These scales came from the Nullawarre Post Office, Nullawarre being approximately 25 ks East of Warrnambool. It is a small centre for the local farming community and has some services including a store, school and hall. The Post Office has closed in more recent times and these scales are one of a number of items which came to the WDHS on its closure including a brass fire extinguisher and a 1969 telephone book. Charles Williams was a postmaster at one time and Vida Williams was post mistress. These scales are an interesting and common item with a strong connection to a local community area.These scales have a cast metal frame with a circular base and a circular vertical section which frames a brass measurement circular plate which is marked in increments up to 11 lbs and held in place with two screws. The Country Women’s Association of Australia advances the rights and equity of women, families and communities in Australia through advocacy and empowerment, especially for those living in regional, rural and remote Australia. The Country Women’s Association of Victoria was founded in 1928 and the Warrnambool Branch was founded in 1931. The branch has given assistance through the years to the Red Cross, Baby Health Centres, the Warrnambool Hospital, bush fire relief, mental health and aged care and it has regular displays of country arts and crafts. In 1961 the C.W.A. Centre and Rest Rooms were opened in Kepler Street, Warrnambool. In 2016 the group celebrated the 85th anniversary of its founding.This booklet is of interest to researchers and others wanting a brief outline of the history of the Warrnambool Branch of the Country Women’s Association. On Saturday September 2, 2023, Russell Yeoman led a group of 22 society members and interested others on a walk following trhe bounadries of the original Shillingalw farm. Commencing at the corner of Panther Place and Library Place, we proceeded up to Shillinglaw Cafe then the Shillinglaw trees at the former Eltham Shire Office site then along Main Road to the fire station then throughh St Laurence Lane and uinder the railway line , along Diamond Street then return via the Diamond Creek trail behind Andrew Park. The actual farm boundary went past the creek and further up the hill. The original farm comprised lot 90 of Holloway’s 1851 subdivision of Little Eltham. Its area was 30 acres lying east of the Diamond Creek and north of Henry Street. The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. According to Electoral Roll records, in 1903, John Ingram was a farmer at Lancefield, his wife Ada, a milliner. By 1906, John Ingram was a baker at Research and from about 1912, an orchardist. The family moved to Anglesea River sometime between 1937 and 1942. A sheet metal worker by trade, Lester had run the bakery business for 14 years, his father retired, and was working as a baker at Anglesea when he enlisted in the R.A.A.F. on 5 December 1941 at Melbourne. Previously he had worked as a baker at Research (1937). The flight was non-operational, its purpose a dual conversion on type mission flown by a student pilot with almost two hours completed at night on similar flights. They had just changed aircraft as their previous aircraft had become unserviceable. The pilot had accepted the aircraft, which was technically unserviceable as the NCO in charge of flight had not completed the inspection paperwork correctly. The aircraft had undergone a major engine repair the day before. The aircraft took off at 2348 hours from R.A.F. Abington. It was reported that the aircraft take-off was quite normal and after climbing to 800 feet it passed out of view of the ground observers. A few seconds later the aircraft crashed, and it was reported that the sound of the engines seemed to become desynchronised. The crash occurred one and a half miles northwest of Longworth, Berkshire and the aircraft destroyed by fire. It carried a crew of five. On October 15, 1942 Lester qualified as an Air Gunner, promoted to Sergeant, and was posted to 1 Embarkation Depot at Ascot Vale, Victoria, and attached to R.A.F. UK. Lester embarked from Australia December 2, 1942 and arrived at 11 Personnel Despatch and Reception Depot on January 13, 1943. On March 9 he was transferred to 10 Operational Training Unit, Group No. 91, Bomber Command, R.A.F. Lester’s service file reveals that on the evening of 22 April 1943, Lester was a member of the aircrew of Whitley V bomber, N.1374. The airframe had run 1,127 hours. A full moon was just rising. The flight was non-operational, its purpose a dual conversion on type mission flown by a student pilot with almost two hours completed at night on similar flights. They had just changed aircraft as their previous aircraft had become unserviceable. The pilot had accepted the aircraft, which was technically unserviceable as the NCO in charge of flight had not completed the inspection paperwork correctly. The aircraft had undergone a major engine repair the day before. The aircraft took off at 2348 hours from R.A.F. Abington. It was reported that the aircraft take-off was quite normal and after climbing to 800 feet it passed out of view of the ground observers. A few seconds later the aircraft crashed, and it was reported that the sound of the engines seemed to become desynchronised. The crash occurred one and a half miles northwest of Longworth, Berkshire and the aircraft destroyed by fire. It carried a crew of five. Lester is commemorated on the Eltham Roll of Honour Board, which was commissioned by the Eltham War Memorial Trust to be hung in the Eltham Infant Welfare Centre, part of complex of buildings that form the Eltham War Memorial. The Honour Roll is presently (2023) hanging in the Eltham Library Community Gallery space. EDENDALE FARM Edendale Farm is Nillumbik Shire Council's environment centre situated in Gastons Road, Eltham between the railway and the Diamond Creek. The homestead on the property was built in 1896 and is of historical significance, being the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The Edendale property was originally part of an extensive land purchase in 1852 from the Crown by pioneer Eltham farmer Henry Stooke. He initially purchased 51 acres and later expanded his holdings by purchasing another three adjacent Crown allotments extending northerly from Josiah Holloway's Little Eltham subdivision. Despite clearing the land, Stooke did not build on this property, choosing to live on his property "Rosehill" at Lower Plenty. In 1896 Thomas Cool, Club Manager of the Victoria Coffee Palace in Melbourne purchased 7 acres of the original Stooke land and built the house now known as Edendale. Cool did not farm the land, instead using it as a gentleman’s residence, retiring to Eltham at weekends. In 1918 he purchased an additional 7 acres but in 1919 he sold the property. Later owners included J.W. Cox, the Gaston family and D. Mummery. In the 1980s the Eltham Shire Council purchased the site for use as a Council depot, but this use did not proceed. Subsequently, it was used as the Council pound. The Edendale Farm Pet Education and Retention Centre was established in the summer of 1988/1989 and was set up to replace the existing dog kennels with a high standard pet retention centre. The design style of the building was established to compliment the features of the existing house. It was equipped with 10 retention pens, a veterinary room and a pet education area where school children and other interested parties learnt about pet care procedures. It was later developed into a community farm and was run by an advisory committee and in 2000 it became an Environment Centre. In early 2006 an advisory committee was established for the development of a master plan for future development at Edendale Farm. The committee included Russell Yeoman, a former long-time shire planner and founding member of the Eltham District Historical Society. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups. Beatrice Irvine was the daughter of former Victorian Premier Sir William Irvine. From age 13 she lived at ‘Killeavey’ off Laughing Waters Road (later accessed from Reynolds Road). In 1923 she married James Morrison and the couple received Killeavey as a wedding gift. The property supported fruit and vegetable growing as well as an impressive botanical garden. But James died in 1936 after a period of ill health, leaving Beatrice to support their six children. To make matters worse, the house was totally destroyed in the Black Friday bushfires in 1939 but was rebuilt. Beatrice became involved in community issues. In particular, she was an active member of the Eltham Women's Auxiliary, which was formed in 1945 to raise funds for the establishment of an Eltham War Memorial. From the outset, it was decided that this would take the form of a Baby Health Centre, a Pre-School and a Children’s Library, set in a garden of remembrance. Thanks to tireless fund-raising, the project came to fruition in the 1950s when, one by one, the three children's welfare buildings opened in Main Road (having previously been in temporary premises): they are collectively known as the Eltham War Memorial site. Beatrice continued to live at Killeavey and became well regarded as a botanist and naturalist. She died in 1989 and is buried in Eltham Cemetery with her husband and one of their sons. The (rebuilt) house has since been demolished. All that remains is a fragment of the garden. Grace Mitchell, a talented artist in later life and baker, managed a pastry shop business near the corner of Mount Pleasant and Main roads, Eltham in the 1950s. Shortly after her marriage to Arthur Mitchell in 1948, Arthur incurred a head injury from an accident and was unable to work. Grace realised she needed to be home to care for her husband as well as earn an income. She managed the bureaucracy of council permits, and made modifications to her home with savings to get the business off the ground without having to borrow money. Grace and Arthur were avid gardeners and would grow, wash and mince vegetables for pasties while Grace handmade and rolled the pastry. They cooked and minced their own meat for the pies and the fruit for the sweet pies came from their orchard at the rear of the property. She also baked scones and cakes. With weekend visitors travelling to Eltham on the train for days trips, her reputation grew as the spot for afternoon tea. Grace’s daughter Jenni mentions the visit of dancer, Robert Helpmann and U.S. actress Katherine Hepburn in her Grace Mitchell: a short history [2012]. Reminiscences in We did open a school in Little Eltham: Eltham Primary School 209, 1856-2006 a history [2006] include a mention of Grace’s famous pastry shop and the Sunday afternoon visit by Helpmann and Hepburn. Grace operated her pastry shop for over 16 years. She supported the Shillinglaw Cottage Preservation Campaign to preserve the cottage through its Flavour of Eltham community cookbook published in 1964 and hosted cooking classes in the new Living and Learning Centre. The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups.
