Photograph - Fred Rochow Railways Collection - Wodonga Railways staff, Early 1900s
The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community. This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport. This photo was taken at Wodonga Railway Station shortly after the introduction of corridor carriages in the early 1900s. Colligan and Donovan were the first two conductors appointed. Photograph - Photograph - Black and White, Harold Herbert of the Ballarat Technical Art School, 1919
Harold Brocklebank Herbert (16.09.1891-1945) Harold Herbert was one of the first pupils at the school starting in 1891, commencing as a 15 years old he studied Applied Design and Architecture at the Ballarat Technical School of design attached to the Ballarat Fine Art Galery, transferring to the Ballarat Technical Art school attached to the Ballarat School of Mines. He was a certificated Art Teacher with the Victorian Education Department. His talents were identified by Ballarat’s Ponsonby Carew-Smith who rose to become Art Inspector with the Victorian Education Department. His teaching career included being appointed Principal of the Sale Technical Art School in 1898. Harold Herbert undertook further studies in England returning to Ballarat with all new entrepreneurial ideas. He worked at the Ballarat Technical Art School between 1915-19. Harold Herbert was involved with the design of the Ballarat Arch of Victory, and was responsible for the reproductions in ‘The Education Department’s Record of War Service. Had been principal of the Sale Technical Art School since 1898, and had undertaken further studies in England returning to Ballarat with all sorts of entrepreneurial ideas. In 1924 the Ballarat School of Mines Students’ Magazine reported “We are perfectly safe in claiming on behalf of our school, that no institution of its kind has turned out a greater number of men and women students who have since “made good” while some have achieved enviable prominence in the world of art. Amongst these later, the most brilliant is Harold B. Herbert whose work is so widely and justly appreciated throughout Australia and whose achievements are watched by his old school with the greatest pride. He commenced at the School when he was about 15 years of age, and followed a course of training very similar to what most students are doing the most valuable qualities shown by him during his career as a student were a passion for drawing and a capacity for taking pains, so essential in all artwork. He was appointed as Assistant Art Teacher at Ballarat on completion of his course, and later assistant in the office of Art Inspector. All of his spare time was devoted to out-door sketching and commercial drawing and he showed an ability in practical design for various crafts quite equal to the ability he has since displayed in depictive art. His return to this School as senior master and his departure to devote himself entirely to fine art are quite recent happenings with which all students are familiar. The wonderful exhibition he held in Melbourne on return from a sketching trip abroad has place him amongst the leading artists of Australia. Upon his death in 1945 the Ballarat School of Mines Student's Magazine recorded: "The death of the famous water-colour artist, Harold Herbert, will be a distinct loss to art in Australia. he was educated at the Ballarat Art School which it was situated in Sturt Street, and the gave promise of becoming a famous artist then. his talents were recognised, and in water-colour work he quickly made a name for himself. his landscapes in water-colour are in the principle galleries of the world, and many of them are to be found in the Ballarat gallery and in other provincial galleries. In 1941 he was appointed official war artist for the COmmonwealth, and he served in the Middle East and Syria. Exhibitions of his war pictures have been seen at different times in Melbourne."Portrait of a young man in a suit. He is Harold Brocklehurst Herbert, staffmember of the Ballarat Technical Art School (a division of the Ballarat Technical Art School). Photograph, Peter Pidgeon, Grave of David George and Elizabeth Clark, Eltham Cemetery, Victoria, 5 April 2021
David George Clark was the first and longest-serving headmaster at Eltham State School No. 209 (Eltham Primary) in Dalton Street, Eltham. David (then aged 26) and his sister Catherine first established their ‘private’ school which began in 1855 and was held in the Wesleyan Chapel in Henry Street, a slab built, shed-like building on land acquired by the Church in January 1855. Parents lobbied the Government to establish an official school, and a School Inspector came out to investigate. He found that the Clarks were of good moral and religious character (David taught Sunday School at St. Margaret's later on) and gave them his endorsement despite some perceived technical shortcomings. In 1856 a small stone building of 40 feet by 16 feet was erected on the school's present site at the corner of Main Road and Dalton Street. Half of the building was the school, the other half was the residence of David and Catherine and their mother, also Catherine. It appears that they were well respected by the local community: David constantly battled with the authorities to have facilities (such as toilets) at the school improved. As enrolment gradually increased, over-crowding became an issue. As well, David married Elizabeth in 1863. Needing to move out of the schoolhouse, in 1866 the Clarks bought a block of land in Metery Road next to the school and built the house "Shoestring" (which still exists albeit with significant modifications). Catherine retired in 1887 followed by David in 1889 after a period of ill health and was succeeded as Head Teacher by John Brown. David died in 1911 and is buried with his wife Elizabeth in Eltham Cemetery. In Loving Memory Of D. G. & E. Digitised Oral History – Truganina Explosives Reserve - Tape 1 Doug and Noel Grant, 2018
The interviews were recorded in 2000 by Bronwen Gray and Alan Young for the production of Unreserved, Stories from Truganina Explosives Reserve, animated stories from past residents, workers and interested people of the Reserve (subject to copyright 2004). Doug and Noel Grant’s Grandfather, Don Grant, was officer in charge of Truganina Explosives Reserve from 1910-1930. On his retirement, his son, William (known as Bill) took over the position until 1956. Along with their two older brothers and younger sister, Doug and Noel Grant grew up, first in the assistant manager’s weatherboard cottage and then in the brick house which was set aside for the officer in charge, until they married and moved into their own homes in their early 1920s. On returning from the second world war, Noel Grant worked as a magazine assistant of explosives on the site from 1946, When the site had closed down in 1962 he worked as an inspector of explosives at the Explosives Branch in Melbourne until he retired in 1985. During that time Noel was asked to move back on site, meaning that three generations of Grants have lived on the site during the twentieth century. Doug Grant worked for ICI/Nobel in head office in 1940 and their older brother Alan worked at the Nobel Explosive Company in Deer Park from 1937. After returning from the Second World War, Alan bought a transport business that had once had the licence to cart explosives in and around the state. They discuss their memories of the living at Truganina Explosives Reserve and the workings of the Reserve, including the names of men who worked there, ships which carried the explosives and life in and around Altona. Letter - Correspondence, Henry J. Hall, Henry J. Hall to Ballarat School of Mines, 19/03/1898
Henry J. Hall was an teacher Freehand Drawing and Model Drawing at the Ballarat School of Mines. In 1889 he reported to the Ballarat School of Mines Council that this class was never established for the cultivation of Art (as generally understood) or the making of pictures but with an idea of assisting artisans - of both sexes - and persons connected with mechanical industries, in acquiring lightness of hand, and facility in the use of a black-lead pencil so as to be able to place legibly and intelligibly upon a sheet. For many years Henry Hall advertised private tuition in Drawing, Painting and Perspective, at 'Ferndale', 25 Eyre Street. Handwritten letter on paper with the address 'Ferndale, 25 Eyre Street, Ballarat' printed at the top. The handwritten letter is from Henry J. Hall to Andrew Anderson, President of the Ballarat School of Mines. Handwritten in ink "March 19th 98 Andrew Anderson Esq President School of Mines Dear Sir I am informed by the registrar of the School of Miens that you are desirous of despensing [sic] with the services of Drawing Instructor at that Institution. The reason assigned being dis-satisfaction expressed by the inspector regarding "the quantity and quality of the freehand work done during the year. Before any definite action is taken, might I ask in justice to myself and the students whose work is thus maligned, that I be allowed a personal interview with Mr Monkhouse in order to ascertain the grounds of his complaint, and afford me an opportunity of vindicating my position. I have the honor to remain, respectfully yours Henry J. Hall." Written and circled in red ink "168" ballarat school of mines, henry j. hall, henry hall, andrew anderson, drawing, art -

Instrument - Hydrometer, 1878 to 1930s
This Sikes brass hydrometer was manufactured by the optical and scientific instrument makers Kasner & Moss of 17 Collins Street West, Melbourne, in the latter part of the nineteenth century. The firm adverted hydrometers, as well as optical instruments, as early as August 13th, 1864, in The Age, Melbourne. This hydrometer set was donated to Flagstaff Hill in 1979 by local wine and spirits merchants Lynch Bros of Fairy Street, Warrnambool. Giffen Russell had established the business in 1878, and Harry Lynch took it over in the 1930s, and after he passed away in 1953 Kevin Matthew Lynch became proprietor of K M Lynch Food and Liquor. The business closed in the 2010s. The hydrometer may date back to the establishment of the business in 1878, as Kasner & Moss were selling hydrometers in Melbourne from 1864. Hydrometers were used to measure the density, or relative density, of liquids from the late 1600s. In 1816 Bartholomew Sikes won the competition for the most useful accurate hydrometer. Hydrometers were commonly used by distillers, vintners, and brewers to establish accurate measures of alcohol concentration in their beverages. Following this manufacturing process, government inspectors and excise officers used them to check that the labelled indications of alcohol-proof were correct and that the right amounts of duty were being paid. This hydrometer and its fitted and hinged wooden container show signs of heavy and protracted use in a working environment. Although the instrument has some parts missing and has been recently repaired, the original quality of the inlaid box and the fine engraving on the instrument and the attachable weights, are indications of the hydrometer’s very real value when new. This Sikes hydrometer, bearing the maker's mark of “Kasner & Moss Melbourne” and the registered number “20373”, was presented to the purchasing public as a precision-made instrument designed for professional use. The Sikes hydrometer is of local significance because of its implied association with the alcohol trade in the southwest region of Victoria. It was donated by a family member of Lynch Bros, a local licensed outlet for wines and spirits in the period before the general relaxation of liquor licensing laws in the State of Victoria. It may have belonged to Griffin Russell who established the liquor store in 1878.Hydrometer; original Sikes brass hydrometer in a polished wooden case with an inlaid plaque on the lid. The brass float is a sphere with a thin flat upper stem and a short, lower stem with a bulb-shaped end. The upper stem is engraved scale on both sides with the numbers 1 to 10, and five divisions between each number. There are ten fixed pegs in the base to secure the thick brass horseshoe-shaped, numbered, various-sized weights (20, 30, 40, 80, 90); the free pegs would have originally stored another five weights (10, 50, 60, 70, and 100). The empty compartment in the box suggests another part in the initial set, probably a thermometer. The fitted, fabric-lined box has two brass closures and two brass hinges. The scientific instrument shows signs of heavy use and repairs. The Serial Number on the float matches the Serial Numbers on the weights. The plaque on the lid, the float and the weights have inscriptions. Made by Kasner & Moss, Melbourne. Plaque: “SIKES HYDROMETER / KASNER & MOSS / MELBOURNE” On float's lower stem: “SIKES 20373” On one thin edge of the float's scale, engraved in script “Kasner & Moss” and stamped “MELBOURNE”, and symbol“P” rotated 90 degrees. On the opposite thin edge of the float: “N20.373”, “SIKES”, “I P % II O” (in ornate capitals). Sign, 22/03/1935
This public notice of 1935 warns of the dangers of Infantile Paralysis. It advises scalding dairy products and reporting stock illness, even though the disease was viral (discovered by U.S. researchers in 1908), not bacterial. There was little chance of protecting children against contracting the disease as the Salk vaccine was not available until 1955, although medical research into the development of preventative serum was well advanced in the 1940's. Treatment of the disease was primitive and a cure not possible.Infantile paralysis was a fearful disease increasingly prevalent in the early 20th Century. Children under 3 were especially susceptible. It could be said to be forever associated with this part of the Western District as a result of the celebrated author, Alan Marshall (1902-1984) suffering its effects. He immortalised his childhood, which was profoundly affected by his paralysis, in the autobiograhical novel 'I can jump puddles'. Calico rectangle off white"Shire of Hampden. Recommendations by the Medical Officer of Health. During the last few weeks eighteen cases of INFANTILE PARALYSIS have occurred in this district. PARENTS are advised to seek Medical advice early in any case of sickness. It is not wise while this sickness is about to treat sick people by home remedies for a few days, for the mild fever-headache, &c., may be the early stage of INFANTILE PARALYSIS, and if a doctor is consulted then he has his best chance of protecting the patient from paralysis. All persons in the district are advised to scald all milk and cream used in the home, even that taken by adults. The people in the district may help solve the puzzle of where this disease comes from, by reporting at once to the Stock Inspector any sickness among the animals. Memorabilia, Melton State School Centenary, 1970
On 17th May 1858 a State subsidised, combined Denominational School was opened by HT Stokes, with an attendance of about 30 children. This school was conducted in the wooden Melton Combined Protestant Church, situated on ‘a creek flat’ thought to be on the north side of Sherwin Street between Pyke and Byran Streets. It is likely that the Church had been established by 1855 and that the first minister was the Rev. Hampshire, who lived in Cambridge House on the Exford Estate. Ministers of the Protestant denominations were invited to hold services there. As there was only one resident Minister in the town (Presbyterian Mr J Lambie), laymen of the various denominations often spoke on Sundays. In 1863 this building was declared a Common School with the number 430. One of its first and most prominent headmasters was John Corr, who served from 1860 to 1864. Most of Mr Corr’s children also became teachers, including Joseph Corr, at the Rockbank school, and J Reford Corr and WS Corr, headmasters and teachers at numerous prestigious private secondary schools around Australia. John Corr purchased land alongside the school and elsewhere in and near Melton, became secretary and treasurer of the new Cemetery Trust, and by July 1861 was deputy registrar of births, deaths and marriages. He walked three miles every Sunday to teach at the Weslyan Sunday School he had established. Despite good reports from the Education Department Inspector, and burgeoning enrolments, the local school committee recommended the dismissal of, firstly, his wife (from the work mistress position), and then him from the headmaster position. Corr saw his dismissal as an attempt to redirect state aid for education from the Combined Protestant school to the support of the Free Presbyterian Minister Rev James Lambie (by one account the owner of the land on which the Common School was erected), whose son-in-law James Scott subsequently assumed responsibility for the school. Rev Lambie failed in his efforts to keep the existing school, which the Education Department Inspector and the majority of Melton citizens regarded as badly situated and badly built. Following a conditional promise of state aid, local contributors in 1868-69 raised ₤72.10.6 towards the cost of an iron-roofed bluestone rubble building 43 ft x 12 ft. This was erected on a new site of 1.5 acres (the present site). The State contributed ₤120 to the new school, which opened in 1870. A very early (c.1874) photograph of the school shows its headmaster and work mistress / assistant teacher (probably James Scott and his wife Jessie) and its (very young) scholars. Similar photos show pupils in front of the school in c.1903, and 1933. In 1877 a second bluestone room costing ₤297 was added and further land acquired from the Agricultural Society (who only needed it two days a year) to enlarge the schoolground to 3 acres. In the early 1880s an underground tank augmented the school water supply and in 1919 a five-roomed wooden residence was added. During this period the school correspondents often compained that the walls of the bluestone buildings were damp, affecting the plaster. In 1923 a brick room 26 ft 6 in by 24 ft with a fireplace and four rooms facing south, was added, and a corridor built to link the three buildings. This served adequately for the next 40 years. The school bell probably dates to 1883. The school also has a memorial gate (1951) to World War One ex-students, and an honour board to the 64 ex-students who served in the First World War. The school roll fell to 42 in the early post war-years, but was boosted by an influx of migrants, mainly from the UK, from the late 1960s. This presaged the boom in Melton’s development, and the corresponding growth of the school, with timber and temporary classrooms added to the previous masonry ones. An endowment pine plantation established in 1930 augmented the school’s fundraising activities when it was harvested in 1968. Part of the site was planted with eucalyptus trees in 1959. Famous ex-students of the early twentieth century included Hector Fraser (internationally successful shooter) and cyclist Sir Hubert Opperman. Famous ex-students of the early twentieth century included Hector Fraser (internationally successful shooter) and cyclist Sir Hubert Opperman". Reproduced on p31 of 'Pioneers & Painters' Was destroyed in 1962 bushfire. Now Peter Franks Reserve, St Andrews On Friday 29th (August 1919) …, the Hon. S. Barnes, M. L. A., Minister of Mines, accompanied by Mr W. Everard, M.L.A., Mr. V. Dickson, secretary for Mines, and Mr. Merrin, Chief Mining Inspector, visited Smith's Gully for the purpose of opening, the new Government battery which has recently been erected. The party arrived punctually at 12.30, and was received by an assemblage of about 200 residents, including, those representing local prospecting and mining interests. At the mill house the Minister wished prosperity to mining on the old Queenstown field, and, in a few appropriate remarks, gave the battery the name of St. Andrew's. Then, as the stamps began to fall, three hearty cheers were given by the gathering. ….. The Queenstown field, dating back to the early sixties, might be regarded as a link that took them back to the Augustine age of gold mining in Victoria…From 1868 to 1918 the total yield of gold from the field was 274,606 fine oz. It might be that here, as elsewhere, deeper prospecting would give new life to the Queenstown goldfield. The miners of Queenstown, who through long year's had never lost faith in the possibilities of the field, felt that the purpose for which they were that day marked the beginning of a new era in the history of local reefing. …. The new mill is situated on the bank of the creek opposite the Queenstown Cemetery, and consists of a five head battery (Berdan pan) and 12 h.p. portable steam engine housed in a spacious structure of wood and iron. A concrete weir across the creek provides a good water supply, and all the necessary pumps, settling dams, etc., have been installed. Later on, should circumstances warrant it, it is pro-posed to erect Wilfley tables for concentrates. Textile - Plain Sewing Sampler, 1897
A "Plain Sewing Sampler" or "Darning Sampler" was intended to showcase the wide range of sewing techniques and skills a girl or woman had. These skills might include hand sewing techniques such as darning, patching, hemming, mending, structural sewing (making pleats, inserting gussets, joining fabric with seams) making buttonholes and embroidery. Samplers could also be intended for practicing a particular technique. There were several articles printed in Australian newspapers around 1889 referring to the "Plain Sewing Movement". In 1889 a Melbourne branch of the "London Institute for the Advancement of Plain Needlework" was formed by a group of ladies led by Lady Loch and Lady Clarke with the purpose of teaching "plain needlework' to women and girls. "Plain Sewing" included fundamental stitches and techniques that were essential for practical clothing construction and maintenance. Several years later in 1891, another meeting was held at Clivedon (the residence of Lady Clarke) to look into the possibility of improving the teaching of sewing in the state schools. This meeting was attended by several school inspectors and the committee of "the Melbourne Institute for the Advancement of Plain Needlework". This "Plain Sewing Sampler" was donated from the estate of Susan Henry nee Vedmore (1944 - 2021). Susan's family (Harold and Gladys Vedmore) immigrated to Australia from Wales in 1955 and settled in Warrnambool. Susan was well known in the Warrnambool community for her work supporting children and families across the district - particular those with disabilities, or those who were homeless, unemployed or isolated. Susan was the founding trustee of the "Vedmore Foundation" - a Warrnambool philanthropic trust set up to support a range of charitable and not-for-profit causes by providing grant assistance. In 2021, she was awarded a Medal of the Order of Australia for services to the community. It has not been possible to identify the lady (with the initials L. L.) who made this item in 1897 but it was thought to possibly be a female relation in her maternal (or possibly, paternal) grandmother's family. It has many of the same elements and techniques that were taught by the "Plain Sewing Movement" that originated in England at the end of the nineteenth century. This item is a rare example of the handcraft skills needed by women and girls in the late 1890's to construct and maintain practical clothing for their families.A cream flannel sampler made from three smaller rectangular shapes, displaying a wide variety of plain sewing techniques including hand stitched seams (french, bound and herringboned), darned patches, inserted patches, pleats, buttonholes, buttons, a gusset, pintucks, a placket, cross stitch initials and date (L L and 1897) and decorative embroidery.L.L. / ?? ROSEVIEW 407 High Street, Golden Square Bendigo "Roseview" was designed by Godfrey Eathorne and constructed in 1939. It is one of the few Streamline Moderne houses in the Central Goldfields region, and was one of the earliest constructed in the Bendigo region. It is an outstanding example of this style of housing. It resembles an ocean liner, and reflects the emphasis on the streamlining of methods of transportation. It utilizes both flat and curved surfaces and has little external ornamentation. The use of materials such as rounded glass windows and metal window and door frames reflects an innovative approach to construction consistent with the style. "Roseview" was constructed on a large scale, with large and spacious rooms. It reflects the prominent social status and wealth of the original owner, together with the desire for a building in 'the latest' style which was sure to attract attention and prominence in the region. It has been maintained largely in original condition. CARALULUP HOTEL 'The Sun' dated January 17, 1941 on the back. Bad economic conditions saw more than 15,000 men leave the Kapunda and Burra mines by the end of 1851. Alexander Tolmer, Commissioner of Police in 1852 proposed that the gold won by South Australians should be brought back to South Australia under an escort consisting of only a few men. In March a Gold Escort was on its way back to Adelaide with almost 6,000 ounces of gold for the vaults of the Treasury Building. After this successful trip Tolmer led two other escorts before handing over his duties. A total of eighteen gold escorts were made, the last one during November and December 1853 when Inspector Wyndham was in charge. Document, Grand Centenary Ball Ticket, 1970
History of the Place "On 17th May 1858 a State subsidised, combined Denominational School was opened by HT Stokes, with an attendance of about 30 children. Famous ex-students of the early twentieth century included Hector Fraser (internationally successful shooter) and cyclist Sir Hubert Opperman". Container - World War 1939-45 Ration pack, c1940
AMF Operational Ration This ration pack was developed by Sir Stanton Hicks. It contained three meals, each waterproofed (a vital consideration for the tropics), which offered a balanced selection of meat, vegetables, fruit and vitamin supplements. Before the development of this ration pack, Australian soldiers were supplied with quantities of preserved food that were difficult for a man to carry and divide, and which often did not provide a nourishing diet. Sir Cedric Stanton Hicks (1892-1976), university professor and army catering officer, was born on 2 June 1892 at Mosgiel, New Zealand. University of Otago (B.Sc., N.Z., 1914; M.Sc. Hons, 1915; M.B., Ch.B., 1923) 1916-18 Hicks served as a non-commissioned officer in the New Zealand Expeditionary Force and he assisted Professor J. K. H. Inglis in the synthesis and production of Chloramine-T for use against meningitis among the troops. Hicks was appointed government analyst in 1918. On a Fellowship 1923, he travelled to England and studied at Trinity College, Cambridge (Ph.D., 1926) and caried out research in Switzerland, Germany and the United States of America. 1927 he was appointed to the new chair of physiology and pharmacology at Adelaide University, which he was to hold until 1957. During the Depression he studied the dietary patterns of five hundred families receiving relief. 1940 Hicks was appointed temporary captain, Australian Military Forces, and performed part-time duty as catering supervisor. Moved to Melbourne as chief inspector of catering, he began a campaign for applying scientific principles to the feeding of troops. 1943 the Australian Army Catering Corps was formed. Hicks altered the basis of the allowance for military rations from a monetary to a nutrient entitlement, improved the pay and promotion opportunities of cooks, established schools of cooking and catering, devised new methods for preparing food, supported the service's adoption of the Wiles steam-cooker, and designed jungle-patrol, emergency and air-drop rations. His 'Who Called the Cook a Bastard?' (Sydney, 1972) gave an account of his experiences in military catering.Men from most families in the City of Moorabbin area served in the Australian Military Forces during World War 2.A tin container , khaki colour, used for the storage of a food ration item for a soldier serving in the Australian Military Forces World War 11.TURN KEY ← TO OPEN CAN / diagram of key / A.M.F. / OPERATION/ RATION/ 02 / D↑Dworld war 11, australian military forces, sir cedric stanton hicks, army catering corps, soldier rations, food supplys, australian diggers, food preservation -

This photograph, taken by Courtney’s Thelma Studios in Wangaratta, depicts Sergeant Arthur Loftus Maule Steele standing in the regalia of the Masonic Lodge. Before his death, Steele was a long term member of the St John’s Lodge of Masons where he was a Past Master and held office of treasurer for over thirty years. He was also a dedicated member of the Church of England and was an Electoral Inspector for Wangaratta. Steele was Sergeant of Police in Wangaratta for much of his life. He was one of 17 children born to Captain Robert Ball Steele and Mary Babington in Tours, France, in 1839. His parents were travelling at the time and soon after settled in Donegal, Ireland. At the age of 12, Steele was sent to the Military Academy of Dublin where he passed his examinations and prepared to enter the British Army. Steele met a bother of Robert O’Hara Burke and was advised to travel to Australia and join as a police cadet. Steele took the advice and travelled to Australia, arriving in Melbourne at the age of 17. He spend some time in a variety of employment including working as a clerk for the White Star Line. He entered the Victorian Police force in 1856. By 1864, Steele married Ruth Ingram Ballinger at Snowy Creek and worked at Omeo until being promoted to the mining centre of Beechworth, taking charge of the Yackandandah Station. Steele and Ballinger had ten children. Steele is well known in Victorian history for a variety of reasons, the most famous being the role he played in capturing Edward “Ned” Kelly at Glenrowan on the 28th June 1880. He also arrested Frank Neville (for the murder of a local resident Mr Nicholls) and Patrick Sheehan (first person to be executed in the Beechworth Gaol 1865 for the murder of James Kennedy at Rowdy Flat Yackandandah). He later worked on the case of Bridget Mepham (charged with the murder of her sister) at Wangaratta and retired from the Police force on the 1st of August 1896. In this retirement, Steele was a keen horticulturalist who enjoyed observing the habits and growth of new varieties cared for in his conservatory. Steele passed away in February 1914. This image has the potential to support current research on Sergeant Steele, the Masonic Lodge and photography during the c.1890s. Sergeant Steele is a well-researched member of the Victorian Police force and is known primarily for his involvement with the Kelly Gang. Therefore, depictions of Steele through photography can help to provide essential information about Steele outside of the Police force. This image has the capacity to inform about Steele’s involvement with the Masonic Lodge in Wangaratta. Therefore, it is important for what it can reveal regarding historic and social aspects. The Burke Museum is home to a large collection of Kelly centred photographs. The study of these photographs in connection to those in other museums have the ability to further current understanding on important figures and events in this historic occasion.Black and White rectangular photograph printed on matte photographic paper and mounted on an oval boardObverse: Courtney's Thelma Studios/ Wangaratta Reverse: 2747portrait, ned kelly, uniform, policeman, wangarratta, sergeant, steele, 1880, photograph, oval, black and white, sergeant steele, arthur loftus maule steele, arthur steele, wangaratta, beechworth -

Financial record - Receipt Book, Department of Works and Mines Victoria, July 1936 (first record)
Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply.
