Local government for the area began on 28th May 1860 when the BRAYBROOK ROAD BOARD DISTRICT was proclaimed, however this authority was soon superseded on 23rd January 1871 when the SHIRE OF BRAYBROOK came into existence. The Shire of Braybrook continued as the local government authority for the district until the CITY OF SUNSHINE was proclaimed in 1951. This Honour Board was unveiled on Monday 18th March 1940 at 8:30 p.m., and was hung in the Council Chamber, at the Shire of Braybrook Hall, Sunshine.The Honour Board is a historical record of the people who served as heads of local government in the district from 1860 to 1950.Large brown stained wooden structure comprised of two board sections positioned side by side to make one display board. Front page features the extensive work that would be undertaken for the restoration. A time line beginning 1851, gold discovered in Bendigo. 1854 German-born W. C. Vahland arrived in the colony. 1855 Town of Sandhurst (Bendigo) became a municipality. 1856 First Town Hall was a small timber building on View point. 1857 Vahland sets up his architectural practice with Robert Getzschmann. 1859 A new, two-storey Italianate Town hall designed by George Fletcher, Town Surveyor, was built. 1866-77 Two-storey extension added to the north of the building to house the council chamber. 1871-72 Addition of the Corn Exchange comprising two storeys and a basement to the north of the building. 1878-87 Major remodelling of the exterior and interior carried out to the designs of architect W. C. Vahland. The work comprised major extensions and the addition of three towers and mansard roof, reconstruction of the main stair, decorative plasterwork by Otto Waschatz (decorated Royal palace, Copenhagen), and council chamber painted by W. J. Straugher. 1902 Painting of the main hall by Coulter and Smith of Bendigo. 1913-15 Remodelling of offices. 1926 Replacement of main Hargreaves Street hall entrance, foyer and balcony with stage. 2000 Restoration works to the Town hall commence. The victory became an international benchmark in the history of the labour movement. This is the oldest building on campus and was constructed of Tasmanian freestone between 1854 and 1857 to the design of architect Francis M. White. For many years the building was used as the University's Administrative centre, library, lecture rooms and professional residences. The east and west wings were extended in 1930 to the design of J.S. Gawler. The quadrangle was completed in 1969 with the addition of the southern wing which contains the University Council Chamber designed by R.E. The building opened in 1972 ...The Kew Civic Centre (A K Lines, MacFarlane & Marshall, 1972) was built next to the Kew Civic Hall (A C Leith & Bartlett, 1960) on the site of the former mansion Ordsall (later renamed South Esk). Whereas the entrance to the Civic Hall was positioned off Civic Drive, the main entrance to the Civic Centre faced Cotham Road, as shown in the undated perspective drawing of the proposed building. The Civic Hall was used for public functions and performances, while the Civic Centre was used for civic offices. It also contained the Council Chamber. The building opened in 1972, following the relocation of the councillors and council officers from the former Town Hall in Walpole Street (now a Woolworth's supermarket). Following the amalgamation of the former City of Kew into the City of Boroondara in 1994, the Civic Centre was sold to Trinity Grammar School. The exterior of the Centre has been modified by Trinity Grammar.A report for Heritage Victoria (date) describes how two architectural firms dominated the designs for new civic buildings in Victoria during the post war period. The report claims that: "An interesting sub-theme in the erection of post-war municipal offices in Victoria is that a considerable proportion were designed by the same three or four Melbourne-based architectural firms, who established themselves as the leading specialists in this type of work. The two most prolific firms in this regard were A K Lines, MacFarlane & Marshall, and A C Leith & Bartlett; both, in fact, had made names for themselves as designers of local government offices prior to the Second World War. Lines' office, for example had designed the Eltham Shire Offices in 1941, while Leith's firm had been responsible for the celebrated Heidelberg Town Hall in 1937). Both practices parleyed this early experience into a lucrative post-war career, designing numerous municipals offices well into the 1970s." The perspective drawing importantly captures the original design and function of the exterior of the building and its public entrance.Hand-coloured perspective sketch of the new Kew Civic Centre, completed in 1972 to designs by A K Lines, MacFarlane & Marshall; and located on the corner of Charles Street and Cotham Road, Kew. The sketch represents the front elevation of the building and its relation to the preexisting Kew Civic Hall at right. ... was preferred and this axially planned design with central council... and this axially planned design with central council chamber and side ...From the Victorian Heritage Register: The foundation stone of the original Portland Town Hall was laid by William Learmonth on 21st September, 1863 following a competition and subsequent public controversy over the permitted entry of architect John Barrow. The conservative classical design of municipal surveyor Alexander Ross was preferred and this axially planned design with central council chamber and side offices fronted by a fine axed pedimented gable entablature of basalt and Tuscan Doric pilasters was completed by 24th may 1864. The old Town Hall is one of a distinguished group of public buildings in Portland and an interesting example of conservative classical architecture of the first years of settlement in western Victoria. The basalt structure was partially erected of stone from the Portland stockade and has significant historical associations with local Government administration in the district. The Town Hall is the most impressive work of Alexander Ross, a surveyor architect whose career remains largely undocumented. The old Town Hall at Portland has been discreetly extended at the rear to provide additional meeting room accommodation. A council chamber was added in 1866 and a hall for the trading ...Parry Collection In 2003, the Bendigo Town Hall was returned to its 19th-century splendour after an extensive restoration and renovation program including plasterworks, murals and gold leaf worked by artists and artisans. The original Bendigo Town Hall was designed in 1859 by Bendigo's town clerk, George Avery Fletcher. A council chamber was added in 1866 and a hall for the trading of grain, known as the Corn Exchange, was added in 1871-72. Although the architecture of the additional buildings adhered to that of the original building, the completed building was unpopular with both the citizens and council of the era. In a series of major works from 1878 to 1902 the Bendigo Town Hall was transformed by the architect William Vahland who was given the task of converting the hall into something worthy of Bendigo's leading position as the "City of Gold".[2] His work included extensive new offices, enlargement of the main hall and council chambers, the introduction of an interior decorative scheme, a clock tower and mansard roof. The exterior facades were also remodelled in the classical style. Vahland commissioned Otto Waschatz, who had just decorated the Royal Palace in Copenhagen, Denmark, to design the hall's interior which featured decorative plaster adorned with 22-carat gold leaf, reflecting the opulence of the "city built on gold". After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the facade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. In 1969 plans for a civic centre providing a library, theatre and senior citizens’ rooms. It was opened on 22 April 1971. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. McLellan and family donated a Chain of Office to the Shire of Eltham to be worn by the Shire President on formal occasions. With the amalgamation of councils in 1994 this was transferred to the Shire of Nillumbik to be used during the mayoral year. Eltham had a Shire President whereas Nillumbik has a Mayor. Many municipalities have a collar or chain of office for ceremonial purposes. Traditionally these symbolise or denote the formal leadership role of office. This chain is part of the Visual Art Collection held by Nillumbik Shire Council and is now on display in the Council Chamber area in the Civic Centre at Greensborough. Matcham Skipper and Myra Skipper were commissioned by the McClellan family to create the gold-plated silver chain shown being worn by Eltham Shire President Peter Graham in 1990, with Bob McLellan and Matcham Skipper (centre). The portico at the front is designed with a flat ...Graham Masters is a potter based at Sweenies Creek, just outside Bendigo, Victoria who specialises in a patented technique of low relief stoneware depicting Australian animals and landscapes. He obtained a Diploma of Art and Design in Ceramics from the Bendigo Institute of Technology in 1973, then operated a pottery for a year in Bendigo, before becoming an employee, then a partner at Maldon Pottery, Victoria with Neville Wilson and Thomas Metcalf. He left Maldon to set up his own pottery at Sweenies Creek in 1984. (1.) (Judith Pearce). Built in 1869, the (former) Strathfieldsaye Shire Hall is one of The City of Bendigo's earliest surviving public buildings. Designed by George Steane and built by George Pallett in 1869 the Strathfieldsaye Shire Hall has aesthetic significance as a purpose built Shire Hall designed in the Free Classical manner. It is also of importance as an early example of the novel system of cavity wall construction. The building is largely intact and unaltered. Other important elements include the arched portico of the main entrance with brick arched features on either side; the brick quoining and dressings to the round arch windows; the three gabled roof; and the matching chimneys that reinforce the symmetrical design. The Hall has social significance as a temporary schooling facility in the 1870s and as a flood refuge in 1889. The Strathfieldsaye Shire Hall is a brick building designed in the Free Classical manner. This style was favoured by the Public Works Department for a number of public buildings including Shire Halls and courthouses. The form includes a central taller volume flanked by matching smaller gables. In the case of the Shire Hall these would be occupied by the Shire Secretary and Shire Engineer whilst the larger volume was the council chamber. The portico at the front is designed with a flat arch in the centre and matching smaller arches each side. The face red brick is unadorned apart from a plain string course at the roof springing point, brick quoining and dressings to the round arch windows. There are matching chimneys that are located to reinforce the symmetrical design and the original roof is believed to have been slate but is now corrugated iron. Rim decorated with slab rolled gum trees protruding on centre left and right sides of plater. which reflect the low relief image of trees and the Strathfieldsaye Shire Hall on the surface of the plate. Page 2 of the 3 April report; the acting assistant manager of the SEC advised that the tramway was unsafe, deaths due to collisions with trams, costs of refurbishing the tracks and tramcars and employment issues. Evidence was also given by the Mayor of Ballarat, Cr. Nicholson, Ballarat Town Clerk Mr Maddern, Barry Wilkins, H A Davis local bus operators. The Board considered whether the existing services could be replaced by private operators, or a publicly operated service, including the cost of operators. Also submissions from Mr O'Shea of the ATOMEA, Ballarat Trams and Labor Council, and Chamber of Manufacturers. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. This plaque has been attached to a Warrnambool installation in 1933. It is not known to which site this refers but it may have been the Warrnambool Information Pavilion which was erected outside the old Warrnambool City Council Chambers. There have been many Warrnambool Chambers of Commerce over the years. These were established by Warrnambool businessmen and women to promote the interests of the town/city and to encourage the development of local industry and the tourism trade. This plaque is of great local interest but unfortunately does not have a clear provenance.This is a small brass plaque.
