In 2021, the Department of Environment, Land, Water and Planning (DELWP) constructed two new groynes and a section of rock seawall at Apollo Bay to help manage the impacts of coastal erosion. The new 70-meter-long rock groynes run perpendicular to the shoreline and be located just south of the Milford St revetment and to the south of Milford Creek. Sections of rock seawall will be constructed between the two Groynes with an aim to protect the dune, walking path, cypress trees and road from erosion. the Orbost State School opened on19th of March 1886. The school had first operated tem­porarily in a leased building, and on a half-time basis with SS2745 Jarrahmond, The head teacher was Campbell Mackay who remained in charge only until 12th of May 1886. The second head teacher, John Rowe, served until 1908. On 30th of June 1887, a portable room was provided; it being brought to the area by schooner. The school now had accommodation for 30 pupils; the teacher's welfare was considered because quarters of two rooms were attached. As the population increased so did the needs of the school. This was reflected in the provision of a larger classroom in 1898. During 1910-11 the first approaches were made to the Department for the establishment of a Higher Elementary School in Orbost and this became a reality in 1912. Orbost. The Higher Elementary School supplied post-primary education in the district until a high school was built in 1948. When fire destroyed the school in 1941 local halls were used as classrooms until a new school was built, opened by the Hon. A. E. Lind, MLA, on 13th of February 1942. But Orbost continued to develop and the new school was soon over­taxed. This resulted in the erection of two Bristol classrooms in 1947. By 1950, when the school population had reached 500 pupils the opening of the new school at Orbost North was welcomed by all concerned. Photocopied file of corresponence and documentation relating to a claim by L.J. Mills, Nurseryman, that adjoining property owner, J. Collins, Farmer, assists with replacement of a vermin proof wire netting dividing fence destroyed by 1939 bushfire. File includes 1939 and 1940 detailed property inspection reports by Vermin and Noxious Weeds Branch, Lands Department, Lilydale, describing land use in the area and signs of vermin activity. Application approved 18th April, 1940. Appeal lodged by Mr Collins disallowed in May, 1940. File closed June, 1940 with Departmental suggesion that Mr Mills consider further legal action through a Solicitor as fence had still not been wire-netted. TRANSCRIPTS: Vermin & Noxious Weeds Inspection Reports "19/9/1939 (To) Superintendent (Department of Lands and Survey, Melbourne) Re L.J. Mills application for Vermin Proof Fence. I called on Mr Mills yesterday 18th instant in connection with this matter. Mr Mills has a flower farm and claims that rabbits and hares are damaging his flowers. He showed me a bed of carnations which he stated were being damaged by rabbits. There was evidence of some leaves being nipped off, but I am unable to say whether this is due to rabbits or grubs. Very little if any real damage is being done. The property is netted on the east and south boundary and on half the north and west boundary. The surrounding country is undlating and fairly steep in places. The land to the east across Grandview Avenue (sic) is all planted out in old established orchards and well cultivated. Cleared grass land adjoins the south boundary and bush land adjoins the north and west boundaries. I walked over a large area surrounding Mr Mills land and never saw any rabbits or hares or any indications of rabbits. This locality is not rabbit infested and very little wire netting is being used. I do not consider that a vermin proof fence is necessary between these allotments. - Jas H Allison (Inspector, Vermin and Noxious Weeds Branch, Lands Department, Lilydale)." Follow up report following renewal of application for Certificate by Mr Mills, citing rabbits causing considerable damage to his flowers. He laid poison and obtained 9 carcases and stated that there is evidence of rabbit infestation from the adjoing land. "19/3/1940 (To) Mr Hannah (Superintendant, Department of Lands and Survey, Melbourne) Re L.J. Mills, Grandview Grove Ringwood, Lot 4 Grandview Estate Pt CG20 Ph of Warrandyte. I interviewed Mr Mills at his home on 15th inst. He showed me carcases of rabbits which he stated had been poisoned on his land. In places young plants had been nipped off apparently by rabbits. I made an inspection of adjoining properties and found one live burrow close to Mr Mills northern boundary. There were scratches and other evidence of rabbits on land north and west of Mr Mills property. In view of the present evidence of rabbits I consider that a vermin proof fence is now necessary to protect the flowers grown by Mr Mills. His land is netted on whole of east and south boundary and half way on west and north boundary. The adjoining land on west and north boundaries is owned by Mrs Linda Collins and John Collins resp of Brysons Road East Ringwood. - Jas H Allison (Inspector, Vermin and Noxious Weeds Branch, Lands Department, Lilydale)."

When fire destroyed the school in 1941 local halls were used as classrooms until a new school was built. Work was quite rapid and a new brick structure was opened by the Hon. A. E. Lind, MLA, on 13th of February 1942. This new building was a fine type of school of which both the pupils and the HT Leslie Collins were indeed proud. But Orbost continued to develop and the new school was soon over­taxed. This resulted in the erection of two Bristol classrooms in 1947. By 1950, when the school population had reached 500 pupils the opening of the new school at Orbost North was welcomed by all concerned. In 1963 the Department purchased land diagonally opposite the school and developed it as a playing area. In 1965 two LTCs were opened in November, and in October 1968 the Brodribb School building was moved to SS2744 Orbost for use as a general purpose room." From 1955 Alan Marshall's home was a bungalow at the rear of his sister's house at Eltham. The first bungalow burnt down. Its replacement shown here still stands. In March 2020 the property was sold. It was last sold previously in November 1982. No mention was made in the advertising regarding the heritage protected bungalow in the rear yard and advertising material presented it as having future potential to develop STCA (Subject To Council Approval). Concerned local members of the community alerted to EDHS to the pending upcoming sale and Council was also alerted to the sale and the potential risk presented to the heritage protected bungalow. In 2021 an updated amendment, C133nill, was made to the Nillumbik Planning Scheme in response to a planning application to develop the property following its sale. The Minster of Planning approved and gazetted the Amendment. Gazettal occurred on 25th November 2021. A copy of the gazetted Amendment is available on website of the Department of Environment, Land, Water and Planning at www.planning.vic.gov.au/schemes-and-amendments/browse-amendments. Phyllis May Waller was born Orbost in 1912. Her father-was Frank Hale Waller and her mother -Sarah Elizabeth Clancy. Phyllis married Clive Howell Crawford Pasco in 1934 (Clive was born 1908 at Prahran, and died in 1971 at South Melbourne). Built in 1914 by Fleming and Ferguson in Paisley Scotland as Sir William Matthews for the Ceylon Government, she was a twin screwed steam bucket dredge. She was purchased from the Western Australian Government by the Melbourne Harbour Trust on 10 October 1941. After an extensive overhaul, the vessel was renamed the George Kermode and commenced operation in Victorian waters on 22 June 1942. The George Kermode was scuttled by the Department of Conservation, Forests and Land off Phillip Island on the 1 April 1976 as part of an artificial reef program. The Department of Crown Lands and Survey was originally established in 1857 as part of the Board of Land and Works. In 1964 it ceased to be controlled by the Board. The Department functioned for almost twenty more years before being combined with other Ministries to form the Department of Conservation, Forests and Land. It was responsible for the management of the State's Crown land and pastoral estates. This map was used by Don Mehlert after 1928. The VERMIN AND NOXIOUS WEEDS ACT 1928 was an Act to consolidate the Law relating relating to Vermin and Noxious Weeds. E. J. E. G. Pemberton who published this poster was Superintendent of Field Staff, Dept. of Lands and Survey. Originally built by John Hill, a shoemaker at Kangaroo Ground around 1878. In the late 1970s when our Society was the Shire of Eltham Historical Society, an offer was made to the Society regarding use of an old cottage at Christmas Hills. The cottage sat beside Watsons Creek just outside the then Shire of Eltham but following municipal restructuring it now lies within the Shire of Nillumbik. For various reasons the offer ultimately lapsed. At that time some research on the cottage was carried out for the Society by Keith Chappel as part of a larger research project that he was doing. Keith’s notes were taken from Lands Department records and showed that the property was the subject of a permissive occupancy of Crown land comprising the creek reserve. In 1903 a Miner’s Right of one acre in area was granted to Edwin Samuel Birch. In 1907 Birch applied to purchase this land but was unable to because it was part of the creek reserve. The documents show that the cottage existed at that time. Upon Birch’s death in 1932, his daughter, Honor Mary Birch was granted a permit to occupy the residence. Honor Mary Birch, known as Nora, was born 1900, the daughter of Edwin Samuel Birch and Honor (nee Young). In 1939 she married George Henry Williams (aka Henry). Honor died 8 July 1976. Her siblings were Margaret Martin (dec), Bert Birch and Brigidene Brinkkotter. In her will she gave and bequeathed “all the improvements on the land held by me at Christmas Hills under Permissive Occupancy from the Department of Land and Survey consisting of the house property thereon and all the contents of the said house to my nephew Brian Joseph Martin of Christmas Hills aforesaid farmer”. The will described the property as a four room, five square house, about 100 years old with enclosed verandah, including kitchen, combined lounge dining room, bedroom and store room; built of ‘bush slabs’ with a corrugated iron roof. A dairy had been erected in 1935. After her death, the property was acquired by the Melbourne Metropolitan Board of Works in 1978. The property is listed on the Victorian Heritage Database HO200-Hill, later Birch farm complex, 945 Eltham-Yarra Glen Road, Watsons Creek and described as: The house has a steep but simply gabled roof form clad with corrugated iron, vertical adzed hardwood slab front wall construction, split palings to the gable ends; rubble freestone chimney at one end (with added gsi flue), pole-framed Graeme Butler & Associates, 2006: 101 Shire of Nillurnbik Planning Scheme Amendment C13 Heritage Assessments verandah (rebuilt?); six-pane double-hung sash windows; T&G bead-edge boarded ledged & braced door; and paling clad rooms added at verandah ends. A slab-clad large fireplace is at the north corner of the house, with a gsi upper cladding added and an internal lining of rubble stone. The rear facade is different construction, being drop-slab, and sits beneath a rear skillion addition to the main gabled form: this may be more recent construction. The house appears to have been once set up for public display and may have been recreated in part for that purpose. Outbuildings are reached by a track along the east side of the house, including what may have been a creamery (typical standard inter-war design clad with corrugated iron and lined with 1938 Lysaght Queens Head Australia galvanised sheet iron) and a paling clad gabled out-house. Timber outbuildings of differing eras are to the north-west of the house, with pole framing and paling infill construction and Redcliffe brand corrugated iron. Post and rail (front) and split paling (rear) fence remnants line the front boundary.
