A steering committee formed and after much consultation in 1985 an incorporated association was formed. With strong community support the committee lobbied for and gained government funding. State funds were granted in April 1987 for two nurses and a vehicle to operate from Ballarat and District Nursing Society’s Headquarters in Armstrong St, Ballarat. During 1989 Ballarat Hospice Care was recognised as a model for palliative care services. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. In 1905 Richard Squire was manager of the West Berry Consols at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age."[4] He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed. It was painted out, however, that for want of a thorough debate of the subject with experienced men the author had unwittingly included some general statements that required modifying in some points and extending in others, in justice to other workers among the earlier and the present day managers of mines. The original date for the laying of Foundation stone for the first Mission building at Australian Wharf in 1906 had to be changed to the 5th of February 1907 due to industrial action at the Wharves. See scrapbooks and clippings for details. Lord Northcote the Governor General officiated. The invitation marks the establishment for the first time at the Australian Wharf official recognition of the need to establish a Mission for seafarers in this location, some six years after presentation of the letter in 1897 from 22 Captains urging and requesting a respectable and convenient facility. Just ten years later the Mission would have to move to an adjacent site and raise funds for yet another Mission building in 1916. A heavy card with crimped edge with commercially printed invitation in cursive scripts from the Archbishop of Melbourne and the Members of the Committee of the Mission. Great Ryrie Primary School is a result of the merger between Ringwood, Southwood and Heathmont Primary Schools. In April 1998 the school opened on a brand new site in Great Ryrie Street, Heathmont (source: Letter from the Principal, Brian Allen, 23rd March 1999). "Pte James W. FRAKEL"23020 was a member of the 1st Battalion Norfolk Regiment during WW1. His brother John requested that he give some details of the time since his enlistment. The letter is quite a detailed account from his enlistment to his injury and demob. Moved to Australia 19201, Tattered original letter from Pte James Farrel, from Feb 4th 1916, describing his history in the Army. Written on brown paper in small neat hand writing. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals.
