A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. This followed a surge in development following WW1. Land in surrounding streets was sub-divided. This included part of John Butler Maling (Jnr)'s small farm bounded by Banool Road, Wharton Road, Weybridge Street and Whitehorse Road. An area surrounding his home, 'The Willows' was retained and not sold until after he died in 1931. leased by Mr John Butler Maling in 1861. Three acres of his land were purchased by the Education Department. Some of the early students have referred to Chatham’s land as Mr Maling’s bull paddock. Some of the original yellow box trees remain on the property. The most significant of these is now called the Friendship Tree. On 1 August 1927 212 students were enrolled; Ralph Rae was one of these. The school was official opened on 15th February 1928. The school number is 4314. The Baby Health Centre opened in the Surrey Gardens in 1930 on the site previously occupied by the screen for outdoor pictures. Previously during the 1920s it had operated in the room underneath the rotunda in the Surrey Gardens. The room was also shared by other groups including the Surrey Hills Progress Association (SHPA). The SHPA raised 200 pounds to provide the materials for the building, which was built by voluntary labour under the leadership of Ralph Hayes, a local builder. The foundation stone was laid by Mrs A Latham, Mayoress of Camberwell on 31 March 1930. There is a bottle containing the names of the committee members sealed in the pillar behind the memorial stone. The centre was managed by a committee until 1975. Maternal health nurses associated with the centre included Sister D Thompson, Sister Newnham, Sister Kelsell, Sister Barker, Sister Sharp and Sister Bolton. Ref: Mrs D Lancashire - a long-serving member of the committee. The site of the Surrey Hills Maternal and Child Health Centre was moved to 18 Verdun Street, adjacent to the pre-school, in accord with Council policy to co-locate services and from a concern regarding solo staff working in relatively isolated locations. The building was included in the heritage overlay protecting the gardens and was refurbished by Council for community use. The cairn commemorates the work of Cr Albert Ernest Vine who was a Camberwell Councillor from 1926-1934 and 1937-1944; he was also Mayor on 1940-41. Established by local designer Ralph Samuel, Hartnell of Melbourne was one of the leading high-end Flinders Lane fashion houses of the 1950s and 1960s. This dress still has its original store tag attached, which tells us that it cost 39 pounds, 19 shillings and sixpence - a large amount of money to spend on a dress in 1952. This gown was the winning entry in the Mannequins and Models Guild's Gown of the Year competition, held at the Chevron Hilton Hotel, Melbourne in November 1963 in aid of the Torch Bearers for Legacy. Designed by Lorna White for Hartnell of Melbourne and modelled by Marien Brindley, the dress’s construction is reputed to have consumed 300 hours, with the finished dress weighing 6 kilograms and costing around 3000 pounds. Raoul Couture was a high-end fashion house based in Flinders Lane from around 1955 until 1964. Established by designer Ralph Samuel, who also owned Hartnell of Melbourne (circa late 1940s-1971), Raoul was the business's premium label. The head designer was Leonard Legge, who later worked for Prue Acton. Currently the headquarters of the Melton Historical Society, the Willows was built in 1855 by a farmer called Ralph Parkinson. In 1867, it was purchased and extended by James Ebden Minns. His son, George Minns, was given the property by his father in 1903, George was a council member of Melton Shire for 37 years and after he eft the area in 1951, the property became derelict. Although due to the support of the community, Melton Shire Council purchased the property in 1972 and to assist with the restoration, a group was established called the Willows Restoration Committee. The members included Chairman Cr Ed Gillespie, Lorraine Gillespie, Mr & Mrs Alan Reed, Ken Young, Bill Amor, Edna Barrie, Max Watson, Cr Jeff Robinson and Wendy Barrie.Restoration was completed in 1982.The Willows before restoration in 1973. Arthur Henry Schutt. Born 18th July 1912 at Spotswood He was the third child of John Ralph and Mary Jane Schutt. His grandfather was the first librarian of the Victorian Law Courts and his uncle, William Schutt, was a lawyer who later became the Chief Justice Sir William Schutt. His mother was born a Clutha House, stony Creek Yarraville, a was one of ten children. John Schutt opened a chaff mill at the corner of Williamstown and Geelong Roads at West Footscray. The mill was placed on in an old quarry below the ground which saved much of the backbreaking labour of heaving sheaves of hay up into the machinery, the below ground location enable the hay to be fed directly into the railway trucks into the cutters. An elevator then carried the chaff up from the ground directly into the waiting transport, at a great saving in manpower. The chaff mill became on of the largest in Victoria employing more than forty men, and later moved into flour milling.Schutt and Barrie Flour Mills, Melton South site.
