The monument commemorates those from Avoca who have served in the various conflicts in which Australia has been involved. It was dedicated on18 November 1921. The memorial was later rededicated in 1988 to also remember those who served in the Second World War. During the First World War, 137 men from the Avoca area volunteered for the armed services and of this number 29 were killed. A plaque, unveiled in 1984, commemorates Sergeant Lewis McGee V.C who enlisted from Avoca in World War One. Colour photograph of the Avoca World War One. This book was conceived by the Nillumbik Women's Network as a way of writing women into local history. When seeking nominations for the 2010 editon, the press release stated: Nillumbik Shire’s official histories don’t reflect the important but often unacknowledged contribution of local women to the development of the area. To redress this, the Nillumbik Women’s Network (NWN) initiated a small project, Celebrating Nillumbik women in late 2007.( For details of the Nillumbik Women’s Network refer to attachment) The NWN sought nominations of local women who had made, or continue to make, a significant contribution to the social and cultural life of our community. The brief profiles of the nominees were published in a booklet, which was launched at an International Women’s Day celebration in March 2008, and a second publication was produced in 2009. We continue to be inspired by the quality and activism of our local women. Many of the biographies tell of women’s contribution to the building of the ‘social’ infrastructure of the Shire. These stories complement the official historical accounts which primarily document men’s role in building the physical infrastructure of the Shire. One begins to develop a clearer picture of how women went about developing the services which we take for granted today, from the small kindergartens operating out of church halls to the wide ranging network of occasional and long day childcare care to the development of home based services for older frail and disabled residents of the area. They also tell of the bravery and resilience of women in their response to the devastating impact of the Black Saturday bushfires. This volume includes profiles of 23 women, 2013 Nominees in addition to those included since the project was launched in 2008. A quarry was transformed into the Blue Lake. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p179 The dramatic steep-sided Plenty Gorge lies along the divide of two geological areas, and separates the Nillumbik Shire and the City of Whittlesea. On the Nillumbik side are undulating hills and sedimentary rock, and in Whittlesea, lies a basalt plain formed by volcanic action up to two million years ago. This provides the Plenty Gorge Park with diverse vegetation and habitats, making it one of Greater Melbourne’s most important refuges for threatened and significant species. The park, established in 1986, consists of around 1350 hectares, and extends 11 kilometres along the Plenty River, from Greensborough to Mernda. It provides a wildlife corridor for around 500 native plant and 280 animal species.1 The area’s plentiful food and water attracted the Wurundjeri Aboriginal people and then European settlers. By 1837 squatters had claimed large runs of land for their sheep and cattle. The Plenty Valley was among the first in the Port Phillip District to be settled - mainly in the less heavily timbered west - and was proclaimed a settled district in 1841.2 But by the late 1880s, the settlers’ extensive land clearing for animal grazing, then agriculture, depleted the Wurundjeri’s traditional food sources, which helped to drive them away. Many Wurundjeri artefacts remain (now government protected), and so far 57 sites have been identified in the park, including scarred trees, burial areas and stone artefacts. Pioneer life could be very hard because of isolation, flooding, bushfires and bushrangers. Following the Black Thursday bushfires of 1851, basalt was quarried to build more fire-resistant homes. Gold discoveries in the early 1850s swelled the population, particularly around Smugglers Gully; but food production made more of an impact. In the late 1850s wheat production supplanted grazing. In the 1860s the government made small holdings available to poorer settlers. These had the greatest effect on the district, particularly in Doreen and Yarrambat, where orchards were established from the 1880s to 1914. Links with a prominent early family are the remains of Stuchbery Farm, by the river’s edge bounded by Smugglers Gully to the north and La Trobe Road, Yarrambat, to the east. The Stuchberys moved to the valley in 1890, and the family still lives in the area. In 1890, Alfred and Ada first lived in a tent where four children were born, then Alfred built the house and outbuildings around 1896. They planted an orchard, then a market garden, and developed a dairy. The family belonged to the local Methodist and tennis communities. Their grandson Walter, opened the Flying Scotsman Model Railway Museum in Yarrambat, which his widow, Vi, continues to run. Wal was also the Yarrambat CFA Captain for 22 years until 1987. Walter sold 24 hectares in 1976 for development - now Vista Court - and in 1990, the remaining 22.6 hectares for the park. Remaining are an early stone dairy and remnants of a stone barn, a pig sty and a well.3 Until it was destroyed by fire in 2003, a slab hut stood on the Happy Hollow Farm site, at the southern end of the park. The hut is thought to have been built in the Depression around 1893. This was a rare and late example of a slab hut with a domestic orchard close to Melbourne. Emmet Watmough and his family first occupied the hut, followed by a succession of families, until the Bell family bought it around 1948. There they led a subsistence lifestyle for 50 years, despite encroaching Melbourne suburbia.4 The Yellow Gum Recreation Area includes the Blue Lake, coloured turquoise at certain times of the year. Following the 1957 bushfires, this area was quarried by Reid Quarries Pty Ltd for Melbourne’s first skyscrapers, then by Boral Australia. However in the early 1970s water began seeping into the quarry forming the Blue Lake and the quarry was closed. The State Government bought the site in 1997 and opened it as a park in 1999.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. On the inside cover is the "Significance of the Graduation Ceremony" and "Order of the Ceremony". Mr. F. M. Courtis gave a welcome to visitors whilst the Principal gave the college charge to the graduands. The 'Graduation Book' was presented to Mr. E. C. Krieger Inspector of Schools by Miss J. C. Burnett. Stuchbery Farm was situated on the Plenty River bounded by Smugglers Gully to the north and La trobe Road, Yarrambat, to the east. Alan and Ada Stutchbery moved to the valley in 1890, first living in a tent where four children were born. Alfred built a home and outbuildings around 1896. They planted an orchard, then a market garden and developed a dairy. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p179 The dramatic steep-sided Plenty Gorge lies along the divide of two geological areas, and separates the Nillumbik Shire and the City of Whittlesea. On the Nillumbik side are undulating hills and sedimentary rock, and in Whittlesea, lies a basalt plain formed by volcanic action up to two million years ago. This provides the Plenty Gorge Park with diverse vegetation and habitats, making it one of Greater Melbourne’s most important refuges for threatened and significant species. The park, established in 1986, consists of around 1350 hectares, and extends 11 kilometres along the Plenty River, from Greensborough to Mernda. It provides a wildlife corridor for around 500 native plant and 280 animal species.1 The area’s plentiful food and water attracted the Wurundjeri Aboriginal people and then European settlers. By 1837 squatters had claimed large runs of land for their sheep and cattle. The Plenty Valley was among the first in the Port Phillip District to be settled - mainly in the less heavily timbered west - and was proclaimed a settled district in 1841.2 But by the late 1880s, the settlers’ extensive land clearing for animal grazing, then agriculture, depleted the Wurundjeri’s traditional food sources, which helped to drive them away. Many Wurundjeri artefacts remain (now government protected), and so far 57 sites have been identified in the park, including scarred trees, burial areas and stone artefacts. Pioneer life could be very hard because of isolation, flooding, bushfires and bushrangers. Following the Black Thursday bushfires of 1851, basalt was quarried to build more fire-resistant homes. Gold discoveries in the early 1850s swelled the population, particularly around Smugglers Gully; but food production made more of an impact. In the late 1850s wheat production supplanted grazing. In the 1860s the government made small holdings available to poorer settlers. These had the greatest effect on the district, particularly in Doreen and Yarrambat, where orchards were established from the 1880s to 1914. Links with a prominent early family are the remains of Stuchbery Farm, by the river’s edge bounded by Smugglers Gully to the north and La Trobe Road, Yarrambat, to the east. The Stuchberys moved to the valley in 1890, and the family still lives in the area. In 1890, Alfred and Ada first lived in a tent where four children were born, then Alfred built the house and outbuildings around 1896. They planted an orchard, then a market garden, and developed a dairy. The family belonged to the local Methodist and tennis communities. Their grandson Walter, opened the Flying Scotsman Model Railway Museum in Yarrambat, which his widow, Vi, continues to run. Wal was also the Yarrambat CFA Captain for 22 years until 1987. Walter sold 24 hectares in 1976 for development - now Vista Court - and in 1990, the remaining 22.6 hectares for the park. Remaining are an early stone dairy and remnants of a stone barn, a pig sty and a well.3 Until it was destroyed by fire in 2003, a slab hut stood on the Happy Hollow Farm site, at the southern end of the park. The hut is thought to have been built in the Depression around 1893. This was a rare and late example of a slab hut with a domestic orchard close to Melbourne. Emmet Watmough and his family first occupied the hut, followed by a succession of families, until the Bell family bought it around 1948. There they led a subsistence lifestyle for 50 years, despite encroaching Melbourne suburbia.4 The Yellow Gum Recreation Area includes the Blue Lake, coloured turquoise at certain times of the year. Following the 1957 bushfires, this area was quarried by Reid Quarries Pty Ltd for Melbourne’s first skyscrapers, then by Boral Australia. However in the early 1970s water began seeping into the quarry forming the Blue Lake and the quarry was closed. The State Government bought the site in 1997 and opened it as a park in 1999.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.This group of photographs are a pictorial record of the early history of the Kiewa Hydro Scheme, the people who worked in the background supplying administrative support and the workers and their families. This is a set of 23 photographs of surveyors and support staff in the field undertaking tasks in New Guinea 1956 – 1957. The surveyors were employed in the establishment of mapping and geodetic control for Project Cutlass, the “Ship-Shore” survey of the New Ireland province. In this survey operation surveyors used theodolites to observe horizontal and vertical angles and chains to measure base line distances between survey stations. Bob Skitch shown in photo .7P was in the 2nd year of his career in the Australian Army. This black and white photograph of the tugboat NYORA towing the steam ship INVERNESS-SHIRE was taken between 1915, when the INVERNESS-SHIRE was dis-masted, and 9the July 1917, when NYORA tragically sank. The sailing ship INVERNESS-SHIRE was a four masted steel barque built in 1894 by Robert Duncan & Co. Limited, Glasgow, U.K. (The supervising engineer during the building was William Cumming. He accompanied every ship he’d built on their maiden voyages from UK to Melbourne.) In 1916 she was purchased by A/S Christiansand (Sven O. Stray), Kristiansand, Norway and renamed SVARTSKOG. In October 1920 she disappeared at sea, carrying a cargo of coal, and all hands were lost. The steam powered NYORA was a powerful tugboat and a salvage vessel built by J.P. Rennoldson & Sons Ltd, South Shields, Tyne and Wear, UK. She was originally launched with the name NEPEAN in May 1909, then as NYORA in August 1909 and registered in Melbourne in November 1909 by owners Huddart Parker Pty Ltd. She was made of steel, had triple-compounded steam engines, and her dimensions were 306 ton, 135.0 x 25.1 x 13.6ft. The Melbourne tug NYORA was known as “one of the best known tugs in Victoria, and carried the latest appliances for firefighting and salvage purposes.” She serviced the Port of Melbourne for most of her career. In July 1917 NYORA was towing the American schooner ASTORIA from Port Pirie to Sydney, because ASTORIA’s engines had broken down; she had been delivering a large cargo of timber. On July 9th the vessels were two days out from Port Pirie. At 10:30am NYORA foundered after casting off at Cape Jaffa, 50 miles south of Kingston, South Australia, and sank. Only 2 of the 16 crew survived; NYORA’s Master, Captain W.M. McBain (William Murray) and helmsman, able seaman Gordon Lansley. They were rescued by the two Cape Jaffa light keepers, Jamieson & Clark, who launched the rescue from the Cape Jaffa lighthouse on Margaret Brock Reef. Both men were brought to the lighthouse keeper’s cottage where they recuperated after their long exposure to the rough. (The Queenscliff Sentinal of 14th July 1917 noted that both saved men originated from the same district; Gordon Lansley was from Queenscliff and Captain McBain formerly from Point Lonsdale.) The ASTORIA was “in a very dangerous position ten miles west of the Margaret Brock reef near the Cape Jaffa lighthouse, setting towards the land.” Captain Solly from Beachport later said “Owing to the position … the ship was very fortunate in making Guichen Bay in safety, as she did” (Guichen Bay is south of Robe). Captain Bull, manager of Huddart Packer Pty Ltd, NYORA’s owner, was unable to see any reason for the foundering, as the NYORA was well known for its seaworthiness. At a hearing later on, the Marine Board could blame on no-one either, but found that the ship had been swamped by heavy seas, and had listed to one side when a load of 40 tons of coal in sacks on her deck shifted. The tow line to the ASTORIA was cut to try and save the tug but a huge wave swamped her, crashed open the engine room door and flooded the compartment. It was impossible to launch the lifeboats due to the listing of the sea and NYORA sank within 15 minutes. There was some criticism of the length of time it took Captain Solly and the lifeboat crew to get from Beachport to Cape Jaffa to help with the rescue. However, they had great difficulty in the very strong seas, taking 9 hours just to reach Robe, which was only 32 miles away. There they filled the tanks with ample benzene for the task ahead (impossible to do at sea at the time), took in food and brought on board the Robe Harbour Master, Mr Sneath. The Harbour Master was then able to safely pilot the lifeboat to Cape Jaffa in the smoother coastal waters, saving very much time, but by the time they arrived at Cape Jaffa the 2 survivors had already been taken to the lighthouse on the mainland. There was also a question as to the chances of the ship ASTORIA lowering a lifeboat to help with the disaster. Captain Solly explained that it would have been impossible without sacrificing the lives of the lifeboat crew , due to the great height of the ship out of the water and the roughness of the sea. Captain Svenson, of the ASTORIA, said himself “We are ourselves in a helpless position” and “"Cannot see anything of lifeboats”. One of the 14 lost crew of the NYORA was Hugh Edwards, whose body was not recovered. The descendants of Captain William McBain have continued the seafaring heritage. His son was also a tugboat captain (Captain Norman Clive McBain), working mostly from Reid Street Pier, Williamstown, who would often take his own grandson out to sea to spend time with him on his tugboat. Now that grandson has built a tugboat in memory of his heritage and spends time in it with his own grandson. The Cape Jaffa original lighthouse has been dismantled and moved to Kingston and is now a Lighthouse Museum. There is a model of the NYORA in Museum Victoria, donated by Huddart Packer & Co Ltd. in 1937. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance The hospital was originally located in Tawonga away from the majority of the patients as the Hospital and Charities Board was not prepared to have it within the SEC controlled area. This violin was played by VX30301 Dvr Roy Arnel, as a member of the Australian Imperial Force Concert Party, in the Changi POW camp, Singapore from 1942-1945. It is claimed that the violin, in its case was thrown over the wall by a Chinese civilian. Roy Arnel, a South African by birth enlisted on 7 June 1940 at Royal Park, Melbourne and served with 2 AASC Company as a driver. He was captured by the Japanese Imperial Army at the fall of Singapore in February 1942. There was more than one concert party in Changi as indicated on the rear of the violin. The details of the Dutch, British and American Concert Parties scratched in to the varnish. There are the some well known names scratched into the violin including: The English author and cartoonist, Ronald Searle; Australian entertainer, Frank Rich; and Australian Author, Russell Braddon. Mr Arnel died in 1982 and the violin was presented to Melbourne Legacy for preservation, safe keeping and display. Further research found that one of the AIF comedians, Harry Smith, had a catch phrase, 'You'll never get off the Island' which became almost the watchword of the prisoners throughout the captivity. This set of 13 colour photographs of a contingent of 38 personnel from the Army Survey Regiment, Bendigo sent to Castlemaine on the 13th of August 1995 to support a parade held commemorating the 50th anniversary of the Allied Victory in the Pacific. Army Survey Regiment Administrative Instruction 33/95 is stored with the photos, providing a nominal roll of the contingent involved in the parade. The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Constable Peter Lawler.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The Annual Meeting presenting the Annual Report was held on the 21st of September 1886 at the Melbourne Athenaeum. In the Standard (Port Melbourne, Vic. : 1884 - 1914), Saturday 25 September 1886, page 2 VICTORIAN SEAMEN'S MISSION. This institution held its annual meeting in the Melbourne Athenæum on Tuesday evening under the most favourable auspices. The hall was filled in every part, a very large pro portion of the audience being seamen. The half hour previous to the com mencement of the meeting was very pleasantly occupied bv listening to the capital playing of the band of the Naval Brigade, and precisely at eight o'clock the musicians heralded the entrance of the vice-regal party by playing ' The National Anthem.' Sir Henry and Lady Loch were received by the Mayor of Melbourne (Mr. Stewart), the Hon. F. T. Derham, Captain Pasco, Mr. H. R. Reid (hon. secretary), and Lieutenant - Colonel Templeton, and His Excellency imme diately took the chair. The venerable ex-chaplain, the Rev. Kerr Johnson, was present, but as he did not feel equal to taking part in the proceedings, the Rev. E. T. Miles opened the meeting with prayer. Nothing could have been more cal culated to give a distinctive character to the meeting than the singing of the Sailors' Hymn by the 300 odd seamen present. The rugged yet tuneful voices of the men blending with those of the ladies present, who heartily joined in, gave a most spirit-stirring effect to the beautiful words of the refrain : — Rocks and streams I'll fear no more, When on that eternal shore; Drop the anchor ! furl the sail ! I am safe within the vail. Next followed His Excellency's address as chairman. The Governor threw himself heartily into the pro ceedings, and his remarks, expressive of the utmost sympathy with the sea men of the empire, were applauded to the echo. In fact from the start all the speakers struck the right key-note. The institution was not held up as a charity on which Jack was more or less dependent. According to the gentlemen who one and all welcomed him as a friend, and a right useful friend too, the thing was all the other way. To the sailor it was, they de clared, that they owed all that the colony possessed, and more — the great ness and prosperity of the Empire, He was the sort of man who never turned his back on a fellow creature, or refused to give a hand to a comrade in distress. Therefore it was deter mined that Jack should not come to these shores and think there were none to care for the comfort of his body or the welfare of his soul, and with the object of greeting the sailor on his arrival, of grasping his hand as a friend, beguiling his hours on shore, and saving him from the scores of dangers and temptations which beset a sea-faring man's stay in port, the institution had in '57 been started. Its claims on the Victorian public, not as a charity, but as a means of show ing some recognition of the services of the brave men who man our mercan tile marine, were ably put before the meeting. The Rev. G. D. Buchanan de clared that if the Melbourne merchants contributed to the mission a tithe of the amount they spent in insurance, they would find their goods better looked after by the seamen than by the insurance companies. Captain McCallum, the treasurer, read the following report of the com mittees of the Port Melbourne and Williamstown Rests : — In no part of the Queen's dominions have there been more changes during the last thirty years than in the colony bearing her gracious name ; and it is therefore all the more pleasant to report that the Victorian Mission to seamen, which started so long ago as 1857, still pursues an active career of usefulness, holding out a helping hand to mariners of all nations, without distinction of colour, race or creed. Eight years ago, some of the supporters of the Mission, feeling the want of a Temperance Club, where the crews of the various ships might recreate themselves and enjoy the three ' C's' — Coffee — Comfort — Company, appealed to the public for assistance, resulting in sufficient funds being obtained to justify the establishment of Sailors' Rests at Sandridge and Williamstown. Both these institutions were opened by a distinguished gentleman who has always taken a practical interest in sea men, and who, but for illness, would have been present at this meeting — Sir W. F. Stawell — and the result jof several years' experience fully justifies the statement that these institutions have supplied a felt want — the attendance of visitors reaching now about 30,000 per annum ; whilst so economically are they managed, that the annual cost to the public is less than L150 The thanks of the committee are specially due to those ladies and gentlemen who so kindly made a special and successful effort to supply both of the Bests with new piano fortes, to the great enjoyment of ' Jack ashore.' The instrument which was pre sented to the Port Melbourne institution by Mr. J. M. Bruce, on behalf of the sub scribers, the funds having been collected by his daughter yet in her teens, being espec ially one of great value. Concerts free to all seamen, given by amateur singers, are held weekly on both sides of the bay, and are largely attended and much appreciated. The building at Port Melbourne, which, being of wood, is merely of a temporary character, is free from debt ; but there is a mortgage of L500 on the Williamstown institution, which cripples its usefulness. The committee have regretfully to report that during the year under review they have lost, through the weakness of increas ing years, tbe loving services of the Rev. Kerr Johnston, their venerable friend and chaplain, whose life is, indeed, the history of the Mission, for he has been connected with it from the commencement of the work. Mr. Johnston has proved himself a true disciple of his Divine Master, and the com mittee trust that in the evening of his days he may enjoy that peace and rest which he lias so well earned. The com mittee presented Mr. Johnston, on retiring, with an honorarium of L100. Mr. E. James has been appointed iu Mr. JohuBton'u room, and the committee believe that their choice lias been a fortunate one. The Mission aud Sailors' Bests have been kept afloat by the unwearied and self -deny-ing exertions of the Ladies1 Committee, who have personally collected nearly the whole of the income ; but it may fairly be asked whether, in this great seaport, where last year there entered in at Her Majesty's Customs 1711 ships, manned by 61,256 men, the mercantile community of Melbourne should net take a more active interest in the welfare of the thousands of brave men who, for a few weeks, temporary sojourners on our shores, away from friends and relatives, have a special claim on our sympathy and help. We are of the old land, ' that gem sunk in the silver sea and we can re-echo Mr. Gladstone's recent words to the crew of the yacht Sunbeam, ' The calling which you follow is a noble one, and is calculated to bring forth the highest qualities of our common nature ; ana if it is possible for any occupation to make a man, in the highest and wideBt sense of the word, it is ' the occupation to which your lives are given. How closely it is connected with the the prosperity and fame of tbi» great nation ; how closely, indeed, it is connected with advancement of civilisation, and tiie general welfare of the world, it needs no words of mine to tell yon, for in your work and life you know it well, and feel it truly.' Look ing at what we Victorians owe to the British sailor, the committee earnestly trust that, with the blessings of the Almighty God, increased success will attend the work of the Mission and Rests. Mr. James read the chaplain's re port: — Since my appointment as chaplain to tbe Seamens' Mission, I have met with greater success than I anticipated. I have visited all the ships that have come into port, also many of the vessels on the Yarra, and am pleased with the civil and courteous manner in which I have been received by captains, officers and men, and in most cases my invitations to them to attend our meetings have been most heartily responded to. . The attendance at the services in the Bethel has much improved — on some occasions scarcely sitting room is to be found. The services have proved a great blessing to many Christian seamen ; whilst several who have come into port caring for nothing of a religious nature, have left praying. God fearing men, with the request that those left behind would remember them in their supplications, that they should be kept through all the trials and temptations to which seamen are exposed. The weekly Tuesday evening concerts got up bj the ladies of the committee and others, have proved a great benefit to the Mission, and a source of great enjoyment to the seamen in port. The programmes are excellent; and are spoken of by the sailors as the best they have heard in any port. The Sailors* Rest is provided with a library, the daily papers, and illustrated literature, with games of chess, draughts, dominoes, quoits, and other amusements, which are much taken advantage of during the evenings. Seamen ' are alio provided with writing materials, free, bo that everyone may have any opportunity of writing to their friends; for many an anxious parent is counting the days and hoping for .the time to come when they shall get a line from their sons in the far distant land, and many a son is reminded of his obligation by the opportunity thus afforded. I am much pleased at this time to acknowledge the kindness of the committee, and the great help I have received from them, also from Mr. Douglas, the manager of the Best. I do not think I could have been blest with a better co-worker. I have no hesitation in recommending the seamen to go to the Best, and telling them that they will receive a most hearty welcome, to which they can all testify ; my thanks are due to the voluntary workers, who have given every assistance ft their power, especially to Miss Lloyd, who is an invaluable help, attending in all weathers, and playing the organ at every service. The Sunday School is progressing, and we aie now about to make another addition to the library, of good readable books. The work at Williamstown is also pro gressing well, the Wednesday night concerts being well attended, and the singing and reciting supplied by local talent really good; the sailors contributing largely to the programmes. Captain McCallum is the backbone of the work at Williamstown, well supported by many warm friends of the sailors. The services held every Sunday night are productive of mnch good. The work here, too, is very encouraging, having much improved of late. I am thank ful to God that He has so blessed the efforts of His people, and hope they may be long spared to carry on the work. The Rev. G. D. Edgar.' Captain Pasco seconded, and in formed the audience that Baron Von Mueller had written regretting his inability to attend, but had sent a substantial cheque. (Applause.) A collection was then taken up and liberally responded to, the band mean-time playing airs suitable to the occa sion, such as ' The Death of Nelson' and ' Rocked in the Cradle of the Deep.' The hon. F. T. Derham next pro posed the second resolution : — ' That the success which has attended the working of the Port Melbourne Sailors' Rest justifies this meeting in taking imme diate steps to raise the funds necessary to erect a Seamen's Institute worthy of the in creasing trade and commerce of Victoria.' This was seconded by the Rev. A. R. Edgar, and both were carried by ac clamation. The Mayor of Melbourne moved a vote of thanks to His Excellency, and Sir Henry in the course of his reply said his sympathies were not only with sailors because he had been much brought into contact with them, but because he had been a sailor himself and had had the honour and privilege of serving in Her Majesty's navy. At this the men sprang to their feet and gave three deafening cheers for the Governor and another for Lady Loch, who bowed her acknowledgment and appeared very pleased at the hearty reception accorded to her. During the evening Mrs. Pearce, and Messrs. Walsh, Woods, and Robinson, members of the Liedertafel, contributed songs. The lady, who has sung at the Tuesday evening concerts, sang ' When the Tide comes in' so charmingly that an encore, although against the rule of the evening, was insisted upon, which was responded to by a beautiful rendering of the old ballad ' Robin Adair,' Altogether the meeting was a com plete success, and will doubtless afford the committee fresh encouragement in their well-directed efforts.
