At the end of World War II, the Federal Government decided to increase the strength of the post-war Regular Army and Cabinet gave approval for the establishment of a Staff College in Australia. On 27 February 1946, the Staff School (Australia) was re-named the Australian Staff College. Authority was given to raise the College and to locate it at Fort Queenscliff. Because the Fort was not ready for immediate occupation, a temporary home was found for the College, in June 1946, at the School of Infantry, Seymour Victoria. On 26 October 1946, the advance party of the College arrived at Fort Queenscliff and the first staff course to be conducted at the new College began in January 1947. Only in November 1979, after much thought and discussion, was it decided that the Australian Army Staff College would have a permanent home at Fort Queenscliff. On 1 January 1982, the College was renamed the Command and Staff College. This reflected the new aim of the Course which included both command and staff aspects. New support facilities were opened at Crow’s Nest Barracks in 1985 and work began in 1986 on the new instruction block at Fort Queenscliff. On 29 January 1988, the new Military Instructional Facility (MIF) was officially opened by the then Chief of the General Staff (CGS). The MIF features a lecture hall, a model room, syndicate rooms, computer centre, and library. Major rebuilding of the Officers Mess and Mess Accommodation was completed in mid-1990. By December 1996, 1224 officers had graduated from the Command and Staff College. Joseph Bosisto was a Yorkshireman who had qualified as a Pharmacist in Leeds and London. He arrived in Adelaide in 1848 at the age of 21. In 1851 he moved to Victoria in search of gold, but instead opened a pharmacy in Richmond, where he built a laboratory to investigate the chemical and medicinal properties of Australian plants. As a result of the collaboration with von Meuller the essential oil industry of Australia began in 1852, when Bosisto commenced operations in a small, rudely constructed still at Dandenong Creek, Victoria, using the leaves of a form of E. radiata (then known as E. amygdalina) which grew profusely in the district. Bosisto soon built other distilleries at Emerald, Menzies Creek and Macclesfield. World War II soldiers packed it in their mess kits to keep foot fungus in the tropics at bay. This bottle of liquid floor polish was manufactured before 1960(taken over by Wattyl) in a period when most of the floors in high traffic areas were covered in linoleum. Most of the floors using this product during this period would have been kitchens and laundries. During this period the cleanliness of the kitchen, hallways and eateries had to appear clean (cleanliness was a sign of a bacteria free area). This was a priority for kitchens, mess areas(SEC Hydro Scheme facilities) and connecting walkways. The cleanliness attitude was enhanced in the rural areas due to the "dirty" farm work not impinging upon the residential home.When Mount Beauty was first inhabited all the residential and worker's facilities were a prime area for linoleum floor surfaces. The liquid floor polish was in great demand, "a polished floor is a clean floor".This bottle of liquid floor polish is very significant to the Kiewa Valley, not only that it covers the floors of every home and residential barracks of the first major development of a "town" now known as Mount Beauty but also it demonstrates that the "cleanliness" approach of early Australians living areas in the rural regions was "on par" with its city cousins. It is the smaller types of mores that underlie the "mushrooming" cultural and psyche "wholeness" of an ever expanding Australian culture.This brown opaque glass bottle with an oblong shape has a blue coloured "screw on" cap. It has a "wrap around" label glued firmly on the bottle and covers the front and sides.On the front main label under a red line, "SPARTAN" underneath in smaller print "For use on" below this, "LINOLEUM, RUBBER, COMPOSITION AND HARDWOOD FLOORS" besides this is an encircled Trade Mark of a "Spartan Warrior holding a spear and shield" these word follow the curviture of the circle and are below it "TRADE MARK REGISTERED" Below this are "SUPER FLOOR GLOSS" to the left in very small print "Nett Contents 16 Fluid Ounces". Below this on a blue background and in white print"LIQUID FLOOR WAX WATER REPELLENT". On the bottom of the label "Made under licence by HARDIE TRADING LIMITED for SPARTAN PAINTS PTY, LIMITED" below this in small print "Melbourne, Sydney, Adelaide, Brisbane, Perth, Hobart, Launceston, Geelong. Embossed on the bootm of the glass is" G/Mfloor cleaners, liquid polish, "hygienic" clean floors.

This is a set of 23 photographs taken at the combined Officer, Warrant Officer and Sergeant’s Mess Summer Ball held at the Army Survey Regiment (ASR), Fortuna Villa on the 25th of February, 1995. The Summer Ball was one of the last large scale formal functions held at Fortuna Villa before ASR’s closure the following year. Photos of personnel and their guests was taken on their arrival near the Pompeii Fountain in the gardens at the front of the main building. The Ball and Dinner was held at the rear of Fortuna Villa in temporary 20’ x 30’ Army tents set up on the roadway in front of the transport compound. SERCO contract staff provided the catering and the ASR’s Other Ranks performed stewarding and kitchen hand duties. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.Pictorial history of the early years of Bogong Village including one photo taken following the devastating fires of 1939. This is a set of 25 photographs taken at the combined Officer, Warrant Officer and Sergeant’s Mess Summer Ball held at the Army Survey Regiment (ASR), Fortuna Villa on the 25th of February, 1995. The Summer Ball was one of the last large scale formal functions held at Fortuna Villa before ASR’s closure the following year. Photos of personnel and their guests was taken on their arrival near the Pompeii Fountain in the gardens at the front of the main building. The Ball and Dinner was held at the rear of Fortuna Villa in temporary 20’ x 30’ Army tents set up on the roadway in front of the transport compound. SERCO contract staff provided the catering and the ASR’s Other Ranks performed stewarding and kitchen hand duties. This plan of land allotments for sale indicates the property once owned by the Bacchus family in and around the township area of Bacchus Marsh. The Bacchus family sold their property in Bacchus Marsh to John Atkins and Robert Nalder Clarke in March 1851. Atkins and Clarke kept the property for a number of years until April 1856 when these allotments were put up for sale.This plan is almost identical to another copy held by the Bacchus Marsh and District Historical Society, VC Record 452, BMDHS collection). This plan, VC Record 707 Copy 1, contains a little more detail overall than VC Record 452 Copy 2, such as who did the survey work for the plan (R.C. Bagot) and who the selling agents were, (W.M. Tennent), and on the right side of the plan near the Lerderderg River is indicated the general area for a second parcel of land from this sale which is to be sold. There is also a compass illustration indicating north and south compass points.This is a very early land sales plan for the township of Bacchus Marsh and it therefore provides some clues as to how the early urban development of the township took place. Upon seeing the map in 1911 Bacchus Marsh Express newspaper editor Christopher Crisp wrote "The sale appears to have created the present township, which had a nucleus in earlier times further east", Express, 30 September, 1911, page 3.A single page paper plan showing allotments of land for sale. The subdivided land shown was owned by John Atkins and Robert Nalder Clarke, but previously owned by the Bacchus Family and was in and around their Manor House (Mansion) property in Bacchus Marsh.There are 5 portions of land further divided into numerous small portions. The photo was taken on ANZAC Day 1985 at the Kangaroo Flat RSL service with Bill Forrest leading. William (Bill) Malcolm Forrest was born in Moora WA, enlisted 12.4.1951 No 5/1788 age 18 years and became a Sapper. After attending Battle School in Japan he then served with 3 RAR in Korea, DVA file states 12.7.1953 to 15.7.1954. He later went on to serve with 2 RAR in Malaya. He was discharged after 6 years service on 11.4.1957, discharge certificate states Active Service being 1 year 337 days. He re enlisted again on 11 3.1958 with Regt No 36283 and served another 17 years 165 days and was discharged with the rank of Sgt on 22.8.1975. COL Lawrence FitzGerald OBE was Director of the Survey Corps from 1942 to 1960 and was succeeded by COL Don Macdonald AM, MID. COL Frank Buckland OBE, MID succeeded BRIG Don Macdonald AM, MID as Director of the Survey Corps in 1967. He served as Director until 1972. Accompanying notes state that the entry gate was put in place in May 1921. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. In 1946, the Melbourne and Metropolitan Board of Works (MMBW) approved a site for a new dam for Melbourne's domestic water. This is now known as the Upper Yarra Dam. Due to the construction of the dam, the workforce had to be accommodated on site; domestic quarters were built for single men, families and staff. The township also had kitchens, laundry facilities, a canteen, a recreation hall, mess areas and a co-op store, with one of the first houses being seconded to accommodate for a school. This photograph shows personnel at a Kindergarten party at the Upper Yarra Dam, a time where workers were housed during its construction. All eight photographs have been taken at a workmen's camp erected by the State Electricity Commission to house workmen during the construction of the Kiewa Hydro Electric Scheme. These were established in close proximity to various work centres - Junction Camp at Bogong Village, three camps at Mt. Beauty, West Kiewa, Clover Dam and Clover Flat, Howman's sawmill and Howman's Gap, Rocky Valley, Langford's Gap, Pretty Valley, Mountain Creek and Big Hill. These photos have not been identified as to which camp they are taken but typical of the type of accommodation for wages personnel. They followed a general design and layout. There was a mess and recreation hall as well as a building for general trading and postal facilities (this conducted by proprietors of trading stores in Mt. Beauty and Bogong). Originally the rooms accommodated 2 men but later there was a demand for single rooms - the floor size then being 10 feet x 8 feet and furnished with a bed, small table and chair and cupboard with hanging space.
