Boyd argues that Australia needs confidence in creative thinking so our products can cut through established formulas to contribute to our growth as a nation. He outlines four stages of architectural development in every community, and describes Canada in these terms. He posits that Australia overall is only at stage two (imported sophisticated), Brisbane/Hobart/Adelaide at stage one. St Andrew’s Anglican Church, located at 228 New St, Brighton, is the oldest continuous Anglican Church in Victoria. Opened on St Andrews day in 1842, it was one of the earliest Christian churches established in the Port Phillip District. A second church building was erected on the site in 1851, followed by a third building and schoolhouse in 1857 which was enlarged in 1886. A fire in 1961 engulfed the building and renowned Australian church architect Louis Williams was appointed to be the architect of the new building. The present church complex is amongst the largest church buildings in Australasia. Using over 500,000 bricks and over 16,000 roof tiles, this space consisted of three areas: the main church building, the Pioneer chapel and the Lady chapel. The large arcaded cloister, seen in this painting, with an internal cloister garden, is extremely rare in any church in Australasia, and links the Pioneer Chapel to the narthex of the new building.John C. Richard Hartley Smith Abbott, company director, was born, probably in Bendigo, Victoria, around 1859, the son of Richard Hartley Abbott, also a company director, and Ann, née Smith. The young Richard was educated at Bendigo High School and then at St Andrews, Scotland. Returning to Australia, he became proprietor of the Abbott Supply Company, a director of the Sandhurst Building Society, the Bendigo Gas Company, and several local mining enterprises. He owned farms at Lyell, Mandurang and Eppalock, and was a pioneer of lucerne cultivation and tanning. In 1887, Abbott became a councillor for Strathfieldsaye Shire, a position he held for fifteen years. He was shire president (1901–02) and a Bendigo City councillor (1904–09; 1913–19), serving as Mayor of Bendigo between 1917 and 1918. Shire of Eltham Archives: Series 69, Item 2 This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the 'Spirit of Eltham'. In August 1874 the College Trustees agreed to a loan by Mr Leckie of £1500 at 8% over three years, and the foundation stone of a new building, on the corner of Lyons and Sturt Streets in the grounds of St Andrews Kirk, was laid on 12 September by Rev Henderson, founder of the College. Designed by leading Ballarat architect Henry Caselli and built by contractors Taylor and Ellis, the building was opened for January 1875 classes. In February 1875 the original church hall was sold cheaply and moved from the site. The girls' section of the college was moved to the schoolrooms connected with the Baptist Church in Errard Street Sth. The girls school operated 1877 - 1892. Ballarat College moved to current senior campus premises at 1412 Sturt Street in 1912. A plaque commemorating the Caselli building remains on the original site. In July 1922 Rev. W. McBride of the St Andrews Presbyterian Church, Mortlake had a meeting with the Garden sub-committee to discuss how the 500 pounds sterling bequest from the Late Thomas Montgomery could best be spent. His suggestion was that the money should be spent on either a kiosk, pavillion or recreation hall and pavillion combines with kitchen and fireplace was agreed to with exact site to decided at a public meeting. Cr Montgomery, a local businessman and a councillor, had loved the gardens and had assisted to transform the area from a swamp into a thing of beauty. The design was chosed by his widow who had seen a smilar design in King's Park whilst in Perth so the plans were obtained from that City. The work was carried out by Archibald Cluny McDonald and completed in September 1924. The Northern District School of Nursing opened in 1950 to address the issues around nurse recruitment, training and education that had previously been hospital based. The residential school was to provide theoretical and in-house education and practical training over three years. The students would also receive practical hands-on training in the wards of associated hospitals. The Northern District School of Nursing operated from Lister House, Rowan Street, Bendigo. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. * On 12 April 2020 Victorian Premier Daniel Andrews Extended the State of Emergency until midnight on May 11.
