Near Eltham Park (now known as Eltham Lower Park), floodwaters from the Diamond Creek cut off the Main road into Eltham at Bremner’s Flats (present day Wingrove Park). In the distance, left of centre, is Mr. Montieth's Ford Wagonette stranded in the floodwater near Wingrove Cottage. “On the Lower Eltham Reserve the water was nearly five feet deep across the reserve and over a mile along the road. All the week-end shops are surrounded. For over 40 years flood waters have not reached this unprecedented level.” - Advertiser, Friday November 30, 1934, p7 "Whilst we were at the shop a "tidal" wave occured . There used to be a Mr. Monteith who ran a Model T Ford bus from the Eltham Railway Station down the main street. The bus would hold seven, six seated in the back, 3 aside a seventh standing on the step on the middle of the back hanging on to two small hand rails. The bus was caught by the flood and was abandoned not far from our shop in the paddocks towards the Higher Elementary School. It was there for days and after the flood waters receded, Mr. Monteith, after removing all the mud and debris gave the engine one turn with the handle and it started first time! So the story goes! Operated by John McLean and Son Situated just south from opposite Arthur Street, opposite the Eltham Village Shopping Centre. In 1974 the site was the location of the B.P Garage and opposite was the Woolworths Arcade. The Produce Store sold hay and grain. To the right was Garnet Burges' second hand scrap metal and bottles, then the blacksmith shop, which was later taken over by Garnet with second hand furniture and next door to that was Ray Staff's grocery store. The brick building has signage to promote Tanox Paint and Permoglaze products. This building was demolished by 1963 for the BP Evergreen Service Station. In 2017 known as the Kangaroo Ground Operations Centre a facility for hire managed by the Shire of Nillumbik. On 7 February 2009 (Black Saturday) the CFA Incident Control Centre (ICC) was located here. Described in "Worst of Days: Inside the black Saturday firestorm" by Karen Kissane (access via Google books): "..the ICC is part of a mud brick complex built in the 1980s as an emergency operations centre for several agencies, including the State Emergency Service. It is also home to the headquarters of the CFA's Lower Yarra Group. A small office with a whiteboard would be the incident controller's office throughout the office, but a larger central room, with data projectors, "smart boards" and maps would house the rest of the team.."Statement of Significance From the Victorian Heritage Database (2010) What is significant? The 1988 emergency operations centre and the surrounding site to the title boundaries. How is it significant? The emergency operations centre is architecturally, aesthetically, socially and historically significant to the Shire of Nillumbik. Why is it significant? This program contains a menu and order of events for the evening on Saturday 6th February 1960.. It was held by the United Service Institution of Victoria, Warrnambool Branch which was a group associated with naval, military and Air Force background. When the organisation was established in 1891 their membership was officers of the three disciplines and their main objective was the higher professional education of officers and to maintain forces in a state of efficiency. To this end they attempted to establish reading rooms , museums and lecture rooms. This card has come to the society from W R Angus who was a local doctor in Warrnambool for many years.Significant for its list of local signatures and their link with a state organisation.Cream card with black text with logo in centre front of the page. He served from December 1941 to July 1942 in the Citizen Military Forces and from July 1942 to September 1944 in the Australian Imperial Forces. His reason for discharge was reserved occupation. He held the rank of corporal in 26th Motor regiment. He was born in Colac 19/11/1919 to Ernest Swan and Daisy Johnson. He died 04/08/2009 and is buried at the Warrnambool cemetery. During his life he farmed a soldiers’ settlers block in the Grasmere area, north of Warrnambool. The soldiers' settlement program was instigated after both world wars whereby land was made available to returning soldiers. Some of the land was Crown land and some was acquired. This document is an official statement of his service.This document has social significance and interest as it is representative of thousands of local men who served in World War 2. This jacket is part of the dress uniform of a Major in the Army Reserve. Major Bernard Farley who owned this jacket wore it to official functions in the Mess dining room. Directly underneath this is another rectangular white label of the same length however much shorter. This jumper is part of a Disruptive Pattern Combat Uniform issued by the Australian Airforce to Bernard Farley during service. This uniform type was used in base and field activities and was replaced in 2014 by the General Purpose Uniform as the uniform worn during general base duties and in non-warlike environments.This woolen jumper was presumably a winter addition to the DPCU.This item has social significance, as an item of uniform worn by Warrnambool RSL community member and Secretary (2019), Bernard Farley during service with the Australian Airforce. The item is a representative example of previously standard issue Airforce uniform and is in excellent condition. As a set, the uniform has aesthetic significance in it’s design, incorporating the Disruptive Pattern style of camouflage which has its roots in the 1980s and continues to be adapted into uniform design by the Defence Force.Khaki ribbed knitted jumper with stitched Disruptive Pattern cotton elbow patches, rectangular in shape running the length of the forearm. Similar rectangular shaped patches on the left and right shoulder, bearing two epaulettes, stiched at one end and fastened with velcro and the other. The left upper arm carries a rectangular Disruptive Pattern patch with a seam down the centre, creating two long narrow pockets. Arm cuffs have external seam for approximately 100 mm from the end, indicating that the jumper may have been worn with cuffs folded over. This object is one of a three piece set. There is also a pair of trousers and a defence leave ticket which are associated with this object. The three chevrons on the sleeve signify three years of service. The unit patch may denote that the wearer was part of the Army Serice Corps Divisional Unit one. The associated ticket shows that the serviceman was at some point travelling in uniform on defence leave in a first class carriage from Spencer Street to either Moreland, Newmarket, North Carlton, Northcote or Westgarth.As an historic army uniform with an association to Victoria this item is of local historic and social significance. It is also in very good condition. Woolen khaki jacket with button-up front. The top button is a plain brown plastic button. The lower four buttons are identical embossed dark brown metallic buttons. They depict an image of Australia in the centre with a crown above. Encircling this image are the words "Australian Military Forces". There is also a metallic clip at the waist-band and a metallic stud below the row of buttons. There are four button-up pockets on the front of the jacket. Two of these are breast pockets and the other two sit directly beneath these. There is also an interior pocket on the lower right section of the jacket. The lower right exterior pocket is missing its button. There is a spare button in the right breast pocket. All of these pocket buttons are of the same type as the decorative dark brown metallic buttons. There is also a spare unit patch in the bottom right pocket. The two cuffs are buttoned up with one decorative dark brown metalic button each. There are two identical brass badges on either collar. They depict a crown in the centre with the rising sun surrounding it and ribbons below with the words "Australian Commonwealth Military Forces". There are two identical brass badges on the shoulder edges of the epaulettes depicting the word "Australia". There are two buttons that fasten the epaulettes to the jacket near the neck which are of the same type as the decorative dark brown metallic buttons. There are two identical felt unit patches on either section of the upper arms. They have a light blue border surrounding a navy blue rectangle above a white rectangle. There is also a felt chevron just above the cuff on the right arm. This depicts three blue stitched arrows on a khaki/green background. There are also two labels stitched to the interior of the right breast pocket. Ther are two white rectangular labels that are stitched to the interior of the right breast pocket. These have inscriptions. Gwendoline Mudford was born in Flemington on 11 April 1914 and was appointed to the Police Depot for training on 11 February 1941. Her Record of Conduct of Service describes her as being 5'5" tall and weighing 9st 10lb, with brown eyes, light brown hair and medium complexion. Despite showing great promise of being a successful police woman she was forced to resign on 3 September 1941 due to her impending marriage. Guests at the West Riding Hall, Henry Petrie Community Centre, Montmorency on the occasion of a buffet dinner as part of the Shire of Eltham centenary celebrations. Left: Mr Higgins, Methodist Minister, Eltham and Mrs Higgins and Brian & Irene Robertson, both Captains in the Salvation Army. Reverend William ‘Bill’ Leslie Higgins (b. 15/1/1925, Renmark, Victoria, d. 18/10/1998) and Mrs Ella May Higgins (née Leersen b. 3/11/1921, Avoca, Victoria, d. 24/5/2003). William was ordained to the Methodist Church of Australia on September 1, 1959. Bill and Ella were involved with many communities throughout Bill’s full-time service until 1989. These parishes included Underbool, Wycheproof, Drysdale, Wonthaggi, South Yarra, Eltham, Nathalia, Murchison and Seymour. Bill and Ella touched many thousands lives during their ministry. Bill passed away in 1998 while assisting with a Sunday evening service near Drysdale, and Ella continued to dedicate her time to others until her death in 2003. Information received via Brian and Irene Robertson's son, Mark (15 Dec 2023), noted that in 1969 they lived in Prahran and by 1971 they would have been appointed to Briar Hill (now Greensborough). Brian Robertson's parents and at least one set of his grandparents were also Salvation Army officers (primarily from Victoria), whilst Irene was originally from Perth and she had 2 other sisters that became Salvation Army Officers as well. Irene also had 3rd sister and younger brother who were linked to the Salvos (as was Brian’s brother). After several years in church work, Brian and Irene transferred over to the Social Services branch of the Salvos and worked with homeless men, broken families, drug & alcohol dependent clients (similar to what Brendan Nottle does in Burke St), family stores and eventually seniors (nursing homes). Brian, known as Robbie passed away in 2013, and Irene is currently living in a retirement unit.
