R.M. Serjeant was listed as a mining manager and Joseph Flude as a metallurgist. In 1875 they were both living in Ballarat. The patent number is A.D.1875, 4th March. No 2031. According to the patent the hearth of the furnace is in the form of a cone revolving horizontally. The feed is supplied to the apex of the cone by an archimedian screw. The crown of the furnace comprises a double covering or roof with an intermediate chamber for receiving heated air. The inner covering is pierced to admit of the heated air being brought into contact with the pyrites on the face of the revolving hearth. The discharge of the roasted substance is affected by means of a scraper at the base of the cone. It was claimed that this was a new mode of introducing heated air, and the exclusion of flame during the operation of roasting pyrites. The self-acting charge and discharge of the furnace and the peculiar construction of the hot air chambers, and the use of perforated bricks through which the supply of air is affected were also new. The extraction of the gold from pyrites and the utilization for commercial purposes of other substances connected with pyrites are peculiarly important to Ballarat, because were a simple and inexpensive method devised there are millions and millions of tons of quartz that would then be made remunerative. With this thought in their minds two scientific gentlemen invented the school of mines self-acting rotatory furnace. This, for lack of funds, has not been completed as yet, but the amount in hand for the purpose is daily increasing, and it will eventually be an accomplished fact. It is in contemplation also to erect machinery shops in connection with the school, and it is purposed to con struct a steam-engine to do at once the work of the pyrites treatment and the ma chine room. B. 1835 England, D. 1919 Christchurch NZ. Methodist minister. Chronicle 17 May 1919, p.43: Deep regret will be felt in South Aus-tralia at the passing away of the Rev. Samuel Knight, one of the best-known and most loved of the earlier ministers of the Wesleyan Methodist Church in Australia. The announcement of the death of Mr. Knight, who was in his 85th year, was received by cable on May 11 from Christ-church, New Zealand, where he had re-sided during the last few years with his only son, the Rev. Percy N. Knight, B.A. The veteran preacher spent over twenty years of his busy and useful life in this State. His last visit to Adelaide was in July, 1915, and it was through his agency and influence that £1,150 was raised for the reduction of the debt on the Archer-street Methodist Church. At that time, except for his head being crowned with snow-white hair, there was little in Mr. Knight's appearance to indicate his great age. He was obviously perfectly happy, and was still the tender shepherd who was so well beloved by his flock when he labored in South Australia. The older members of the Methodist Church remember well the splendid work he did more than half a century ago. He won similarly widespread respect in Vic-toria when he was transferred to the Con-ference there. He had charge of the prin-cipal circuits in both States, and he was equally successful as an eloquent preacher, a sympathetic and an assiduous pastor, and a wise and prudent administrator. His presence in the pulpit was always greeted by a large congregation, and the earnest-ness and spiritually of his discourses never failed to impress them. He was imbued with the true spirit of Methodism, and he had a firm and confident belief in the doctrines which he inculcated with such emotional fervor. Mr. Knight was a broad-minded, genial man with a keen sense of humor, and he shone on the platform. A true Christian, he was also a man of the world, and he could, when appealed to, give valuable counsel. He was a friend to be trusted, and he was ever ready to help those in need of his practical sympathy or his well-considered advice. He lived in an era of great Australian Methodists, and he was one of the greatest among them. Mr. Knight was an indefatigable worker, and under his control all the institutions of the circuits in which he worked nourished abundantly. He was a guide, philosopher, and friend to the younger ministers and exercised a great influence for good in Conference. Mr. Knight was born in Liverpool in 1834 and came to Australia in 1854. After spending several years in Victoria he arrived in Adelaide in 1867 to take charge of the Pirie-street Church. He received three ap-pointments as pastor at Pirie-street, two at Kent Town, and two at North Ade-laide (Archer-street), and he was also at Burra, Gawler, and Moonta. He was president of the Wesleyan Methodist Con-ference in 1877. In 1889 he returned to Victoria, and among the circuits of which he had charge at different times were Brunswick-st (Melbourne), St. Kilda, Ballarat, and Geelong. His activities by no means ceased after he went on the supernumerary list. For some years he was connected with Queen's College (Uni-versity of Melbourne), for which he col-lected a large sum for the liquidation of certain liabilities. The Samuel Knight scholarship was founded last year at Queen's College in his honor. Mr. Knight had taken up in recent years the work of establishing ministers in new circuits and of helping struggling churches. He undertook an energetic campaign of attack upon the debts on various churches that, recognising what his personality could do for them, had appealed to him for assistance, and achieved remarkable success in placing the finances on a sounder footing. A considerable portion of his own income in recent years was devoted to the assistance of young ministers, and to aug-menting the stipends that could be offered by newly established circuits in various parts of Victoria. Mr. Knight had been a widower for many years. His only daughter, Dr. Adela Knight, who appeared to have a brilliant career before her in medicine, died in Vienna about 25 years ago. The Rev. Samuel Knight was for many years a close personal friend of the late Sir Samuel Way, with whom he always stayed when visiting Adelaide. Newspaper reports relating to the Australasian Association for the Advancement of Science, Hobart, 1892. "Australasian Association for the advancement OF SCIENCE. Several members of the Australasian Association for the Advancement of Science arrived in the city yesterday by the inter colonial steamers, some of whom went direct to Hobart, while others remained in the city, but leave for the capital this afternoon. Amongst those who arrived were Baron Von Mueller, the dis tinguished scientist, who has taken some interest in this colony's re sources, Professor W. Baldwin Spencer, M.A., professor of biology at the Melbourne University, who was general secretary at the Melbourne meeting; the Rev. Lorimer Fison, an able worker in the South Sea mission fields; Dr. Robert Giffen, L.L.D., C.ll.; Captain Pascoe, R.N.; Mr Napier Bell, C.E.; Professors Hutton, Nerich, Smith, and Morris, and Mr Richard Teece, F.T.A., the well-known actuary of the A.M.P. Society. A large number of other distinguished members also arrived. Judge Dorkerwho also arrived, was con ducted over the Exhibition in the after noon, and expressed pleasure with what he saw. His Honor leaves by express train to-day for Hobart. The hon. Dr. Campbell was met by Mr Arthur Day, the official agent for Great Britain to the Exhibition, an old friend, who conducted him over the Exhibition. The doctor confined his attention principally to the dry ore concentrator, in which he takes a great interest. He will, however, visit the Exhibition again after the meetings in Hobart has been brought to a termination. What he has seen of the Exhibition has impressed him favourably. The monument with time capsule was established by the Shire of Eltham Historical Society to commemorate Victoria’s 150th anniversary and mark the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. The unveiling was conducted 10 November 1985 by Cr. Mary Grant (Shire President). The monument was constructed with a concrete base and the main feature is an old tyring plate or disc. The Time Capsule Ceremony involved lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule contains items relating to present day (1985) Eltham and its people including a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is to be opened in the year 2035. The Society received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, arranged many of the donations. He and his firm, Package Handling Equipment, donated the time capsule itself and carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson donated the use of his crane to lift the tyring disc into place. Financial contributions were also made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. In 1987 in commemoration of the Society’s 20th Anniversary, Joh Ebeli suggested the commissioning of a plaque to be added which explains the functions of the various items used in the Society’s Victorian 150th Anniversary Monument and this was unveiled by its designer, Joh Ebeli, on October 10, 1987. Circa 2010-2012 the monument was damaged through vandalism. The mounts for the ring had been broken. The Kiewa Hydroelectric Scheme is the largest hydro-electric scheme in Victoria and the second largest in mainland Australia after the Snowy Mountains Scheme. The scheme is situated in the Australian Alps in north-eastern Victoria about 350 km from Melbourne and is wholly owned by AGL Energy. The scheme was originally constructed between 1938 and 1961 by the State Electricity Commission of Victoria although it was privatised in the 1990s. The scheme was originally developed solely for electricity generation, unlike the Snowy Mountains Scheme, which was also intended to direct water west of the Snowy Mountains for purposes of irrigation. From 1937 to 1944 the construction of dams at Pretty Valley, Rocky Valley and the Junction Dam were undertaken requiring large numbers of planning and support staff to see the projects successfully completed. Planning and support staff were the backbone of the successful completion of the Kiewa Valley Hydro Electric Scheme and contributed significantly to the development of the Kiewa Valley area. Known as the Rosellas, the early Cheltenham Football Club sides began playing on a regular basis in 1890, and would travel long distances by steam train to play country teams, such as Ballarat where they would arrive at their destination, play the match, socialize then return to the station. Opposition players and supporters would give three hearty cheers on their departure. The Cheltenham home games were played on a paddock on the corner of Park and Charman roads in Cheltenham. In 1907 the Cheltenham progress committee made an application to the board of land works for land in Weatherall Road for recreational service to the public. That application was received and granted, then developed where Cheltenham Recreational Reserve now stands. The land in the early days was virgin bush and the response for voluntary help to clear the area was outstanding. Nearly all the market gardeners in the district along with horses, ploughs, axes, shovels completely cleared the area in three weeks. The Moorabbin council then leveled the playing area and erected a post and rail fence around the ground. Pine tree shrubs were then planted on the west side of the ground. The ground was opened in 1909 and the first Cheltenham side entered in the newly formed Federal Football Association along with seven other foundation members, Mordialloc, Mentone, Moorabbin, Frankston, Glenhuntly, Elsternwick, and Ellindale. The grand final for that year, 1909 was a hard encounter between Cheltenham and Ellindale with Cheltenham coming out victors, thus becoming the inaugural Federal Football Association premiers. Cheltenham went onto win five senior premierships in the Federal Football Association by the end of the 1920s, they won the flags in 1909, 1911, 1913, 1922 and 1925, with the late Percy Woff playing in all 5 premiership sides and was captain in 1922. 1928 saw the start of an outstanding career from our oldest living player Tom Connor. Cheltenham continued to win premierships in the 1920’s and 1930’s with juniors taking out the 1929 and 1933 flags, under the guidance of Woff, and that continued in 1934 when Cheltenham took out the 1st XVIII and 2nd XVIII premierships. Cheltenham produced its only Brownlow medallist in Peter Box who played in the late 1940s, before going to Footscray where he became a champion. The 3rd XVIII went through the season undefeated in 1974 winning the premiership, with Trevor Barker a key player before going to St Kilda the following year. The club won three senior premierships under coach Barry White in 1992, 1993 and 1995. McCarthy, JUSTIN, Irish politician, journalist, novelist, and historian, b. at Cork, November 22, 1830; d. at Folkestone, England, June 24, 1912. He was the son of Michael McCarthy, and was educated at a private school in his native city. At the age of eighteen he obtained a position on the literary staff of the "Cork Examiner". In 1853 he went to Liverpool as a journalist; in 1860 became Parliamentary reporter of the London "Morning Star", which he edited later (1864-68). From 1868 till 1871 he lectured with great success throughout the United States of America and was one of the assistant editors of the New York "Independent". On his return to England he contributed frequently to the "Nineteenth Century", the "Fortnightly Review", and the "Contemporary Review", and for many years was leader writer for the London "Daily News". From 1879 till 1896 he was a member of the British Parliament, representing the Irish constituencies of County Longford, Derry City, and North Longford. In November, 1880, he joined the Irish Land League, which won so many victories for the Catholic peasantry; two years later he became chairman of the National Land and Labor League of Great Britain. In 1886 he revisited the United States. From 1890 till 1896 he was chairman of the Irish Parliamentary party in succession to Parnell, having previously been vice-chairman for many years. His courtesy and moderation won him the respect of all parties in Parliament. Though participating so actively in the political life of Ireland, McCarthy took more interest in letters than in politics. His first novel, "The Waterdale Neighbors", appeared in 1867, and was followed by about twenty others, many of which are still popular. Of these the chief are: "Dear Lady Disdain" (1875); "A Fair Saxon" (1873); "Miss Misanthrope" (1877) and "The Dictator" (1893). Other publications were: "Con Amore", a volume of essays (1868), and biographies of Sir Robert Peel (1891), Leo XIII (1896), and Gladstone (1897). McCarthy's popularity as a writer depends rather on his historical writings, which are always lucid, forceful, and wonderfully free from party spirit. Of these works the most important are: "History of our own Times" (7 vols., London, 1879-1905), dealing with the events from the year 1830 to the death of Queen Victoria and supplemented by "Reminiscences of an Irishman" (1899); "A short History of our own Times" (1888); "The Epoch of Reform, 1830-1850" (London, 1874); "History of the Four Georges" (4 vols., 1884-1901), of which vols. 3 and 4 were written in collaboration with his son, Justin Huntly McCarthy well-known as a novelist and play-writer; "Ireland and her Story" (1903); "Modern England" (1899); "Rome in Ireland" (1904). Failing health and old age could not induce McCarthy to lay down his pen, and even as late as November, 1911, he published his "Irish Recollections", describing with his wonted charm the events of his earlier life. He was an ardent advocate of Catholic rights, and, though he had been indifferent for many years, in his old age he returned to the practices of his religion. A.A. Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.This group of photographs are a pictorial record of the early history of the Kiewa Hydro Scheme, the people who worked in the background supplying administrative support and the workers and their families. The Portland Social Amusement Club was founded in 1897. Taken from Trove. Portland Guardian Monday May 26 1913: Portland Social Amusement Club. The members of the above Club celebrated the 16th anniversary of its foundation on Tuesday evening last, when the usual banquet. and social gathering was held. During the afternoon, a numerous band of the lady members attended at the, Free Library Hall and made the necessary arrangements, so that on arrival at the scene at 8 p.m. those attending were very pleasurably surprised to find most taste fully decorated tables actually groaning with the weight of all those good things which appeal so strongly, it is said, to the average man, and perhaps we may also add, woman also. At any rate, he would indeed be hard to please, who was not fully satisfied with all that was placed before him on that eventful evening. The attendance this year overtopped that of previous years, as over 80 ladies and gentlemen took part in what must be considered as one of the most successful of the many 'successful gatherings that have taken place. This 16th anniversary was the 431st ordinary gathering that had occurred, and, as the President (Mr. F. A.Row) justly said, it would appear that the Club, which many years ago was given but six months live, had proved the falsity of the attempted prophecy. After the principal business of the gathering had been transacted, the usual Club dinner speeches were made. The President gave "The King," which after being duly honored, was followed by the principal toast of the evening, "The day we celebrate." To Mr D. McDonald the toast of the Absent and Foundation members was entrusted, and as usual, that veteran discharged his duty well. II i cferred to the fact that of the 34 foundation members who started the Club in 1897,only five were present that evening. Mr W. T. Bennett, as one of the five referred to, responded, and hoped that in the glorious future that appeared before Portland, the Club, which had been started in the days of its adversity, would flourish in a like manner. Mr Grant proposed the toast of "Our Visitors." and in the name of the Club welcomed them to this the most important gathering of the year. Mr J. R. Woods responded in his usual happy way, and acknowledged that, until he had been the Club's guest during the years of his mayoralty of the town, he had no idea that it had enrolled among its members the number of ladies and gentlemen that it had or that its functions were upon the scale that he had since found to be the case. Mr G. H. .ennett upheld the claims of the ladies, especially those belonging to the Club. He evidently spoke with much feeling, and. waxed more than usually poetical in his eulogy of the graces and skill of the gentler sex. He rather upset the equilibrium of three of the younger portion of the gentlemen present by asking them to respond, but they all managed to "upstand" and make their acknowledgments. Mr T. F. Cruse was particularly happy in proposing the toast of. "The President and Members of Committee," who, he claimed, had done so much towards the success of the Club, and were deserving of the best that the members could give. Mr T. E. C. Henry, upon the invitation of the .President, responded,-end pointed out that [whilst it might appear that the work of the committee was light, it was not so in reality, as any member who desired a seat upon the Board would soon find out after.his or her election. The singing of Auld Lang Syne brought this portion of the entertainment to a close. In the dance which followed, some opportunity to view the ladies' dresses was afforded, and it could then be easily seen that the anniversary gathering of the Club was considered by the lady members at least, if not .by others, to be important enough to demand special treatment in the matter of dress. Many elaborate and beautiful costumes graced the scene, and everyone appeared to thoroughly enjoy themselves. The function was kept going merrily until about 2 a.m.; when the break up occurred. During the gathering telegrams of con gratulation were received from Mr W. B. Shevill and also from Mr Jno. Homers, both old members, the former a foundation one. The present store was built circa 1900 to replace another which had been destroyed by fire in 1898, which had replaced a predecessor on the opposite side of the road in 1865. The store was also used as a post office until early 2000s. The general store is historically significant because it has a long association with Kangaroo Ground and has been an important centre of community life for more than 120 years - Council meetings used to be conducted in the front room of the store at a time when Kangaroo Ground rivalled Eltham as the major centre of the Shire. The general store is historically and aesthetically significant as one of a group of three well preserved public buildings in the Kangaroo Ground hamlet and as a major heritage component of Kangaroo Ground which was one of the earliest settled areas of the Shire and which has the character of an English village rather than an Australian settlement. For more than 100 years it has been a centre of community life. In the settlement’s early days a previous general store, on the same site, was the meeting place for the Eltham District Road Board, precursor to the Eltham Shire Council. For years Kangaroo Ground rivalled Eltham as the shire’s major centre. It developed very differently from the rest of the shire as its rich soil attracted prosperous Presbyterian Scots who had large agricultural properties.1 The present store was built to replace another one, which had burnt down in 1898, after replacing a predecessor on the other side of the road in 1865. The store retains its outward character and its cellar, although inside it has changed considerably. It now includes a café and offers local produce, milk bar products, grocery items, gas and other fuel. Until early this century the store was also used as a post office. Kangaroo Ground’s first postmaster was Andrew Ross, who first operated from the school opposite, then from his hotel next to the present tennis court site. The first postmaster at this store was Edward Weller, followed in 1868 by James Anderson. At that time a mail coach ran three times a week between Eltham and Woods Point through Kangaroo Ground, Yarra Flats, Healesville, Fernshaw, Marysville and Matlock. Some early postmasters were Rodger, McLaughlin, Greenway and Burns.2 Burns was the only postmaster operating from the store. The others operated from Andrew Ross’s hotel. The mail service improved in 1892 when coaches ran from Melbourne to Queenstown (now known as St Andrews) and changed horses at Kangaroo Ground twice daily. The only telegraph office in the district at that time was at the Kangaroo Ground Post Office. Telegrams to outlying areas such as Queenstown and Kinglake had to be sent by hand. A local resident in the early 1900s often rode his pony to deliver telegrams and was paid one shilling a mile porterage. The store has also contributed to the lighter side of Kangaroo Ground life. During the years that Con Wraight owned the store, between 1906 and 1946, a new piano was needed for the Kangaroo Ground Hall, so monthly dances were held to raise money. When the piano was bought, a grand ball was held in the Kangaroo Ground Hall to celebrate the occasion and supper followed at Mr Wraight’s barn, cleaned especially for the occasion. Every New Year’s Eve, a Scottish piper would set off from between the store and the schoolhouse, playing his pipes, and march to Cameron’s Pigeon Bank homestead on the Kangaroo Ground-Warrandyte Road. Between 1914 and 1922, the store was a station for the Kangaroo Ground Bush Fire Brigade’s tanker. It consisted of a wooden barrel on a cart, fitted with a hand-pump, and stood on the side of the road outside the store. Joy Ness, who belonged to an early Kangaroo Ground family, moved here in 1940 and recalled her impressions of the store at that time: ‘It was a very dark shop stained in a dark colour and on the walls just below the ceiling hung hurricane lamps, ropes, kitchen utensils and other goods for sale. ‘Goods were weighed on a brass scale with weights, on which mothers also weighed their babies, because the nearest Infant Welfare Centre was at Greensborough. The bacon was cut with a hand slicer and later a pot-bellied stove warmed the store. Farmers and other locals used to gossip around it as they collected their daily mail. In those days the butter and cheese were kept in the cellar as no ice was delivered for cooling.’This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Dear Mark, Thank you for giving us the opportunity to speak for Peter Ellis. We know Peter to be a worthy candidate for the award and I think that most people that know him would agree. I had been putting together a nomination for Peter that was suggested by a couple at our club meeting on a night when Peter was not present. Everyone felt that he should have recognition for all the work that he has done and it was unanimously voted on. I was given the job. As someone else has beaten me to it I now can speak for him on my own behalf and in my role as secretary of the Bush Dance & Music Club Inc. Peter Ellis is a very good friend of mine and I have known him since April 1975 when we met at a Saturday night dance. At that time there was a small group of us that went around the dances. We would go 100kms to find dances that were not on the average programme, dances such as The Lancers, Albert's, Waltz Cotillion and lots of Polkas. We bemoaned the fact that they appeared to be dying out in the Towns and Cities so we tried to get the Bendigo Old Time Dance Club of which we were members, to introduce these dances on to the programme, but they were not interested. After a lot of discussion Peter, Maurie Rayner, myself and several others decided to start our own dance club where we could do the dances that we liked, and to endeavour to keep them alive. We formed the Sandhurst Dance Club in June 1979 (renamed ten years later as the Bush Dance & Music Club of Bendigo Inc.) In 1981 Peter made two attempts to form a band for the club and in 1983 the 'Celebrated Emu Creek Bush Band' was born, with Peter as the leader. Later Peter set up a junior section of the Emu Creek Band and some of these children grew up to become competent musicians and leaders of their own bands/Groups. Peter's friendship with the late Harry McQueen of Castlemaine led to and increased knowledge of the dances, calls for the sets and the various tunes used. Peter joined the Wedderburn Old Timers Orchestra in late 1979 and travelling around Victoria and interstate with them was of immense help in learning to MC dances, call sets acoustically and in collecting new 'old dances' and tunes. He met elderly MC's who gave him information on the way that they ran the dances in the old days. It was also an introduction to playing items at concerts and in reviving much of the old traditions of the bush. Demand for the tunes for dances led to Peter compiling a series of three books called 'Collectors Choice' which were published by the Victorian Folk Music Club in 1986, 1987 and 1988. 1988 was a very busy year for Peter and The Emu Creek Bush Band as they recorded two double music tapes for the club 'The Merry Country Dance' and 'The Waltz the Polka and all Kinds of Dancing' which were in much demand at the time. Also in 1988 he collaborated with the late Shirley Andrews and they co-authored the book 'Two Hundred Dancing Years and how to celebrate them with a Colonial Ball' for the Bicentennial of 1988. this publication, was instigated by the Government backed Bicentenary Committee, and distributed free to every municipality in Australia. In 1996 The Emu Creek Bush Band and Peter recorded and produced a single CD called a Friday night at 'The Spring Valley Hop'. In 1998 The Bush Dance & Music Club again happily agreed to financially back Peter to produce a series of CDs. The first thing he did was to revive and update the 1988 music tapes for CD. The first of the Qadrille Mania series of double CDs with companion call books was launched in 1999 then in 2000 and 2001. then the triple CD called The Waltz Polka & all kinds of Dances in 2002 followed by the Merry Country Dance CDs in 2005, 2006 and 2007. There were six double CDs and one triple CD produced which was a major undertaking that went on for eight years. The CDs have a great many tunes that Peter collected over the years mixed in with well known tunes and there are very few repeats. During this time we applied for a Grant from the Victorian Government to publish a book on the social History of country dances and dance instructions with Peter as the author. We were successful and published it in 2005. Our CDs and book have all been lodged with the National Library of Canberra as has all Peter's sheet music, boxes of it, as well as everything he has produced. At the 2005 Canberra National Folk Festival, at a meeting of collectors, it was stated that Peter has the largest collection of dance related material in the National Library. Peter compiled and produced his own project a triple CD called 'Take Me Back to Bendigo' in 2002. 2006 Peter and Emu Creek Bush Band produced another single CD 'Bush Concert Vol one Back to Goornong'. 2008 A pet project of Peter's was compiling and producing a double CD for the Wedderburn Old Timers it was of all the recorded material performed by them at concerts and taped by friends and fans. It was funded by Gavan Holt a son of the late Lindsay Holt an original 'Old Timer'. Recent publications are a book mainly music 'Music Makes Me Smile' a tribute to Con Klippel and the music of the Nariel Valley near Corryong Victoria. Peter Ellis & Harry Gardner 1998. The Waltz, The Polka & All Kinds of Dancing' a sheet music book for musicians supported by the Folk Song & Dance Society of Victoria. 2007-8 not sure of year. Peter has been involved over the years in collecting music and dance by himself and also with Rob Willis and the late John Meredith for the National Library in Canberra. He is continually asked for information and to write articles for people and to verify points re dance and music. He corresponds with like minded people overseas and frequently goes off to Folk Festivals all over the country, usually running dance classes, musician's workshops or just playing for dances. He is an excellent musician and plays Piano, Button Accordion, Concertina, Mouth Organ, Tin Whistle, Ukulele, Spoons and the Bones. He is regarded as one of Australia's foremost collectors and presenters of Australian traditional dance tunes, dances and some musical instruments. Over the years I have heard him referred to as the Guru of folk dance and music. Peter lives and breathes for this passion of his and always has several irons in the fire. He is a life member of The Bush Dance & Music Club of Bendigo Inc. The Victorian Folk Music Club, and The Bendigo Field Naturalists Club. He was a recipient of the David Squance Award in 1994 presented by the Folk Song & Dance Society of Victoria. Over the last twelve months for the folk magazine 'Trad & Now' he has written articles on the old dances and music and this is an ongoing project. This has led to our clubs present project which is the filming of the dances to be shown on UTube as it is referred to in the magazine. This involves members in hours and hours of practising the dances then filming them, and all with Peter's expert teaching and watchful eye on everyone. The Bush Dance & Music Club are and always have been behind Peter wholeheartedly in everything that he does and we are extremely proud of what he has achieved. His drive and enthusiasm for the preservation of music and dance is catching. People like Peter are absolutely necessary in finding and preserving our Australian Heritage, without them it would be lost forever and Australia would be a great deal poorer for it. A letter written by Norm Smith and addressed to Kem Kemsley on 21 July 1975. It outlines recollections compiled by Norm Smith about the Intermediate Legacy Club (ILC) and individual members. His letter mentions 'Looking back over those years, recalling old time, old faces and places, we as Junior Legatees have a lot to be thankful for and I, for one, have always been exceedingly grateful to you, and those like you in legacy, who helped us so much.' Graham Billiet's letter dated 23 Mar 1974, mentions taking Frank Doolan to the reunion in 1974. Graham felt the ILC was winding down and was only running on half steam. He gives ILC members' addresses. Norm Smith's letter includes: Ted Kennedy, was the first president of the ILC, he was 'tall rangy lad with fiery red hair' who worked for United Distillers Ltd for 40 years (mostly in Brisbane where he joined Brisbane Legacy). Had been a keen junior legatee and taken part in Literary and Debating group and the Dramatic group where he met his future wife, Florence Pittard - which was the first marriage between junior legatees. He had been a naval cadet in the 1928 compulsory training and later joined the CMF where he was closely associated with L/ Stan Savige. He rose to rank of Major in AIF. Jack and Tom Kennedy, his brothers were in the Lacrosse team and his sister Molly in the JLC for years. G Billiet, a first nighter, very well known to legatees of the time. Bill Johnston, a studious type, went to MHS and university, became a Solicitor. Served in the RAAF as a Flight Lieut. Frank Corrie, prominent Junior Legatee in the Literary and Debating group, a fitter and turner by trade, was on JLC cricket and lacrosse teams, joined the AIF. Fred Hollingsworth, a motor mechanic, he joined CIG. He joined the AIF and served in the Middle East, and was one of the Rats of Tobruk as a sergeant. Bert Hollingsworth (brother of Fred) also in AIF and rank of Lieut. Is a past president of ILC. Bert Wood, a past president, worked for Victorian Railways, moved to Coolangatta. Dan Fitzgerald, active in the Drama group of JLC, worked as an announcer at the ABC. Alan Davidson, keen gymnast - particularly wrestling, helped with Alan Beattie (instructor of boys classes). Roy Davidson (brother of Alan) joined the AIF, afterwards joined M&MTB as a driver, married a Junior Legacy girl. Their younger brother Arthur was also in the lacrosse team. Roy Gilbert, keen junior legatee took part in Literary and Debating group and the Dramatic group and lacrosse team. Worked for Vacuum Oil Co., a past president of ILC and also married a Junior Legatee, Miss Lil Edmunds. Served in the AIF and was a Lieutenant in the Middle East. 'Jimmy' MacGregor, a colourful and handsome Junior Legatee, born in Collingwood, was one of L/ Stan Savige original contacts. Keen JLC gymnast and member of the football team. Worked at the Ret. Soldiers Woollen Mills in Geelong and was in the Geelong ILC. Frank 'Happy' Holliday, was in the lacrosse team, foundation member of ILC and past president. Served with the RAAF as an air frame fitter. Worked for L/ Con Fahle in the printing workshop for 40 years. Howard Auterey, joined the RAAF during the war and returned work for the State Saving bank before retiring in Warrnambool. Norman Smith, was working as an apprentice with M&MTB, took interest in Literary and Debating group and was in the lacrosse team. Was ILC president in 1946. Enliseted in the RAAF as airframe fitter. Retired from M&MTB after serving 50 years, married for 40 years to a daughter of an original Anzac who has also been an active member of the Ladies ILC for many years. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together (formed under guidance of L/ Jimmy Downing). Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. A record of a Junior Legatee recording what he knew about ILC members and their life outside of Legacy in response to a request from L/ Kem Kemsley.
