Council Electric Supply Department gaining industrial experience Hillman was awarded his Diploma of electrical engineering in 1931, returning to the School in 1932 to teach apprentices and senior students. Hillman was appointed lecturer in Engineering Design and Graphics in 1937, lecturer in Engineering Design and Civil Engineering in 1944, Lecturer-in-Charge of Mechanical and Civil Engineering in 1948 and Head of the Electrical Engineering Department in 1949, a position he held until his retirement in 1973. In 1975 Lindsay Hillman was appointed to the Council of the Ballarat School of Mines and played an active role in school affairs.As Vice-President of Council from 1981 until his death in 1991 Hillman took a leading part in the implementation of many of the major building projects on the Lydiard Street Campus. The L.F.J. Hillman Award was established by the Ballarat School of Mines Council in conjunction with and through the generosity of the Hillman family in honour of the late Lindsay Frederick John Hillman. The bronze medal was presented annually to an enrolled student in an accredited course in the field of electrical/electronics studies at the Ballarat School of Mines. specific Criteria for the Award consisted of a balance of academic performance, leadership qualities, commitment to further study and involvement in sporting and/or community groups. The St. Moritz Ice Rink was a popular ice skating rink on The Esplanade, St. Kilda, Victoria. It operated between 1939–1981. As one of only two ice rinks in Melbourne in the 1940s and 1950s, it played a central role to the sport of ice hockey in Australia. Closed in 1982, it soon suffered a major fire and was then demolished, an event later seen as a major blow to the heritage of St Kilda. It was first built as the Wattle Path Palais de Danse in 1922, a very large dance hall, designed by architects Beaver & Purnell, The Wattle Path was the venue for the first all-Australian dance championship, and featured some of the best dance bands of Australia, as well as from America. Popular throughout the 1920s, it suffered due to the Great Depression, and closed in the early 1930s. From 1933-1936 the building became a film studio, Efftee Studios, for Frank W. Thring. In 1938, businessman Henry Hans "Harry" Kleiner announced that the Wattle Path would become an ice rink. He was sole proprietor until 1953, when he sold the business to J. Gordon and T. Molony, both champion skaters. Trade declined during the 1970s. The building was sold in 1980 to developers Hudson Conway and trucking magnate Lindsay Fox and was closed in early 1982. It was nominated to the Historic Buildings Preservation Council, but a majority of City of St Kilda councillors voted to oppose this action and uphold a demolition permit already issued. The building infamously suffered a fire later that year, leaving only the facades, which were demolished soon after. The site remained vacant until about 1991, when a mid-price hotel called the St Moritz was constructed. By 1993 it was simply called the Novotel St Kilda. Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems.
