They had to pay the licence whether they found gold ...The Red Ribbon Movement of 1853 represented a significant series of events in the history of Bendigo. During that year there was much agitation on the Bendigo gold fields, particularly during July and August of 1853, directed against the payment of what the miners called a tax - a licence fee of thirty shillings ($3) a month for the right to search for gold on what was declared Crown land. They had to pay the licence whether they found gold or not. The miners, or diggers as they were called, also resented the means used by the authorities at the time to collect the gold licence - through so-called 'digger hunts'. The miners were expected to carry their licences with them, and the police, who were often untrained, used harsh methods to check these licences. In Bendigo, the miners took to wearing a red ribbon ‘as a symbol of their protest against the licence. Red was a very common colour in items such as shirts, so was readily available. Shopkeepers too tied red ribbons to their premises as a sign of support for the miners. It should be remembered at that time virtually everyone was a miner. The diggers also had their own banner, designed by William Dexter, a china painter from Devon. This flag showed the pick, shovel and cradle representing labour, the scales representing justice, the Roman bundle of sticks meaning unity and the kangaroo and emu of Australia Many thousands of Bendigo miners signed a petition to La Trobe, the Governor of Victoria, protesting against the licence fee. When the Governor rejected the petition, thousands of diggers marched in peaceful protest. Miners from White Hills, Eaglehawk, Golden Square, Kangaroo Flat as well as from Bendigo Flat, converged on what is now Pall Mall and View Point, surrounding the ~government camp on Camp Hill. The camp had been reinforced with soldiers of the 40 Regiment, as the Government feared bloodshed. The miners then gathered on the hill behind View Point to hear from their leaders - among them George Thomson, Captain Harrison, Captain Brown and W.D.C. Denovan. They resolved to pay a token fee often shillings ($1) for the September licence, whenthey met with Commissioners Panton and Wright on Camp Hill. Although Wright and Panton were sympathetic to the miners, the offer was rejected, but no licence fees were collected for September. Thus a possible bloody conflict was averted by the common sense shown by the miners' leaders and the commissioners. It was a truly democratic protest against arbitrary government and preceded the Eureka Stockade Incident by over a year. Historically ‘water races’ ran through the valleys of the Greater Ballarat area unearthing the minerals that forged prosperity and wealth. This water still flows today unearthing new possibilities for the community. Possibilities focusing on sustainability, ecology, health and prosperity. Flowing over the site a series of kinetic turbines flutter in the wind creating a contemporary water race. The interactive elements offer visual stimulation enticing people to connect with the artwork and in turn the surrounding spaces. Bakery Hill has great historical significance. It’s connection to the Eureka Stockade and the series of events that were to unfold during the 1850’s was to become the turning point in Australian political history. The placement of each turbine is to mirror a point of history in the timeline of events that occurred during the Eureka Stockade. The Water Race is a symbol of possibilities, the ones created by history and those of modern society. It is a visual timeline that can be read by traversing the site. The connecting turbines that flow and turn in sync are a representation of time passing and the interconnectedness of history with the community that surrounds it. The gateway to Bridge Mall is framed through the placement of each turbine allowing the sense of prosperity and wealth to flow through to the surrounding community. This gateway also references the significance of Bakery Hill reinvigorating the historical site by reconnecting it back to its town centre. The Beechworth Burke Museum

This image taken between 1920-1930 depicts open-cut hydraulic sluicing at the Three Mile Mine, located about five kilometres south of Beechworth. Alluvial, or surface, mining began on this site in the 1850s, but was soon replaced by hydraulic sluicing methods. By the start of 1880 it is estimated that nine hundred miles of water races had been cut though soil and rock in the Beechworth district. Hydraulic sluicing employs high pressure jets of water to blast away large areas of earth and wash it down to be run through a sluice box. Gold gets caught in the sluice and the remaining slurry is washed away. Large water quantities were required for hydraulic sluicing, and the long water races and deep tailraces that were constructed were considered great engineering feats. This method of mining is extremely effective, but causes significant environmental damage and impacts to waterways and agricultural operations. Miners at Beechworth built extensive networks of races and dams to secure reliable supplies of water on a scale far greater than elsewhere in Victoria. By the 1880s Beechworth's water barons continued to hold more than half of all the water right licences on issue and undertook sluicing operations on a massive scale. The manipulation of surface and ground water via race networks was well planned and recorded in detail by local mining surveyors. The maps that were created, combined with modern geo-spatial technologies, provide a vital key in understanding the great lengths to which miners went to capture and control critical water resources. Today, Three Mile mine is called Baarmutha. The Three Mile Mine was unproductive until 1865 when John Pund and three other miners secured a fifteen year license and constructed a water race from Upper Nine Mile Creek to Three Mile Creek. In the early twentieth century Pund & Co. averaged over one thousand ounces of gold per year from the mine. After Pund's death in 1915, GSG Amalgamated Co operated the site, continuing sluicing until 1950. This image of hydraulic sluicing methods shows the extent of water-works engineering in the landscape. This photograph has historic and research potential for understanding changes to the landscape, the evolution of mining methods, and the extensive construction, manipulation and management of water networks in the Beechworth district. This boat or dinghy is one of a few remaining boats made for Proudfoot’s Boathouse, 2 Simpson Street Warrnambool, on the Hopkins River, in about 1885. It was one of many rowing, fishing, sailing and picnic boats that were available to hire. Proudfoot’s Boathouse, a beautiful Victorian Period building, was designed, built and established by Thomas Proudfoot. He applied to build a boat jetty in 1885. He died in 1900 and his wife Catherine took over, running it for many years. Later her son Bruce and after that her granddaughter Ena Hunt and her husband took over; it remained in the family until 1979. Proudfoot’s was a very popular tourist destination for visitors coming from Melbourne to fish and row and enjoy afternoon tea. The buildings, including the ‘U’ shaped jetty and tearooms, were restored and modified in the 1990s by the Warrnambool Sports Club, under the control of the Warrnambool City Council. The dinghy was brought to Flagstaff Hill in about 1992 and restored to its original condition and painted in traditional paint colours of orange with dark green gunnel and black and gold pinstripes. Since that time it has been painted by Flagstaff Hill's boatbuilder.This dinghy, Proudfoot’s Boat, is significant for its association with Proudfoot’s Boathouse, which is listed on the Victorian Heritage Register, VHR H0620. “Proudfoot's Boathouse on the Hopkins River near Warrnambool is an outstanding example of a late-19th century boathouse complex with associated residences and jetties. Thomas Proudfoot first applied for a jetty licence in 1885 with a view to establishing a boating business on the Hopkins River. The early single-storey sections are thought to date from this period. The two storey second stage probably dates from 1893 when additions were constructed. The entire complex was designed and built by Proudfoot himself. The business remained in the Proudfoot family until 1979. The buildings were modified in the 1990s in the process of creating a sporting club on the site. Proudfoot's Boathouse is of architectural, historical and social significance to the State of Victoria. Proudfoot's Boathouse is of architectural significance as perhaps the finest example of a 19th-century boathouse in Victoria. Although recent modifications have reduced the intactness of the buildings, many original features remain. The beautifully ornamented buildings still provide an attractive instance of 19th-century leisure facility architecture. Proudfoot's Boathouse is of historical significance as an example of late-Victorian recreational and tourist facilities. Boathouses were popular 19th-century tourist and recreational attractions, providing refined and healthy activity. This boathouse shows the early realisation of the tourism and leisure potential of seaside towns such as Warrnambool, a potential that has become increasingly important as port uses have ceased and other industries have been subjected to financial pressure. Proudfoot's Boathouse is of social significance because it illustrates the continuity of the attraction of this kind of leisure facility. Although the glory days of the boathouse were in the 19th century, those that survive continue to be well patronised. Proudfoot's Boathouse has been an important recreational facility and attraction for tourists flocking to the Hopkins River, one of the State's most popular boating and fishing resorts, since 1885.” (Statement of Significance is from the Victorian Heritage Register)Wooden vessel or boat, called a dinghy, known as Proudfoot’s Boat. The Eltham Hotel is the oldest continually operating hotel in the Eltham district. Initially referred to as the Little Eltham Hotel, it has been known as the Eltham Hotel since the 1850s through to present time with a very brief period as the Eltham Tavern in the late 1980s. Benjamin Oliver Wallis was a prominent Eltham resident, publican and Councillor during the second half of the nineteenth century. He owned the house that is now the Nillumbik Living and Learning Centre at 739 Main Road Eltham and one stage the Eltham Hotel. Wallis migrated to Melbourne in 1853 but his wife and children remained in Cornwall for a further 10 years. Later in 1853 Richard Warren engaged Wallis to build the Eltham Hotel and it opened in 1854. The hotel was constructed of hard basaltic blue stone quarried in the Eltham district and cemented together with mud, and partly of bricks made at Eltham. The Fountain of Friendship Hotel on the opposite side of Maria Street (Main Road) opened shortly after. The hotel was a well-known resting place for gold diggers during the gold rush at Woods’ Point and Warren would buy the gold from the diggers. In 1858 Warren fell into financial difficulties and had to sell the hotel. Wallis bought the hotel and obtained a publican’s licence in 1861. In the 1850s the Fountain had been the more popular hotel but after that the Eltham Hotel became more popular. It is understood that in about 1857 Wallis probably built the “Living and Learning house” for tanner John Pearson. In 1868 Pearson became bankrupt and Wallis acquired the house and he lived there until his death in 1896. For some of this time the house was in the name of Benjamin’s son Richard but he died in 1888 and ownership reverted to his father. Wallis was a member of the Eltham Jockey Club and in 1867 his wife Anna rode her horse Charlotte in the Annual Races. Anna was also an angler and is reported to have caught a large perch in the Yarra River. She died in 1887. On 16th September 1886 Wallis sold the hotel to Christopher Watson (Snr). Watson died in 1887 and the hotel passed to his son Christopher Watson (Jr) who owned it until his death in 1909 at which time his wife Emily took over the license. Upon her death, their son Herbert applied for the license in January 1915. In July 1925, Herbert Watson demolished the original building and, in its place, erected a modern hotel which remains the foundation of the present Eltham Hotel. The contractors at the time commented on how well the original building had been constructed. A description of the new building was detailed in the Advertiser newspaper of January 8, 1926: “The new building consists of. two stories. designed in English tavern style, and contains-all told, 24 rooms. On the second floor, in front uninviting the two gables is a deep balcony, which will be much appreciated by visitors. The lower story is wholly of brick, and the upper one of wood and fibrous cement plaster. The rooms are spacious and lofty, and the windows are large and of latest style, and light the rooms splendidly. The entrance hall is 8 feet wide. The bar is a very commodious room and is furnished in the most up-to-date and convenient manner. The dining room, a very attractive apartment, is 30 feet by 15 feet 6 inches, and the bar parlor is also a large and well furnished room. A large cellar, an indispensable adjunct to an hotel, has been excavated beneath the bar. On the upper story are 12 bedrooms, and among other conveniences are two bath rooms in which hot and cold water can be used. All the rooms have been supplied with the necessary appliances for electric lighting, which will be one of the progressive evidences which Eltham will shortly enjoy.” “In the yard a brick garage to accommodate three cars at once, has been erected. Olive Elsie May Reed was licensee of the Eltham Hotel from April 1948 to January 1950. The Eltham Hotel is the oldest continually operating hotel in the Eltham district. Initially referred to as the Little Eltham Hotel, it has been known as the Eltham Hotel since the 1850s through to present time with a very brief period as the Eltham Tavern in the late 1980s. Benjamin Oliver Wallis was a prominent Eltham resident, publican and Councillor during the second half of the nineteenth century. He owned the house that is now the Nillumbik Living and Learning Centre at 739 Main Road Eltham and one stage the Eltham Hotel. Wallis migrated to Melbourne in 1853 but his wife and children remained in Cornwall for a further 10 years. Later in 1853 Richard Warren engaged Wallis to build the Eltham Hotel and it opened in 1854. The hotel was constructed of hard basaltic blue stone quarried in the Eltham district and cemented together with mud, and partly of bricks made at Eltham. The Fountain of Friendship Hotel on the opposite side of Maria Street (Main Road) opened shortly after. The hotel was a well-known resting place for gold diggers during the gold rush at Woods’ Point and Warren would buy the gold from the diggers. In 1858 Warren fell into financial difficulties and had to sell the hotel. Wallis bought the hotel and obtained a publican’s licence in 1861. In the 1850s the Fountain had been the more popular hotel but after that the Eltham Hotel became more popular. It is understood that in about 1857 Wallis probably built the “Living and Learning house” for tanner John Pearson. In 1868 Pearson became bankrupt and Wallis acquired the house and he lived there until his death in 1896. For some of this time the house was in the name of Benjamin’s son Richard but he died in 1888 and ownership reverted to his father. Wallis was a member of the Eltham Jockey Club and in 1867 his wife Anna rode her horse Charlotte in the Annual Races. Anna was also an angler and is reported to have caught a large perch in the Yarra River. She died in 1887. On 16th September 1886 Wallis sold the hotel to Christopher Watson (Snr). Watson died in 1887 and the hotel passed to his son Christopher Watson (Jr) who owned it until his death in 1909 at which time his wife Emily took over the license. Upon her death, their son Herbert applied for the license in January 1915. In July 1925, Herbert Watson demolished the original building and, in its place, erected a modern hotel which remains the foundation of the present Eltham Hotel. The contractors at the time commented on how well the original building had been constructed. A description of the new building was detailed in the Advertiser newspaper of January 8, 1926: “The new building consists of. two stories. designed in English tavern style, and contains-all told, 24 rooms. On the second floor, in front uninviting the two gables is a deep balcony, which will be much appreciated by visitors. The lower story is wholly of brick, and the upper one of wood and fibrous cement plaster. The rooms are spacious and lofty, and the windows are large and of latest style, and light the rooms splendidly. The entrance hall is 8 feet wide. The bar is a very commodious room and is furnished in the most up-to-date and convenient manner. The dining room, a very attractive apartment, is 30 feet by 15 feet 6 inches, and the bar parlor is also a large and well furnished room. A large cellar, an indispensable adjunct to an hotel, has been excavated beneath the bar. On the upper story are 12 bedrooms, and among other conveniences are two bath rooms in which hot and cold water can be used. All the rooms have been supplied with the necessary appliances for electric lighting, which will be one of the progressive evidences which Eltham will shortly enjoy.” “In the yard a brick garage to accommodate three cars at once, has been erected. Born 9 May 1901 in Prahran. Her Record of Conduct and Service describes her as being 5' 2½" and 8 stones 3 lbs, with hazel eyes, dark brown hair, a fresh complexion and of good appearance. She belonged to the Church of Christ. She commenced training at the Police Training Depot in 1929. In December of that year she passed the examination for a licence as a Shorthand Writer under the Evidence Act. In 1938 she won first prize for the 'empire-wide' King's Police Gold Medal Essay Competition - the set topic for that year was 'Juvenile Crime - Its Causes and Treatment'. The essay was subsequently published in two parts in The Australian Quarterly. Jessie suffered ill health in later life and died after a stroke on 3 June 1952. Following a Royal Commission in 1855, the Gold License was changed to the Miner’s Right, which reduced the fee and required annual payment, rather than monthly or quarterly.The fourth Goldfields Act, passed in early 1858, gave increased privileges to holders of Miner's Rights. These included the right to make residential claims, allowing the cutting of timber on claims and giving the right to build races and dams on any crown lands for mining purposes. This certificate is in the name of Samuel Richardson who brought it to Orbost.This item is of historical significance as it is associated with positive outcomes for gold miners brought about by the Eureka Stockade rebellion and its subsequent democrat changes. It is also associated with the Richardsonfamily who were early settlers in Orbost.A certificate for a miner's right printed on paper. It cost one pound. It was Not Transferable. Details have been filled out in ink. At the top of the licence is an elaborate etching, under the heading 'Colony of Victoria'. Inside a shield is a young woman, crowned, seated, with shipping in the background. oO her left is a miner with hat presenting her with a gold nugget while on her right, a farmer presents grain to her. ... gold licence.... The Victorian Gold Licence was issued from 1851 until early 1855. Every ...From 1851 the Victorian government required all men on Victorian Goldfields to carry a Gold License. The fee was one pound per month, and was payable in advance. There was agitation surrounding the gold license which was thought to be an excessive fee and did not give the bearer right to representation. On 03 December 1854 the gold diggers on the Eureka Lead fought a short battle against the army and police troopers. A few months later a new system of taxing gold diggers was introduced - the Miner's Right. The Gold License c allowed the bearer to 'dig, search for, and remove gold on and from any Crown Lands' within the district specified on the license. The license was not transferable, and had to be produced on demand. This has resulted in most surviving licenses showing evidence of having been folded and kept in a pocket.The Victorian Gold Licence was issued from 1851 until early 1855. Every man on a Victorian goldfield had to carry a valid gold license, so few survived the harsh treatment of being carried around a working goldfield. There was much dissatisfaction about what was thought to be an unfair mining tax (or gold license). On 29 November 1854 Ballarat miners burnt their licenses on Bakery Hill. On 3 December 1854 the Eureka Stockade Battle took place, resulting in the Goldfields Commission. The first Miner's Right was issued in late June 1855, and in July the first Local Courts were elected by miner's right holders. This gold license was issued around one year after the issue of the first Victorian gold license in August 1851, making it a rare early survivor. This fold lines on this Gold License are evidence of being carried around by the bearer. A original Victorian paper gold license glued onto on old card poster. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. This was a School of Mines Ballarat tie. The School of Mines was established in 1870, making it Australia's third oldest tertiary institution. The School of Mines had two divisions - a tertiary division and a technical division. The tertiary division provided higher education courses such as mining engineering, geology, education and business studies, while the technical division provided such programs as wool classing, plumbing and bricklaying. The organisation remained in that form until the 1967 when it was split into three institutions, Ballarat School of Industries, Ballarat Technical School, and Ballarat Institute of Advanced Education. They remained three entities until 1976. These three green polyester ties have a small SMB crest set within two gold diagonal pin stripes (5cm apart) in the middle of the wider front and one on the narrower end. DOCUMENT Gold miner's right Miner's Right Gold License No 210 ...Two licences, yellow-brown Victorian Gold License No 210, dated May 31, 1853 (a) and a Miner's Right No 20, dated 28 June 1861(b). The Gold License cost one pound ten shillings and for the month of June 1853. It was for Crown Lands within the Loddon District. At the bottom of the license are five Regulations to be observed by the person digging for gold or otherwise employed at the Gold Diggings. It has a crest at the top with a lion and a unicorn. Printed on a circular cnetre piece are the words: Honi so- -al y pense and below the lion, Dieu, in the centre is -t mon and under the unicorn is droit. The Miner's Right No 20, issued by the Colony of Victoria, for the District of Maldon, cost one pound. Across the top is a crest with a lion and a unicorn holding up an oval piece with a crown and a lion on top, In the oval is an illustration with two men and a woman and sailing ships in the background. Around the top of the oval is: Moni s- - qui mal y pense and at the bottom: Advance - Australia. Under the lion is: Dieu et mon and under the unicorn: Droit. Has been stamped in black, but is unreadable. Signatures and names on both documents are very hard to read.
