On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. Firstly it really reinforces that message, which is a true one, that most people who get this disease do recover”. The day before, at 3pm, it was announced that 2,315 of the 5,687 confirmed coronavirus cases had recovered. May 2020 - An outbreak in Victoria at a meatworks that was later revealed to be Cedar Meats was announced on 02 May with eight cases. By 8 May, the cluster of cases linked to Cedar Meats in Victoria was 71, consisting of at least 57 workers and 13 close contacts, including a nurse, aged care worker and high school student. The number had increased to 75 by 9 May, 88 by 13 May, and 90 by 14 May. On 9 May, two Victorian cases were announced to be related to McDonald's Fawkner. By 18 May, this had increased to 12 cases, and on that day it was revealed that a delivery driver had tested positive, prompting the closing for cleaning of 12 more McDonald's locations: Melton East, Laverton North, Yallambie, Taylors Lakes, Campbellfield, Sunbury, Hoppers Crossing, Riverdale Village, Sandown, Calder Highway Northbound/Outbound, Calder Highway Southbound/Inbound, and BP Rockbank Service Centre Outbound. On 15 May, South Australia became the second jurisdiction, after the ACT, to be free of any active cases, however on 26 May, a woman returning from overseas who was granted exemption into South Australia from her hotel quarantine in Victoria tested positive for COVID-19. This was the first new case in 19 days for the state.[101] On 4 June, it was announced that the woman had recovered and the state was free of any active cases once again.[102] On 17 May, Victoria announced two further business sites had been shut down due to a suspected case at each. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Former Ballarat School of Mines mining student Alfred Johnston was the son of Charles Johnston of Cork, Ireland, and Elizabeth Jameson, the family owning a large furniture store in Fitzroy. Alfred joined the Fifth Victorian (Mounted Riffles) contingent at the Melbourne suburb of Hawthorn. The October 1901 Ballarat School of Mines (SMB) Students Magazine reported 'Alf. Johnston's gone. The news came as a shock to all of us at the school. He who was with us a few short months ago, in all strength of sturdy manhood, has met a soldier's death in South Africa, and we sincerely mourn his loss…. His heart was in the school, and he did his best to further its interests … His last act on leaving Australian shores was to send a telegram from Albany to Prof. Mica Smith, to whom he was warmly attached, wishing the School and all connected with it "Good-bye". In his short, all to short, life of 29 years, he had more adventure than falls the lot of most men, and possibly the spirit of adventure, and also, of duty, prompted him to throw in his lot with the "colors," and leave for the front. The news of his death comes to us with added weight of sadness when we remember that he was one of the organisers of the School entertainment last year to help swell the fund for the erection of a statue to fallen Victorian soldiers.' The SMB Annual Report of 1901 recognised the loss of one of their students: 'Mr Johnston was, until the date of his leaving for active military service in South Africa, one of our students. While here besides being regarded as a general favourite for his urbanity and manliness, he was noted as a faithful, diligent, and most successful student. The news of Lieutenant Johnston's death cast quite a gloom over the school and it was early decided that in addition to a letter of condolence sent to his parents a bronze tablet, suitably inscribed, be erected to his memory in some prominent part of the school. On the 4th November last the ceremony of unveiling the memorial tablet was performed by Professor A. Mica Smith in the presence of several members of the late Lieutenant A.G. Johnston's family, the President and Members of Council, the Staff and Students of the School, and a number of prominent citizens. Lieut. Alfred Johnston was killed on 7 May 1901 at Rhenosterkop, Middleburg district, Transvaal. When the news reached Ballarat the students wrote 'Alfred Gresham Johnston has passed away, and his passing has left many a sorrowing heart amongst his troop of friends everywhere. Outside of his home circle, none will miss him more than his old friends - Professors and students alike - of the Ballarat School of Mines. Farewell, Alf., a long farewell.' Alfred Johnston is buried in an unlocated grave. His SMB friends decided to erect a tablet at the school to the late Lieutenant Johnston. An appeals for donations was made, the SMB students magazine reporting that it had 'met with a handsome response from past and present students.' The SMB Council augmented the fund, and the memorial was dedicated with great reverence. Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. This item is from a collection donated by descendants of John Francis Turner of Wodonga. Mr. Turner was born on 6 June 1885. He completed all of his schooling at Scotts Boarding School in Albury, New South Wales. On leaving school, he was employed at Dalgety’s, Albury as an auctioneer. In 1924 John was promoted to Manager of the Wodonga Branch of Dalgety’s. On 15/03/1900 he married Beatrice Neal (born 7/12/1887 and died 7/2/1953) from Collingwood, Victoria. They had 4 daughters – Francis (Nancy), Heather, Jessie and Mary. In 1920, the family moved From Albury to Wodonga, purchasing their family home “Locherbie” at 169 High Street, Wodonga. "Locherbie" still stands in Wodonga in 2022. The collection contains items used by the Turner family during their life in Wodonga. A wide range of small china pieces carrying scenic views of holiday destinations or key locations were a popular kind of souvenir during much of the 20th century. Several different items have been produced to commemorate Wodonga and its landmarks over time. These items document key changes in Wodonga and its heritage. This plate depicts three key landmarks in Wodonga. THE SOLDIERS' MEMORIAL in Wodonga was unveiled on Tuesday 18th November 1924. It was designed by Messrs. Hosken & Co., of Hawthorn, Victoria. The monument is all of Australian workmanship. The pedestal is made of Harcourt granite, 9ft x 9ft at the base, and rising in seven courses to a height of 10ft 2in. The emblems (rising sun and wreath) are of bronze, and the lettering of the inscription and names of fallen soldiers are in raised lead letters. Originally the Memorial was completed with a full life size, 6ft in height, sculpture of an Australian soldier in Sicilian marble. The memorial bore the inscriptions: ERECTED BY THE RESIDENTS OF WODONGA AND DISTRICT IN MEMORY of the Men of this Town and District who fell in the Great War, 1914-1919, Also in grateful recognition of the men who served and returned. “Lest We Forget.” In 1982, due to frequent vandalism and high cost of materials to repair, the soldier statue was removed and later installed at the RSL Rooms. THE WATER TOWER is a major landmark of High Street, Wodonga. It began operation from January 1924 until it ceased operation in 1959. It stood unused for a decade until the lower section was modified and put to use as “ The Tower’s Cobbler’s Inn” in 1962. In 1972 Wodonga City Council proposed to demolish the Tower. Their suggestion received an unfavorable response from the city’s citizens, so the Tower still stands today. THE BAND ROTUNDA was officially opened on Sunday 5th September 1920 at the naming of the triangular reserve at the corner of High and Hovell Streets as Woodland Grove. The Wodonga Band gave a public performance on this occasion. The tri-coloured ribbon, which stretched across the entrance to the Rotunda was cut by Mrs R.H Murphy, daughter of Mr. John Woodland, secretary of the Wodonga Shire Council for 35 years, after whom the area was named. The rotunda has since been moved to Martin Park, Wodonga. This item comes from a collection used by a prominent citizen of Wodonga. It is also representative of a domestic item common in the 1940s and features significant landmarks used in many forms to represent the city of Wodonga.This bone china cup and saucer set features an image of Woodland Grove. In the 1940s and 1950s there was a movement to consolidate small rural schools into one larger school. This was partly a response to a shortage of teachers, due to many male teachers enlisting during the Second World War. The War also caused a shortage of materials and labour and many Schools fell into disrepair. The Education Department decided that Pakenham would be one of the first six Consolidated Schools to be established and that all schools within 8 kms or 5 miles would be closed. The Pakenham Consolidated School was officially opened on May 29, 1951, on the site of the Pakenham State School, No.1359, in Main Street. The original Pakenham School had opened on a site near the Toomuc Creek in January 1875 and it moved to the Main Street site in 1891. The first Head Master was Charles Hicks. The School offered classes up to Year 10 (Form 4). The schools that formed the Consolidated School were Pakenham Upper No. 2155 (closed January 1952), Pakenham South No. 3755 (closed September 1951), Toomuc Valley No. 3034 (closed September 1951), Army Road No. 3847 (closed April 1947), Mount Burnett No. 4506 (closed October 1949), Tynong No. 2854 (closed April 1951), Tynong North No.4464 (closed December 1951), Nar Nar Goon North No. 2914 (closed October 1951), Nar Nar Goon South No. 4554 (closed May 1951), Rythdale No. 4231 (closed September 1951), Officedale No. 4242 (closed May 1951), Cora Lynn No. 3502 (closed May 1951) and Koo-Wee-Rup North (Five Mile) No. 3198 (closed November 1959). The School consisted of new buildings, which at the time cost one hundred thousand pounds, and many of the old School buildings. Some towns did not realise that their School buildings would be removed from the sites and transferred to Pakenham. The Pakenham Consolidated School moved from its original location in Main Street to its current location in Rundell, Way in 1997.This photograph is of historic and social significance. Pakenham Consolidated School was one of the first six Consolidated Schools established by the Education Department, and was born out of shortages of teachers, labour, and materials during World War II. The school can be used more broadly to reflect on the evolution of education in the state of Victoria, as the school can trace its origins all the way back to 1875, when the original Pakenham School was opened near Toomuc Creek. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Open House 2022: "Like many Melburnians, Ying-Lan Dann has long been fascinated by the Mission to Seafarers, in Docklands. When she was invited to create a work in response to a building as part of this year’s Open House Melbourne, she knew immediately which it would be. Taking a peek behind the closed doors of some of Melbourne’s finest and most interesting buildings is a core premise of the weekend event, now in its 15th year. During that time, the program has grown from half a dozen buildings to a 200-plus strong list that extends to Ballarat and Bendigo. “[It’s] much more expansive and citizen-led,” says Fleur Watson, Open House Melbourne’s executive director. “As a public festival, it has always had a spirit of generosity, this gesture of opening up and allowing visitors to come and look and experience things.” Swinging open their doors at the end of the month will be some of the city’s finest mansions, including Villa Alba in Kew and Brighton’s Billilla, the Cairo flats in Fitzroy, the newly renovated Jewish Museum designed by Kerstin Thompson, the Melbourne Quakers Centre, the Albanian Mosque in Carlton North and many more. Considering how to approach the event this year, held remotely for the past two, Watson decided to explore beyond the traditional, with associate professor and director of curatorial practice at Monash University Tara McDowell. The two have co-curated an exhibition of works to run concurrently with the Open House program, called Take Hold of the Clouds. That’s where Dann’s work, Circular Temporalities, comes in, one of seven commissions around town in which local and international artists respond to chosen buildings or sites. A lecturer in interior design at RMIT as well as an artist, she is interested in time and finding different mediums to show things in flux and, having grown up on Phillip Island, she often uses water as a theme. When she started spending time at the Mission, Dann found there was an oculus at the top of the dome, known as the Norla Dome. She thought about how that small but significant opening related to where sailors spent so many months of the year, the sky being the only thing they would see much of the time, stars guiding the way in times gone by, and of the recent stories she’d heard about sailors being trapped at sea during COVID. Built in the Arts and Craft style between 1916 and 1919 and designed by architect Walter Butler, the Mission includes a chapel, clubroom, Chaplain’s house, a small cottage and the Norla Dome, which was apparently inspired by the Pantheon. The Mission was funded by the government and the Ladies Harbour Lights Guild, who Dann was also intrigued by. “One of the things those women identified is that life at sea is very dangerous [and they] wanted to give them a space of sanctuary and support,” she says, adding that for many years, the dome was used as a gymnasium. Her work inside the dome includes a 35-minute loop film, recorded from the ferry during the crossing from Queenscliff to Sorrento. The horizon takes up about a third of the shot and moves as the waves rise and fall, mirroring the journeys made by the sailors who found refuge at the mission over the years; it will be projected onto a gauze-like fabric, allowing glimpses of the building behind. This book was conceived by the Nillumbik Women's Network as a way of writing women into local history. When seeking nominations for the 2010 editon, the press release stated: Nillumbik Shire’s official histories don’t reflect the important but often unacknowledged contribution of local women to the development of the area. To redress this, the Nillumbik Women’s Network (NWN) initiated a small project, Celebrating Nillumbik women in late 2007.( For details of the Nillumbik Women’s Network refer to attachment) The NWN sought nominations of local women who had made, or continue to make, a significant contribution to the social and cultural life of our community. The brief profiles of the nominees were published in a booklet, which was launched at an International Women’s Day celebration in March 2008, and a second publication was produced in 2009. We continue to be inspired by the quality and activism of our local women. Many of the biographies tell of women’s contribution to the building of the ‘social’ infrastructure of the Shire. These stories complement the official historical accounts which primarily document men’s role in building the physical infrastructure of the Shire. One begins to develop a clearer picture of how women went about developing the services which we take for granted today, from the small kindergartens operating out of church halls to the wide ranging network of occasional and long day childcare care to the development of home based services for older frail and disabled residents of the area. They also tell of the bravery and resilience of women in their response to the devastating impact of the Black Saturday bushfires. Milk Fever In the treatment of milk fever in cows, 21/2 oz. to 31/2 oz. of the granules should be injected subcutaneously at two or three points in the neck, with the usual aseptic precautions. The granules should be dissolved in 10 fl. oz. of boiling water, the solution allowed to boil for five minutes, then cooled to body temperature before administration. Repetition of the dose is very rarely necessary. Should a more rapid response be desired, the whole of the solution hay be given by slow intravenous injection; alternatively , the greater part of the solution may be injected by this route and the remainder given subcutaneously in the manner described above. A convenient apparatus for the controlled administration of large volumes of fluid (leaflet side two) is the 'Wellcome' Flutter Valve Injection Apparatus. Prophylaxis Recurrent attacks at successive parturitions may be prevented by giving calcium borogluconate immediately after calving and again about 20 hours later. Each dose should be from one or two ounces of 'Wellcome' Calcium Borogluconate, dissolved as directed above. Other Indications Certain other conditions have been found to respond readily to calcium borogluconate therapy. These include parturient hypocalcaemia or milk fever in ewes, parturient eclampsia in sows and bitches, so-called "staggers" in lactating dairy cattle suspected to be due to hypocalcaemia, and transit tetany in horses. The dosage for various species is generally within the ranges indicated below : horses and cattle 11/2 to 31/2 oz. Sheep, goats and pigs 1/2 oz. to 1 oz. Dogs 11/2 dr. to 3 dr. The Australian Customs Service, Melbourne, donated a set of gauging instruments, and Port Fairy Customs donated another instrument, the Sike’s Hydrometer, to Flagstaff Hill Maritime Village, all of which were no longer required. However these ullaging tools were in use for many years by Customs officials, called Gaugers. Ullaging is a term describing the measurement of the amount of liquid remaining in a container of spirits such as a cask or barrel. It can also measure the free space or head space remaining. The primary role of customs officers in Victoria was to calculate the tariff or excise duty payable on goods imported into Victoria. (Excise duty is a tax on goods produced within a country, and customs duty is imposed on imports.) Customs officers spent a great deal of their time measuring and weighing goods, and then calculating the amount of duty to be paid by the importer. The tariffs for different products varied, and officers consulted published lists. Calculating the duty payable on a barrel of brandy was a detailed task. The gauger had to measure the barrel to determine its volume. Barrels were irregular in shape, and finding the volume required several measurements and checking tables of figures. Alcoholic content was then measured with a hydrometer. The duty paid varied according to the alcoholic strength of the spirits. Uniform national customs and excise duties were operative in Australia from October 1901. These tools were still being used in Australia in the 1950’s. The Federal Government still imposes excise taxes on goods such as cigarettes, petrol, and alcohol. The rates imposed may change in February and August each year in response to changes in the consumer price index. ULLAGING TOOLS (1) Head Rod - this instrument measures the diameter of the heads (top and bottom ends) of a cask or barrel. The shaped brass pieces on the head rod enable the diameter of a barrel to be measured inside the chimes at the head end. The slide rule could then be used to calculate the internal volume of the barrel. On the reverse side is a set of ullaging scales, used like those on any ullaging rule, to calculate the volume of liquid in a partially filled barrel. (2) Bung Rod – this instrument measures the diameter of a cask or barrel when it is lying on its side. It is a rod that fits into the ‘bung’ hole of a cask and is long enough be extended to reach the opposite side of the cask. The brass sliding pointer can be moved to mark the ‘wet’ line. When the rod is removed the bung measurement can be read from the scale on the rod. (3) Long Calipers - this instrument measures the length of the cask between the heads. It has two rules sliding beside each other, each end having another piece of wood fixed firmly at right angles downwards then turned inwards at the ends so as to reach over the heads of the casks without touching the projecting ends. The centre pieces enable it to extend or contract, changing the distance between the two other parallel sides, the distance they are apart being shown by the rule on the sliding pieces. (4) Cross Calipers – this instrument is used to take the bung diameters of casks, or "the Cross " as it is called. This instrument has two rules sliding beside each other, each end having another piece of wood fixed firmly at right angles downwards, together forming a 3 sides of a rectangle with the centre pieces enabling it to extended or contracted, changing the distance between the two other parallel sides, the distance they are apart being shown by a the rule on the sliding pieces. (5) Sike’s Hydrometer – this instrument is used to gauge the strength of different alcoholic spirits when fitted with the different weights in the set. Every set is individually calibrated to ensure that it meets the exact Standard Weight and Measure compliance, then every piece in that set is stamped with the same number by the Calibrator, to ensure that the measurements are taken using the same hydrometer set. In the 1650s, the newest exciting development had arrived on Britain’s shores, this time it was tea from China. As it was brought back from overseas, tea was incredibly scarce and as such its price was very high; in 1664, the cost of tea was already 40s per pound, although this is not as high as what it would become when taxed in the 18th century. This resulted in only the social elite enjoying a cup of tea, and most commonly tea was enjoyed in coffee houses, and teapots were therefore not yet a household item. As the East India Company imported larger quantities of tea, it became more widely available and a larger section of the British population were able to enjoy it meaning that, by 1669, tea was available nearly everywhere. Likely due to the fact that tea was first enjoyed in coffee houses, the first known teapot resembles a coffee pot, with a tapering cylindrical shape and standing much taller than what we now know as a teapot at 13.5 inches tall. Into the 1680s, these teapots were given a conical cover for the spout that was fixed to the pot via a chain. As Queen Anne took the throne in 1702, teapots had become much more widely used and had formed two common groups. The first style of teapot was the pear shaped style which began to appear in 1705. The pear shaped pot usually had a domed lid and sometimes featured a finial. This form was generally supplied with a heater and stand as well as having a baluster shaped handle on one side. This iteration would disappear by 1725 but does make a reappearance in the 1740s, only this time as an inverted pear shape. The second group was the more spherical, or globular, shape which appeared in 1710. The globular teapot had a flush, hinged lid as well as a narrow moulded rim foot and a straight sided, tapering spout. Both generalised groups of teapots have polygonal examples – that is, teapots that are made up of straight sided segments – but six or seven sided teapots are incredibly rare. There is one known example of a seven sided globular teapot, made by Isaac Ribouleau in 1724. This is so unique because polygonal teapots are much more technically difficult and time consuming to make. Other than the occasional band of engraving round the shoulder of the teapot, they remain quite plain until c.1740 when scrollwork and chased shells begin to be applied for decoration. ‘Chasing’ is the process of decorating the front of a piece of metal by indenting the back, without cutting or engraving. From 1755 until 1770, silver teapots became incredibly uncommon and it is likely that this either reflects a change in drinking habits or changing trends producing a favour for porcelain. This dip in popularity could also be in response to the outrageous taxes placed on tea, up to 119%! In 1765, the Leeds creamware globular teapot seemed to kickstart a resurgence and this, combined with the Commutation Act of 1784 – which reduced tax on tea from 119% to 12.5% – saw teapots return in all their forms. It’s around this time, in 1780, that a form of teapot with a detachable, openwork stand appeared; however, the plain, oval teapot remained the most popular in the 1780s and 90s. In the later years of George III’s tenure on the throne, during the last decade of the 18th century, there was a revival of chasing and embossing teapots with flower and foliage designs. At the turn of the century, the spherical, partly fluted teapot with classical decoration was superseded by a more oblong shaped pot that sat on four spherical feet. This was then changed again when teapots became more melon shaped. It was at this time that the capacity of a teapot greatly increased and the previously wooden or ivory handles were replaced by silver handles with ivory washers for insulation. As Britain entered into the Victorian era, the design quality often suffered as there was a tendency to over-decorate the silver. In the early 19th century, the last major addition to the shape of the teapot, a raised collar was added between the cover and body. "The Mechanics Institute movement flourished in Victoria from 1839 to 1950. It was based on the development of Mechanics’ Institutes in Scotland and England from the 1820s, which were intended to educate and enlighten the working classes. The term ‘mechanic’ in those days meant an artisan, craftsman or working man, especially those who had moved from rural areas to work in new city factories during the Industrial Revolution. The early Institutes were usually equipped with a reading room, a library and a lecture room. Although enjoying mixed success in Britain, they contributed to the development of public education and library services. The movement was adopted more enthusiastically in the colonies. It began slowly in Victoria but its expansion after the gold rushes population influx was rapid, especially in rural areas. Every suburb and town wanted to have a Mechanics’ Institute. During the 1850s approximately forty Institutes were established, with even greater growth in the period 1860 to 1900. By 1900 there were 400 Institutes in Victoria. The establishment of a Mechanics’ Institute was often a great achievement for a local community, requiring organising committees to raise substantial funds for a building site (where this had not been granted by the Government), and the building. Once built, the committee then had to purchase books, provide a caretaker or librarian, and finance the ongoing use of and improvements to the building. ‘The history of many Institutes is a story of tremendous community effort, and often, financial difficulties’. In addition to being monuments to local enterprise and community life, the Mechanics’ Institutes played a vital role as an intellectual forum, and in contributing to an informed and participatory democracy in the late nineteenth and early twentieth centuries. They provided journals and other reading matter on local, state, national and international issues, and hosted of lectures and held debates about wider issues such as Federation, colonial nationalism, defence, female suffrage, the price of land and labour. With the development of the school and technical education in the latter part of the nineteenth century, the need for community technical and adult education declined. As a result of the introduction of government library grants in 1867, many Mechanics’ Institutes incorporated a free library in their buildings to finance collection of their books. By 1884-85, there were 257 free libraries in Victoria. However, government support and library grants dropped off in the 1890s depression. Entertainment took on a greater role in the 1890s, with the introduction of moving pictures, billiards rooms, games rooms (chess), concerts and dances. The First World War had a devastating impact on many rural communities, and some Mechanics’ Institutes were no longer viable. On the other hand the early twentieth century was also a time of agricultural development, and many country towns were growing in this period. The 1930s depression further limited growth of many libraries and reduced grants substantially. In response many Mechanics’ Institutes were renamed, for example as memorial halls, in order to retain and attract more patrons (eg at nearby Sunbury). The diminishing role for Mechanics’ Institutes and the preference for larger and better appointed halls (with supper rooms, cloak rooms etc) resulted in demolition of some small Institutes. The advent of cars, radios, and television also provided other opportunities for recreation, learning and entertainment. The greater role of municipalities in providing library services also eroded the need for free libraries. While over 500 Mechanics’ Institutes or halls are extant, very few of these retain their original role as ‘diffusers of useful knowledge’. Most are still available for community purposes, as venues for meetings, socials, civic occasions etc, while others are employed as museums, shops and theatres. Most buildings are on Crown land, and managed by a delegated committee of management, who are responsible for raising revenue to maintain aging buildings. Many of those which were originally established on private land, such as Melton, have since reverted back to the Crown, and municipal Councils. The most common Mechanics Institute building form is the simple weatherboard gable building with iron roofs, notable for their ‘honest simplicity’ rather than as ‘monuments of the ancients’. At the other extreme there are some magnificent two storeyed brick and stucco structures with elaborate ornamentation (as was apparently envisaged by some in Melton in 1905-10)". On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. Originally a race course, the park has brought the community together with a variety of activities. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p45 Once used for horse racing, which attracted visitors from Melbourne, the Eltham Lower Park has brought the community together with a wide range of activities. Horse riding is now enjoyed as a recreation in the park as are other sports. The park also includes the Diamond Valley Railway miniature trains and a sanctuary for the rare and vulnerable Eltham Copper Butterfly. Eltham Lower Park, with other parks, forms an almost continuous green band from Eltham’s centre, along the Diamond Creek to the Yarra River.1 Before European settlement the Wurundjeri people met on this land, particularly at the junction of the Diamond Creek with the Yarra River, which they called Birr-arung. This is commemorated by the sculpture, Not just a Pretty Place by Aleks Danko, winner of the 2000 Nillumbik Art in Public Places Award. The first European to settle here was probably Henry Foley, who in 1841 used it as part of his pastoral run. Foley sold his leasehold to Joseph Wilson in 1845, who soon after sold it to Frederick Falkiner. During the 1840s the future park was part of a government square mile (2.6 sqkm) reserve, north of the Yarra, within the Parish of Nillumbik, later named Eltham. Soon the land was used for horse racing after nearby residents cleared ten acres (4ha) in the early 1850s. A three-quarter of a mile (1.2km) race secured the winner the £10 Publican’s Prize. In response to popular demand, the newly formed Eltham District Road Board petitioned the Surveyor General of the Colony of Victoria, in 1856, for 36 acres (14.6ha) of crown land for a racecourse and recreation. By 1858 the Eltham races had become an institution. ‘Many skirmishes occurred and the way home was paved with temptation, with sly-grog for sale.3 In the early 1870s, two jockeys were sons of the police officer in charge of the Eltham Police Station, Miles S Lyons. Another ten acres (4ha) was added to the area in 1866 and 12 acres (4.8ha) – Hohnes Hill – in 1870. In 1866, two acres (0.8ha) on the creek banks became an animal pound with William Walsh the pound keeper in 1870, but this was later incorporated into the park. By 1877 the area was called a public park but horse racing and training continued into the 1920s. In the mid-1900s trotters were trained on a circuit road. In 1953 the Eltham Pony Club was established and used a cross-country course on Hohnes Hill. From the mid 1950s the club held the Eltham Easter Fair at the park, later to include a procession along Main Road from the town centre to the park. The park also attracted picnic parties and campers from the inner suburbs as did Wingrove Park, and businesses catering for visitors, sprang up on the opposite side of Main Road. Bus-loads of school children visited the park for Gould League bird days in the 1960s. In 1979 the Eltham Shire Council bought Lenister Farm, linking the park with the Yarra River. The Lenister Farm wetland includes a bird hide, viewing platform and interpretive signs.5 Pioneer Henry Stooke, later Road Board chairman, bought the 11 acres (4.5ha) - later to become Lenister Farm - from the Crown in 1862. Stooke never lived on this site and the two houses at Lenister Farm were built in the 20th century. Since its formation in 1871, the Council has controlled this crown land, which it named Eltham Park. But in the 1920s Eltham Council bought land near the town centre for a park, which it named Eltham Central Park. To avoid confusion the Council renamed Eltham Park, Eltham Lower Park. Since 2004 the Yarra footbridge has linked the park with the Yarra Valley Metropolitan Park and the Main Yarra Trail.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. Letter - Petition, October November 1897
This document reveals the way in which Mission to Seafarers grew in response to demand. With increased shipping to Australia for all purposes, the need for the then existing Mission to grow to be conveniently located and to accommodate seafarers became increasingly evident. This document also shows the formal nature of documents and petitions in the 1890s and documents the names of twenty-two contemporaneous ships and their respective captains. The Anna, Dharwar and Mermerus arrived in port at the end of July 1897. The Carmanina arrived on the 21 October 1897. The Loch Katrine, at the end of the list, arrived on 5 November 1897. The letter was published in the Argus, 22 December 1897: "APPEAL FOR SEAMEN. TO THE EDITOR OF THE ARGUS. Sir, I beg that in the interests of the Victorian Seamen's Mission you will be kind enough to publish the appended testimony of the ship masters who for many years have been trading to this port, and therefore have had many opportunities of judging the effects of his work. The mission has much need of monetary assistance, and, should any of your numenous leaders deem it worthy of support, the committee would feel most grateful for any help that may be given in this direction. It has been the pleasure of the committee as far as possible to supply the crews of all outward bound steamers and sailing vessels with literature for their use on the voyage. My former appeals through your columns for leading matter have always been liberally responded to, and I trust that should any of our booksellers have any surplus stock of periodicals, religious and secular, illustrated or otherwise, at the end of the year, they will kindly remember the Victorian Seamen's Mission and the sailors. Private individuals also who may have stacks of literature by them, if they would kindly send some to the Seamen's Institute, Beach street, Port Melbourne, would cause the cheering of many a dark and lonely hour in the seamen's life. From 900 to 1.200 parcels have hitherto been given to the sailors and firemen annually by this mission, and we should be extremely grateful to those who would place us in a position to continue such donations in the future. At almost every other seaport in the world such institutions are being provided for seamen, and we are satisfied from our opinion of the Melbourne public that the matter needs only to be prominently brought under their notice to be accomplished. We are confident that the good work of the mission is being hampered by its not having such a place near the shipping at the Melbourne wharves. Our crews are at present placed at a great dis advantage through not having an institute more convenient to the scene of their labours than that at Port Melbourne, which, on a very wet or a very hot, is not easily reached. If a site could be obtained immediately above the Gasworks but on the other side of Flinders street extension, that is to say, on the lower part of the land on which the Harbour Trust offices are built, it would be most convenient for the shipping on both the north and south side of the river. The need for a new facility was a result of changes in shipping and the use of the Melbourne ports in the 1890's and this document supported the pressure on the Harbour offices to finally release land for an appropriate building in the early 20th C.Mounted hand-written petition to the Executive Committee of the Victorian Seaman's Mission Melbourne. The letter petitions the Executive Committee to create a facility on the wharves, "where sailors of every grade could profitably and pleasantly spend their evenings." This portion of the letter takes up three quarters of the document. The remainder has two lists, one of twelve captain's signatures and the other of the names of their ships. "ST. PETER'S DAYLESFORD. General Communion and Breakfast. On Sunday November 9, a general Communion of the men; of the parish will be held in St Peter's Church, Daylesford. A communion breakfast will subsequently take place." Melbourne Advocate, 30 October 1930. "General Communion and Breakfast, Daylesford War Memorial Protest by Rev. Dr. Collins Rights of Catholics Ignored THE splendid Catholicity of the Daylesford parish was demonstrated on Sunday morning last when a general Communion of the men of the parish took place at the 8 o'clock Mass at St. Peter's Church. This proud and edifying demonstration of faith concluded a very successful mission in the parish, conducted by the Rev. Fr. O'Flynn, C.SS.R., and Rev. Fr. Frean, C.SS.R., Daylesford parish is fairly scattered, and from every corner of it came men to take their part in the general Communion. The missioners and the Rev. W. M. Collins. D.D., P.P.. have reason to be deeply gratified at the result of the mission. His Grace the Archbishop of Melbourne (Most Rev. Dr. Mannix) was the celebrant of the Mass. He was assisted in administering the Sacrament by Rev. Dr. Collins. At the close of the Mass the hymn, "Faith of Our Fathers." was sung. The breakfast was served in the Daylesford Town Hall, the men marching there from the church. More than 250 partook of breakfast. In the balcony were lady parishioners who wished to listen to the speeches. His Grace the Archbishop was at the head table, and with him were Rev. W. M. Collins, P.P.; Crs. Bolton and Gleeson (Shire of Glenlyon), and Courtney (Shire of Davlesford); Messrs. Cleary and Egan (Blampied). Mr. J. T. Murphy. Mr. Considine, and Mr. O'Donnell (BuIIarto). Several selections were played by the Holy Cross Convent orchestra, Daylesford, and the catering was admirably carried out by Mrs. Mann. It was a well-organised and successful function, and the general arrangements reflected the highest credit on the Rev. Dr. Collins and those associated with him. Much favourable comment was made upon the great success achieved. A WAR MEMORIAL SERVICE. Strong Protest by Rev. Dr. Collins. The Rev. Dr. Collins said it was no exaggeration for him to say that he was a proud pastor that day. He had reason to be proud of the magnificent demonstration of faith made by the Catholic men of the parish at St. Peter's Church. It was promoted by a supernatural motive, and the men were sure to get their reward. He knew that many men had attended at great sacrifice, and that numbers had to grope about in the early hours to get everything in readiness at their farms and dairies. He was deeply thankful for the fine response made by the men to his invitation, and no greater encouragement could be given to him in his work in the parish. They had made a creditable demonstration before the people of Daylesford, whose good opinion they valued and wanted to retain. Catholics were part of the community, and the community's troubles were their troubles. Generally they had a few of their own troubles, but they were not wanting in helping the community to bear its troubles. Just now they were passing through a difficult time. The surrounding shires seemed to be better off than Daylesford, but the municipal fathers at Daylesford had spent a lot of money wisely in attracting tourists to the beautiful district. The money spent, he was certain, would come back a hundredfold. They appreciated the good work done by the municipal authorities, and were prepared to do their part in shoulder-ing their civic obligations. A Frankly Protestant Memorial Service. He could not let the occasion pass without calling the attention of the Daylesford people to an injustice that was being done the Catholic body, unwittingly he believed. Hie referred to the ceremony for the unveiling of the Soldiers' Memorial. It had been decided to adopt a frankly Protestant service. Catholics could not take part in a non-Catholic service, and that was not due in any way to any recent whim or caprice. Catholics had made common sacrifices, and the war memorial should stand for the Catholic boys who had fallen as well as non-Catholic soldiers. Catholics had contributed towards the cost of the memorial, and yet a programme had been adopted on the occasion of the public unveiling that excluded Catholics from taking part. They had a right to be at the ceremony, but it was asking them too much to shed their principles in order to be present. Their forefathers did not shed their principles when there was much more at stake, and they did not intend to shed theirs. They took that stand for Faith, and were still loyal citizens of Australia. The great majority, he was certain, did not realise the difficulties of Catholics, and that the stand taken was a matter of principle. There was always a minority, however, who were ever ready to score a victory over Rome at any price. Thanks to Non-Catholics. Having made his protest, he would not be honest if he did not express his gratitude to many non-Catholics in Daylesford for their help. In the Boxing Day carnival, which was their principal effort on behalf of the schools, non-Catholics gave splendid support, which he very much appreciated. The success of the carnival was dependent to a large extent on the generous help of Protestants. He trusted that the Catholic men generally would take note of what he said, and turn over a new leaf, as so many new leaves had been turned over since the mission. Missioners and Nuns Thanked. The work of the Redemptorist Fathers had been fruitful of results in the parish, and what they had done had paved the way for the magnificent men's demonstration. He wished heartily to thank the Fathers, and his thanks were also due to the Holy Cross Convent. If the Faith were strong in Daylesford, it was largely due to the Catholic schools in the district. They should never forget the Presentation nuns, and should be prepared to help them in every possible way. He was very thankful to the Rev. Mother for her kindness in entertaining many at the convent, and also for providing the orchestra at the Communion breakfast. A Splendid Success. He was greatly delighted at the presence of his Grace the Archbishop. When he started to talk about the breakfast, many told him it would not be a success. First of all, it was intended to hold the breakfast in the schoolroom, but the response was so good that it was considered they should get the Rex Theatre. Finally, they were compelled to take the Town Hall in order to accommodate the large number who purchased tickets. The presence of his Grace gave additional lustre to the successful demonstration. He was proud of the men of the parish, and hoped God would bless them and their families. (Applause.) The first toast honoured was that of "The Pope and the King." WELCOME TO HIS GRACE Proposing the toast of "His Grace the Archbishop," Cr. J. Bolton said he wished to congratulate the Rev. Dr. Collins on the wonderful success of the two functions. All parts of the parish were represented at the general Communion in St. Peter's Church, and it was an inspiring spectacle. It showed that the Faith was deep and strong in Daylesford. A great privilege had been given to them, and they owed grateful thanks to the Rev. Dr. Collins. He wished to welcome his Grace the Archbishop, and he trusted that he would enjoy his visit to the district. The country was passing through a difficult time at present, and it required plenty of clear thinking and acting to put things right again. He hoped his Grace would touch on the situation, and give them the benefit of his thoughtful and wellreasoned views. Whatever his Grace said would be worth listening to. (Applause.) THE ARCHBISHOP CONGRATULATES PASTOR AND PEOPLE. DAYLESFORD A MODEL PARISH. His Grace the Archbishop said he need not assure them that he came to Daylesford with great pleasure. His visits to Daylesford were always pleasant, but the present visit was additionally pleasant and memorable because he had the opportunity of assisting at one of the most inspiring functions that it had ever been his good fortune to attend. He was really touched to the heart when he stood on the altar and saw the beautiful St. Peter's Church—there were few churches to compare with it in the country—filled with the men of Daylesford and of the surrounding districts. Practically all the Catholic men in the parish were present at the general Communion, and it gave him very deep satisfaction and genuine pleasure to be amongst them. As the Rev. Dr. Collins and Cr. Bolton had said, it was a proof of the depth and soundness of the Faith of the Catholic people of the parish. He wished to congratulate the Rev. Dr. Collins upon the magnificent success that had attended his efforts since he came to Daylesford. He thought the Rev. Dr. Collins had been a very happy man since he took up work in the parish. He came to Daylesford more or less broken in health, and his best friends were doubtful whether his health would stand the strain of parochial duty. However, he had never looked back. He doubted if Dr. Collins would care to leave Daylesford, unless he were appointed Prefect of Propaganda, Rome, or some very high distinction was conferred on him. At all events, things had gone on well with Dr. Collins since he came to Daylesford, and he could see some of the reason for it in looking at the fine gathering before him. The Rev. Dr. Collins was a very zealous and spiritual man, and his lot had been cast amongst people who had responded to his labours. ... On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. This monument commemorates Victoria’s 150th anniversary and the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. Beneath the site is a time capsule to be opened in the year 2035. A plaque was also erected at this site in October 1987 to commemorate the Shire of Eltham Historical Society’s 20th anniversary. The main feature of this monument is a ‘tyring disc’, a blacksmith’s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden-spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red-hot iron hoop, previously forged to the correct size, was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. [from EDHS Newsletter No. 45, November 1985:] TIME CAPSULE CEREMONY: Our 150th Anniversary Monument is now under construction in the gardens in front of the Eltham Community Centre. Further details of the project are given under a separate heading below and this item deals with the proposed ceremony. We propose to formally lower the time capsule into its container underneath the monument as part of the Eltham Community Festival. All members are invited to attend the ceremony at 2.00 p.m. on Sunday, 10th November. Come earlier with a picnic lunch if you like. Local people and firms who have contributed money or services for the monument will also be invited. As part of the Festival programme the public are welcome to attend. This is one of the most significant projects the Society has undertaken and members' participation in its finalization would be most gratifying to the organizing committee. 150TH ANNIVERSARY PROJECTS: We have concentrated our efforts on finishing the monument and time capsule project within the 150th year and have found it necessary to abandon the historical tour project. We have applied to the State 150th Committee to transfer the funds allocated for the tour to construction of the monument. The historical tour project will be continued at a later date and photos of historic houses in the area, taken by Doug Orford, will be available for use in an associated display. At the time of writing, the monument construction is on schedule for the ceremony on 10th November. The concrete base has been completed and the main feature of the monument, which is an old tyring plate or disc, will be lifted into place in the next week. The final ceremony will involve lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule will contain mainly items relating to present day Eltham and its people and is to be opened in the year 2035, a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is proposed to place the items in the capsule on 5th November and any items members think could be included may be submitted up to that date. The Society has received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, has arranged many of the donations. He and his firm, Package Handling Equipment, have donated the time capsule itself and have carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries has donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete has donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies has donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson has agreed to donate the use of his crane to lift the tyring disc into place. Financial contributions have been made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. We are grateful to all who have helped, and members' support for firms who have donated their services would be an appropriate recognition. It is planned to print "Time Capsule Certificates" which can be held by organizations or passed on to descendants by individuals. The certificates will indicate an interest in the contents of the capsule when it is opened in fifty years. At the time of writing, the monument construction is on schedule for the ceremony on 10th November. The concrete base has been completed and the main feature of the monument, which is an old tyring plate or disc, will be lifted into place in the next week. The final ceremony will involve lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule will contain mainly items relating to present day Eltham and its people and is to be opened in the year 2035, a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is proposed to place the items in the capsule on 5th November and any items members think could be included may be submitted up to that date. The Society has received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, has arranged many of the donations. He and his firm, Package Handling Equipment, have donated the time capsule itself and have carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries has donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete has donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies has donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson has agreed to donate the use of his crane to lift the tyring disc into place. Financial contributions have been made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. We are grateful to all who have helped, and members' support for firms who have donated their services would be an appropriate recognition. It is planned to print "Time Capsule Certificates" which can be held by organizations or passed on to descendants by individuals. The certificates will indicate an interest in the contents of the capsule when it is opened in fifty years. On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. This monument commemorates Victoria’s 150th anniversary and the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. Beneath the site is a time capsule to be opened in the year 2035. A plaque was also erected at this site in October 1987 to commemorate the Shire of Eltham Historical Society’s 20th anniversary. The main feature of this monument is a ‘tyring disc’, a blacksmith’s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden-spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red-hot iron hoop, previously forged to the correct size, was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. [from EDHS Newsletter No. 45, November 1985:] TIME CAPSULE CEREMONY: Our 150th Anniversary Monument is now under construction in the gardens in front of the Eltham Community Centre. Further details of the project are given under a separate heading below and this item deals with the proposed ceremony. All members are invited to attend the ceremony at 2.00 p.m. on Sunday, 10th November. Come earlier with a picnic lunch if you like.
