The University of Ballarat was established by the University Act 1993 and came into existence on 1 January 1994. The Act was amended in1997 to provide for the merging of the University with The School of Mines and Industries Ballarat Limited and the Winnera Institute of TAFE, and the establishment of a Technical and Further Education Division in addition to a Higher Education Division. Before the introduction of electricity, lighthouses had a clockwork mechanism that caused the lens to rotate with a light source inside that was either powered by Kerosene or Colza oil. The mechanism consisted of a large weight attached by a cable through the centre of the lighthouse to the top where the cable wrapped around a barrel, drum or wheels that controlled the speed of the lights rotation by a clockwork mechanism. The keeper would crank the clockwork mechanism, which would lift the weight ready for the next cycle similar to an old grandfather clock mechanism. Once the weight lifted to its apex at the bottom of the first landing, the keeper would let it fall, which would pull on the cable, which would, in turn, operate a series of gears activating the rotation of the Fresnel optical lens, which would then rotate to create the lighthouse’s unique light speed of rotation characteristic. Creating a specific characteristic required a way to regulate the speed of the rotation, and was important as sailors could identify a particular light by its speed and time between flashes. The weight had to fall at a certain rate to create the proper rotation speed of the lens and a regulator within the mechanism accomplished this. History: From 1851, Chance Brothers became a major lighthouse engineering company, producing optical components, machinery, and other equipment for lighthouses around the world. James Timmins Chance pioneered placing lighthouse lamps inside a cage surrounded by Fresnel lenses to increase the available light output these cages, are known as optics and they revolutionised lighthouse design. Another important innovation from Chance Brothers was the introduction of rotating optics, allowing adjacent lighthouses to be distinguished from each other by the number of times per revolution the light flashes. The noted English physicist and engineer, John Hopkins invented this system while employed at Chance Brothers. Chance Brothers and Company was a glass works and originally based in Spon Lane, Smethwick, West Midlands England. The company became a leading glass manufacturer and a pioneer of British glass making technology. The Chance family originated in Bromsgrove as farmers and craftsmen before setting up a business in Smethwick near Birmingham in 1824. They took advantage of the skilled workers, canals and many other industrial advances taking place in the West Midlands at the time. Robert Lucas Chance (1782–1865), known as 'Lucas', bought the British Crown Glass Company's works in Spon Lane in 1824. The company specialised in making crown window glass, the company ran into difficulty and its survival was guaranteed in 1832 by investment from Chance's brother, William (1788 – 1856). William owned an iron factoring business in Great Charles Street, Birmingham. After a previous partnership that Lucas had dissolved in 1836, Lucas and William Chance became partners in the business which was renamed, Chance Brothers and Company. Chance Brothers invented many innovative processes and became known as the greatest glass manufacturer in Britain. In 1848 under the supervision of Georges Bontemps, a French glass maker from Choosy-le-Roi, a new plant was set up to manufacture crown and flint glass for lighthouse optics, telescopes and cameras. Bontemps agreed to share his processes that up to then had been secret with the Chance Brothers and stayed in England to collaborate with them for six years. In 1900 a baronetcy was created for James Timmins Chance (1814–1902), a grandson of William Chance, who had started the family business in 1771 with his brother Robert. Roberts grandson, James became head of Chance Brothers until his retirement in 1889 when the company became a public company and its name changed to Chance Brothers & Co. Ltd. Additional information: Lighthouses are equipped with unique light characteristic or flashing pattern that sailors can use to identify specific lighthouses during the night. Lighthouses can achieve distinctive light characteristics in a few different ways. A lighthouse can flash, which is when brief periods of light interrupt longer moments of darkness. The light can occult, which is when brief periods of darkness interrupt longer moments of light. The light can be fixed, which is when the light never goes dark. A lighthouse can use a combination of flashing, oscillating, or being fixed in a variety of combinations and intervals to create individual light characteristics. It is a common misconception that a lighthouse's light source changes the intensity to create a light characteristic. The light source remains constant and the rotating Fresnel lens creates the various changes in appearance. Some Fresnel lenses have "bulls-eye" panels create beams of light that, when rotated between the light and the observer, make the light appear to flash. Conversely, some lenses have metal panels that, when rotated between the light and the observer, make the light appear to go dark. This Dioptric clockwork apparatus used to turn a lighthouse optical lens is very significant as it is integral to a lighthouses operation, we can also look at the social aspect of lighthouses as being traditionally rich with symbolism and conceptual meanings. Lighthouses illustrate social concepts such as danger, risk, adversity, challenge and vigilance but they also offers guidance, salvation and safety. The glowing lamp reminds sailors that security and home are well within reach, they also symbolize the way forward and help in navigating our way through rough waters not just on the oceans of the world but in our personal lives be it financial, personal, business or spiritual in nature. Nothing else speaks of safety and security in the face of adversity and challenge quite the way a lighthouse does. Section IV outlines the subjects offered by the Ballarat School of Mines, including Mathematics taught by John Victor of Grenville College, who had been educated at Trinity College Dublin. Mining and Land Surveying was taught by C.W. Thomas. Mr Croll taught mechanical drawing, followed by Jonathan Robinson of the Union Foundry, and finally S. Keast. It then lists some text books used in the school. Section V mentions the School Council, lack of funds, future directions, mining laboratory. Section VII covers the teaching of chemistry by Joseph Flude. Section VIII outlines the metallurgy classes and the process of assaying. Section IX covers telegraphy taught by Mr Bechervaise Section X describes the examination process at the Ballarat School of Mines. Examiners in mathematics were G.J. Frederick Sleigh Roberts, 1st Earl Roberts was a British Soldier who served in India, Abyssinia and Afghanistan before leading the British Forces to success in the Second Boer War. He became the last Commander-in-Chief of the Forces before the post was abolished in 1904. While in South Africa he was at the Siege of Kimberley, the Battle of Paardeberg, the Battle of Poplar Grove, the Battle of Diamond Hill and the Battle of Bergendal. Roberts received many awards: Victoria Cross (1858-India); Companion of the Order of the Bath (1872-Afghanistan); Knight Commander of the Order of the Bath (1878-Afghanistan);Knight Grand Cross of the Order of the Bath (1880-Afghanistan) and Companion of the Order of the Indian Empire in the same year. He was Commander-in Chief, India in 1885 was advanced to Knight Commander of the Order of India (1887) and then Knight Grand Commander of the Order of the Indian Empire later that year. He became Knight Grand Commander of the Order of the Star of India. The same year he relinquished his Indian command and became Commander-in-Chief of British Forces in 1895 made a Knight of the Order of St Patrick. In 1899 he returned to South Africa to take overall command of British Forces in the Second Boer War. December 1900 Roberts handed over command to Lord Kitchener and returned to England where more honours were awarded. He was made a Knight of the Order of the Garter; created Earl Roberts of Kandahar, Pretoria and Waterford and Viscount St Pierre. He became a Knight of Grace of the Order of St John (1901) and then Knight of Justice of the Order of St John. The Kaiser awarded him the German Order of the Black Eagle and was among the original recipients of the Order of Merit in the 1902 Coronation Honours. Roberts died in 1914. This type of large, brass tap is typical of the plumbing fittings manufactured in the late 19th and early 20th centuries. The tap has encrustations and concretion inside, showing that it had been in the sea for quite some time. The pipe leading to the spout is squashed, nicked and appears to have been sawn or broken off. It could have once been part of the plumbing from a ship, perhaps from one of the boilers used in the kitchen, for bathing or for laundry or cleaning. The name “BEST” on the tap signifies that it could have been made by Robert Best who began his Birmingham brass foundry c. 1840, and even though The information from the donor is that tap was given to her father (1906-1982) who lived in the Warrnambool district. It was likely given by a cray fisherman or diver, who said that the tap came from the Loch Ard shipwreck, wrecked on Mutton Bird Island, east of Port Campbell, Victoria, on 1st June 1878. This could easily be the case but there is no provenance for it. In 1864 an advertisement in the Journal of Gas Lighting, Water Supply, & Sanitary Improvement announces Best and Hobson, late Robert Best, 100 Charlotte Street Birmingham, manufacturers of Chandeliers, Brass and iron fittings, Steam and Water-cocks etc. gas apparatus of every description, Plumber's brass foundry, with works at Birmingham and Great Bridge, Staffordshire. In 1867 Best & Lloyd was formed, after Best and Hobson went into liquidation, manufacturing at the Cambray Works of Wattville Road, Handsworth. It was a light industrial engineering works and one of the owners was Robert Dudley Best’s father. Robert Dudley Best (1892-1984) later took over the business of Best & Lloyd. The company is still in business at Downing Street, Smethwick, Birmingham. In 1878, brass ship furniture and bell fittings stamped “BEST” was made by William Udal & Co., who advertised as manufacturers of BEST cast and stamped brass foundry goods. This large brass tap is typical of industrial tapware of the mid-late 19th ancenturies 20th century. The location of the tap when found is associated with the Warrnambool district and could have easily been from a shipwreck due to the encrustation found inside the tap. Due to its design and manufacturer, the tap is associated with the mid-late 19th and early 20th-century manufacture of plumbing fittings. Tap, brass, heavy-duty, with butterfly handle. The design and style are typical of the plumbing of the late 1800s. Inscription pressed into the handle, within rectangular border "BEST". This book contains the report from the select committee on Castlemaine and Sandhurst water supply; with the proceedings of the committee, minutes of evidence and appendices. It also contains the report Of the Engineer-In-Chief of Railways, and reply of the Chief Engineer of Water Supply on the works constructed by the Victorian Water Supply Department, presented to both houses of parliament by His Excellency’s command. Ferdinand M. Krause, was a lecturer at the Ballarat School of Mines in Geology Mineralogy Mining Engineering and Surveying. He was a Fellow of the Geological Society and a Fellow of the Linnian Society. He was assistant engineer for the Ballaarat and Ballarat East Water Supply Committee and helped plan local reservoirs.A brown cloth hard cover, foolscap book with leather spine. Title is written in black on the title page. "Water Supply Reports" is engraved in gold on spine. It includes a table showing the monthly and yearly rainfall and shade temperature at Ballarat, 2nd February, 1885. It also includes two reports and two replies, a map No.7082.2 of Victorian Water Supply, Castlemaine and Sandhurst district general plan including lines of Aqueduct, Reservoirs. No. 7082.3 of Victorian Mining districts, Mining Divisions and The Gold Fields in 1866 - includes districts to be supplied under the Waterworks Act, 1965. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. This black and white photograph is estimated to have been taken c1900 inside the Burke Museum. Several objects part of the museum collection at the time can be seen, with a high number of Asian influence objects visible; potentially Chinese in origin, as several Chinese villages were located around Beechworth and across Spring Creek, from the mid 1800s. The Burke Museum is part of the Precinct of Beechworth, which was established upon the discovery of gold in 1852. Originally built as the Beechworth Athenaeum in 1857, the museum was later renamed to the Robert O'Hara Burke Memorial Museum, more commonly known as the Burke Museum, in honour of the famous explorer and former Beechworth Superintendent of Police, Robert O'Hara Burke, after his death in 1861 at Coopers Creek during the famed ill-fated Burke and Wills expedition.This photograph is contextually, historically and socially significant due to its connection to both the Burke Museum and Chinese culture in and around Beechworth during the mid-1800s through to 1900s. Around 4700 people of Chinese heritage lived at the Ovens goldfield by April of 1857, representing one-quarter of the entire population at the time. The object holds strong representativeness to the history of the Burke Museum and to the objects in its collection. Its interpretive capacity could be supported and enhanced with other photographs and objects in the collection. This photograph is recorded as depicting a street of shops and London houses at Burke Museum in the 1990s. It features an indoor recreated historical streetscape of the 19th century. Within the shop window recreation are objects on display, including hats. The Street of Shops exhibition is still on display at Burke Museum and features objects collected in 1979 through the community by Roy Harvey (also author of Background to Beechworth from 1852), to provide insight into eras of the past. This exhibit displays a collection of over 30,000 items, many dating back over 150 years. This photograph depicts the entrance to the Burke Museum in Beechworth, most likely in 1980. The building was originally established as the Beechworth Athenaeum in 1857 to provide a lecture hall and reading room at the peak of the gold rush. In 1859, it became the Beechworth Public Library, which is why the writing embossed above the main entry says 'Library' rather than 'Museum'. The building was turned into a museum and renamed the Robert O'Hara Burke Memorial Museum in 1863 in honour of Robert O'Hara Burke, former Police Superindendent of Beechworth who died in 1861 on the Burke and Wills expedition. The Burke Museum has been in almost continual operation since that time. In the 1970s, the building underwent renovations to create several verandas, though the main façade visible in this photograph remained as it was when originally built. The Burke Museum currently contains over 30,000 individual objects, including the Gold Rush era items and the Ned Kelly collection advertised on the a-frame in the photograph. The photograph itself is also part of the Burke Museum collection.The Burke Museum itself is very significant to Victorian history. It is on both the Victorian Heritage Register and is part of the National Trust due to its relevance to the history of the Gold Rush period, its architectural features, and its significant collection. As Australia’s oldest regional museum, the building used for the Burke Museum was originally built as the Beechworth Athenaeum, and was later dedicated as a museum in memorial to the explorer Robert O’Hara Burke, who died on the Burke and Wills expeditions in 1861. The Burke and Wills exhibitions were a significant colonial event that was memorialised in paintings, buildings, monuments, and statues. The photograph has historical significance, connecting with various themes such as exploring, establishing pathways, and significant colonial events or persons. The photograph depicts the frontage of the Burke Museum, which was dedicated as a memorial to the explorer Robert O’Hara Burke, who died on the Burke and Wills expeditions in 1861. Described as quick-tempered yet generous, Burke later joined an expedition to explore the interior of the Victorian colony, which was later termed the Burke and Wills expeditions. While the expeditions generated a significant amount of interest, the objectives of the Burke and Wills expeditions were hazy, as was its planned route, leading to disaster on the trip as group infighting, poor provisions, and a lack of clear instructions ultimately resulted in Burke’s death.
