Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. The tee-shirt was given to Glenn Littlechild after his birth at St George's Hospital in Cotham Road, Kew on 22 July 1988. The site on the north side of High Street, Kew, on the corner of Disraeli Street is now the location of the Kew Recreation Centre. The current (as of 2020) swimming pool was formerly situated further west on the site but was relocated closer to Disraeli Street during the 1980s. Previously, this was the site of a Kew Council depot, and before that a horse tram shed. The horse tram (1887-1914) ran from the Victoria Street Bridge to the entrance of the Boroondara General Cemetery. Rusted horse shoe, excavated from the site of the Kew Recreation Centre on the corner of High and Disraeli Streets in Kew. The shoe was donated by Mr Poulter, City Engineer, City of Kew. Most likely the original photo was taken at or around the time of the official opening of the baby health centre. The building is located in Windella Avenue, Kew East and is still extant. The photo is taken in front of the front verandah of the building. This print is on Kodak photo paper, likely printed circa 1978. The East Kew Baby Health Centre was the first such centre built in the former City of Kew, and one of the first in Victoria. Few photos of the building at the time of its establishment are known. The North Kew Centre was the third established at North Kew. It followed a lease of a house at 50 Willsmere Road. The Peel Street building was designed by Mr Chipperfield. Messrs McIntosh and Taylor were the successful tenderers, the price being 1,240 pounds. The North Kew Baby Health Centre was finally opened on 18 June 1930 in the presence of the mayor, councillors and citizens of Kew, and representatives of the Infant Welfare Council. A report in The Age of 19 June described the opening in detail as well as the features of the new Centre. These included: "The rooms ... filled with flowers, pink and mauve hydrangeas and native heath, and the walls are adorned, with a charming frieze, representing windmills, flocks and a fairy tale goose girl. On the walls are hygiene editions of the funniest of Belloc's "Cautionary Tales" revised as posters, Outside there is promise of a gay garden, and a lovely view of green fields sloping to a shining bend of the river." Kites created by Helen Bushell, Kew resident for many years, and a pioneer of kite-flying world-wide. Kites are hand-made, mainly by Helen, and many were flown in local parks of Kew. They have artistic significance in their representation of Australian indigenous, Chinese, New Guinea and other cultural symbols. Among the documents are poems, books on kite-flying written by Helen Bushell, badges and cards from international conferences, and Australian, British and American patents for kite design. Phyllis Catherine Hore (née Kiss) was born in 1918. A Kew resident from 1949, she was elected to Council in 1972, after several attempts, and served for twenty- three years until her death in 1994. A secondary teacher by profession, Cr Hore represented College and Sackville Wards. While a councillor, she was a resident of High and later Pakington Streets. She served on Council committees and was a delegate to the Kew Elder Citizens Association, the Family and Community Services (FACS) Local Consultative Committee, and the Kew Music Centre Board of Management. During her Mayoral year, she was instrumental in memorialising Vance and Nettie Palmer, significant Kew writers and poets, by unveiling a plaque at the Kew Library in the year of the centenary of their births. In May 1994, the Mayor of Kew, Cr Tom Indovino, named a meeting room at Kew Library, the Phyllis Hore Room in recognition of her service to the City. She is buried in the Heidelberg (Warringal) Cemetery. At the beginning of the 1890s, the Kew businessman and Town Councillor, Henry Kellett, commissioned J.F.C. Farquhar to photograph scenes of Kew. These scenes included panoramas as well as pastoral scenes. The resulting set of twelve photographs was assembled in an album, Kew Where We Live, from which customers could select images for purchase.The preamble to the album describes that the photographs used the ‘argentic bromide’ process, now more commonly known as the gelatine silver process. This form of dry plate photography allowed for the negatives to be kept for weeks before processing, hence its value in landscape photography. The resulting images were considered to be finely grained and everlasting. Evidence of the success of Henry Kellett’s venture can be seen today, in that some of the photographs are held in national collections.It is believed that the Kew Historical Society’s copy of the Kellett album is unique and that the photographs in the book were the first copies taken from the original plates. It is the first and most important series of images produced about Kew. The individual images have proved essential in identifying buildings and places of heritage value in the district.A panoramic photograph of the junction of High Street and Cotham Road. The photographer centres the point-of-view on the Kew Post Office and adjacent Court House. These were designed in the Queen Anne style by the Public Works Department's architect J Harvey and completed in 1888. The complex is important because it demonstrates a departure from the contemporaneously favoured High Victorian Classical to the Queen Anne style in the design of civic buildings. The earlier Jubilee Fountain in front of the Post Office was erected by the Kew Borough Council to commemorate the Golden Jubilee of Queen Victoria in 1887. It was created to a design of the architects Reed, Henderson and Smart. The fountain was later relocated to the Alexandra Gardens to make way for the Kew War Memorial. The tram tracks in High Street were used by the horse tram, which ran from the Victoria Street Bridge to the Boroondara General Cemetery. The Victorian Government's policy was that primary school children should learn to swim.The children of Chatham Primary School were taken by tram to the Kew Baths. The certificate testifies that Gail Norman could swim 25 yards. The Herald Learn to Swim Campaign was founded in 1929. Paper certificate printed in shades of blue and white. The document has the name of the campaign and the promoter at top centre. Other information includes the name of the person to whom the certificate was awarded and the distance swum. The original, very large framed photograph of the ceremony of Unveiling of the Kew War Memorial, by His Excellency the Governor, Earl of Stradbroke KCMG, Sunday 30 August 1925. At the ceremony there were over five thousand in attendance crowding the intersection of High Street and Cotham Road. The voices of the Governor and the Mayor, Councillor Jabez Carnegie were amplified from four loud speakers on the dome of the memorial. A guard of honour from the 39th Battalion C.M.F. was present, together with the First Kew Troop of Boy Scouts.
