The Kew Lunatic Asylum was completed in 1871 and opened in 1872. The year 1972 marked its centenary. Over the years, members of staff at the asylum collected records, photographs, publications and plans of the asylum, later hospital. The Society has a number of important collections relating to the asylum and the Children's Cottages. These include the Dr Cliff Judge, the Irena Higgins and the Dr Fred Stamp Collections. This portrait photograph is one of a number of items donated by the family of the late Dr. Fred Stamp who was the last medical superintendent. Dr Frederick Stamp graduated from Bristol Medical School (UK) in 1968. He and his family emigrated to Australia in 1977 to Goulburn (NSW), moving to Melbourne in 1980. He became Superintendent in 1981 until the Hospital's closure in 1988. Since the donation was made, this item has been declared a Permanent Government Record, and has been transferred to the Public Record Office Victoria in 2020.Following their closure, the medical records of the Kew Mental Hospital and the Children's Cottages Kew were relocated to the archives of the relevant Victorian Government Department and also to the Public Records Office of Victoria. Other collections, such as the Fred Stamp Collection, were assembled by staff who worked at the hospital. The years leading up to the closure of Kew must have been fraught, and many of the items in the hospital were probably destined for hard waste disposal. Dr. Fred Stamp, the medical superintendent, kept aside or rescued a number of these items, of which this is one. Following his death, his family donated these to the Kew Historical Society. The Society recognises these items to be of lasting historical significance, essentially due to their provenance and to their rarity. Together they (and the Judge and Higgins Collections) are an invaluable aid for researchers of the treatment of psychiatric illnesses in Victoria.Dr. Alexander P. L. The Kew Historical Society, founded in 1958, is one of the oldest continuing historical societies in the Greater Melbourne region. From its beginnings, the Society has mounted exhibitions and/or displays, in early days in shop windows and in community spaces located in the Kew City Hall (later Kew Library), and since 2010 at the Kew Court House. Exhibitions typically coincided with the annual Kew Community Festival in March, but after 2013 evolved into three new exhibitions yearly at the Kew Court House. Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. The orthodox version of the origins and history of the Kew Elder(ly) Citizens’ Association was established by Cr. W. D. Vaughan in his book Kew’s Civic Century (1960), when he wrote that: "When Mrs. C. H. Simpson was Mayoress in 1952 she set up the Elderly Citizens’ Association to care for the needs of ages persons in Kew. The idea was strongly supported and a start was made by providing social afternoons for elderly folk at Southesk. Visiting sick people in their homes, providing firewood where needed, and other activities were undertaken by the Association. The aid of Council was sought to further the work. It was decided that a social unit for elderly folk be established at Southesk." (p.126-7). In the following pages, he describes in detail Council’s role in formally establishing the Association. This ‘official’ version was reasserted in the later Thematic Environmental History of the City of Boroondara (2012). However the origins and gestation of community of organisations is rarely straightforward. In 1965, five years after Vaughan’s book was published, the author of East Kew Women’s Club : Twenty Years : 20-7-1945-30-7-1965, writing about the period July 1947 to July 1950, described the role the Club played in establishing the Kew Elder Citizens Association. The author wrote: "At a meeting of the Kew Community Aid, the plight of many elderly people in Kew who were dependent on pensions was raised and in order to ascertain their needs the practice was begun of serving morning tea at the Masonic Hall in Walpole Street, where pensions were then paid. From this beginning the Kew Elder Citizens Association was formed in Kew with wide support, and Club members gave willing support on the committee, in helping serve afternoon tea and in entertainment." (p.4) Photographic evidence also leads to questions about Vaughan’s version of events. A framed photograph in the Society’s Collection shows a Public Meeting to form the Kew Elder Citizens Association in a room at Southesk a year earlier in 1951. Whatever version of the origins of the Association is correct, a later framed photograph in the Society’s collection shows the opening of the completed Clubrooms of the Kew Elder Citizens at South Esk by the Hon. E.P. Cameron M.L.C, Minister of Health, on 12 November 1956. Apart from the photograph being of local interest to the history of Kew, it is also of interest as it was donated to the Kew City Council by Mr. C. R. du Rieu. Mr du Rieu was closely associated with the Kodak factory which purchased land in East Kew for a factory the plans for which were ultimately rejected by Council. In 1936, nine years after he donated the photograph to Council. Mr du Rieu died. A report in the Melbourne Age on 7 October 1936, p. 14 stated that: "Mr. Charles Richard du Rieu, of "Wonder View." 57 Pakington-street, Kew, formerly manager of the mount department of Kodak (Australasia) Pty. Ltd., died at his home on Tuesday morning at the age of 72 years. Born at Adelaide, Mr. du Rieu was the son of the late Mr. and Mrs. H. L. du Rieu. He is survived by his widow. For 43 years he had been associated with the late Mr. Thomas Baker, at the Kodak works. He retired from the firm in 1928. Among his charitable interests were the orthopoedic section of the Children's Hospital at Frankston, Eye and Ear Hospital, and the Fitzroy Ladies Work Association. He was president of the North Kew Progress Association, and a member of the Kew Bowling Club. In masonic circles he was a past master of the Kent Lodge, Melbourne, and a member of the Travellers' Washington Lodge. The burial will take place at the Boroondara Cemetery Kew, this afternoon. Lieutenant Leslie Maygar served with the 5th Contingent Victorian Mounted Rifles in south Africa during the Boer War (1899-1902). He was awarded the Victoria cross for heroism . Maygar served with the 15th Light Horse (CMF) in the period 1902-1914 and at the outbreak of WWI (1914-1918) he was promoted to Major and appointed as a Squadron Commander with 4th Light Horse (AIF). He served at Gallipoli then was promoted Lieutenant Colonel and appointed Commanding Officer 8th Light Horse. He was serving in this capacity at Beersheba in October 1917 when the regiment was attacked by enemy aircraft. Maygar died of wounds sustained in the attack. Trooping of the 20th Light Horse guidon through the streets of Seymour Victoria to mark a significant occasion in the towns long connection with the Regiment. The 13th Light Horse was the Corps Cavalry of the Australian Corps. One role of the Corps Cavalry was the escort of prisoners-of-war from the front line to POW compounds in the rear area. Lieutenant Leslie Deegan was a 36 year-old Company secretary of Melbourne with service in the Boer War when he enrolled in the 13th Light Horse AIF. Arthur Henry Miers, pictured in the photograph played for cricket, football and baseball teams in Kew for a number of decades in the first half of the twentieth century. He was born on 22 November 1901, the son of Rodolph Theophilus Miers (1874-1951) and Margaret Frances (Margaretta) Fry (1875-1958). He had two brothers, Rodolph Cecil Miers (1904-80) and Charles Wilfred Miers (1906-88), and a sister Marjorie Elizabeth Miers (1911-84).
