The watercourse passes under the road and railway at this point. Significant flash flooding occurred along this water course on Christmas Day 2011 causing significant damage to the railway line and road and flooding of Judge Book Village. In February 1968 an unknown person took a series of photos from the Eltham Hotel at Pitt Street heading north along Main Road through the shopping centre to just north of Elsa Court covering the length of the section of Main Road which was duplicated shortly thereafter. A sculpture of local author Alan Marshall welcomes visitors in the grounds of Eltham library. Alan loved telling stories and talking to children and his own story overcoming the legacy of polio has been an inspiration to generations of Australians. Marcus Skipper, the sculptor, knew Alan well and the sculpture is said to capture his spirit and appearance perfectly; the jumper was even cast from one of Alan’s own. A realistic depiction (almost life size) of Alan Marshall (1902-1984) cast in bronze with green patination. Dressed in a jumper and slacks, Marshall is shown perched on a crutch, holding a book to his heart, gesturing to his audience to come and listen to his words. It was scupluted by local artist Marcus Skipper (b.1950 Melb. died 2011). HISTORICAL INFORMATION Alan Marshall was an author of more than fifteen books, and lived much of his life in Eltham. He became a central figure in the area's arts community of writers, artists, sculptors, film makers, actors and musicians . He is shown stroking a book to his heart, perched on a crutch, which references his disability (contracted polio when he was young), and his status as one of Australia's most successful and loved authors. His most famous book, 'I Can Jump Puddles' is based on his life story and the obstacles he faced as a child in trying to overcome his disability. Marcus Skipper submitted the idea for the work to the first 'Art in Public Places' Awards in 1990. The selectors at the time recommended that the work would be more suitably placed near the Eltham Library. It was commissioned and installed for the new Eltham Library, which was designed by Greg Burgess in 1994. It was partially funded by the then Shire of Eltham's Art Development Fund (Eltham Arts Council) and the rest donated by the artist Marcus Skipper. - Highlights from the Nillumbik Public Art Collection. His association with the Eltham area began in 1920 when he started his first job as a junior clerk at the Eltham Shire Offices, Kangaroo Ground. In the 1940s he spent some time living at Research. From 1955 he lived in Eltham for nearly 20 years. Disabilities resulting from polio as a young child did not prevent a wide range of experiences. Alan's occupations have been listed as clerk, night watchman, fortune teller, freelance journalist and author. He has been patron of many disadvantaged Children's Societies. Alan's books are numerous and include novels, short stories, children's books, history and travel. Among the best known are his autobiographies "I Can Jump Puddles" and "This is the Grass". Others include "These are My People", "Ourselves Writ Strange", "People of the Dreamtime", "The Gay Provider" and "Wild Red Horses". The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme in the north east of Victoria. Mr R.M. Duncan prepared the notes. He was a member of the S.E.C. Kiewa Branch from 1949 - 1966. This book was commissioned by the State Electricity Commission of Victoria. It consists of the early history of the Bogong High Plains and the origin of names of places and creeks in the area.This book was researched in 1968 by Mr R.M. Duncan who worked for the S.E.C. on the Kiewa Hydro Electric Scheme from 1949 to 1966. The Bogong United Church began in Bogong Village under a non-resident Methodist in the year 1946 as a measure of convenience. The book was produced for a day of celebration to mark the 10th anniversary of the Church. In 1956 the Bogong United Church met for worship in Bogong, Mongan's Bridge, Mt Beauty and Tawonga and for Fellowship & Service there were 7 different groups mostly meeting in Mt Beauty. Minister at the time was Rev. John Goodluck, resident at 18 Kiewa Crescent, Mt Beauty.The Bogong United Church celebrated 10 years of co-operation with the Methodist and Presbyterian churches and was one of the first churches to do so. No. 1 Pipeline heads down the mountain from McKay Power Station (the Kiewa Hydro Electric Scheme) and can be seen from the Falls Creek Rd.. The pipeline is 1635m long. It was built on the mountain rather than as a tunnel inside the mountain - "It was argued that a pressure pipeline on the surface, while not actually cheaper than the tunnel could possibly save one year in construction time.'The document is a report on the welding involved on the No. 1 pipeline. Ernest migrated from Hungary in January 1951 and helped bring commercial development to Australia's fledgling snowfields. He was keen to find Alpine employment, eventually importing ski and sports gear. This book covers his time in Hungary and his visits to the Alpine Ski Resorts - an insight into the early years of skiing in Australia.Ernest visited Falls Creek on the Bogong High Plains in 1951 and describes the area on pages 66 to76 from the point of view of an Hungarian migrant. The State Electricity Commission produced a Telephone directory for each of its construction sites during the construction of the Kiewa Hydro Electric Scheme during the 1950s to early 1960s. The telephones were linked via the Switchboard. The booklet includes instructions for operating.The SECV constructed the KHES during the 1950s. It included construction sites on the Bogong High Plains and the townships of Bogong and Mt Beauty. It also connected the Scheme with the outside world and was operated through the switchboard which was located in Mt Beauty. In the early 1950s snow skiing was becoming more popular as indicated by these two books of 94 pages covering the snow fields in N.S.W., Victoria and Tawmania. The first publication was limited to the Kosciusko Alpine Club in 1928. The 1952 edition being the 25th issue. Due to the construction of the Kiewa Hydro Electric Scheme many SECV employees had access to the Bogong High Plains including Falls Creek. These books are of historical value as indicated by the advertisements for the resorts, the equipment in the snow eg. tows, skis and clothes being used at the time, the results of ski races, etc. The accommodation has also developed and attracted a variety of people. The articles include disasters, people involved in the sport and overseas updates. In the 1952 book relevant pages for the Bogong High Plains and Falls Creek are pages 36, 38, and 68-69. In the 1953 book relevant pages are 62 and 71-72 and for aborigines 66 - 69Both books have a greyish photo as a cover with the title and year. Each book has 94 pages of soft paper. R. Wilson and A D Rose maths books were very popular and formed a basis of education maths classes in the 1950's in Victoria. This is what would have been used in Mt Beauty Secondary School at the time.This has historic significance as it shows what maths was taught in the early - mid 20th century. This book would have been used in the Kiewa Valley schools by a local identity Wilma Davies therefore has social significance and good interpretive capacity. This book would have been used for physical education for schools all over Victoria from 1946 onwards. It has a very good foward by HP Kelly MB BS Medical Inspector of Schools stating the importance of pyshical movement and sport which is still trying to be installed into children today! This book cover all ages of children from infants to sixteen year olds. This book has social and historical significance because it shows the games, sorts, exercises, and gymnastics, swimming, dancing and rhymes that were done in the mid 20th century. This shows that teachers were aware of the importance of PE during this time. Many of these principles are still being taught today and with so many children in Victoria being obese through lack of exercise, this is very topical book! Historical look (early 20th century) at the administrative requirements for the running of a small country school. The level of accountability was limited to a monthly report and a visit from the District Inspector. This was still in the era where paper reporting was utmost and faster electronic reporting had still to be implemented.The significance of this register is that it highlights the need in the early 1900s for travelling time, to and from, the duties required at a small country town to be detailed closely for a bureaucracy that was relatively isolated within the larger cities of Australia. Decentralisation of not only government but also of industry had not as yet entered the Australian environment. This register also shows that the written word was clearly hand scribed and thereby a more personal form of communication. This was still in the age where you " can tell a lot about a person from their handwriting" Lucy Goonan was Leonie Prime's relation and came from Glen Creek to teach at Mullindolingong School for a couple of years. This book is a "snapshot" in time (1950s) detailing life in Australia covering a time when a "man's word and handshake" were his moral and quasi legal bond, and the now relative defunct saying "smoko" (having a "time out" from work for a cigarette and tea or coffee). The book spans an era where the male was still the "head" of the family even though for a majority of families the women took on the many "male only" roles during the World War II period. This shift in the leadership of the family hierarchy is mentioned, so ever slightly, (not to offend the still predominant macho male image) in both rural and city environments. The effects of the war, and later the push for women's emancipation and equality in both family, social, workplace and political areas of life, since this book was published, is now finally resolved. However there are still some sections of the recent migrate population where this male dominance is causing a few problems.The significance of this book is not only because it was donated by Mrs C. Roper ( from the Roper Family, a pioneer Kiewa Valley and surrounding Region family - originally beef cattle graziers) but also a Kiewa Valley resident and family, experiencing the shift in the social and economical life of post World War II rural Australia. The strong heritage link to this region of many families still residing within its boundaries, is a clear affirmation of the bond that the Kiewa Valley and its Regions have upon family unity. This item is a good example of a pre 1960's school science reference books. It contains sketches of experimental apparatus and not colored photographs of later text books. Although the sketches are very instructional they do not show the various colours obtained when mixing some compounds. The history of reprints demonstrates the quality of the information and the ease of study for students using this book. The era of this publication was a time when sources for knowledge in schools was restricted to mainly school books and teacher demonstrations. The student in the 2 Millennium has a far greater reference source available e.g. the internet. This book is significant to the Kiewa Valley as the Davies family (Tas Davies, penned on the first page), belong to the early settlers of the valley. The book acknowledges that although the region was relatively isolated up to the mid 1900s, the good teaching methods of local schools did not suffer in this rural area. This region was not in the backwaters of scholarly development and modern progressive thought. As with "school of the air" distances in rural areas, between centres of learning and recipients, became irrelevant provided that the social stimulant to learn exists. The "local school" mind set within rural areas was, even before the improvement of the communication "explosion" of the early 1900s followed by the internet facilities of the late 1900s, the greatest drive in cutting the anomalies between city and rural learning facilities. This book was a highly regarded reference book for students in primary and lower secondary schools within Victoria from the late 1800s to the mid 1900s. The book provided students with the fundamental knowledge of botany for the era in which it was produced. As this book was targeting a junior schooling level (basic), it could cover a greater and extended reader population. Teaching institutions could, because of its straight forward, basic written information, retain this book's circulation for a greater length of time, thereby optimising the return against the greater initial costs of importing it from England.This book was produced in a time where learning was at a relatively slower pace (due to a smaller source and supply of material). The availability of a large range of cheap reference books such as that offered from 1971 on wards via the internet "Project Guttenberg" in the form of electronic books, has dramatically provided a larger source of reference material. The significance of this book on botany, is that it was highly effective for the era in which it was produced and in particular the students at a rural based school. Being in a rural area students were able to identify local vegetation to the various life cycles of plants presented in this mainly United Kingdom/European referenced book. The students in the Kiewa Valley and attending a rural school, where in a position to study all the fundamental teaching that this book encompassed. This in one way provided students in the valley a slightly better appreciation between book and real life (on the land, in the field and by the river). This particular edition was published in a period (1950s), when textbooks for primary and secondary schools were published by London based publishing houses such as LONGMAN. This particular publishing house brand is now only used by the Longman Schools in China. This reference book was one of the basic reading material for students learning the "English" language opposed to the "Americanised English". The two versions of English now in use are mainly influenced by the greater influx of American based media and the internet. At the time of this publication however print media was at its peak and the English used was from the United Kingdom. Although the written language is in English, the majority subject matter is of Australian origin. This item was produced for commercial shops and other traders in a period, 1800 to the 1950s. They were used because they were extremely cost effective, speedy, easy to learn and simple to use. It was also at a time before pocket calculators and electric cash tills were produced. The reckoners were a fast and accurate accounting book for a ever increasing bulk purchasing industry. These reckoners were at the start of a business principle "time is money" The reckoner was also looked upon as a way of reducing staff errors in the calculation field. This reckoner was highly valued to a rural industry in the Kiewa Valley because of the bulk produce being bought and sold here. Produce such as milk, tobacco, cattle, timber and fruits relied on weights and quantities calculation for cost pricing. Electrical machines were not of use in "the field or paddock" where important price negotiations took place. For a successful business to keep going accuracy was upper most to producers. It was still a time where honest transactions built reputations and tardiness ruined them. It was a time when a producer's word was his bond and a gentleman's handshake was as good as a contract. This attitude lasted a lot longer in rural regions than in the city. This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. This SEC cook book was produced circa 1950s when the Kiewa Hydro Electricity Scheme and its Commission was in full swing. The Commission had constructed two settlements, Mount Beauty and Bogong Village to house construction workers and their families in a "closed" community. These "closed" communities were for SEC staff and construction workers only. Entry into these villages was restricted to "SEC pass" carrying construction staff and their families. All facilities such as retail, sporting and other community services was provided by the SEC. This created an isolated community in which limited individual choice or administrative family leeway was available. It was a typical company town (live and work for the company). The Company was in the Kiewa Valley constructing power stations for the Kiewa Hydro Electricity Scheme of Victoria. In one way the individual did not need to be concerned with living costs, educational needs for children, and recreational amenities and therefore "normal" community survival /living methods did not apply. This living, although restrictive, was quite simple. When the scheme was completed, in 1961, marking the end of company town, caused some of the employees, who had enjoyed the "controlled" township environment, a fair degree of angst in having the new 'laissez-faire" controls thrust upon them. This was magnified when both Mount Beauty and Bogong Village became meshed into the Bright Shire, vis-a-vis, local government. This cook book is a prime example of " the company is looking after you" and leave the worrying to us. This environment of a "company town", which creates the atmosphere of minimal personal responsibilities, is still present in a few remote mining towns in Australia at the beginning of the 21st Century.This book is a classical example of the psychological control in which the company had its construction workers families living in. The motto of many companies who had employees in isolated regions was "keep them happy". A happy and contented worker is a more productive worker. This was a period in time (1950s to 1970s) when social psychology was gaining recognition in the Australian workforce as well as internationally. At the end of the construction of all the power stations both the Mount Beauty settlement and the Bogong Village became more integrated into the main stream of rural Australia environment. Development of tourism in the region opened up not only interaction with a greater cross section of the ever expanding type of Australian but also the overseas based non rural culture tourist or immigrant. It allowed the intermingling of ideas in a non company controlled environment. The Mount Beauty and Bogong Village has, and even up to the 3000 Millennium, the same housing construction, as was built by the SEC. There has only been a very gradual change to modern domestic architectural home styles. This SEC cookbook has a folded cover with two staples at the spine, securing eight double sided pages. The white pages contain black print and sketches(3), and one black and white photograph (of the author). The front cover is mainly orange in colour with a gradual fading into yellow(at the top). The cover is approximately 210 g/m2 in thickness and each page is approximately 90 g/m2 thick. This cookery book was printed in the early 1960s for the purpose of obtaining the necessary funds for the construction of the Mount Beauty swimming pool. The advertisements within this book covers local traders of this time frame, for example, the Bogong Hotel which is no longer operational. the culinary measurements are in Imperial measures(pounds and ounces). The book has sections for continental dishes and sweets (Australian flavour), special dishes for Lent, cakes (farmhouse fruit cake), jams, marmalades (home made), marrow and apple chutney. Some of these recipes are early 20th Century related and in the 2000s are not sought after. The food "take away" lifestyle has been responsible for the demise of a lot of the recipes in this book. The swing away from home grown produce has been not only a lifestyle change but also the faster pace of living in rural areas. The specialisation and redefined development of the local produce store (previously provided everything the rural shopper needed) was a forced move due to larger and cheaper city born fresh food supermarkets. Although there are still some local produce store within the region these will in time vanish. This cookery book was produced just after Mount Beauty was released from an SEC "closed" community in 1961(see KVHS 0134) and the town then had to fend for itself. This book was compiled and produced because the town needed a swimming pool (which possible would have been provided had the SEC still been responsible). The book demonstrates the strong rural psyche of rallying together for the good of all and united for something which would be of benefit to all. The period 1961 to the 1970s was one of great change for Mount Beauty. The SEC protective cage was a blessing for some but a goal for others. The independence that was gained after the SEC left provided for a drastic "make over" in regards to the facilities provided for the "locals" and that for the tourists. An increase in tourist related industries such as snow skiing in winter, hang gliding and gliding, mountain bike rallies, bush walking and horse riding, all of which have supply outlets in the town, has provided a more cosmopolitan atmosphere. These activities and the greater interaction with populations outside of the region has reduced the "hermit" type feel of the town psyche.This recipe book consists of eighty nine pages in black and white print. It contains black and white sketches, recipes of local domestic cooks and advertisements covering local traders. The cover is approximately 280 g/m2 in weight and the pages are at 90 g/m2 in weight. The cover has a design in the style of Abstract Expressionism (period 1950-1960s) of identifiable (clock,jug,fruit,window) and abstract objects in tints of blue and shades of black. This book was conceived by the Nillumbik Women's Network as a way of writing women into local history. When seeking nominations for the 2010 editon, the press release stated: Nillumbik Shire’s official histories don’t reflect the important but often unacknowledged contribution of local women to the development of the area. To redress this, the Nillumbik Women’s Network (NWN) initiated a small project, Celebrating Nillumbik women in late 2007.( For details of the Nillumbik Women’s Network refer to attachment) The NWN sought nominations of local women who had made, or continue to make, a significant contribution to the social and cultural life of our community. The brief profiles of the nominees were published in a booklet, which was launched at an International Women’s Day celebration in March 2008, and a second publication was produced in 2009. We continue to be inspired by the quality and activism of our local women. Many of the biographies tell of women’s contribution to the building of the ‘social’ infrastructure of the Shire.
