Eugene and Annie Mary (Mollie) Sibson married in 1933 and both were associated with the Bendigo Hospital. Eugene held a the position of Medical Officer for 48 years and Mollie as a paid nursing sister until her marriage in 1933, although Mollie did continue to hold an unpaid position on the Board of Management of the Hospital for many years afterwards. Eugene was first elected to council in August 1976 and elected Mayor of Bendigo for the 1978 – 79 term at which time Mollie served as Mayoress.Set of three black and white photographs, individually mounted on card. Mrs. R. Gordon is the President of the Victorian branch of the National Council of Women and is unveiling the Memorial plaque to Caroline Chisholm. The plaque stands on a rock in front of the Royal District Nursing Service (RDNS) Essendon Centre, and was unveiled on the same day the Centre opened on the 30th of August 1967. Mrs. E.G. Wilson is President of the Royal District Nursing Service. Miss Mary Evans is the Director of Nursing of the Royal District Nursing Service and is wearing her dark grey Director's uniform.Caroline Chisholm visited the goldfields of Victoria in 1854 and was horrified by the conditions en-route. The Memorial plaque to Caroline Chisholm, in front of the RDNS Essendon Centre, is in recognition for her work in establishing, with Government assistance, shelter sheds about a days walk apart, to enable the prospectors and their families shelter whilst heading for the goldfields. Caroline Chisholm, a Philanthropist, began her work in Madras in 1834 founding a Female School of Industry for the daughters of European soldiers. They were taught to read, write, cook, keep house and were given instructions in nursing. After coming to Sydney in 1838, she set up accommodation for poor young unemployed migrant women and families. This work was extended when she arranged employment in the countryside for assisted immigrant women and families, many times travelling with groups of young women to check their employment conditions. In seven years she placed 11,000 people in homes and employment. On her return to England she fought for, and won, free passage to Australia for wives and children of former convicts, and for children left behind in England by circumstances, when the family migrated. She established the Family Colonisation Loan Society in 1849, which set up a saving scheme for emigrants, and later loaned them half of their passage to Australia. The Society's Agents found them employment on arrival, and the loan was paid back within two years by a humane payment scheme. At first they used emigrant ships for passage, but then the Society provided ships with much improved conditions, and this led to the upgrading of the passenger Act.. The Chisholm's lived in Kyneton for several years, returning to Sydney for health reasons, before going back to England where Caroline died, aged 68 years, on the 25th of March 1877.Black and white photograph showing Mrs. R. A Vale notice that was published in the Bulletin in 1975 on the death of Legatee Oswald Gawler. He joined Legacy in Adelaide in 1929 and was president of Melbourne Legacy in 1943. He served on the Co-ordinating Council for many years. In World War One he had served on Gallipoli and in France and Belgium. In 1917 he was severely gassed which impacted his health and eyesight in later years His professional career was as an actuary and his forecasts helped make many policy decisions in Legacy. The Teenager, His Family and His Peers was a paper presented to the 1968 Federal Conference of the Legacy Clubs of Australia by Legatee John Hall of Melbourne Legacy (held in Ballarat from 7th to 10th November 1968). By resolution of the Conference it was printed by Legacy Co-ordinating Council for distribution upon their request to Legacy Clubs. It was stored with another paper presented at the 1968 Conference 'The Fundamentals of Legacy' which had the notation H51 in blue pen to show that it was part of the archive project that was trying to capture the history of Legacy. The gallery was founded in 1967 as a one-room gallery within Horsham’s library building. In 1983, after the offer of a major bequest from Mr Mack Jost AM, it moved to the former council offices which is the building it resides in today. The 1939 Art Deco building provides elegant and human-scale spaces for the display of the collection and temporary exhibitions. This is a collection of sixteen tourist guides dating from the mid 1970's to 2013. These contain listings of businesses, accommodation, eateries and events in Warrnambool and district. They also include maps of Warrnambool and surrounds, advertising and photographs of various attractions. While mainly covering Warrnambool a small number of the guides cover the South West Region. The following research was undertaken for the Coat of Arms in the foyer of Ballarat Civic Hall, painted by Angus Henderson. The Ballarat arms were granted on 10 May 1956. The shield is supported by a farmer and a miner and topped by a trident (referring to Britannia and aquatic sports) with sprigs of wattle and begonias either side. The crossed oars against the Eureka flag refer to rowing events in the 1956 Olympic Games. The importance of farming and industry are shown by the sheep and cogwheel while the lyre reflects the City’s commitment to the arts and Royal South Street Society, which contributed to the design of the Civic Hall. The name Ballaarat came from two Aboriginal words: balla and arat, meaning ‘resting place’. At the time of Council amalgamations, May 1994, Ballarat became the name of the new Council. The Latin motto: Cultus: cultivation, care, worship Formar: form, shape, appearance Industria: diligence, activity, industry Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. As part of a program to acknowledge the Anzac Centenary Nillumbik Shire Council partnered with Yarra Plenty Regional Library to provide a bus tour with commentary of local sites of significance. These included Eltham township, the Shire of Eltham War Memorial at Kangaroo Ground, Christmas Hills, Hurstbridge memorial recreation park and finished at Eltham Library to view the Writing the War exhibtion at Eltham Library Community Gallery. In May 2015 Nillumbik Shire Council received Anzac centenary Local Grants Program funding for the restoration and enhancement of Christmas Hills cenotaph as a project to commemorate the First World War. These are plans for alterations to the residence and surgery of Dr Angus in Koroit Street, Warrnambool (Birchwood). Dr William Roy Angus (1901-1970), after several years practising as a doctor in South Australia and northern Victoria, came to Warrnambool in 1939, purchasing the practice of Dr John Hunter Henderson (Birchwood). Dr Angus was a dominant figure in medical and community circles in Warrnambool for 30 years, becoming an important ophthalmologist in his later years. Birchwood, with its beautiful gardens, lawns and tennis court was suitable for entertaining and many distinguished people, including Vice-Regal personnel and representatives of the Red Cross stayed at the house. It was also a meeting place for representatives of the many organizations with which Dr Angus was associated (over 20 groups including the Good Neighbour Council, the Boys’ Club, the Food For Britain appeal, the Historical Society, Rostrum and the National Fitness Council). Birchwood or earlier buildings on the site was used as a residence/surgery by many doctors in Warrnambool, going back to the 1860s and Dr Angus and his family lived there from 1939 to 1967. In 1998 Birchwood was demolished and a new Warrnambool Police Station was built on the site. These plans are of interest as they show the 1939 alterations to the building known as Birchwood in Koroit Street Warrnambool. We have a good floor plan and a drawing of the front of the building so we know what it looked like in the late 1930s. Both Birchwood and Dr Angus are important in Warrnambool’s history. These are four sheets showing alterations for the residence of Dr Angus (Birchwood) in Koroit Street Warrnambool. One sheet shows the front of the house in colour drawn in ink and pencil and paint and there is a copy of this in black and white. The other drawing is of the plans for the house drawn in pencil and ink and with some red and blue colouring. This ledger was used by the Shire of Orbost to record transactions with the Country Roads board in 1950's and 1960's. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. The Country Roads Board was the government authority for the construction and maintenance of main roads in Victoria between 1913 and 1983. It was succeeded by the Road Construction authority on 1 July 1983 and later merged with the Road Traffic Authority on July 1 1989 to form the Roads Corporation. James Cameron, an Orbost farming pioneer and Member of the Legislative Assembly, fathered the Country Roads Board. This item is a hand-written record of accounts of the Orbost Shire local Government. It pre-dates computer records,The Shire of Orbost Council no longer exists having been absorbed into th East Gippsland Shire council.A heavy brown coloured ledger with steel bindings. Eltham Council (now the Shire of Nillumbik) commissioned this work in 1989 to create an entrance / gateway to Edendale Community Farm. It was also aided by a grant from the Ministry of the Arts (now Arts Victoria). The former name of this work was "Gateway to Edendale Farm". Edendale Farm is a demonstration farm modelling sustainable environmental practices, providing support to the local residents of Nillumbik. Established in 1986, the land was purchased in 1970. It was previously an English gentleman's residence and was used for grazing. It consists of 5.6 hectares, with the Diamond Creek meandering through the property. The Victorian Fences Act 1968 governs liability of occupiers of adjoining lands to fence, and deals with disputes between neighbours regarding boundaries fences and costs. This work took into consideration ideas and suggestions from residents and committees, who required the use of recycled materials and that the work celebrate man's relationship with nature, animals and the earth, as well as relate to the fence-line on the far side of the carpark. Trembath also absorbed significant aspects of local history, making references to Eltham's agricultural past, the clearing of the land, the destruction of trees, the ruthless pruning of trees by suburban Councils and incorporated such Australian features as the post and rail fence. 'The Fences Act 1968' is significant for aesthetic, historic and social reasons at a regional level. It makes prominent the historical and social significance of Edendale and the rural aspects of Nillumbik. The use of existing tree stumps and salt pots in the work explores the iconography of the countryside such as the isolated farmhouse, pioneering farming practices, post and rail fencing and the regrowth of lopped trees. The title of the work, as well as the extensive community involvement in its creation, also makes reference to the Victorian Fences Act 1968, which makes neighbours jointly responsible for the cost of construction and maintenance of fences in the partitioning of land for settlement. 'The Fences Act 1968' has been classified as of regional significance by the National Trust of Australia. The work is an installation of wood and metal, approximately twenty five meters long. The design is very informal and rustic and runs the full width of the fence-line. It comprises groups of recycled tree trunks fitted with metal caps (chrome-nickel 'salt pots' that are shaped like tall bowler / top hats). Metal rods protrude from the trunks and some of these rods have metal birds. Two larger, sentinel-like stumps at the two outer ends have metal flame-like wings, which bend inward. To the left of the entrance, a simple architectural element indicates an isolated farmhouse. The rustic fence runs between the groups of tree trunks with native planting in clumps along it. The fence-line incorporates a functional engineered double gate and post and rail fencing. There may be many interpretations of the work and the intention is to stimulate interest and imagination rather than alienate. Interpretation is based on the personal experience that a visitor brings. The artist recommended that no explanation of the design logic be positioned with the work. When the Victorian Blind Cricket Association approached Mr Paterson for assistance in gaining access to a permanent cricket pitch upon which games could be played, it set in chain a series of events that remain in place today. Mr Paterson had been heavily involved in the formation of the Association for the Blind and saw this as a problem to be solved. Raising money through public donation and door knocking, Mr Paterson arranged the purchase of land on the banks of Gardiner's Creek, and adjacent to the tram and train lines. The land was raised, to avoid flooding, and a surface prepared. The sportsground was adjacent to the AAB, however due to the interest of Malvern Council in the land and knowing that the AAB at that time was in financial difficulties, a Trust was set up to handle the management with Mr Paterson, Mr Gould the Malvern Council Town Clerk and George Maxwell as trustees. A clubhouse was also needed to allow players to take shelter during matches and once again, Mr Paterson came to the rescue. Using their personal funds, Mr and Mrs Paterson loaned the Trust the monies required for the building. The Staughton Memorial Lamp 1903, memorial to Captain S.T Staughton, who died at an early age. The Staughton Memorial Lamp was removed from the High Street when the plantation trees removed and the road was rebuilt. 1970. The Lamp was taken to the Shire Council yard. The M&DHS investigated the location and state of the lamp, finding the base with its plaques and the column only. A photograph was taken while at the Council yard. An initiative of the M&DHS was set in motion to restore to monument and return it to the High Street. Peter Staughton a descendent of the family was approached and produced a design for the missing lamp section. After considerable deliberation it was agreed a capping would be appropriate for the top of the column. Architectural drawings were produced by Peter Staughton and students from RMIT were engaged to make the capping. The original lamp section as seen only in early newspaper photographs was not adopted due to the elaborate shape and the cost of production. The ongoing cost of replacing curved glass panes was a contributing factor in the choice of a capping. In 1973 Peter Staughton officially opened the newly located Lamp The Lamp has since been altered with the addition of an oval shaped lamp being placed above the capping. The Lavington Sports Ground, former home of the Lavington Sports Club, is now owned and operated by Albury City Council. Over 50 years ago, a group of Lavington locals dreamed of building a new sportsground to encourage more people to play sport, particularly juniors. The original oval opened in 1973. The Sports Ground was developed solely by the Lavington Sports Club, formed by 30 football and cricket players and supporters in 1964. Football and cricket clubs had existed in Lavington since before 1914. In 1964, the football and cricket clubs merged to become the Lavington Sports Club. The new club and facilities were established on land initially leased from the Divine Sword Missionaries on their former seminary and turkey farm. The club expanded its facilities and representative sports throughout the next 20 years, including hosting international events. However the Club's debt worsened and In 2001 the entire Lavington Sports Club operation went into liquidation. It was taken over by Penrith Panthers through the Panthers Entertainment Group. The Freedom of Entry to the City was an honour conferred by the Bendigo City Council to the AHQ Survey Regiment on the 20th of April 1970. The unit was granted for the first time the privilege of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. The Freedom of Entry Parade occurred on the 14th of June 1970 led by the Regiment’s CO – LTCOL Bill Sprenger MID, MBE; the unit marched up View St in the CBD to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor Clark Jeffrey and military dignitaries. The parade concluded after formal inspections of the troops. A ceremonial scroll was presented to the Bendigo City Council to the AHQ Survey Regiment citing the occasion and was proudly displayed in the entry foyer to Fortuna Villa up to October 2008. The Regiment continued to exercise its Freedom of Entry with anniversary parades in 1977, 1980, 1985, 1990 and 1995. John Halfey (1825-89) was born in Southport, Lancashire and migrated to Victoria in 1852. After finding gold at Sandhurst, and representing the latter in the Victorian Parliament, he moved to Melbourne to engage in various commercial pursuits, including directorships of insurance, mining and banking companies. A resident of Kew from the late 1850s, he was known for the hospitality provided at his house Ordsall (later Southesk) in Cotham Road. On 14 December 1860, Halfey chaired a public meeting calling for separation from the Boroondara Roads Board, which led, four days later, to the proclamation of Kew as a separate municipality. He was elected to the Council in 1861, replacing Cr. Oswin, and subsequently served as the second Chairman of the Municipality in 1862-1863. John Halfey became a trustee of Holy Trinity Church in Bulleen Road (now High Street) in 1862. He was to resign from Council after four years in 1865. Twenty-four years later in January 1889, he died aged 63 from a seizure, at his rooms at the Herald Office. He was interred in the Boroondara General Cemetery where his monument is the tallest in the Cemetery. "A joint meeting of city and town ratepayers, convened by Messrs Francis Jago and Henry Johns, interested in the formation of a cart bridge in Hill street, over the Yarrowee Creek, was held on Saturday evening, in the Societies Hall, corner of Skipton and South streets, with the view of taking united action in the matter. Mr Morris was voted to the chair, : and about 60 persons were present. The chairman stated that the object of the meeting was that united influence should be brought to bear upon the City and Town Councils, so that a cartbridge should be erected. He said that Mount Pleasant would no doubt be thickly populated in a few years, and the bridge would prove a great boon to the inhabitants of the locality. By means of a cart bridge drays, would be enabled to save on their journeys to and fro between the mount and the batteries, at least a mile and a half each time. He hoped that the councillors for the south ward would assist them in this matter. Mr Jago, as one of the conveners of the meeting, said that united action on the part of both eastern and western ratepayers was requisite, so as to exert a strong pressure upon the City and Town Councils, in order that the work should be carried but. Mr Grainger moved the first resolution as follows;—“ That the construction of a cart bridge over the Yarrowee Creek at Sunnyside, to facilitate communication between the residents of the city and town, is urgently necessary, and that in the interests of both municipalities the two councils be asked to at once jointly carry out the work. In doing so he said that the necessity of a cart-bridge for the residents of Mount Pleasant would be apparent when the number of batteries, tanneries, and also the Woollen Mill, in the district were considered. The place was of growing import ance, and ready communication should at once be established. Another reason was that an immense saving in time would be effected. It was quite a common occurrence to see one, two, or three drays stuck in the bed of the creek which had gone that way to make a short cut. Now, what with the horses floundering about and breaking their harness, it seemed a wonder to him that life had not been destroyed before now, just through the want of a cartbridge. Mr Johns seconded the resolution. Mr Robert Calvert supported the resolution, and said that it was disgraceful action on the part of the representatives of the south ward that the work had not been executed long ago. They should come together like men and demand that the work should be done, and if not done they should not pay rates until it was. (A voice—“But they’ll make us.” Laughter.) The wooden footbridge across the creek was “only a wooden fabric, not fit for a Christian to walk across, and steps should be taken to remedy this also. Mr Blight, a resident of Mount Pleasant, said that, in common with others, he had been opposed to the erection of the bridge two years ago, but his views had since been altered. Cr. Morrison, who was present, said that the fault of the cartbridge not being erected over the Yarrowee at Hill street lay not with the City Council, but with their neighbors, who had always been opposed to its erection there. In 1874 a motion was carried at a meeting of ‘the City Council" by which the sum of £5OO had been voted to carry but the work. As the bridges over the Yarrowee were joint undertakings of the city and town, they had, by the provisions of an act of Parliament, called upon the Town Council to assist them in the erection of the bridge. In consequence, a conference of the two corporate bodies had taken place, when a motion was moved by Cr Howard, the representative of the south ward, and seconded by Cr Turpie, of Ballarat East—“ That the bridge should be erected at Hill street.” The motion was rejected, principally through the eastern representatives, who wanted the bridge lower down. Since then the two councils had often met to consider, the question of bridges over the Yarrowee Creek, but nothing had been done at the meetings, as the Eastern Council wanted the bridge in one place and the City Council in another. He had himself, when first elected to the council, given notice of motion affirming the desirability of a bridge, at the place now fixed upon. The Woollen Company was growing in importance, and a direct, road to its works would greatly advance its interests. For the working, expenses of each ward £400 was annually, appropriated; and this amount would not be sufficient carry out the work. They would have to obtain a special grant of about £900, as Hill street would require a culvert to be erected therein, as now it was virtually an open drain which carried the drainage of the western plateau to the Yarrowee. He advised that strong pressure should be exerted, specially upon the Eastern Council, and then the work might be carried out. He thought that if the foot bridge was repaired, and large stones thrown into the creek, it would do until the bridge could be erected. The chairman then put the resolution, and it was unanimously carried. Mr Hamilton moved the second resolution— “That Messrs Fern, Greenwood, Peirce, and Jago be deputed by the meeting to wait upon the City and Town Councils and present the first resolution; also that petitions in its favor be signed by all ratepayers interested.” Mr Haigh seconded the resolution, which was carried. Votes of thanks to Cr Morrison for his attendance, and to the chairman for presiding, were passed, and the proceedings terminated." It took place at noon yesterday in the presence of the Mayors and councillors of the City and Town. Hon. F. Hagel thorn (Minister of Agriculture).Hon Brawn. M.L.C., Lt-Col Morton (Acting City Clerk). Mr J. Gent (Town Clerk of Ballarat East), Mr A. Farrer (City Engineer), Lt. L. Finch (who is about to leave for the Front, and who assisted Messrs A. Farrer and G. Maughan in carrying out the project, Mr W. Hurdsfield (Clerk of Works) and others. An apology was received from Mr J. McClelland, contractor for the work. Mayor Hill expressed pleasure in Introducing Mr Hagelthorn, who had at great personal sacrifice and inconvenience come from Melbourne to perform the opening ceremony of that beautiful bridge, which was of great improvements that had been effected.When Mr Hagelthorn was Minister of Pubic works he visited Ballarat specially to see the condition of the creek, which at that time was in a disgusting state from a sanitary standpoint. After viewing the position, and realising the justice of the claim. Mr Hagelthorn made strong representations to the Government of which the was a member with the result that it voted £17,000 for the work. That action had been the means of turning a plague spot into a thing of beauty. They therefore owed a deep debt of gratitude to Mr Hagelthorn and the Government of which he was a member, and they were particular grateful to Mr Hagelthorn for coming to Ballarat to perform the open ceremony. Mayor Levy said he could bear testimony to the good work Mr Hagelthorn had always done for Ballarat. In him Ballarat and district always had a good friend. He thought Mr Hagelthorn would feel amply gratified at seeing the good work that had been done. It would serve as some reward for the expenditure, on behalf of the residents of Bal larat, of the amount of money made available through Mr Hagelthorn's instrumentality for the two municipalities. Otherwise the City and Town councils would not have been able to carry out so necessary and so beneficial a work. There was a great amount of work yet to be done, and when the financial market became low stringent Mr Hagelthorn would no doubt be pleased to take the necessary steps to have money provided for further works which could not be undertaken at the present time. The adjacent woollen mill was a standing monument to what was being done in Ballarat, and what ever the City and Town Councils or the Government could do to encourage such manufacturing enterprise should be done, and he was glad to be able to say that was being done as far as finances would permit. He concluded by presenting Mr Hagelthorn with a gold mounted pocket-knife with which to cut the ribbon stretched across the centre of the structure as a bar to traffic. The Hon. F. Hagelthorn, who was greeted with applause said before him was a good work well done in the interests of the public. Real prosperity could only be achieved by a movement carried out by the people to increase natural productiveness. Most of them had been made aware, on account of the war par tiularly, that the people who were best equipped, the industries that were best organised, and the Governments that were most intelligently controlled would get the most of this world's goods and some of its luxuries that Would be denied other people less efficient. Any thing the Government could do to promote industry and to increase the reward of those engaged in it, both employer and employee, would be done. Most Governments would do but little in that regard. ... This book was awarded by Geelong Grammar to Walter Armstrong in 1884. It was donated to the Ballarat College library by his grandson W Mick U Armstrong (1944). Mick attended Ballarat College 1937 - 1942. In 1936 the Weatherly Library was established at Ballarat College and a community book drive resulted in personal copies of books owned by members of the school community being donated to the library over the next 10-20 years. Mick Armstrong donated this book (amongst others) to the school library during his final year at the school. It is an excellent example of the community spirit which carried the school through periods of financial hardship. Dark royal blue leather bound book with gold crest, borders and spine detail. Accompanying letter from Florence Chrichton 2013 : "Originally sent to Shire of Eltham Engineer, Mr. McDonald. [These photographs were part of their campaign to the Shire of Eltham in 1975] claiming that the zoning regulations were being breached by the occupants of various factories in the nearby light industrial zone [Brougham Street, Eltham] - to the detriment of those living in adjoining residential zones, and that, despite .. earlier objections and complaints, nothing was done about it." "Bash attack on businessman"'.A local restaurateur and council candidate received abrasions and bruises after a vicious attack by two men at his pizza restaurant on Sunday morning. Joe Cassari, who is standing in Ringwood's North Ward was assaulted and the front window of his shop smashed after he asked two men to leave. Mr Cossari's nephew called the police immediately the fight started, but they had to call again 20 minutes later when they still hadn't arrived. The police said they had another job to go to.
