Newsletter No. 116, September, 1997 846-848 MAIN ROAD ELTHAM Nillumbik Shire Council has granted a permit for a funeral parlour on land which includes this site at the corner of Main Road and York Street. The site contains an architect's office in a building which was formerly a shop and dwelling dating from the 1920's. The proposal requires demolition of this building which is one of the few remaining old shops which formed the rather spread out "town centre" of Eltham. Prior to making its decision the Council obtained a report from Graeme Butler and Associates, the heritage consultants who carried out Stage 1 of the Nillumbik Heritage Study. The report summarized the historical significance as follows:- "This brick comer shop with associated residence has potential local historical significance as a late 1920's grocer's shop, now much altered and one of only a few shops of that era left in Eltham's Main Road. This significance is qualified by the many changes. The other examples are better preserved and still function as shops." With this type of expert advice it is difficult to make a strong case for preservation of the building although, of course, it is a shame to see it demolished. The report includes details of the site itself and its history based on research carried out by Carlotta Kellaway. The building dates from the late 1920's when it was owned by C.R. Nicholls. From the early 1930's it was Charles Cockroft's grocery shop and he also ran a grain store there. According to his daughter, Edna Brown, he delivered groceries around the district taking his truck as far as Kangaroo Ground. In 1950 he shifted to Traralgon. Since then several different businesses have operated from the site including a bottle merchant and produce store. Conversion to the present office use involved alterations to the shop front and rebuilding the galvanized iron store at the rear. Background to the two openings of the "Goat Shed": Following a need to clean up some of the old L&L Centre buildings, in 1989 Council decided to enclose the remaining goat shed in a steel truss frame for use as a store room. Claire Fitzpatrick, who had run animal husbandry and goat classes on the site from the 1975 opening of the L&L Centre, was invited by the Committee to officiate at the naming of the new building on 3/12/1989. Following a fire of the stables/workshops on 8/5/1990 (which had to be cleared off the site) Council/Committee decided to use the $15000 insurance money to upgrade/refurbish the 1989 building to replace classrooms lost in the "stables fire". This refurbished Goat Shed was officially opened on 30/5/1991 by Cr. Peter Graham, Shire President. (Gleaned from Committee file, 1987-1992.) This site once formed a row of shops forming part of the early ribbon of development along Main Road. The Returned and Services League of Australia (RSL) is a support organisation for people who have served or are serving in the Australian Defence Force. The State Electricity Commission of Victoria were the employers of the Kiewa Hydro Scheme. The work included building dams, power stations and the infrastructure for the work and their employees. Mt Beauty and Bogong village were the places where this scheme was built and where this photo shows part of its construction being Power Station 3. Originally there were 3 Hydro stations built from the 1930's onwards. The scheme finished being built in 1960 and is the biggest Hydro electricity scheme in Victoria. This photo has good Historic significance: The construction of No. 3 Power Station which was part of the Kiewa Hydro Electric Scheme built by the State Electricity Commission of Victoria. Therefore is picture is very historically significant as it shows the power station at the time of its construction which is an important part of Victoria' development and history. Since Mt Beauty was established due to the Hydro scheme being built this photo has great interpretation capacity. These 4 black and white photos are very clear and are of Bogong in the 1940s when the Kiewa Hydro electric Scheme was being constructed. Bogong was the first construction site. Bogong was a township and construction site for the Kiewa Hydro Electric Scheme built by the State Electricity Commission of Victoria. David Fletcher Jones commenced his tailoring and hawking business in the 1920’s. The business expanded through the decades to become the main manufacturing employer in the city of Warrnambool. The business moved from Liebig Street around 1947 to a site in East Warrnambool which was once an old quarry. The factory which was built at “Pleasant Hill” manufactured quality clothing, initially men’s trousers, suits which expanded in later times to include ladies’ wear. A network of stores was opened throughout Australia to sell the garments. It was the main school in Warrnambool, before the development of Primary schools at East and West Warrnambool. This Warrnambool Botanic Gardens Study and Report was funded by the National Estate Grants Program of the Australian Heritage Commission and the City of Warrnambool. It was monitored in progress by a Steering Committee consisting of representatives of the Botanic and Public Gardens Advisory Committee, the Warrnambool City Council, Friends of the Warrnambool Botanic Gardens and National Estate Grants Program representatives and community representatives. The Warrnambool Botanic Gardens were first sited close to the Hopkins River in 1859. In 1869 the gardens were relocated to the present day location in Botanic Road. This plan is of some importance as it gives an overview of the history and current condition in 1995 of the Warrnambool Botanic Gardens and draws up a plan for its future development. It is useful for research and for consideration by the City Council today of policy making and further development of the gardens. This is a publication containing a master plan for the Warrnambool Botanic Gardens. It has a section on acknowledgements, a summary, eight chapters, and 14 appendices. The pages are bound with plastic rings, the front cover is plasticized with an aerial photograph of the Botanic Gardens and surrounds and the back cover is lightweight cardboard.
