Councillor William Plummer Francis (1865-1941) was Mayor of Brighton in 1911 and 1918. Born in 1865 Geelong, he was originally worked as a miner, then at Melbourne Tramway Company before becoming a greengrocer with stores in Middle Brighton and Sandringham. He became a member of the Brighton Council in 1906, elected Mayor in 1911 and then again in 1918. In 1904, at the initiative of Premier Thomas Bent, Victorian Railways was authorised to build an electric street railway from St Kilda to Brighton. The line opened in early 1906 and was one of Melbourne's first electric tram services. On Saturday 5 May, 1906, Premier Thomas Bent performed the opening ceremony of the St Kilda to Brighton electric tramway at the Brighton Terminus, presided over by Cr. Thomas Wilson, Mayor of Brighton, with refreshments following at the Brighton Yacht Club. About 60 representatives were in attendance including the Railway Commissioners and the mayor and councillors of St Kilda, Brighton and Caulfield. The newspapers of the day commented that the cars were the best yet seen in Australia, possessing a great advantage over the Sydney trams, in that they are easily entered, and the glass windbreak was another improvement in design. The Coat of Arms, represents Brighton City Council's "growing awareness of the importance of formality and correct symbolism in local government". It replaced the council's crest of a pier and yachting scene and was used as council's seal, and emblem on its flag and letterhead. The new Coat of Arms, drawn up by the College of Arms in England, depicts the progression from a seaside gardening community to a modern residential city. The prominent forms are on the shield-like coat of arms include waves and a Lymphad (a ship, symbolic of the sea); a market gardener; an aboriginal man; two horns plenty with abundant fruit and vegetables (the wealth and plenty) and Elster Creek. It is underscored by the motto 'By their fruits, ye shall know them'. Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919.Ink and gouache on parchment with wax seals. Allocates a Coat of Arms to the City of Brighton, by the College of Arms in London on 08/09/1970. The Coat of Arms is located on the upper left quadrant and has the following parts: the crest, the wreath, the helmet and mantle, the shield, the supporters, the compartment and the motto. The crest is two cornucopias with fruits and vegetables, above which sits a seagull. The mantle above the helmet is in green and gold. The shield is also green and gold with a lymphad (ship), and blue and white waves, representing the sea. The market gardener, holding a hoe, and Aboriginal figure, bearing a boomerang, support the shield and stand upon the compartment which is soil with a representation of Elster Creek. A ribbon below contains the motto in 'FRUCTU NOSCITUR'. The certificate text explains the origins of Brighton and the parts of the coat of arms. From Honour Roll Display 2019 interpretation panel - Brighton-Caulfield Avenue of Honour It is hard to imagine but a grand arboreal Avenue of Honour once lined parts of North Road, McMillan Street and Point Nepean Road (now Nepean Highway). The Avenue of Honour was a distinctly Australian phenomenon with hundreds being constructed throughout Australia during and following World War One, most of these in Victoria. Consisting of tree lined streets with each tree representing a solider, the Avenue of Honour signalled a more egalitarian approach to commemoration where rank was not a consideration. Arguably the most famous Avenue of Honour in Victoria still exists at Ballarat. Stretching for nearly 22 kilometres, the entrance to the Avenue is marked by the imposing Arch of Victory. Smaller in scale, the Brighton-Caulfield Avenue of Honour was dedicated to the ‘memory of (Brighton and Caulfield’s) kith and kin who came from (the) district and who died in the Great War’. A joint project between the neighbouring Councils, the idea was first reported in The Argus on 1 July 1918. Plans moved along quickly and on 3 August 1918 the Governor of Victoria Arthur Stanley planted the first Australian flowering gum. The next of kin were then invited to plant trees for lost sons, brothers, uncles, nephews and husbands. In all, over 400 trees were planted. Intensely personal, the Avenue also acted as a focus of grief and remembrance for the wider community. For many years, the annual civic Anzac Day service was held at the Avenue on Point Nepean Road, near Glen Huntly Road, Elsternwick. The service was moved to Caulfield Park upon the completion of the Cenotaph in 1930. Due to road widening and disease the last original tree was replaced in the 1980s, however a plaque in Caulfield Park records the Avenue’s plantation. Inkstamp upper corner rhs: "TOWN CLERK"

Due to ill health he retired from council in 1900 but re-entered council in 1904, becoming Mayor again in 1906. He was commissioner of the Metropolitan Board of Works for five years. In 1920 the Prince of Wales embarked on a journey to Australia on behalf of his father, King George V. While the visit was intended to strengthen the relationship between Australia and the Empire, the main objective was to offer thanks to the Australian men and women for the sacrifices and contributions that they had made during World War I. The Royal Tour began in April 1920 and covered 110 cities and towns across the country. The Prince spent eleven days in New South Wales, nine days in Victoria, four days in Tasmania, eleven days in Western Australia, six days in South Australia and eight days in Queensland. Thomas Wilson (1838-1923) was a local councillor in Brighton (in its three phases as Borough, Town and City) representing the central ward over a 57-year period, firstly in 1866-79 and again in 1894-1923. He was elected as mayor seven times, as Borough of Brighton in 1869, Town of Brighton in 1895-96, 1905 and 1912-13, and was the second Mayor of the City of Brighton in 1919. He was also a land speculator and both Wilson and his father William Wilson owned considerable land in the area. William Wilson sold land on the corner of Wilson and Carpenter Streets to the Council for its Town Hall.
