Programme, The Opening of Civic Hall, 1956
The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. The front cover features the City of Ballarat Coat of Arms. The programme starts with a message from the Mayor, Cr Neil T. Carrow. It includes the Concert Programme directed by James H. Davey, an asrtist's impression of the Civic Hall from Mair Street, and information relative to the New Civic Hall. The programme features images of the City of Ballarat Coat of Arms, Cr N.T. Callow, , James H, Davey, and an artist's impression of the Ballarat Civic Hall. Mayor Neil Callow's Message: "To-day, our citizens witness the fulfilment of the most extensive Municipal undertaking in the City's period of recent prosperity and development. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. Ringwood Mail newspaper article clipped from pages 9 and 14, 23 December, 1958.Norwood's First Speech Night FOR its first Annual Speech Night Norwood High School put on a remarkably smooth and entertaining performance. It even broke new ground for these occasions by staging a junior Mannequin Parade. In the appreciative audience were the Mayor and Mayoress of Ringwood (Cr. and Mrs. R. 0. Spencer), Cr.and Mrs. Peter Vergers, Cr.and Mrs. Doug Baxter, Cr.and Mrs. Ben Hubbard, and Mr. George Ormandy (Head Master of Ringwood High School) and Mrs. Ormandy. After the singing of the Norwood High School Song,'Fidelis', the Mayor, as Chairman, gave high praise to the school for its 'mighty effort on its first Speech Night.' It was an historic night, he said, an event which would live in the minds of the boys and girls of the school for as long as they lived. Education was a live issue today, the Mayor said, and it was as well to reflect on what the teaching staff of a school was asked to do. They were asked to teach the children how to play their part in life, to make decent men and women of them. And if the children were a future disappointment to their parents the Head Master and the staff could not be blamed. On behalf of the Council and citizens of Ringwood, the Mayor offered congratulations and good wishes for a happy Christmas. In his report the Head Master (Mr. J. A. Gibson, B.A.) said the school colours of purple and gold had been appropriately chosen because of the golden wattle and purple sarsaparilla which rioted through the district. The badge design was a transition of Nowood to Northward, a symbolic representation of the magnetic compass which formed the central motif of the badge. The fact that the compass is used by travellers as a reliable guide gave the school the motto 'Fidelis' which combined the ideas of faithfulness trustworthiness and dependability. The word was easy to remember and to say, and its meaning set a worthy ideal which the boys and girls of the school could strive to attain. For House names native words had been chosen and they were associated with features of the district. The names Kalinda, Maroondah, Mullum and Yarra had already acquired a special significance for everyone associated -with the school. School traditions were also being established, the report went on, by the holding of annual swimming and athletic meetings and the awarding of prizes, and the school had been helped here by the generosity of certain good people of the community who had presented trophies. In the field of inter-house activities the Couche family had presented to the school the Couche Cup for Swimming Contests, and the Warrandyte cup for aggregate points earned in all sports; Mr. Avison had presented the Norwood Cup. for Athletics Contests, and Mr. and Mrs. Jack Godbehear the Rosebank Shield for award to the House gaining the highest aggregate score each year. Members of the Mackinlay family had perpetuated the name of the early owner of the property on which the school is built by donating a sum of money, the interest of which would provide the William and Elizabeth Mackinlay Prize each year for the Dux of Norwood High School. ATHLETIC SUCCESS The gross enrolment of 117, included 52 boys and 65 girls, who were divided into three forms of approx equal ability. The curriculum had been broadened to include excursions to the Art Gallery and Museum, to Orchestral concerts, and trips to Warrandyte, the Maroondah Dam and Healesville Wild Life Sanctuary. The school had taken part in inter-school sports contests during the year and came first in their section of the Swimming Contests held at Olympic Pool, also gaining second place at the Athletic Meeting at Olympic Park late in the year. A Social Service League had been formed in the school and had raised £36/7/3. This had been distributed to the Anti-Cancer Campaign, the Lord Mayor's Hospital Appeal, and Yooralla Crippled Children's Appeal. A Parents and Citizens Association had also been formed which had already raised more than £90 towards school funds. Mr. Gibson expressed the school's appreciation to the Head Master, staff and pupils of Boronia High School where Norwood pupils had been guests, and hoped that Norwood would be able to look after Mitcham High School as well in the coming year. After an informative explanation of the 'Importance and Responsibilities of a High School Advisory Council given by Inspector of Schools, Mr. H. W. Hopkins, B.A., the big moment of the evening arrived—the presentation of prizes and certificates by the Hon. J. W. Manson, MLA. Mr. Manson said the purpose of a school was twofold. It was to teach the children to fend for themselves and to live with one another. He congratulated Norwood High on its good start for the year and also those who didn't win prizes because, he said, they had learnt the most important lesson of all — not to win but to keep on trying. Second half of the program was purely entertainment. The School Drama Club presented a Christmas Nativity tableau and an adaptation of Charles Dickens' 'Christmas Carol' with considerable talent. The unique Dress Parade, conducted on the usual professional lines with a running commentary, was both amusing in its sophistication and delightful for the youthful charm of the mannequins and the excellence of the garments displayed. Attractive winter and summer school uniforms were displayed by boys and girls and featured the purple and gold colouring of the school. The girls' summer uniforms were fresh and cool looking with narrow lavender and white stripes. Gold Cesarine sports frocks were distinguished by a purple cord sash. Garments were made by girls in the Needlework Classes and reflected the greatest credit on both pupils and teachers. Cooking aprons, skirts, frocks and knitted sweaters and cardigans showed a wide variety and charm and the school uniforms were practical and smart. There was a bracket of rollicking folk dancing and a Making Music Interlude in which a group of boys and girls, in full hillbilly rig put on a turn with home-made instruments, penny whistles and their own fresh young voices. Teamwork was very good and the whole thing most amusing. Under the direction of Mr.J. A. Collins, the School choir sang delightfully; the traditional 'Greensleeves' and 'Gaudeums Igitur' being particularly effective. The Melbourne cable tramway system operated between 1885 and 1940.Former Melbourne cable tram bell used for fortnightly and annual meetings of Ringwood Apex Club, mounted on timber base with metal shields showing presidents for each year from 1966 to 2003. Karl Duldig’s ceramic bowl is a particularly interesting example of Karl’s ability to creatively respond to a new environment with a fresh visual repertoire, in this case, the flowering Eucalyptus in a design reminiscent of traditional European folk art. The bowl is an excellent example of the utilitarian and decorative studio pottery produced by Karl and his wife Slawa Horowitz-Duldig between 1944 and 1960. Clay was an important medium for Karl. When he was forced to flee Austria for Switzerland, working with clay became a convenient medium; and he continued to expand his use of clay in Singapore. In Australia his work in clay extended from domestic hand-made pottery to public sculptures and architectural reliefs. In 1944 Duldig purchased a kiln, which was installed in the garage of the family’s St. Kilda flat, soon after a pottery wheel was acquired. It was the beginning of a cottage industry that supplemented the family income during the war years and beyond. Duldig initially sold his decorative ceramic wares through a local florist in St. Kilda, and subsequently through shops such as the Chez Nous French Art Shop (Howey Place) and Light and Shade (Royal Arcade), and the Primrose Pottery shop in Collins Street. The Primrose Pottery shop was an extremely important commercial outlet, and hub, for emerging artists, potters and designers from 1929 until 1974. Its proprietors Edith and Betty MacMillan worked closely with their suppliers, commissioning and taking items on consignment. In the post war period important Melbourne studio potters such as Allan Lowe, Arthur Boyd, John Perceval and Neil Douglas exhibited and sold domestic wares in the Primrose Pottery shop. The Duldigs studio pottery provides a counterpoint to the ceramics produced at Arthur Merric Boyd Pottery in Murrumbeena, which was established in 1944 by Arthur Boyd, John Perceval and Peter Herbst. The emphasis on painterly decoration was important and the AMB potters also produced simple household wares decorated with Australian flora and wildlife, for example Neil Douglas also made small bowls decorated with the fairy wrens, lyrebirds, gumnuts and eucalypts. Ann Carew 2016The Duldig Studio’s collection of ceramics has national aesthetic and historic significance. It contains a representative sample of works of art in ceramics created by Karl Duldig during his lifetime, including small sculptures, as well as functional and novelty items for the tourist market during the 1956 Melbourne Olympic Games. The artist’s working methods and the development of his practice are comprehensively demonstrated in the collection. This in-situ collection demonstrates the philosophy of the Vienna Secession and its inheritors that handcrafted, simple functional domestic wares might enrich both the lives of the maker and the user. This bowl is part of a collection of ceramics that has national historic significance in providing a rich illustration of an immigrant and artistic experience, and touching on the themes of settlement adaptation of artistic practice. The collection is also associated with places of cultural and historical significance in Melbourne such as the Primrose Pottery Shop, and the story of Australian studio ceramics in the post-war years.
