This book is a register of land holders with miners' rights. The correspondence is associated with applications for miners' rights on privately owned land and business sites. They include application fotrms and objections to registrations. The areas referred to are Combienbar, Goongerah, Club Terrace, Wombat Creek and Dundong. One of the privileges under the Mines Act, conferred by the holding of a miner's right until 1935 was that of residence on up to one acre on a gold-fields area. Those occupying a residence area were "deemed in law to be possessed ... of such ... parcels ... and the property therein".This is a useful research tool.A large, heavy book with a grey cloth cover and red spine. This letter book contains the correspondence from the legal firm of William Ardlie in Warrnambool to other legal firms in Melbourne and other parts of Victoria (1951-1957). The correspondence deals mainly with legal matters concerning property transfers, wills, probates and court cases. William Ardlie (1943-1933) was the son of John and Mary Ardlie, pioneer settlers in Warrnambool. In 1865 William Ardlie established his legal practice in Warrnambool, initially in partnership with George Barber. William Ardlie, prominent in community affairs in Warrnambool, practised as a lawyer until the early 1930s and the firm continued on after his death with members of the Ardlie family involved in legal firms in the Warrnambool district until the early 21st century. This letter book is of historical interest because of the letters dealing with the property, wills etc of many residents of Warrnambool and district during the 1950s. It will be a useful research tool. This letter book of 393 pages has a buff-coloured cover which is somewhat stained. 227 pages contain copies of letters written over a period of seven years and the rest of the pages are blank. The pages are of a lightweight strength. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. Pattison. This book belonged to John Cowtan. He was a purchaser of land near Cassady’s Bridge in Warrnambool and an important and early settler in Port Fairy. The land that John Cowtan selected was bought by Williaam Cassady whose sister, Ann, was married to John Cowtan. Cassady established the property, Boughton where Cassady’s Bridge is today. This book came from a Cassady estate sale early in the 21st century. Between 1839 and 1844 John Cowtan was a ship’s captain for John Griffiths, a shipowner and entrepreneur. In 1844 Cowtan established a merchant trading and produce business in Port Fairy with John Bland. In the 1860 John Cowtan went to live in Melbourne.This book is of great interest because of its early date (one year after the founding of Warrnambool) and because of its association with John Cowtan, a pioneer settler of Port Fairy with connections to Warrnambool.This is a brown leather cover book of 385 pages. The spine has gold lettering. The binding has come apart and has been mended with white cotton material on the inside of the cover. The insides of the cover have a brown, white, blue and yellow mottled pattern. The cover is stained and torn at the edges and has a deep gouging on the front. The first page has been torn and mended with tape and some of the pages are stained. There are two pressed fern fronds, one loose newspaper cutting and a bookmark with a sepia-coloured image, lace paper edges and coloured embroidery contained within the pages.
