The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. The University of Ballarat was established by the University Act 1993 and came into existence on 1 January 1994. The Act was amended in1997 to provide for the merging of the University with The School of Mines and Industries Ballarat Limited and the Winnera Institute of TAFE, and the establishment of a Technical and Further Education Division in addition to a Higher Education Division. Robert M. Serjeant was the only son of Theo and Alice Serjeant, and grandson of famed mine manager Robert Malachy Serjeant (1829-1902). Robert Serjeant was a past student of the Ballarat School of Mines (SMB), and at the time of his World War One enlistment he had just finished an electrical course, and was working as a junior member of the SMB Department of Electricity. Robert Serjeant enlisted in December 1914. Corporal Serjeant (2138) of the 8th Battalion, died of wounds received in action at Gallipoli on 28 April 1915, aged 20. He was buried at sea and his name is listed at the Lone Pine Memorial. A brown paper parcel of Robert Serjeant's belongings was returned to his parents. It contained his discs, wrist-watch (damaged), notebook, hymn book and letters. Serjeant can be found at https://bih.federation.edu.au/index.php/Robert_M._Serjeant_Jnr The following statement on the ANZAC Commemorative Medallion and Badge was made by by Prime Minister Holt in 16 March 1967 when the Minister for Defence announced that it had been decided by the Australian Government, in consultation with the New Zealand Government, to issue a medallion and lapel badge to the veterans of the Gallipoli Campaign. "Last March, the Minister for Defence announced that it had been decided by the Australian Government, in consultation with the New Zealand Government, to issue a medallion and lapel badge to the veterans of the Gallipoli Campaign. I am glad to be able to announce that arrangements have now been completed for the production of the medallion and the badge. The Minister for the Army will be arranging distribution to those wishing to receive them as soon as possible. The Government hopes that production of the medallion and lapel badge will be sufficiently advanced to permit at least some of them to be distributed by ANZAC Day. The medallion (with the name of the recipient inscribed) will be issued to the surviving members of the Australian Defence Force who served on the Gallipoli Peninsula, or in direct support of the operations from close off-shore, at any time during the period from the first ANZAC Day in April, 1915 to the date of final evacuation in January, 1916. Next of kin or other entitled persons will be entitled to receive the medallion on behalf of their relatives, if the relative died on active service or has since died. For surviving members, a lapel badge will also be available for wearing. This will be a replica of the obverse (or front) of the medallion and will be about 1 inch high and 2/3 inch wide - the same size as the RSL badge. The medallion is the work of Mr. Raymond Ewers, the well-known Australian artist, based on a suggestion by Mr. Eric Garrett, a staff artist with the Department of the Army. It has been endorsed by both the Government of New Zealand and ourselves. It will be approximately 3 inches high and 2 inches wide. The obverse of the medallion depicts Simpson and his donkey carrying a wounded soldier to safety. It will be bordered on the lower half by a laurel wreath above the word ANZAC. The reverse (the back) shows a relief map of Australian and New Zealand superimposed by the Southern Cross. The lower half will be bordered by New Zealand fern leaves. The medallion will be cast in bronze and the lapel badge will be metal of a bronze colour. All members of the Australian Defence Force who served during the Gallipoli Campaign are entitled to receive the ANZAC Commemorative medallion. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. The Ballarat Junior Technical School opened in 1913 as a division of the Ballarat School of Mines. The first location was the Dana Street Primary School, and the first principal was Albert W. Steane. In 1921 a custom built building was erected on the grounds of the Ballarat School of Mines. A number of the students enlisted in the Australian Infantry Forces (AIF) during 1913, 1914. They were Robert Borradale, Albert Burge, Howard Bennett, Norman Carmichael, Reginald Crick, Herbert Collins, Frances Davis, Arthur Dixon, Frank Edwards, George Gilbert and Sydney Townsend. Frances Davis was killed while serving. Those who enlisted have been remembered with an Honour Board with their names. This is at SMB.Book is charcoal blue cloth on hard cover with red leather spine and corners. End papers are brown/grey "stone" patterned thick gloss paper. Name of school and type of book stamped on gold on the spine - REGISTER, BALLARAT JUNIOR TECHNICAL SCHOOL" It is the first Ballarat Junior Technical School Roll Book. The book includes handwritten names, age, date of birth, address, school last attended, grade, qualifications, date of entry, cause, results and remarks. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University.
