The Glenelg Shire Council was established by an Order-in-Council under the Local Government Act 1989, published in the Victorian Government Gazette S63 on 23 September 1994. Three councils were amalgamated, the City of Portland and the Shires of Glenelg and Heywood, to form the new Glenelg Shire.Cardboard box containing 11 full sticks and 5 partial sticks of sealing wax. ... associations with local Government administration in the district... associations with local Government administration in the district ...From the Victorian Heritage Register: The foundation stone of the original Portland Town Hall was laid by William Learmonth on 21st September, 1863 following a competition and subsequent public controversy over the permitted entry of architect John Barrow. The conservative classical design of municipal surveyor Alexander Ross was preferred and this axially planned design with central council chamber and side offices fronted by a fine axed pedimented gable entablature of basalt and Tuscan Doric pilasters was completed by 24th may 1864. The old Town Hall is one of a distinguished group of public buildings in Portland and an interesting example of conservative classical architecture of the first years of settlement in western Victoria. The basalt structure was partially erected of stone from the Portland stockade and has significant historical associations with local Government administration in the district. The Town Hall is the most impressive work of Alexander Ross, a surveyor architect whose career remains largely undocumented. The old Town Hall at Portland has been discreetly extended at the rear to provide additional meeting room accommodation. ... government office or hospital administration in the Kiewa Valley..., small government office or hospital administration in the Kiewa ...This item appears to be a calendar which was in use for a multiple clientele office e.g. post office, commercial office or bank, school or educational administration area, small government office or hospital administration in the Kiewa Valley or its region. The time this item was first used, electrical or battery powered desk and office calendars did not exist for semi isolated rural regions. These type of perpetual calendars not only looked impressive but were not affected by power shortages. This was a time when not all of Victoria was adequately supplied by power. This item is quite relevant to the Kiewa Valley as it demonstrates that the time before the Hydro electricity generators where built (Mount Beauty to Falls Creek), power supplies were not keeping up to the ever increasing demand from city and rural customers. This item was in a period before mass produced automated date and time pieces were available and hand operated date and time pieces were both in a social and commercial sphere a necessity.Wooden box (varnished) with three openings (on the front) detailing ,the day(Monday to Sunday), the date (1st to 31st) and the month (January to December). On the right side of the calendar box are two winding screws (RHS 6 steel) for each opening. These permit the scrolling of the information i.e. day, number and month. This ability results in a desk calendar which is perpetual. ... representatives and the government, although Victorian Railways... by the community, Parliamentary representatives and the government ...Plans for a rail connection between Colac and Beech Forest had been drawn up in 1884 and 1889 but proofed inconclusive because of the enormous cost involved in building a railway in such difficult terrain. Because of the financial depression in the early 1890s such expenditure went of hold. Towards the end of the decade planners recognised that a narrow gauge could be a viable alternative and it was taken up by the community, Parliamentary representatives and the government, although Victorian Railways administration was against the idea. This was overridden. The 1898 Parliament approved a 2 foot 6 inch gauge from Colac to Beech Forest although strict financial limits were set. The route was to be the most direct and the infrastructure the most basic. Construction began in 1900 entailing very steep grades and myriad curves until it finished in 1902. Surveyors and their assistants came before and during the track laying for the whole distance.B/W. Historical look (early 20th century) at the administrative requirements for the running of a small country school. The level of accountability was limited to a monthly report and a visit from the District Inspector. This was still in the era where paper reporting was utmost and faster electronic reporting had still to be implemented.The significance of this register is that it highlights the need in the early 1900s for travelling time, to and from, the duties required at a small country town to be detailed closely for a bureaucracy that was relatively isolated within the larger cities of Australia. Decentralisation of not only government but also of industry had not as yet entered the Australian environment. This register also shows that the written word was clearly hand scribed and thereby a more personal form of communication. This was still in the age where you " can tell a lot about a person from their handwriting" Lucy Goonan was Leonie Prime's relation and came from Glen Creek to teach at Mullindolingong School for a couple of years. None of the other names are 'known' names from the district.Green coloured cardboard backed book with two large staples holding each page at the left side of the spine Each page of has been folded in half from a 51cm overall length to produce each individual page of the register. This method of production of the book provides 25 double sided pages. Markings on cover " Absence Register, School No........ At ......." Markings on inside cover " ABSENCE REGISTER." Underneath this heading there are six explanatory and conditional usage. Each page is printed with the heading ABSENCE REGISTER and underneath "Roll No. 191(part of initial year reference), Record No. Name of Teacher Position Date of Absence Cause of Absence No. of times absent from beginning of year, total number of days absence and remarks requirements staff /reason/time taken during the period 1923 to 1950. The former Mont Park/Bundoora Psychiatric and Repatriation Hospitals Complex consisted of seven hospitals on a site of 185 hectares. The site comprising the Mont Park and Strathallen estates was consolidated by the Victorian government by purchase and transfer from the Closer Settlement Board in 1909 . The Mont Park Hospital commenced in 1910 with the building of the Farm Workers Block . In 1912 the landscape gardener Hugh Linaker was employed to layout the grounds of Mont Park and other State mental hospitals. The other hospitals were gradually split off from the Mont Park administration to form separate entities included among these was the Macleod Repatriation Hospital (1915), An agreement was made with the Defence Department in 1914 for the latter to erect the Mont Park central block (the "Chronic Wards") for use as a Military Hospital, and for it later to revert to the State as portion of Mont Park Hospital. The buildings now known as the Chronic Wards were completed in this way in 1916 and used as the Australian General Hospital no. 16 for the duration of the war. An Irish barrister, politician, Member of Parliament (M.P.), and the founder and first leader of a number of Irish nationalist parties and organisations, including the Irish Metropolitan Conservative Society in 1836, the Home Government Association in 1870 and in 1873 the Home Rule League. (Wikipedia) After being called to the bar in 1838, Butt quickly established a name for himself as a brilliant barrister. He was known for his opposition to the Irish nationalist leader Daniel O'Connell's campaign for the repeal of the Act of Union.[4] He also lectured at Trinity College, Dublin, in political economy. His experiences during the Great Famine led him to move from being an Irish unionist and an Orangeman[5] to supporting a federal political system for the United Kingdom of Great Britain and Ireland that would give Ireland a greater degree of self-rule. This led to his involvement in Irish nationalist politics and the foundation of the Home Rule League. Butt was instrumental in fostering links between Constitutional and Revolutionary nationalism through his representation of members of the Fenians Society in court. (Wikipedia) He began his career as a Tory politician on Dublin Corporation. He was Member of Parliament for Youghal from 1852 to 1865, and for Limerick from 1871 to 1879 (at the 1852 general election he had also been elected for the English constituency of Harwich, but chose to sit for Youghal). The failed Fenian Rising in 1867 strengthened Butt's belief that a federal system was the only way to break the dreary cycle of inefficient administration punctuated by incompetent uprisings.[6] In 1870 he founded the Irish Home Government Association. This was in no sense a revolutionary organisation. It was designed to mobilise public opinion behind the demand for an Irish parliament, with, as he put it, "full control over our domestic affairs."[6] He believed that Home Rule would promote friendship between Ireland and her neighbour to the east. In November 1873 Butt replaced the Association with a new body, the Home Rule League, which he regarded as a pressure-group, rather than a political party. In the General Election the following year, 59 of its members were elected. However, most of those elected were men of property who were closer to the Liberal cause.[7] In the meantime Charles Stewart Parnell had joined the League, with more radical ideas than most of the incumbent Home Rulers, and was elected to Parliament in a by-election in County Meath in 1875.[8] Butt had failed to win substantial concessions at Westminster on the things that mattered to most Irish people: an amnesty for the Fenians of '67, fixity of tenure for tenant-farmers and Home Rule. Although they worked to get Home Rulers elected, many Fenians along with tenant farmers were dissatisfied with Butt's gentlemanly approach to have bills enacted, although they did not openly attack him, as his defence of the Fenian prisoners in '67 still stood in his favour.[9] However, soon a Belfast Home Ruler, Joseph Gillis Biggar (then a senior member of the IRB), began making extensive use of the ungentlemanly tactic of "obstructionism" to prevent bills being passed by the house. When Parnell entered Parliament he took his cue from John O'Connor Power and Joseph Biggar and allied himself with those Irish members who would support him in his obstructionist campaign. MPs at that time could stand up and talk for as long as they wished on any subject. This caused havoc in Parliament. In one case they talked for 45 hours non-stop, stopping any important bills from being passed. Butt, ageing, and in failing health, could not keep up with this tactic and considered it counter-productive. In July 1877 Butt threatened to resign from the party if obstruction continued, and a gulf developed between himself and Parnell, who was growing steadily in the estimation of both the Fenians and the Home Rulers.[10] The climax came in December 1878, when Parliament was recalled to discuss the war in Afghanistan. Butt considered this discussion too important to the British Empire to be interrupted by obstructionism and publicly warned the Irish members to refrain from this tactic. He was fiercely denounced by the young Nationalist John Dillon, who continued his attacks with considerable support from other Home Rulers at a meeting of the Home Rule League in February 1879. Although he defended himself with dignity, Butt, and all and sundry, knew that his role in the party was at an end.[11] Butt, who had been suffering from bronchitis, had a stroke the following May and died within a week.
