Carronbank (demolished) in Marshall Avenue, Kew was once the home of the Rev Graham Henty Balfour. It had extensive grounds, including a tennis court at the rear of the property. It remained a private residence until c.1960. The Department of Education purchased Carronbank as a school for partially sighted children, opening in February 1961 as State School No 4483. During the period 1961 to c.1980, the building housed a number of services. From 1969 to 1974, it was the site of Carronbank State School, later renamed Carronbank School for Deaf-Blind Children. In 1973, the Department established the Visiting Teacher Service for the Visually Impaired at the site. Its aim was to support teachers working in Victorian Government, Catholic and Independent Schools. From 1983 the school operated as Statewide Resource Centre for Visiting Teachers of the Vision Impaired. In 1988, the amalgamation of Princess Elizabeth Junior School for Deaf Children, the Monnington Centre and Carronbank School for Deaf Blind Students allowed the Victorian Government to sell each of the sites. Monnington [Adeney Avenue, Kew] reverted to private ownership, while Glendonald and Carronbank in Marshall Avenue were demolished and subdivided.The donor, Mr Murray Osler, was Principal of the Monnington Special Education Centre in Adeney Avenue (Kew) from 1976. This photo, and an accompanying drawing of 'Monnington' are important primary resources for the delivery of education to and for deaf-blind children in Victoria.The photograph, framed under perspex, shows the tennis court of Carronbank which had been converted into a play area for the students of the school. The flat roofed building may have been a toilet block, added for the school. The garage brick wall belongs to No 11. Grass is growing on the original asphalt court and there is equipment and tunnels for play. Dr Rose was a member of the Surrey Hills Medical Centre for approximately 50 years. Norman was the son of Maurice Rose (1889-1963) and Gertrude nee Gordon (1891-1972) and was born in Birkenhead, Cheshire, UK, on 15 September 1916. Norman had an older sister, Irene. As with many migrant families, Maurice departed from London for Melbourne on 27 October 1927 on the ‘Ballarat’ ahead of his family, who sailed on the ‘Bendigo’ on 8 May, 1928. Norman was 12 years old. The family lived in a number of locations including St Kilda, Balaclava and later Elwood. Norman attended Wesley College, following which he enrolled at the University of Melbourne, where he studied medicine, graduating MB BS in 1939. For unknown reasons, post-graduation Norman moved to Perth in March 1940. It was at the Fremantle General Hospital that he met his future wife, Helen Beatrice (Betty) Mackie, and began training in anaesthetics. When World War 2 was declared, Norman enlisted in the army. He was attached to the 2/13th Field Ambulance (AIF). He served in the Middle East and Borneo. Upon their return to Melbourne after the end of the war, Norman completed hospital rotations as a Resident Medical Officer at the Alfred Hospital (1946-1947) and at the Royal Women’s Hospital in 1948. Norman was a close friend of Dr Bill Vorrath, which probably explains how he came to join the Surrey Hills Medical Centre in either 1948 or 1949. Although technically a General Practitioner, Dr Rose focused on Anaesthetics. He was often on call for the Emergency Department at Box Hill Hospital and he also taught many students how to administer an epidural. In 1972, under the so-called ‘Grandfather Clause’, he was registered as a Specialist Practitioner in Anaesthesia. Dr Rose’s long service to Box Hill Hospital was recognised with the award of Life Governorship of the Hospital in 1978. Dr Rose married for a second time after his first wife Betty died in 1997. He retired in 1998 or 1999 and died in 2010 in his 94th year. Murray Comrie Collection. The monument was created and erected by Mr. Barber of Dunolly in October 1919. It was unveiled by Brigadier General Brand C.B. C.M.G. D.S.O. at 2:30pm on Saturday November 8th, 1919. The Welcome Home Committee, formed 2nd July 1917, was largely responsible for commissioning the monument. Foundation members were Mrs. B. Patterson, Mrs J. Bock and the Misses P. Lemin, Violet Radnell, D. Dyer and Doris and Phoebe Bock. The Committee arranged 'Welcome Home' functions for each local soldier returning home after service in the First World War. Tarnagulla had a very large number of enlistments for its population. Angus M. Comrie is standing to the right of the Memorial with his daughter Mavis Comrie, and Nell Alexander. Mavis Comrie presented a new Union Jack flag to the Tarnagulla School on 25th July 1919 to commemorate Peace. From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. Participants gave a four minute prepared speech and a two minute impromptu response to a topic. This programme was from the finals of the Victorian competition in 1996 held in the Iwaki Auditorium at the ABC Southbank Centre, the winner would go on to compete in the National Final of the Award on 11 November. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 across the State, plus greater numbers participating in the process of selecting four contestants from each school. In 1995, a successful Interstate Championship was held with contestants from Victoria, New South Wales and Queensland. On 11 November 1996 the first National final was held with contestants from six states." In 2011 it was 416 students from 140 secondary schools and colleges in Victoria. The Answer is a newsletter in magazine format that is sent to the widows that are helped by Melbourne Legacy. For the widows who are sight impaired a copy of the newsletter is audio described onto CD by Vision Australia and posted to them. It contains information about meetings and activities. This edition contained articles on the Legacy Anzac Biscuit Bake Off, the opening of the Vivian Bullwinkel Veterans and Families Wellbeing Centre, and a planting of a Lone Pine seedling at Cobram Secondary College. Plus photos of our programs such as the Student Anzac ceremony, Path of the Horse family day, the walking group, the stamp ladies, adults with a disability program days, widows club gatherings. The Vivian Bullwinkel Veterans and Families Wellbeing Centre on the 3rd floor of Legacy House was opened on the 13 April 2021. It provides the veterans and their families a safe haven to access essential support services such as advocacy, case management and referral pathways whilst inviting them to relax within a 'club' like environment equipped with lounging and children's play areas, and both kitchen and bathroom facilities. It was named in honour of an Australian Army nurse who was the lone survivor of the Bangka Island massacre, and who dedicated her life to nursing. The exceptional portrait of Vivian Bullwinkel on the cover was painted by George Petrou. Following the closure of the school the Honor Board was donated to the Wangaratta RSL Sub Branch.
