Councillor William Plummer Francis (1865-1941) was Mayor of Brighton in 1911 and 1918. Born in 1865 Geelong, he was originally worked as a miner, then at Melbourne Tramway Company before becoming a greengrocer with stores in Middle Brighton and Sandringham. He became a member of the Brighton Council in 1906, elected Mayor in 1911 and then again in 1918. Alan Marshall (1902-1984) was an Australian writer, storyteller, social documenter and author of 'I Can Jump Puddles'. He lived for many years in Sandringham. This work was commissioned by Sandringham Council and unveiled in May 1985 at the opening of the new Sandringham library.George Luke, Alan Marshall 1985, bronze. The Melbourne and Metropolitan Board of Works (now Melbourne Water) was established in 1891. From that time, as part of their work laying water and sewerage connections, they created detailed plans of houses and other buildings in the Melbourne metropolitan area. In 1956 it acquired powers to construct and maintain highways and bridges, protect and improve the foreshores and create and maintain parks within the metropolitan region. Alan Marshall (1902-1984) was an Australian writer, story teller, social documenter and author of 'I Can Jump Puddles'. For many years, Marshall lived in Sandringham. A bronze bust dedicated to him stands outside the Sandringham Library in Waltham Street.
