The label explains the link to Brighton Grammar Junior School was fostered by the late L/ Tom Bell, although not a past pupil he endeared himself to the school that on his death shortly after the 1989 badge appeal the students planted a tree in his honour at a special memorial service. For many years the boys from Brighton Grammar Junior School raised money from the sale of Legacy badges and the President would present them with a plaque of appreciation. Between 1991and 1995 the boys have raised in excess of $16,000. Photos were in a scrapbook of photos spanning 1983 to 1991. George MacKenzie was the incoming president to replace Geoff Ward. Ron Barassi promoted the 2004 Badge Appeal which achieved a record figure of $411,500. He had included a trip to Werribee Park Zoo and was photographed with the lions (see item 00. Up to the 1980s the annual report would usually contain pages containing the Presidents report and photos of significant events of the year. Between 1987 and 1990 these were published in a separate document called 'Highlights from the Annual Report'. This could be used in promoting Legacy in different ways, without all the financial information normally held in an annual report. In following years it became called 'Report from the President' then 'Highlights from the President' in 2004, before becoming 'Melbourne Legacy Highlights' which was published twice a year from 2007. It was eventually renamed, 'The Torch, Melbourne Legacy Highlights' in 2012. 'The Torch' is still published twice a year. The Committee members were(Chairman): I.W. Anderson, E. Cohen, A.N. Kemsley, L.D. King, J.M. Poulton, R.L. Simmons The Committee notes that its recommendations would probably be resisted by some Legatees but were necessary to meet the changing needs of dependants. They highlighted cancelling the supply of firewood, cessation in 1978 of the Badge Day appeal in Melbourne and the special Christmas promotion, and the Christmas Garden Party at Government House. Boys and Girls classes to be phased out, and Blamey House and Stanhope residences to be closed in 1979-80, with dental care to cease in 1980. When this winter appeal badge was produced the Australian... this winter appeal badge was produced the Australian economy ...When this winter appeal badge was produced the Australian economy was in recession (financial down turn) and the ability of some of the unemployed sectors of the community required but could not purchase warm clothes. The Australian recessions of 1945 and 1961 left their mark on the economy and accounted for a long and slow recovery in the 1960's and 1970's. The Red Cross was one of a few benevolent agencies/organisations that provided those more affluent in society to donate money to these types of appeals for financial donations. the money collected was used in obtaining warm close for those in need.In the Kiewa Valley the lingering recessional consequences (high interest rates, slowdown in Australian manufacturing) had an effect upon those whose produce was consumed by large towns and cities. The manufacturing industries including textile and clothing industries were feeling the start of the invasion of cheaper imports. Unemployment was beginning to be an ongoing major political and social issue. The need for support for the financial strapped city and country towns was on the increase and this Red Cross Badge (Winter Appeal) was one of several appeals to help those financially disenfranchised families to overcome the severe clothing shortages in both country and city environments.This badge has an enamel front with red and blue lettering and the circumference is marked to represent a 'life ring, life buoy, life belt' which has all of the red lettering with in its boundary. The fastening mechanism is a "stick" pin made from mild steel (fashioned as a semi circular spring contained within the back rim of the badge. The "stick" protrudes beyond the badge allowing it to be fastened onto clothing.At the top of the badge and in red print "RED CROSS" and at the bottom "WINTER APPEAL" with a"1/-" (one shilling coin - modern equivalent to 10 cents). The Australian Red Cross was founded as a branch of the British Red Cross in Melbourne in 1914. This badge was sold at a local fete to raise funds for improvements to the Panmure Hall. Panmure is a small town on the Princes Highway 22 kilometres north east of Warrnambool. In 1933 the population of Panmure was 273. The Panmure Hall still serves the community.This badge is of interest as an example of a local community effort to raise funds for local communities.Circular badge with cream background surrounded by a green rim.
