On the 2nd April 1948 the SECV noted the Eucalypts in the area of the Kiewa Hydro Electric Scheme. The Forestry Officer was an employee of the SECV and would have given advice in his area of expertise. The SECV had chalets, cafes, mess halls and tea rooms all over Victoria including their construction sites. The SECV had a stores system which purchased thousands of sets of crockery and cutlery for use by personnel. There was a system of chefs, cooks, tea persons etc. to supply food and beverages to the workers. This item was used by the State Electricity Commission of Victoria in their mess huts/rooms for their workers during the construction of the Kiewa Hydro Electricity Scheme. The imprint of the year "1921" was to identify the year that the SECV was formed and relieved the private VHEC (Victorian Hydro-Electric Company). As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local and European expertise in dam construction and water management in alpine terrain came from migrants for England and Europe. The quality of workmanship from big steel manufacturing plants in England and Europe could not be matched from anywhere else in the developed world. It is made in England and is of strong and durable ceramic. The bottom cup indent is for either tea or coffee cups of a similar ceramic structure. The 5mm thickness of the ceramic suggests this saucer belongs to a commercial kitchen environment and not domestic. The indent bottom of the saucer is 5mm deep with a side curvature ratio of 2:5. The ceramic is glazed to a commercial standard (worker's mess). A start on the construction of Bogong Creek race line was made at the commencement of winter in 1948. Work proceeded in the following years when work on the High Plains was not practicable. In January, 1951 the special trimming machine, the special slip form and concrete mixing and placing equipment was put into service. A shortage of cement caused some delays as well as a sudden financial recession. The race line was completed and put into service in 1952.An historical record showing the machinery used during this time, the number of workers and supervisors involved and the mountainous terrain where they worked. It also demonstrates the OH&S of the period with workers mostly in street clothing with no hard hats or other safety equipment. Hecla produced a wide range of appliances for domestic use, beginning with heaters and later branching out to a wider range of kitchen appliances Hecla was established by Clarence William Marriott, a young Melbourne metal worker. He began manufacturing Australia's first carbon filament electric radiators in 1899. He originally worked for his father James Marriott who commenced business in Melbourne as an art metal worker in 1872 and was, in 1907, appointed as the official art metal worker to the Victorian Government producing items including the ornate iron gates and gas lamp standards outside Melbourne's Parliament House. With the invention of nickel chromium wire after 1900, C.W. Marriott began making more efficient heating elements using this new material in 1916. After being influenced by the eruption of Mount Hekla in Iceland, on 19 December 1918, Clarence registered the brand name "HECLA" with an erupting volcano as its logo. The company Hecla Electrics Pty Ltd was officially registered in 1922. In 1928 the company adopted the advertising slogan, 'By Hecla, it's Good'. The Hecla range rapidly expanded to include electric heaters and radiators, electric foot warmers, electric kettles, ceramic & metal electric jugs, immersion hot water elements, electric fans, electric coffee percolators, electric toasters, electric grillers and stoves, electric irons and electric frypans, clocks and curling wands.
