The photograph depicts two young men standing atop a prominent outcrop at Lake Sambell, with buildings visible on the further shore. The present day park and reserve occupies the site of the former Rocky Mountain Mining Company, an open-cut sluice mine that began operations in the mid-Nineteenth Century and operated until the early 1900s, through the peak of Victoria’s Gold Rush. It was converted into a park and leisure area in the 1920s. Lake Sambell was formally opened to the public on Friday 5th October 1928 and was opened by the Victorian Government’s Minister of Lands, Mr Bailey, as part of initiatives to boost the economies and development of country towns. The lake was named after Mr L.H. Sambell, a shire engineer and secretary of the Forward Beechworth Committee who was involved in promoting the transformation of the mining site and promoting plantation forestry and tourism as alternative industries. £300 to begin the process was provided by Mr J. McConvill, a former resident of Beechworth, who is remembered in a street name adjacent to the lake. An article in the Ovens and Murray Advertiser on Saturday, 5th May, 1917, gives some insight into issues in the Rocky Mountain Mining Company’s final years. The writer details the 1917 annual meeting of the Rocky Mountain Mining Company, stating that locals present appeared ‘well pleased this important local industry is in such a prosperous condition and that future prospects are so encouraging’. The author describes plans to give workers a bonus as evidence of profit-sharing that would ‘bridge the gulf between capital and labour’. The article concludes, however, with the statement that ‘there is a little arithmetical puzzle in the report in connection with the dredging operations I have been unable to solve.' The photograph is significant as it contributes to knowledge about how Beechworth reinvented itself after the Gold rush period, and more broadly how country towns repurpose and redevelop infrastructure and facilities to meet the present needs of their population. HISTORICAL INFORMATION In an article dated 26 March 1963, the Warrnambool Standard reported: “A cannon which has lain on the ocean floor since the barque, Children, was wrecked at Childer’s Cove on January 15, 1839, was raised by three Warrnambool skindivers at the week-end…The cannon, weighing about 750 lb. and 4-ft. 6-in. in length…is in excellent order considering the length of time it has remained under-water”. No conservation measures were taken at that time, other than chipping off the marine growth with hammers and cold chisels. The minutes for the 4 February 1974 meeting of the Flagstaff Hill Planning Board recorded that “a cannon recovered some time ago was lying in the garden of [one of the three original divers] and that it could be picked up at any time”. Peter Ronald, past Manager and Diver for Flagstaff Hill, notes that the CHILDREN cannon would have been recovered by the other divers around 1964. When the cannon came into care of Flagstaff Hill it was given basic conservation relevant to the time. (At the same meeting the Board was advised of the recovery of an anchor from the wreck of the CHILDREN by Flagstaff Hill divers (Peter Ronald, Colin Goodall and Gary Hayden, and Hank Howey and Andrew Coffee), and its interim relocation in the sea at the end of the Warrnambool Breakwater while awaiting conservation). The CHILDREN was owned by the pioneering Henty family of Portland. She was en route from Launceston to Adelaide, when she foundered in rough conditions at Childers Cove on 14 January 1839. The CHILDREN was a small three-masted barque, only 29 metres long and 254 tons weight, with 14 crew members and 24 passengers (including 9 children) on board. The ship was also carrying an awkwardly ballasted cargo of 1500 sheep, 8 bullocks, 7 horses, 5000 London house bricks, 6 whaling boats, and general trade goods. When the CHILDREN was driven into the limestone stack at the entrance to the cove, the seas smashed her into pieces within half an hour, and 16 lives were lost. The CHILDREN was an all-wooden ship, built in 1825 at Liverpool, and her shipwreck in 1839 is one of colonial Victoria’s earliest and most significant maritime disasters. There is little left to mark the tragedy on the seabed now, apart from some of the house bricks intended for the Henty’s Portland Bay settlement. Despite its poor condition, the CHILDREN’s signal cannon remains an important and interpretable record of her demise, (along with her anchor, the bottom half of her ship’s bell, and portions of a brass porthole - artefacts that are also in the Flagstaff Hill collection). In 2015 the CHILDREN cannon will undergo further conservation. (Conservation Management Plan for Victorian Guns and Cannon, South Western Victoria, May 2008, ref W/F/06) The shipwreck of the CHILDREN is of state significance — Victorian Heritage Register No. S116.A 1.3 metre iron 6pdr cannon recovered from the wreck of the CHILDREN. The shape of the cannon tapers from a thick round breech to a flared muzzle, with an 8 centimetre bore, and two side trunnions for pivoting on a wooden gun carriage. It was recovered from the shipwreck site of the CHILDREN by local divers in 1963. This small muzzle-loading signal cannon is in poor and unrestored condition. The cannon’s upper profile of smooth grey metal casing has corroded off, leaving an extensively oxidised rough red surface of crumbling iron. The bottom half of the cannon remains intact although the outer smooth casing also appears to be separating from the iron core of the barrel. Original grey casting is also missing from the breech and muzzle ends of the cannon. This image provides an additional later modified building view to that of the image of the original single storey building image published on back page of the 1910 MTS Annual Report. According to the Annual Report of 1915 the plans to build a residence on top ( the 2nd storey ) of the Port Melbourne building got the go ahead to commence and opened 1916. Originally designed by architect, Frederick Williams, who built the first brick Mission at Port Melbourne in the 19th C. Walter Butler was commissioned for the second storey.The Port Melbourne building in the image established in the 19th C., still survives. It was a key centre of operations for the Mission prior to the building of the Mission near Australian Wharf in 1907 and prior to the eventual opening of the current "Central Mission" in 1917. NB operations of The Port Melbourne Branch Mission were eventually transferred to the King George V memorial Building, dedicated in December 1937 but demolished in 1995. This map shows the plans by eminent harbour engineer, Sir John Coode in 1879. Construction of the breakwater commenced in 1884 and was completed in 1890. Coode first visited Australia in 1872 when he commenced work with the Melbourne Harbour Trust to report on ways to improve Melbourne Port. He is considered one of the most eminent harbour engineers of the 19th century. His original plans for Warrnambool were revised because of cost but then subsequently found to be inadequate and later extended. This was not successful either and the harbour continues to have silting problems to this day. The Warrnambool Breakwater is of historical importance to Victoria and as this map depicts the original plans, it too has great historical significance. It is also significant with its association with Sir John Coode, who was one of the most important port engineers of the 19th century. He worked to improve ports along the Victorian coast including Portland, Geelong, Port Fairy and Lakes Entrance. While this map demonstrates the engineering skills of the era, it also reflects the limitations when natural elements are involved. Its Historical importance also lies in the depiction of items on the map which relate to Warrnambool’s early history. The port facilities in Warrnambool Bay were in constant use from the first years of Warrnambool’s settlement but there were also difficulties for the shipping trade – a small and unsafe anchorage, the lack of loading facilities and little natural protection from the southerly gales. From the 1870s on there was local agitation for some sort of Breakwater to be built and an Andrew Kerr design was approved by the Warrnambool Council but no funds were made available from the Victorian Government. Throughout the 1870s the building of a Breakwater was a major political issue in the district with preliminary work being funded and started in 1874. In 1879 the Government agreed to a further inspection of the area and an official report. Sir John Coode (1816-1892) was commissioned to make this report. He had come to Australia in 1872 to advise on harbour construction. Coode recommended a 1800 feet long Breakwater and wharf connected to the shore and it was this proposal that the plan described herein and drawn up in 1879 was to accompany. The original plan was eventually modified because of the cost and a Breakwater was completed in 1890 under the direction of the engineer, Arthur Dudley Dobson, with extensions early in the 20th century. This plan is of great interest as it shows in simple graphic form the original plans proposed by Sir John Coode for the Warrnambool Breakwater. It is therefore of great historical importance. The Breakwater was not the maritime success that it was hoped it would be but it is today a significant feature of our foreshore. This is a Plan drawn up in 1879 by Victorian Harbours to accompany Sir John Coode’s Report on the proposed Warrnambool Breakwater. The chart detail is hand-drawn and hand-tinted on canvas with the names of places, geographical and marine features and local points of interest added in print. The edges of the chart are rubbed and the chart is somewhat faded and dirty but the main colours of red, green and brown are still clearly discernible. The title of the plan is printed in an oval inset at the top of the chart. This book is a report on the development of the city of Warrnambool in 1960. There is a very comprehensive study on each of the sections. The population at this time was 15697. This report has social, historical and research significance. It is a comprehensive study of the city as it was in 1960, listing clubs, organisations schools and sporting clubs. It provides information on any development such as the Olympic pool and St Pius X1 school in West Warrnambool and the building of the Pontings store on the Lava St corner. It relates facets of our history which have changed dramatically in the last 60 years with the report on Peter Hand’s tobacconist having 3 vehicles covering the district travelling 4700 miles a month selling cigarettes. These booklets come from the estate of Brue Morris, editor of the Warrnambool Standard from 1946 to 1968. He was an important historian in Warrnambool, writing many historical articles for the Standard newspaper during his editorship and after his retirement. He kept files and other material on many topics related to Warrnambool’s history and Heatherlie was one of these. Heatherlie is a site in Koroit Street Warrnambool occupied by flats for the elderly. The name comes from the name of the original property owned by the Warrnambool furniture maker and seller, E.B. Phillips. Heatherlie Homes is a project established in 1979 under the auspices of the Methodist Church in Warrnambool and today the project is operated by a Uniting Church committee. These two booklets are of historical interest detailing the establishment of Heatherlie Homes in Warrnambool and the history of the property and its buildings in 1981. This book belonged to John William Crawley, Junior who had acquired it in 1910 as a member of the Victorian Institute of Surveyors. John Crawley was an engineer, architect and surveyor in private practice in Warrnambool and also the official engineer of the Shire of Warrnambool from 1896 to 1935. His father, brother and son were also engineers and worked in that capacity for the Shire of Warrnambool or as the Shire Secretary, with the Crawley family members recording a total of 132 years of service to the Shire of Warrnambool which existed from 1863 to 1994. This book is retained as it belonged to John Crawley, the engineer for the Shire of Warrnambool for forty years. This is a hard cover book with a dark brown cover with gold printing on the front cover and spine. The cover is now stained. The book contains an introduction, twenty papers and reports from 1905 to 1910. There are many black and white photographs and fold-out maps and plans. The footbridge which extended from the facility to the landscaped garden and water features is now gone. The footbridge and garden were previously part of a former hat factory in Sherbourne Road Eltham which has in the past been used for various purposes and presently a self storage business. The Karingal Yallock Creek passes through the front of the land and the creek environs are the subject of significant and unusual landscaping works, including some cascading water channels. Some of the landscaping was damaged by the Christmas Day floods of 2011, but the main elements remain intact. The landscaped area (as distinct from the factory itself) is the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The basis of this overlay is a Heritage Report by Graeme Butler and Associates in 2006. As well as an assessment of the landscaped area, it includes one background information on the history of the site (although a complete history would require more research). The site was part of Crown Portion 3 of the Parish of Nillumbik that remained as the Montmorency Farm until early in the twentieth century. The 1911 subdivision of this farm created Lot 7 of some seven acres, which is the site of this factory. The Heritage Report lists the various owners of the site. From the rate records and aerial photos it is concluded that the site was used as an orchard and farmland until the 1940s. William F Crellin, orchardist, owned the site from 1912 to 1923. Then Edmund Williams owned it until 1951. In 1955 the site was owned by Rupert V. Kirsch and this is the name anecdotally associated with the hat factory, where the well-known brand of Fayrefield Hats were manufactured. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway.
