Contents: Formation of Eltham Public Hall Ladies Committee to assist general committee to raise funds for the hall, 21 September 1937 Minutes of Eltham Public Hall Ladies Committee, 21 September 1937 and 14 October 1937 Minutes Eltham Public Hall Combined Meeting, General and Ladies Committee, 6 April 1938 Annual Report, Eltham Public Hall Ladies Committee, 16 March 1939 Letter of thanks from Eltham War Service Committee to Eltham Public Hall Social Committee for donation of £16, 20 October 1939 Annual Report, Eltham Public Hall Ladies Committee, 14 March 1940 In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. The Shire of Eltham Historical Society undertook significant research in conjunction with Alan Marshall locating material at various institutions and other societies; interviewing longer term residents and a public campaign through the local press to acquire photographic material for duplication and use in the book. The Christy Minstrels were originally formed in New York by Edwin Pearce Christy in 1843. Special sheet music was published for Minstrel Groups to perform and Australian versions of the troupe were very popular. Archibald Munro was an early Orbost bootmaker, became a post master until the telegraph line came and was an original member of the Orbost Brass Band.In the United States these early minstrel groups were successors to individual minstrel performers who imitated Negro singing and dancing. Minstrel shows developed in the 1840’s, peaked after the Civil War and remained popular into the early 1900s. Minstrel groups in Australia followed the custom of blackening their faces. Minstrelsy was a product of its time.A note book with three papers which are copies of letters. It has a brown cover with marbled edges.. HISTORICAL INFORMATION In an article dated 26 March 1963, the Warrnambool Standard reported: “A cannon which has lain on the ocean floor since the barque, Children, was wrecked at Childer’s Cove on January 15, 1839, was raised by three Warrnambool skindivers at the week-end…The cannon, weighing about 750 lb. and 4-ft. 6-in. in length…is in excellent order considering the length of time it has remained under-water”. No conservation measures were taken at that time, other than chipping off the marine growth with hammers and cold chisels. The minutes for the 4 February 1974 meeting of the Flagstaff Hill Planning Board recorded that “a cannon recovered some time ago was lying in the garden of [one of the three original divers] and that it could be picked up at any time”. Peter Ronald, past Manager and Diver for Flagstaff Hill, notes that the CHILDREN cannon would have been recovered by the other divers around 1964. When the cannon came into care of Flagstaff Hill it was given basic conservation relevant to the time. (At the same meeting the Board was advised of the recovery of an anchor from the wreck of the CHILDREN by Flagstaff Hill divers (Peter Ronald, Colin Goodall and Gary Hayden, and Hank Howey and Andrew Coffee), and its interim relocation in the sea at the end of the Warrnambool Breakwater while awaiting conservation). The CHILDREN was owned by the pioneering Henty family of Portland. She was en route from Launceston to Adelaide, when she foundered in rough conditions at Childers Cove on 14 January 1839. The CHILDREN was a small three-masted barque, only 29 metres long and 254 tons weight, with 14 crew members and 24 passengers (including 9 children) on board. The ship was also carrying an awkwardly ballasted cargo of 1500 sheep, 8 bullocks, 7 horses, 5000 London house bricks, 6 whaling boats, and general trade goods. When the CHILDREN was driven into the limestone stack at the entrance to the cove, the seas smashed her into pieces within half an hour, and 16 lives were lost. The CHILDREN was an all-wooden ship, built in 1825 at Liverpool, and her shipwreck in 1839 is one of colonial Victoria’s earliest and most significant maritime disasters. There is little left to mark the tragedy on the seabed now, apart from some of the house bricks intended for the Henty’s Portland Bay settlement. Despite its poor condition, the CHILDREN’s signal cannon remains an important and interpretable record of her demise, (along with her anchor, the bottom half of her ship’s bell, and portions of a brass porthole - artefacts that are also in the Flagstaff Hill collection). In 2015 the CHILDREN cannon will undergo further conservation. (Conservation Management Plan for Victorian Guns and Cannon, South Western Victoria, May 2008, ref W/F/06) The shipwreck of the CHILDREN is of state significance — Victorian Heritage Register No. S116.A 1.3 metre iron 6pdr cannon recovered from the wreck of the CHILDREN. The shape of the cannon tapers from a thick round breech to a flared muzzle, with an 8 centimetre bore, and two side trunnions for pivoting on a wooden gun carriage. It was recovered from the shipwreck site of the CHILDREN by local divers in 1963. This small muzzle-loading signal cannon is in poor and unrestored condition. The cannon’s upper profile of smooth grey metal casing has corroded off, leaving an extensively oxidised rough red surface of crumbling iron. The bottom half of the cannon remains intact although the outer smooth casing also appears to be separating from the iron core of the barrel. Original grey casting is also missing from the breech and muzzle ends of the cannon. These documents contain information about the Warrnambool Racing Club in the 1960s. Race meetings were held in Warrnambool as early as 1848, a few months after the first white settlers arrived. The Warrnambool Racing Club was formed in 1854 and the present day racecourse was first used in 1858. In 1872 the well-known Warrnambool Grand Annual Steeplechase was first held. These documents came from the office of Rolf Crawley, a surveyor, architect and engineer in private practice in Warrnambool and also the engineer for the Shire of Warrnambool from 1935 to 1968. His grandfather, father and uncle were also engineers, working in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire. The Shire of Warrnambool existed from 1863 to 1994. These documents came into the possession of Michael Hand who took over the private surveying practice in Warrnambool of Rolf Crawley. The Warrnambool and District Historical Society acquired these documents, along with several ledgers and other Crawley memorabilia, from the estate of Michael Hand. These documents are of interest as they contain much information on the Warrnambool Racing Club and will be of assistance to researchers.This is a collection of documents relating to the Warrnambool Racing Club. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. This 1954 Roll of Honour board was an action of the WW2 Eltham War memorial Trust, for hanging in their Child Welfare Centre building on their property in Main Road, Eltham. The Johnstons Furniture Production Company made up the board and had the names of the local Eltham enlistees applied in gold lettering at a total cost of £13.10.00. The names were copied by the Eltham RSL from the obelisk which was first erected by the WW1 Eltham Peace Celebrations in August 1919 at the northwest corner of Bridge Street and Main Road. During road widening plans by the Council, the obelisk was moved to the garden area of the refurbished RSL branch building in Main Road for safekeeping. The Honour Roll Board was sent to the Eltham RSL sub-branch around 1999. Following the merger of the Eltham and Montmorency sub-branches and sale of the Eltham property, the obelisk was relocated to a location in front of the Eltham War Memorial. The Honour Roll Board was retrieved by former Eltham District Historical Society President, Harry Gilham in September 2004 who arranged for it to be hung in the Eltham War Memorial Hall (former Children's Library). The World War Two War Memorial Building Complex with its civic purpose was a conscious shift away from memorialisation by monuments and a focus on the future and not the past. The cenotaph is an example of the post World War One memorialising practice of erecting monuments to commemorate the past. The location of the cenotaph in front of the former Infant Welfare Centre confuses the history of the site and obscures the ability to view the three buildings as a united complex. Additional subsequent modifications with the provision of access ramps and rails has further impacted upon the garden design. Description from Newsletter No. 236, Oct. 2017 : A 50th Anniversary Panel of EDHS Members As this meeting is close to the 50th anniversary of the first meeting of the Shire of Eltham Historical Society, on 24th October 1967, we will appropriately look back on our own history. This will include a panel of members who will highlight some of our experiences and achievements along the way. As a special 50th anniversary treat we will have the opportunity to view, for the first time, a video reflecting on the first 50 years of our Society.
