Beechworth Town Hall was designed by architects J.J. Coe and Thomas Dalziel and is dated to 1859. The building was made of granite and constructed to local builders Donald and William Fiddes. The original front to the building was replaced by a two story facade in 1889 designed by George Jobbins and built by Thomas Sandham according to a plaque on the front. The Town Hall is remarkable for its vaulted ceilings and columns. Originally the building was used as the Shire Offices but also doubled as a fire station and a courthouse, with still surviving cells underneath. Among the inmates was notorious bushranger Harry Power who was originally transported to Van Dieman’s Land for stealing a pair of shoes. He gained his freedom six years later but spent time in and out of gaol for the rest of his life for a variety of offences including a number of armed robberies. The Town Hall is now home to the Visitor Information Centre which helps visitors with amongst other things, accommodation, tours, event enquiries, and is the commencement point for Precinct walking tours. The Beechworth Town Hall is one of five distinctive granite buildings on Ford Street that comprise the Justice Precinct. It is of considerable historical significance as activity on the site dates from Australia’s gold rush period and was the administrative centre for north-eastern Victoria. The building has seen continual use from 1858 as an important public building and displays many aspects of the history of law enforcement in Victoria. The building is also of substantial architectural significance for its construction from local honey coloured granite, which also showcases early stone masonry techniques and craftsmanship. The Precinct is listed on the Victorian Heritage register and is protected by Heritage Victoria under the Victorian Heritage Act 2017. The buildings are also registered by the National Estate, the National Trust and protected by Indigo Shire Council’s Planning Scheme. These four certificates belonged to William Hunter. William Hunter (1893-1971) was a resident of Tatura and Mallacoota. He was a soldier, surveyor and amateur naturalist. The certificates include two first prizes for surveying, a technical scholarship for full day courses and a certificate for Applied Mechanics. William received his Surveying Certificate in April 1916. In June 1887, the Working Men's College opened after Francis Ormond, a noted Victorian philanthropist and member of parliament, suggested that a technical institute be built in Melbourne, offering further education for working men and women. He had offered to match the sum raised through public subscription if the government could provide a site for the College. William Hunter made valuable contributions to our knowledge of far East Gippsland plants. His records were meticulous. "The first Presbyterian Church service was conducted at the Orbost Station Homestead in 1885, during a visit by Sir William Clarke, who was accompanied by two ministers. The organist was resident Grace Jennings Carmichael. Services were later held in Mr J. W. Borland’s shop and the Mechanics Hall. In 1887, the land on which the church now stands was purchased from Mr James Hossack snr, for £50 ($100). The trustees were Mr John, Peter and Hugh Cameron, Mr John A Watt and Mr James Hossack Jnr. Timber from Richardson’s Tabbara Mill was used by builder Mr R. P. Cameron and at a cost of £311.3.7 ($622) the church was opened January 9th 1898." The firm Dring and Fage were active from 1790 to 1940 in London and were manufacturers of hydrometers and mathematical instruments they became established in London in 1790 by John Dring, who was a brass worker and hydrometer maker, and William Fage. Dring and Fage manufactured also saccharometers and other instruments used to measure the strength of alcohol. These instruments were primarily used to calculate excises. They traded at various addresses in London and they were at 56 Stamford St. between 1903 and 1938. By 1850 the company was owned by Edward Hall and Edward Jenkin and in 1940 the company became Dring & Fage Ltd, trading till the 1960s. Historically, gauging has meant measuring a volume, these gauging instruments were used by Customs and Excise and manufacturers for determining the volume and contents of liquid containers. For Customs the determination and collection of duty on imported goods which has had a very long history. Chaucer was a Customs Officer as was his father and grandfather, excise was first officially introduced in 1643, with the aim of maintaining military forces raised by the English Parliament at that time. Excise was initially a duty on home produced alcoholic beverages and soap but being easily applied, spread rapidly to a wide range of goods including imports of varying kinds. The government departments of Customs and Excise merged only in 1909 and it is from around this time that our instrument was made and used. The item demonstrates a long social history of the practice of Government's collecting duty on alcoholic beverages and thereby makes this item historically significant as it was used locally at Port Fairy by the ports Customs agents. Inventor Biography: Percival Everitt was a Norfolk-born engineer and regarded as the father of the coin-op industry. in 1884 he patented one of his many inventions the coin-operated scales. For many people, it was their first exposure to coin-operated machines. As a young man in 1877, Everitt invented a hay and corn pitcher, a turnip thinner in 1878 and an “Automatic Travelling Anchor” in 1880. But he hit his stride in 1883 with the first postcard-vending machine over a hundred of which he distributed around London. Everitt went on to invent the one penny scale which prompted the formation of the Weighing Machine Company in 1885. Further inventions followed a blow tester in 1887 also the machine for testing a person grip in 1888 and the dispensing machine that opera glasses could be hired from in 1889 also the fortune-telling machine in 1890. He also invented a mechanism to shut coin slots when vending machines were empty, but then as now vandals posed a problem by jamming paper into the slot. Everitt sadly did not make his fortune he died suddenly in February 1893, in his late forties with £71 to his name. Penny Slot Weighing Machine: When the Australian colonies federated to form the Commonwealth of Australia in 1901 their post and telegraph departments were merged to form the national Postmaster General's (PMG) Department. The subject scale is an automatic public weighing machine, No.387, made in England by George Salter and Co. of West Bromwich. The Australasian Automatic Weighing Machine Co. Ltd in 1923 tendered for the right to place Automatic Weighing Machines on railway and tram premises throughout New South Wales subsequently for five-year terms in return for a fixed payment per machine and a portion of the revenue to the NSW Government. The company also made arrangements with the Postmaster General's Department to place machines outside post offices across the country. Weights were measured in stones and pound's up to 20 stone (127 kg) and average weights were shown separately for men, women, boys and girls by various heights in feet and inches. The subject item has had its scale change by the Eastern Scale Company to metric and it is believed to have occurred shortly after April 2000 as the company was first registered and began trading on this date. This weighing machine was originally installed by the Australasian Automatic Weighing Machine Co. Ltd at Warrnambool Post Office and was made by the firm, George Salter and Company, in West Bromwich, England to the Percival Everitt patent. Salter advertised that these machines were suitable for hotels, pleasure gardens, theaters, exhibition halls, clubs, baths and places of public resort. The company had been established in 1760 by the brothers, Richard and William Salter, manufacturing springs and pocket steelyards (spring balances). After several generations, the company was taken over by a nephew, George, and in 1884 the Salter trademark was registered to show a Staffordshire knot pierced by an arrow. The company's expanded range of products included the first coin-operated public weighing machines in the 1880s and in 1895 the first English made typewriter. When the last George Salter died in 1917, the company passed into the hands of other relatives but continued to grow before being bought out by Staveley Industries in 1973. Despite several subsequent mergers, the Salter name continues today on home ware products such as digital scales.A very rare example of a penny in the slot weighing machine imported into Australia and used in public places the item is significant as it gives a snapshot into community life at the time where the public could go and get weighed given there were no personal weighing machines or equipment that people could use at home. So if they needed to post a letter or go on a train journey they could use a machine to check their weight. Whats interesting is that this patent by Percival Everitt was the worlds first slot machine and the start of casino, arcade and other types of slot machines. The portrait was commissioned after Higinbotham's death in 1893. A committee was appointed to investigate the making of a portrait and they appointed Mr L Bernard Hall, instructor and later director of the National Gallery of Victoria. George Higinbotham (1826-1892) had a distinguished career as a newspaper editor and politican before becoming a Judge of the Supreme Court in 1880 and the third Chief Justice in 1886. Higinbotham was a long serving attorney-general in the 1860s colonial administration. Higinbotham was active in the education, land and constitutional debates of his time. He played a prominent role through his chairmanship of the of the Royal Commission into Public Instruction with regard to the introduction of the free and secular primary school education.The portrait of George Higinbotham is of historic significance as the depiction of an important public figure in 19th Century Victoria. The origin of debutante balls was that the woman was old enough to be married, and part of the purpose of her coming out was to display her to eligible bachelors and their families with a view to marriage within a select circle. The McLeods, were the original holders of the Orbost station. Sir William Clarke bought the station from McLeod Bros. Sir William was a very fine man and noted for his philanthropic actions. He finally cut up and sold the Orbost station and presented 10 acres of land to the people of Orbost for a show and recreation ground. Sir William Clarke had taken over the Orbost run from the McLeods in 1870. (more info. July 2006 Newsletter) When Sir William died the property was owned by his son, Rupert who offered the land for sale at 4 pounds per acre. No sale resulted and the property was leased for a few years until in 1898 it was subdivided and sold to many of Orbost's first families. This recipe book has been compiled by Mrs W. Moffatt to raise funds for the Wickliffe Hall Improvement Fund (1915). Wickliffe is a small town in Western Victoria situated on the banks of the Hopkins River on the Glenelg Highway 100 kilometres from Warrnambool. Jessie Moffatt (nee McLellan) married William Moffatt in 1885 and died in 1938. William Moffatt leased the Berrambool Estate near Wickliffe in 1893, bought it in 1903 and the Moffatts lived there until their deaths in the 1930s. This recipe book is of interest because of its social history, telling us what recipes were popular in the early 1900s and the use made of a recipe book to raise funds for local community funds. The book is also of interest because it is an example of the voluntary work done by a woman in the Western District in the early 20th century. The book is also of interest because the names of some of those who contributed the recipes are listed and many of them have local connections. The Warrnambool names listed include Williams and McCormick. This is a soft cover book of 149 pages. The cover is grey with dark blue lettering and some ornamental patterning. The book contains over 1400 recipes and many advertisements for businesses in Victoria at the back and front of the book. There are two loose sheets of paper with recipes. This book contains the Constitutions of the Freemason Lodges in Victoria. Freemasonry is a world-wide benefit society. Moves were made in the 1860s to establish a Masonic Lodge in Warrnambool with the first Lodge being St. John’s (No. 895). The Masonic Hall in Kepler Street was built in 1870. This book belonged to a member of the Flaxman family and John Flaxman was a prominent Warrnambool resident in the 19th century – an insurance agent and moneylender in the 1860 and 70s and an employee of the auctioneer, Samuel Macgregor. The book, however, seems to belong to a W. Flaxman. John Flaxman had a brother William but, as far as can be ascertained, he did not live in Warrnambool. There is nothing known so far to link this book with Warrnaambool but it is kept because of the name ‘Flaxman’ and so it may have some relevance.This is hard cover book of 142 pages. The cover is blue with gold lettering on the front cover. The cover is slightly marked. This book of verses has been written by Ethel Lucy Newcombe (nee Forrester) The daughter of Lucy Sorrell and James William Forrester, she was born in 1874 in Warrnambool. As a Matriculated student she taught at the Warrnambool St. John’s Hall Private School for Girls in the 1890s. The proprietor of this school was her friend, Grace Newcombe and Ethel Forrester, especially talented in literature and music, composed a Cantata, ‘Austral’s Sunny Year’ for the annual school concert in 1898. In 1902 Ethel Forrester married Dr Frederick Newcombe (Grace’s brother), a medical missionary in India. His father Ebenezer Newcombe was well-known in Warrnambool as a timber and hardware businessman. Dr Frederick Newcombe died in India in 1905 and Ethel Newcombe spent the greater part of her later life in Melbourne. She died in 1971. The identity of Arthur, the recipient of the book, is not known. This book is of considerable interest because it was written by Ethel Newcombe who was born and educated in Warrnambool and the book is thus is associated with both the Forrester and the Newcombe families in Warrnambool early in the 20th century This is a soft cover book of 32 pages. The cover is dark orange in colour and has dark blue lettering on the front cover with ornamental scroll work on the left margin of the front cover. The book has three blue stamps of the Warrnambool & District Historical Society and the inscription on the first page is handwritten in black ink. This is a programme for a 1913 Clara Butt and Kennerley Rumford concert in the Warrnambool Town Hall. Clara Butt (1872-1936) was an English contralto recitalist and concert performer, well-known for her powerful and deep voice. Her three months’ tuition in Paris was sponsored by Queen Victoria. She was married to Kennerley Rumford in 1900 and they had three children. Robert Henry Kennerley Rumford (1870-1957) was an English baritone singer known initially for his performance of oratorio. Clara Butt and Kennerley Rumford were called ‘the greatest classical Valentines’. Other performers listed in this concert programme were Mowat Carter, a Melbourne-born violinist and William Murdoch, a pianist, composer and author, born in Bendigo.This programme is of considerable significance as it records the visit to Warrnambool of the famous English singer, Clara Butt. It is an original programme and it is probably a rare one. This is an eight-page programme, consisting of two sheets of cream paper folded in half. The programme was stapled but the staples have been removed. The front cover has blue printing and the back cover has an advertisement in blue print. The print on the inside pages is in black. This letter book contains letters, sketch maps and plans and dates from 1923 to 1926. It came from the office of John William Crawley, Junior, an engineer, surveyor and architect in private practice in Warrnambool and also the engineer for the Shire of Warrnambool from 1895 to 1935. His father, brother and son were also engineers, working in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire. The Shire of Warrnambool existed from 1863 to 1994. This letter book was passed on to John Crawley’s son, Rolf, the engineer for the Shire of Warrnambool from 1935 to 1968. It then came into the possession of Michael Hand who took over the private surveying business of Rolf Crawley in Warrnambool. The Warrnambool and District Historical Society acquired the letter book, along with several other Crawley ledgers, from the estate of Michael Hand.This letter book is of considerable significance as it contains letters, maps and plans drawn up by John William Crawley, an engineer and surveyor in private practice in Warrnambool and the engineer for the Shire of Warrnambool for 40 years. It will be useful for researchers. This is a brown hard cover letter book of 1010 pages, with brown binding on the corners of the cover and on the spine. The cover is cuffed and torn. There is gold lettering on the spine. The book contains handwritten letters, maps and plans and an alphabetical index at the front, The pages are water-stained. These items relate to the Life Membership of the Warrnambool Horticultural Society awarded to Mrs Gladys Angus. The Warrnambool Horticultural Society was founded in September 1863 and the first Show was held in the old Temperance Hall in the December of that year. Today the activities of the Horticultural Society are combined with those of the Warrnambool Agricultural Society. Mrs Gladys Angus lived in ‘Birchwood’ in Koroit Street, Warrnambool and this property was noted for its fine garden lay-out and display. Mrs Angus took a keen interest in the garden and greatly assisted the activities of the Warrnambool Horticultural Society. Her husband, Dr William Roy Angus, established a practice in Warrnambool in 1939 and was a for many years. Following his death Mrs Angus donated her husband’s collection of historical medical equipment to Flagstaff Hill Maritime Museum and this collection is on display in the Port Medical Officer’s building today. These items are of interest as they belonged to Mrs Gladys Angus. She and her husband, Dr William Roy Angus, were prominent people in Warrnambool in the 20th century. .1 This is a badge with the image of a red rose on a gold and yellow background connected to a red and gold metal bar by a metal chain link. The bar has a gold clip at the back. .2 This is a souvenir spoon in silver tonings with a badge affixed to the top of the spoon. The badge has an image of a red rose on a yellow and gold background. The spoon is in a plastic container. .3 This is a rectangular-shaped card with gold lettering and ink writing. .4 This is a letter with a green letterhead and typed material. This book belonged to Rolf Crawley who was an engineer in the employ of the Shire of Warrnambool at the time he acquired this book. In 1926 he was the engineer/secretary for the Minhamite Shire, returning in 1935 to the Shire of Warrnambool as the engineer after the death of his father, John William Crawley Junior. Rolf retained this position until 1968. Rolf’s grandfather, father and uncle had all been engineers or shire secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire of Warrnambool which existed from 1863 to 1994. This book is retained as a memento of Rolf Crawley, the engineer with the Shire of Warrnambool from 1935 to 1968. This is a hard cover book of 626 pages. The cover is green with gold lettering on the spine. The edges of the cover are rubbed. The book contains a preface, 18 chapters of text and an appendix. The pages contain many diagrams and plans. This is a bowler hat, commonly worn by men in the second half of the 19th century for semi-formal and informal wear. The bowler hat was first made by the hatters, Thomas and William Bowler, in 1849 and was said to have been commissioned by the owners of Holkham Hall, England, for use by gamekeepers on horseback to protect their heads from low-hanging branches. In the 19th and early 20th centuries bowler hats were worn mainly by businessmen in Britain, U.S.A and Australia but were also popularized for general use by notable personalities and actors such as Charlie Chaplin. This is a school badge, probably attached to a school cap. The Warrnambool Academy was a private school for boys operating from 1900 to 1911. It was established by Richard Lawson in partnership with William Oakley, firstly in the Methodist Sunday School Hall in Koroit Street and then in ‘Upton’ in Canterbury Road. It was called the Warrnambool College Academy after 1903 following the purchase of Walter Murdoch’s private school, Warrnambool College. The Lawson/Oakley school was a successful one with a former pupil, Philip Le Couteur, becoming the Victorian Rhodes Scholar in 1908. William Oakley later joined the State Technical School system and became Principal of Wonthaggi Technical School. Richard Lawson became a teacher at Warrnambool High School and later a lecturer in education at Melbourne University and then Professor of Education at the University of Otago in Dunedin, New Zealand. The badge may have belonged to a member of the Baulch family as a ‘Mr Baulch’ is listed as the donor 48 years ago.This badge is of considerable interest as a memento of one of Warrnambool’s important private schools early in the 20th century.This is a bronze-coloured badge in the shape of a shield with lettering around the edge and with a scroll with lettering at the bottom of the shield. Located on the corner of Main Road and John Street, the church first served the community as the Eltham Wesleyan Church since 1881. It became the Eltham Methodist Church in 1902, the year it united with the Primitive Methodists. Eltham Wesleyans first worshipped together in the home of William and Mary Crozier, on 24 acres bounded by Mount Pleasant Road and Pitt Street. From there they moved to a slab and bark hut in 1855 (this later served as the first school run by David Clark prior to the building of a new school in Dalton Street) and the members then built a chapel in 1858 on Lot 20, Henry Street (later to become the Rechabite Hall and Eltham Public Hall). The present church on John Street was designed by architects Crouch and Wilson in the Early English Gothic style with biochrome brick window frames, buttress heads and pinnacle. Church member George Stebbing built the church, the foundations were constructed with stone from the walls of the first Eltham State Primary School (No. 209) building which collapsed in 1874 and were purchased by Robert David Taylor. Stebbing was also responsible for building St Margaret’s Church and Shillinglaw Cottage. The Roll of Honour, which presently hangs in the church hall (which also doubles as the Opportunity Shop) lists 27 members of the congregation who served in the First World War, 11 of whom never returned. The red-brick Church Hall was opened in 1931 and in 1971 further additions linked the hall and church, including a foyer, vestry, meeting room and toilets reflecting the Eltham style of that time with its simplicity, extensive clear glass, reused baked clay-bricks from the 1881 church, heavy ceiling beams and compressed straw ceiling. On June 26, 1977, the church became part of the new Uniting Church in Australia consisting of the former Methodist and Congregational and most of the Presbyterian Churches. Following of declining numbers of worshippers, the church merged with the Montmorency Uniting Church on June 23, 1996. In 2023 the Uniting church approved a plan to renovate the church. It is understood that the historic church and the hall will be retained, and the building added in 1971 is to be demolished, to make way for a new purpose-built Opportunity shop. The proposed areas to be demolished include the current foyer, toilets, crèche, etc, including the area between the hall and the former RSL. Works are expected to commence mid to late July 2023. The Society was invited by a church member to take photographs of these areas to document them prior to demolition works commencing. George Knapman was born c.1851 in Ashburton, Devon, England, the son of George Knapman and Elizabeth Grant nee Wyatt. George, his mother and three sisters arrived in the Port of Melbourne, 28 Jul 1857 aboard the ship, Mindoro from Plymouth, his father having preceded them some eighteen months earlier. George married Mary Jane Williams in 1877 and they settled in Eltham where they had five children; Percival George (1878), Florence Maud (1880), Laura Blanche (1882), Alfred Edgar (1886) and Gladys Victoria (1897). In 1879 George was elected a vestryman for St Margaret’s Church, a position he would be re-elected to for many years. Both he and Mary were active members of the church and social activities. In 1884 George was also engaged in collecting funds for the renovation of the St Helena church George was also a member of the Eltham Cricket Club. In May 1884 following completion of the cricket season, several players banded together to form a group holding fortnightly meetings for the purpose of giving readings, recitations, etc to relieve the dullness of the long winter evenings. Charles Wingrove was elected President, Rev. J.B. Gason Treasurer and George along with Messrs Evans, Bourke, D. McColl, C. Jarrold, George Hill and William Brown, members of the Committee. In 1885, George advertised two horses had strayed from his premises (reward £2) and in 1891 he had a cultivator for sale (price £7/10/-). In 1902 he was treasurer of the Eltham Rifle Club. His children attended Eltham Primary School. In 1904 he was a member of the school's Board of Advice and addressed children at an Arbor Day planting activity. In 1907 he was elected president of the Eltham Progressive League, calling for public toilets to be erected at a local picnic spot. George along with William John Taylor and Isaac Hill was also appointed a Trustee of the Eltham Rechabite Hall in Henry Street on behalf of the Hope of Eltham Tent No. 195 Victoria District Independent Order of Rechabites from December 1901 until its sale to the community in December 1921 for use as a public hall. George ‘Snowy’ Knapman was a blacksmith by trade. He owned and operated a shoeing forge and wheelwright workshop, known as Snowy Knapman’s Forge, in Main Road Eltham, next door to the Eltham Court House. The location was well chosen. Mail coaches from Melbourne passed through Eltham enroute to Christmas Hills and Yarra Glen, with another heading to Kingstown (now Panton Hill). It was common practice for horses to be changed at Eltham. Two photos taken June 4, 1907, captioned ‘Election Day Eltham’, show a large crowd of men assembled in Main Road outside Knapman's premises. They are waiting to vote at the Court House. There are no women in the crowd; they were not empowered to vote. George's brothers William and John were also blacksmiths at Heidelberg, continuing the business established by their father George, who had died in 1900. After William died in 1909, George moved to Heidelberg to take over from him. George died at his residence, ‘Devon’, Yarra Street, Heidelberg on March 16, 1923, and is buried in Eltham Cemetery with his wife Mary who died July 16, 1935, at Kew. Their former house at Eltham was located near where the WW1 Monument was erected in 1919, after they had moved to Heidelberg, at the corner of Bridge Street and Main Road and occupied by Mr. R. Trevena at the time of Mary’s death. Mary was sister to E.J. Williams, W. Williams and Mrs Fawkner, all residents of Eltham.
