In 1905 Richard Squire was manager of the West Berry Consols at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age."[4] He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed. In the early 1880s the Ballarat School of Mines Council introduced a three year course of training under the professors to qualify students in the following professions: 1. Mining Engineering 2. Metallurgy 3. Geology 4. Electricity [45] Each of these courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship was set out in the Calendar of the Ballarat School of Mines in each year. Any student who passed the prescribed examinations in any of the above courses was issued with a Certificate of Competency, and conferred with the distinction of Associate. By the 1890s the professorial staff had drawn up a curriculum leading to an Associateship of the Ballarat School of Mines. The first two years work was to be common to all courses, but in the third and subsequent years the student wold be devoted to a specialised branch of study. The Associateship was to be conferred in one of another of the following Courses: Agriculture, Civil Engineering, Electrical Engineering, [Geology], Metallurgy and Mining Engineering. All were three year courses except for Agriculture which was two years. Each course was conducted in accordance with a prescribed curriculum and syllabus. During the 1910s there was an expectation that candidates for the Associate course should have attained the age of sixteen, and have received preparatory training equivalent to University Matriculation at least in the subjects of Elementary Mathematics, English Grammar and Composition, or have passed through Junior Technical School. In 1960 an new procedure for admission to graduate status as Associates was introduced to the Ballarat School of Mines where Associateship would be conferred at a public ceremony. After 01 July 1976 graduates of Ballarat College of Advanced Education and Ballarat College of Advanced Education were admitted in major studies relating to mining for Australian accreditation and overseas purposes. Langlands Company History: Langlands foundry was Melbourne's first foundry and iron shipbuilder established in 1842, only 8 years after the founding of the Victorian colony by two Scottish immigrants, Robert Langlands and Thomas Fulton, who had formed a partnership before emigrating (1813–1859). The business was known as the 'Langlands Foundry Co'. Henry Langlands (1794-1863), left Scotland in 1846 with his wife Christian, née Thoms, and five surviving children to join his brother Robert. By the time he arrived in early January of 1847 the partnership of Robert Langlands and Fulton had dissolved as Fulton had gone off to establish his own works. It was at this time that the two brothers took over ownership of Langlands foundry. Several years later Robert retired and Henry became sole the proprietor. The foundry was originally located on Flinders Lane between King and Spencer streets. Their sole machine tool, when they commenced as a business, was a small slide rest lathe turned by foot. In about 1865 they moved to the south side of the Yarra River, to the Yarra bank near the Spencer Street Bridge and then in about 1886 they moved to Grant Street, South Melbourne. The works employed as many as 350 workers manufacturing a wide range of marine, mining, civil engineering, railway and general manufacturing components including engines and boilers. The foundry prospered despite high wages and the lack of raw materials. It became known for high-quality products that competed successfully with any imported articles. By the time Henry retired, the foundry was one of the largest employers in Victoria and was responsible for casting the first bell and lamp-posts in the colony. The business was carried on by his sons after Henry's death. The company was responsible for fabricating the boiler for the first railway locomotive to operate in Australia, built-in 1854 by Robertson, Martin & Smith for the Melbourne and Hobson's Bay Railway Company. Also in the 1860s, they commenced manufacture of cast iron pipes for the Board of Works, which was then laying the first reticulated water supply system in Melbourne. Langlands was well known for its gold mining equipment, being the first company in Victoria to take up the manufacture of mining machinery, and it played an important role in equipping Victoria's and Australia's first mineral boom in the 1850s and 1860s. Langlands Foundry was an incubator for several engineers including Herbert Austin (1866–1941) who worked as a fitter at Langlands and went on to work on the Wolesely Shearing machine. He also founded the Austin Motor Company in 1905. Around the 1890s Langlands Foundry Co. declined and was bought up by the Austral Otis Co. in about 1893. History for Grimoldi: John Baptist Grimoldi was born in London UK. His Father was Domeneck Grimoldi, who was born in Amsterdam with an Italian Father and Dutch mother. Domeneck was also a scientific instrument maker. John B Grimoldi had served his apprenticeship to his older brother Henry Grimoldi in Brooke Street, Holburn, London and had emigrated from England to Australia to start his own meteorological and scientific instrument makers business at 81 Queens St Melbourne. He operated his business in 1862 until 1883 when it was brought by William Samuel and Charles Frederick, also well known scientific instrument makers who had emigrated to Melbourne in 1875. John Grimoldi became successful and made a number of high quality measuring instruments for the Meteorological Observatory in Melbourne. The barometer was installed at Warrnambool's old jetty and then the Breakwater as part of the Victorian Government's insistence that barometers be placed at all major Victorian ports. This coastal barometer is representative of barometers that were installed through this government scheme that began in 1866. The collecting of meteorological data was an important aspect of the Melbourne Observatory's work from its inception. Just as astronomy had an important practical role to play in navigation, timekeeping and surveying, so the meteorological service provided up to date weather information and forecasts that were essential for shipping and agriculture. As a result, instruments made by the early instrument makers of Australia was of significant importance to the development and safe trading of companies operating during the Victorian colonies early days. The provenance of this artefact is well documented and demonstrates, in particular, the importance of the barometer to the local fishermen and mariners of Warrnambool. This barometer is historically significant for its association with Langlands’ Foundry which pioneered technology in the developing colony by establishing the first ironworks in Melbourne founded in 1842. Also, it is significant for its connection to John B Grimoldi who made the barometer and thermometer housed in the cast iron case. Grimoldi, a successful meteorological and scientific instrument maker, arrived in the colony from England and established his business in 1862 becoming an instrument maker to the Melbourne Observatory. Additional significance is its completeness and for its rarity, as it is believed to be one of only two extant barometers of this type and in 1986 it was moved to Flagstaff Hill Maritime Village as part of its museum collection. Coast Barometer No. 8 is a tall, red painted cast iron pillar containing a vertical combined barometer and thermometer. Half way down in the cast iron framed glass door is a keyhole. Inside is a wooden case containing a mercury barometer at the top with a thermometer attached underneath, each with a separate glass window and a silver coloured metal backing plate. Just below the barometer, on the right-hand side, is a brass disc with a hole for a gauge key in the centre. The barometer has a silvered tin backing plate with a scale, in inches, of "27 to 31" on the right side and includes a Vernier with finer markings, which is set by turning the gauge key. The thermometer has a silvered tin backing plate with a scale on the left side of "30 to 140". Each of the scales has markings showing the units between the numbers.Inscription at the top front of the pillar reads "COAST BAROMETER" Inscribed on the bottom of the pillar is "No 8". and "LANGLANDS BROS & CO ENGINEERS MELBOURNE " The barometer backing plate is inscribed "COAST BAROMETER NO. 8, VICTORIA" and printed on the left of the scale, has "J GRIMOLDI" on the top and left of the scale, inscribed "Maker, MELBOURNE". This photo is thought to have been taken at the time of Alfred Mica Smith's retirement from the Ballarat School of Mines. It is most probably also the unveiling of the Max Meldrum portrait of Smith. Alfred Mica Smith retired from the Ballarat School of Mines in 1922 after an association of 41 years and aged 78 years. At the August meeting of the Ballarat School of Mines Council in 1881 it was resolved that 'Alfred Mica Smith Esq., B.Sc., be appointed Professor in Chemistry and Metallurgy and be Superintendent of the Laboratories, for the period of twelve months at a stipend of five hundred pounds per annum, and to commence duty as soon as possible'. (signed: James Oddie, Vice-President) Smith played a major role in the years of 1887-1893 when SMB was affiliated with Melbourne University. In 1912 he became Professor of Metallurgy and received an annual salary of 250 pounds. Alfred Mica Smith presented many scholarly papers, gave evidence at government enquiries into the safety of mines and became an authority on mine safety and ventilation. He was on the Mines Ventilation Board. Professor Smith was the public analyst for the City of Ballarat and Town of Ballarat East, as well as to a number of other boroughs and shires. He was also Chief juror to the Adelaide International Exhibition, chemical section. He provided information to the Royal Commission on gold mining (1889, 1891), and was President to the chemistry section of Australian Association for the Advancement of Science, Associate of American and Australasian Institute of Mining Engineering, Member of the Science Faculty Melbourne University, and Hon. Life Member of the Miner Managers' Association of Australia. He also was involved in many educational and community affairs such as President of the SMB Students' Association, President of the Ballarat Science Society, first President of the Ballarat Camera Club, Vice President of the Field Naturalists' Club, and he presented Ballaarat Fine Art Gallery with his collection of paintings and porcelain ware. His legacies include the mutual regard between him and his students, the many tributes by former students, the Mica Smith scholarship (established in 1923) and now known as the Corbould-Mica Smith Travelling Scholarship, his portrait in oils by noted artist Max Meldrum, and the marble bust of Smith sculptured by Paul Montford. Money for a scholarship in sanitary science at the University of Manchester in the name of his uncle R. A. Smith was left being set up in 1928. Smith died of cancer on 14 May 1926 and his remains, cremated at Springvale, were interred in the Ballaarat New Cemetery. A mining safety cage was used in a mine lift. It was fitted with mechanisms to prevent the cage from dropping if the lifting rope broke. In the 1870s in Victoria, deaths and injuries from falling cages in vertical shafts of gold mines were a major problem. The inventor of this safety cage was Robert Allan, a machinery maker of Creswick Rd, Ballarat. He said his cage featured a ‘dissolving’ fulcrum. Others called it an eccentric (off centre) system. Note the pair of clutch levers designed to grab the side guides if tension ceases in the suspending rope from the poppet head pulley. Also, the hinged ‘lids’; designed to protect miners trapped in a braked cage from falling rope, and to enable rescue of the miners. This model was presented to The Ballarat School of Mines Council in November 1876. This model was shown at the Smeaton Show in November 1874, Ballarat School of Mines Museum from 1876, and examined by the 1879 Victorian Board of Inquiry (Pg 15 of FedUni Catalogue 3437) From the Argus of 13 November 1874: At Smeaton Show, Robert Allan of Ballarat won 1st prize for a Model of a Mining Cage, a Butter working machine, a Cheese press and a Curd Mill. By 1878 an Allan Safety-Cage was in operation in the Number 6 shaft of the Band and Albion Consols mine in Ballarat. This cage was judged the best inspected by the Victorian Board of Inquiry by 1879, p. 39.Mining was a big industry in Ballarat in the late 1800s and a lot of deaths were recorded because of mining accidents, the development of the mining safety cage brake limited the deaths and injuries from falling cages in vertical shafts. The model also has links to the Ballarat School of Mines, being presented to the council in 1876. Ballarat School of Mines is the oldest Technical School in Australia and is a predecessor of Federation University. The model is significant to Ballarat's mining history.Model of a mine safety cafe. In 1883 the Ballarat School of Mines made some changes in order to make better use of the services of the teachers and to extend "as far as practicable the special educational advantages already afforded" by the School. One of the changes was the introduction of a three years course of training under the professors to qualify students for the following three professions: Analyst and Metallurgist, Electrician, and Geologist and Mining Surveyor. The Council was to confer the distinction of Associate. (Warren Perry, The School of Mines and Industries, Ballarat, 1984, p77) Students who took single subjects or pursued such courses as those for certificate of either mine manager or assayer were not required to pass an entrance examination. Students who wished to qualify for an associateship in once of the courses were expected to have a general education of matriculation standard and to have attended all the prescribed courses of instruction unless they were able to produce to the satisfaction of the School's Board of Examiners evidence of having attained elsewhere the degree of proficiency which was required in any particular subject or subjects. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Lifebuoy is from the ketch Reginald M, built in Port Adelaide by John Murch in 1922. Lifebuoys were part of the emergency lifesaving equipment carried on vessels in the late 19th and early 20th century. The ring was made of strips of cork wood joined together to make the ring shape then covered in canvas and sealed usually with white paint. Four evenly spaced canvas reinforcing bands would be added for strength and for a place to thread a rope or line. A lifebuoy, or life-preserver, is used as a buoyancy device often thrown to an endangered or distressed person in the water to keep them afloat while they receive help. It is usually connected by a rope to a person in a safe area such a nearby vessel or on shore. Lifebuoys is a made from a buoyant materials such as cork or foam and ae usually covered with canvas for protection and to make it easy to grip. The first use of life saving devices in recent centuries was by the Nordic people, who used light weight wood or cork blocks to keep afloat. Cork lifebuoys were used from the late 19th to early 20th century. Kapok fibre was then used as a filling for buoys but wasn’t entirely successful. Light weight balsa wood was used as a filler after WW1. In 1928 Peter Markus invented and patented the first inflatable life-preserver. By WW2 foam was combined with Kapok. Laws were passed over time that has required aeroplanes and water going-vessels to carry life-preservers on board. The Reginald M 1922- The two-masted coastal trading ketch Reginald M was built by John (Jack) Murch in Port Adelaide, South Australia, in 1922 and it was launched there in Largs Bay in the same year. It is thought that the keel was hewn from two telegraph poles - its owner was a regular visitor to salvage yards. Its cargo at times included Guano, Barley, Wool, Horses, Cattle, Timber, Explosives, Potatoes, Shell Grit and Gypsum. At one time the vessel was used as a customs boat, renamed 'HMC No. 3, Pt Adelaide'. In 1969 she was used by a mining and railway company as a barge to carry explosives. In 1972 the vessel was renamed 'T.S. Macquarie' and planned to be used for sea cadet training.; this did not eventuate. It was sold again and went to Melbourne to be used for pleasure sailing, and again sold for use as a ferry. Late in 1975 Flagstaff Hill purchased the vessel to be used as an exhibit at the Maritime Village where many visitors enjoyed being able to board and explore a real ship with a long history. Sadly, in late 2016, the decision was made to 'decommission' the vessel due to the continuing high cost of maintenance and the risk to public safety. Many of the components of the vessel are held as part of Flagstaff Hill's collection.The lifebuoy is an example of equipment carried on vessels in the late 19th and early 20th century to help preserve life. There were many lives lost in Australia’s colonial period, particularly along the coast of South West Victoria. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4. This water standpipe is believed to be the only one of its kind in working order. It was originally located in Warrnambool, on the hillside at the corner of Mickle Crescent and Banyan Street, providing water for the Chinese Market Gardens below, on the flats. It was removed from this location on May 2nd, 1979, with the intention to relocate it at the new Flagstaff Hill Maritime Museum & Village. The standpipe lay in storage for years until the Warrnambool Company, Chemblast, offered to restore it for use as a working display. The display was officially opened on March 31, 2014. The water from the adjacent lake is drawn out with a hand operated water pump, and goes up into the standpipe, where flows through the canvas hose and into the top of the Furphy Farm Water Cart. The display is a visual acknowledgement of the years served by Flagstaff Hill volunteer and Friends of Flagstaff Hill Chairperson, Bob Crossman. Warrnambool’s early settlers had no water supply prior to the mid-1850s. They relied on rain water tanks, domestic wells and springs. The town experienced a huge, destructive fire in William Bateman Jnr. & Co.’s large produce store in November 1856, which highlighted the need for both a fire brigade and a good supply of water. In 1863 a volunteer fire brigade was established. In August 1880 the town celebrated the installation of its first water standpipe on the corner of Liebig and Timor streets. The water was pumped from springs at Cannon Hill through the connected pipeline to the standpipe, then distributed to households via horse and cart. Each of the licenced cart drivers were compelled by Council regulations to keep their carts full from sunset to sunrise, ready to cart water to outbreaks of fire. They received a fee for this service. In 1893 the town installed a water supply, sourced from the Merri River, stored in a reservoir basin and tower in north Liebig Street, and distributed throughout the town in a system of pipes. By late 1939 a reticulated supply was installed, with the water piped in under the Otway Scheme. Standpipes are still used in modern times in rural and remote areas for homes, farms, stock, agriculture and firefighting. Many commercial or government owned standpipes are metered, charging a fee for the quantities of water supplied. This water standpipe was made by Langlands Foundry Co. Limited, Melbourne, which was establish in 1842. It was Melbourne’s first foundry and iron shipbuilder, and one of the largest employers in Victoria at the time. Langlands was known for its high quality workmanship and wide range of goods for mining, engineering, marine, railway and other industrial uses. The company made the first cast bell, the first lamp posts in the colony, and the boiler for the first Australian train. In the 1860s it produced cast iron pipes for the Board of Works, which laid the pipes for Melbourne’s first reticulated water supply. The firm was bought by Austral Otis Co. in 1897.This water standpipe is significant historically as it is believed to be the only one of its type in working condition. The standpipe is significant for being manufactured by early colonial firm Langlands Foundry of Melbourne, which was known for high quality, cast iron products. The firm made the boiler for the first Australian train, assembled the first Australian paddle steamer and made the first Australian cast bell and lamp posts. Langlands was one of the largest employers in Victoria at the time. The standpipe is significant historically as it represents the evolution of water supply services in Australia. Standpipe; vertical cast iron water pipe, painted crimson, fixed in position, tapering inward from the round base to the rectangular joint near the finial on top. A hexagonal pipe extends at right angles from the joint, with an outlet fitting and flow-controlling wheel on the end. A length of canvas hose hangs from the outlet fitting. Inscriptions are on one face of the joint. The standpipe was made by Langlands Foundry Company of Melbourne. This Certificate, Load-Line, gave approval for the vessel Reginald M to load cargo up to a certain line, marked by a disc attached to the ship and inspected by the South Australian Harbors Board. The vessel had a long and varied life of service. This Certificate relates to early 1970, before the ship was sold to the Lyall Mining and Rail Company. The Load Line on the Reginald M was carved on the ship, inside the hull and not removeable. The REGINALD M - The vessel “Reginald M” was a two-masted coastal ketch, owned and built by Mr. Jack (John) Murch of Birkenhead, Port of Adelaide, South Australia. Its construction took approximately 6 months and it was launched at Largs Bay in 1922. The Reginald M’s purpose was to serve the coastal trade of South Australia, to carry cargo cheaply and efficiently. It is believed that the keel was in fact hewn from two telegraph poles! Its builder frequented all the salvage yards for materials and fittings. Reginald M had a very shallow draft and a flat bottom that enabled it to come close to shore and to sit high and dry at low tide or to be beached on sand. The flat bottom was also to make the ship able to skim over reefs. Wagons could load and unload direct from her side. Her cargo included Guano, Barley, Wool, Horses, Cattle, Timber, Explosives, Potatoes, Shell Grit and Gypsum. After a variety of services, in late 1970 Reginald M was sold to the Mt. Lyell Mining and Railway Company and was used by them as a barge to carry explosives. In 1972 the Navy League of Strahan, Tasmania, purchased her for use by the Strahan Sea Cadet Unit to use at Macquarie Harbour and renamed her T.S. Macquarie. However this plan for use of Reginald M did not come to pass. In 1974 Mr. Andrew Rennie, of East Brighton, Melbourne, bought her for a similar purpose. , paying $5,000 and donating a ‘Cadet of the Year” trophy to the Sea Cadets. He sailed her from Strahan to Melbourne, planning to use her for pleasure sailing. Also in 1975 Reginald M was sold to Melbourne Ferry Company at auction. Later in 1975 the Reginald M was bought by Flagstaff Maritime Museum for $20,000 . She has been restored and is now one of the exhibits in the Village lagoon or lake. It was restored in 2006 using funds from a $4,000 government grant.This Certificate is significant because of its association with the last working days of REGINALD M. REGNIALD M was a coastal trading ketch from South Australia built in 1922. It was one of very few sailing coastal trading vessels still existing until 2016, and its flat bottom, single chine shape illustrated a very simple but robust method of construction, compared to other round bilged examples of trading vessels. The vessel is listed on the Australian Register of Historic Vessels (ARHV Number: HV000562.)Certificate, rectangular, behind glass in wooden frame. The Certificate relates to Load Level of the vessel Reginald M and refers to the exact placement of a disc within the vessel that indicates the maximum load in fresh water. .
