Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. This book was used by the Orbost Manchester United Independent Order of Oddfellows. Friendly Societies were founded in the Australian Colonies in the mid-19th Century by immigrants from England who had been members in Societies which dated back to the 18th Century. Like all working people these immigrants experienced sickness, accidents, unemployment, death and burial. They needed help of like fellows to tide their families over these times. So they formed a branch of one of the Friendly Societies back in the mother country. The idea was to make fixed contributions to a fund and when they were off work they would receive a payment. When they died funeral benefits would be paid and the widow and children would be cared for. It was a form of local insurance for hard times. This record book was created in a time of 'look after yourself' as the Colonial Governments did not provide pensions or benefits. This ledger was kept by the management of a rural property in Marlo, East Gippsland. Entries were made by Hugh Cameron and Alaster Cameron. Their property was reputed to be the largest private dairy producer in Australia at one stage. (ref. Mary Gilbert) Some station owners or managers kept records like diaries, wage and ration books, and registers of births, deaths and marriages. This one records federal transactions, costs of produce and payments for share farming at Brodribb and Marl, as well as a list of donations made. Hugh Cameron (1850-1921) was on the Orbost Shire council from 1892-1915. His son Alaster was also an Orbost Shire councillor representing the East riding from 1932 to 1954. Hugh died at Orbost on 3rd May 1921, aged 71, and was buried on 5th May at the Orbost cemetery. This ledger was used by the Shire of Orbost pound keeper from 15 june 1947 -12 June 1971. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. This book records the impounding of animals which have been found wandering on local roads or trespassing on land. Many are farm animals. Impounded animals were either claimed by their owners after payment of a fee or if unclaimed , they were sold. The Orbost Pound was situated on Martin Street.This book is a record of a practice which was necessary to remove stock which were wandering on local roads or trespassing on neighbours. This cash ball was used by Cramond and Dickson, a large clothing store on the corner of Liebig and Timor Streets, Warrnambool. The Cash Ball system serviced the ground floor, which measured about 30 metres by 25 metres. An overhead pipe connected each service point in the store, with the pipes connected to the upstairs office. The ball would be filled with a note of details of the sale, and the cash payment; a vacuum system would be activated that would transport the ball upstairs to the office where details were recorded and change assembled. Change was placed in the ball, and the vacuum system activated to return the ball to the correct sales point. A frequent customer has reported that she never remembered the system not working efficiently, and the service was probably quicker than having a cash register at each sales location. John Glass Cramond and James Dickson migrated from Scotland to Melbourne where they opened a Cramond and Dickson store in St Kilda. They were inspired by the growth in Warrnambool after a visit and opened a second store there in 1855. The Cramond and Dickson store, grocers – drapery – ironmongery - chemist, was located on the corner of Liebig and Timor Streets, Warrnambool (now the site of a Mexican restaurant). Both Cramond and Dickson were involved in the business and social aspects of Warrnambool’s community. Cramond and Dickson closed in 1974. An advertisement placed by Cramond and Dickson in The Camperdown Chronicle, Saturday 6th April 1895, states them “showing the latest novelties for the coming winter season” … “import directly from English and Continental manufacturers” … “representatives in London … always in touch with the Newest Continental Fashions” ... “having been established for so many years we know the requirements of the Western District”… “allow 5 percent discount on goods paid for at the time of purchase”. This bundel of twenty pages of meteorological observations covers the period between March 1947 and April 1948 but there are some gaps. The bundle includes handwritten records on pre-printed forms from the Commonwealth Government and brief records on plain paper. There are calculations for monthly totals of information such as rainfall, and there are some comparisons between the years. One of the forms has handwriting in three directions, which is quite unusual. Readings were recorded daily for barometer, temperature and wind. There was also a section for comments on Exceptional Phenomena such as storms and fog. . It was one of the many duties of the Lighthouse Keeper or his Assistant to keep these records and make the mathematical calculations required by the Government. Information gathered from Lighthouse Keepers' letters tells of the large amount of time taken for this detailed work and the lack of payment made for such a responsibility. The quite detailed record for May, June and July 1947 were signed by C Carrington, Harbour Master for Warrnambool. Captain Carrington was responsible to the Harborus Board. He was responsibilite for the fortnightly training of the Warrnambool Lifeboat Crew on the practice of lifesaving and using the Rocket Rescue equipment. These Meteorological Observations are an important accurate record of the local weather since the late 1899s. They are part of Flagstaff Hill's Meteorological Observations collection of over seventy record books dating from the late 19th century. The collected information gives a picture of the weather patterns for the months and seasons, which then allows for warnings of events out of the normal or extreme, such as forecasting floods or droughts.Meteorological Observations for Warrnambool March 1947 to May 1948. 'Applications and allotment of 12,000 new shares, containing lists of shareholders for The Central Deborah Gold Mine as at 15th January 1948, contains information regarding applications for shares, transaction details of what was sold, cost and allocated to list of people who they were sold to'. Blue & white forms printed as contracts of applications to the directors of the company to state who the owners of the shares were and receipt of payments. Forms state the issue of release of 12,000 contributing shares of 1 pound each per share which were submitted by shareholders desiring to exercise their quota rights. Also contains hand written receipts from the Bank of New South Wales Chambers regarding applications to purchase shares from W.J Donovan who was a member of the Melbourne stock exchange which was part of Union Bank of Australia in 1948. The McCormick name in farm machinery dates back to Cyrus McCormick, who produced the first successful reaper in 1831. McCormick's company was one of the pieces that eventually became International Harvester. International renamed their new 10-20 and 15-30 tractors as McCormick-Deering in 1923.
