Junction Dam is a reinforced slab and buttress type construction and was commenced in February, 1940 by Lewis Construction Company. Stiff leg derricks were erected at appropriate locations at the site of the dam and used for the disposal of excavated material and the placing of concrete. A rock crushing and screening plant was established at a site a short distance upstream from the dam site and concrete was supplied from a central mixing plant placed close to the upstream toe of the structure. The SEC took over the construction in April 1942 and the dam wall was completed in March, 1944. Bogong township was commenced in early 1940 with the construction of a workmen's camp housing 96 men, (known as Junction camp). Construction of housing for families commenced shortly after. The Royal Antediluvian Order of Buffaloes is an organisation that started in 1822 in the United Kingdom. It aids members, their families, dependents of former members and other charitable organisations. Membership is open to all males over the age of 18 years. The R.A.O.B. had lodges in the Kiewa Valley including Rocky Valley, Kiewa and in Tawonga as well as in nearby towns indicating that it was a popular organisation at the time. Helen Isobel Janet Mack was born to parents Gilbert Bailee Nicol and Lizzie (or Lillie) Mary Nicol (nee Jellie) at Woodford, Victoria or Rose Hill Warrong, in approx. 1895. Her mother's parents were James and Sarah Jane Jellie (nee Bower) Her father's parents were Gilbert and Jane Boili Nicol (nee Jelllie) She lived her life here at least until her first marriage. She firstly married a Mr LIndsay and they had two daughters - Helen and Jane. They were later divorced. On 16th February 1935, Helen married Ronald William Mack (a pioneering family of Warrnambool) at the Registry Office in Collins St. Melbourne. They had a son James. It appears Helen lived at 52 Banyan St, including while her husband was absent, until her death. Her husband Ronald William Mack was born in Warrnambool in 1904. He joined the Australian Imperial Forces and was based in the Middle East during some of WW11 and returned to Warrnambool in approx 1943 due to injury. He was involved in the community, and politics and was elected to the Legislative Council in 1955. Janet died on 10th April, 1957, aged 55 years, her funeral leaving Christ Church on April 11th. Her husband had erected in Christ Church, a Memorial Stained Glass window in her memory. Her husband was eventually Knighted (in 1967) while he was Minister for Health of which his main focus was on the mentally ill and the aged. He was then Sir Ronald William Mack. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Nurse Sarah Procter stretched the limits by enlisted on 12 August, 1915 at 45 years of age, the maximum acceptable age. A sister, Mrs J H Treloar (Amelia) in Hamilton was given as next of kin. Her Attestation shows she had 13 years nursing experience, having earned her Certificate at Stawell Hospital, served for one year with the Women's Hospital with the balance with private amenities. The Embarkation Roll lists her residential address simply as Brunswick - there is no Attestation or other material surviving to suggest a more specific address. She embarked from Melbourne on board RMS Morea on 24 August, 1915 and like many the served in Egypt in 1915, her record is a little hazy, but it appears at in January, 1916 after serving with No. 2 AGH, she was promoted to Nursing Sister and returned on HMAT Ulysses transporting wounded back to Australia. Nurse Procter embarked again on 4 April, 1916 to re-join her unit. She arrived in England 30 December after further service at Alexandria and was initially assigned to No. 2 A.A.H, then at Southall, She was transferred just a few weeks later to No. 1 AAH at Barefield where she remained until February, 1918. She proceeded to join No.5 AGH at Rouen, France in May, 1918; she returned to England on 23 November, 1918 after spending a month off duty with general debility and on return was admitted to South Kensington hospital with rheumatism. She was released around a fortnight later and at the same time promoted to the rank of Sister. Perhaps because of her age, she embarked for Australia soon afterwards and was assigned to No. 11 AGH at Caulfield from 9 February, 1919 until her appointment was terminated on 3 May. Born Stawell, Protestant, Sarah Jane Procter died at 75 years of age in a private hospital in St. Kilda, on 6 July, 1945 as the result of an accident and was interred in Eltham Cemetery. Her National Archives are held as Procter, AWM files as Proctor, the former is correct. (Brian Membery for Wikinorthia) Sarah Jane Procter never married and served in WW1. She enlisted at 45, but said she was only 40 on the enlistment papers. Sarah is buried in CE Monumental Section Grave 182. She was born in Stawell in 1869 and died accidentally in Heidelberg 1945. He was a native of Northumberland and the Scottish Borders who arrived in Melbourne in 1847. The house on the top of the mound would have been built not long after he bought the land; the farm was named "Greenhills". He married Elizabeth Wilson, daughter of John Wilson who had been in Diamond Creek since about 1846. Their first child was born in 1854 so there would be some form of dwelling from about that time. They had eight children who all survived to a good age. His will describes the house as part stone and part wood and of four rooms. Nillumbik Historical Society (NHS) believe it was one of the earliest if not the earliest house, in this part of the district. The remains of the stone house foundations are on top of the mound (photos on the VHD page) and the barn walls are on the north and to the east side of the mound. NHS is not sure how much or which part of the surrounding area was covered by the barns but they were large enough to hold dances after the race meetings that were held in the late 1880's on the adjacent creek flats. It would make sense with the lay of the land that they covered some of the ground to the north and east and used for farm storage, packing sheds for their apple and pear orchards and also for supporting the Nillumbik Gold Mine the family worked to the north up the gully. The path that comes down the gully and runs into the trail goes past the mine site which was on the west side of the gully a couple of hundred metres up from the flats. Date estimated to be circa 1912 based on the style of printing on the reverse of the card - Kodak Austral paper for real photo postcards, the paper was manufactured c.1908-1914 (See also POSTCARDS ON KODAK PAPER - IS IT POSSIBLE TO "DATE" THEM? http://tps.org.au/bb/viewtopic.php?t=115) Brougham Street was created in Josiah Holloway's 1851 subdivision of Little Eltham. It was one of several east-west streets shown on the subdivision plan as crossing the Diamond Creek. The western part was named Wellington Street on the subdivision plan but was later changed to conform with the name of the eastern part as acknowledgement of the continuity of the street. It is not known when the first bridge was constructed in Brougham Street however it was certainly mentioned at Council’s meeting of 2 June 1884 as being in a dangerous state of repair. This photo (c.1895) of an old bridge shows a very low-level simple log girder bridge crossing the creek at a right angle and so the approaches involved bends in the road alignment. This bridge was generally known as Kaylocks Bridge or Kaylock’s Crossing after the owner of the adjoining land. It was most likely built from around the mid-1850s, or a crossing of some fashion established as Richard George Kaylock, butcher of Little Eltham and his wife Emily Ann settled there in 1854. His property was in Wellington Street (now Brougham Street) and apparently extended across the Diamond Creek. The land on the western side of the creek was farmed, the house being on the eastern side. Kaylock's Bridge formed part of the original coach road to Eltham and in 1922 was described as an "old rustic bridge". Its low level and insubstantial construction made it susceptible to flood damage, necessitating frequent closures until repairs could be carried out. In September 1922, Council called for tenders for a new timber bridge to be constructed at Kaylock’s crossing. An engineering assessment carried out for the Council by Macleod Consulting at the time of the replacement suggested that the construction details indicate that it was in the 1900s, however this dating could possibly have been the result of numerous repairs undertaken over the years to flood damage. The tender was awarded to Mr Weller of Kangaroo Ground who commenced work in February 1923 on a higher-level timber trestle bridge. Work was slowed due to illness of the contractor and the accidental death of a man in March 1923 following the collapse of the bank after he had jumped into a hole that had just been blasted. The bridge was completed around July 1923 at which point the old structure was pulled up, marking what was described in the ‘Advertiser’ newspaper as the passing of an old and well-loved landmark in the district. In April 1924 the approach to Kaylocks bridge was washed away during the heavy flooding that destroyed the Main Road bridge. The western side was repaired, and an extra span was added to the eastern side using timber from the destroyed Main Road bridge. The bridge was again severely damaged four months later in August 1924 When a lack of finances delayed repairs to the Bridge Street bridge in 1931 (also referred to as Obelisk Bridge at the time), traffic had to detour via Brougham Street for some time. Local residents feared that the Bridge Street bridge might never reopen. Kaylocks Bridge was constantly subject to damage by floods. In the 1934 flood it was submerged by two feet of water. In more recent times the bridge was again severely damaged by flooding and repairs made. The river here has been in flood twice and people who lived along its banks had to move. I believe the Eltham PS is greatly improved. Betty says I shall get lost there now. On Tuesday last. Miss Sweeney (a member of an old and respected Eltham family), who recently resigned her position as assistant teacher at the Eltham State School to marry Mr. W. Hooley, of Casterton, was presented with a handsome gold wristlet watch. The headmaster, Mr. Dudtield, in making the presentation on behalf of the school committee, parents, and children paid a high tribute to the excellent work done by Miss Sweeney during her connection with the school, and in asking her acceptance of the present, expressed on behalf of all the fullest measure of happiness to Miss Sweeney in her married life. On Thursday evening, a social evening was tendered to Miss Sweeney, at Mrs. T. Jewell's residence Main street, by the choir and parishioners of St. Mary's Church, Eltham, where Miss Sweeney has for some years acted as choir mistress. Mr. Harold Cox, in handing her a handsome gold and oak silver salad bowl and service, expressed the heartiest good wishes to one who had not only labored so strenuously in organising the choir, but had been always foremost in promoting church and public movements in the community. Congratulatory addresses were also contributed by the Rev. F. Norris and Mr. W. P. McMahon. Miss Sweeney sincerely thanked the donors for their beautiful present, and the speakers for the many kind things said in her regard. She felt very much severing her connection with Eltham. She would carry away many happy-. recollections of her old home, and the kindly people of the town. She hoped after some years to return to Eltham. permanently. (Applause.) On Saturday morning. the marriage ceremony was performed at St. Mary's in the presence of a large number of friends. During the nuptial Mass, celebrated by the Rev. F. Parker. Hooley (nee Miss Ellen Sweeney) a very dear and capable teacher at State Schools in Eltham and other districts, including the Western District. The deceased was one of Nature's ladies, and was a native of Eltham having been born in the historic home, Culla Hill, one of the first settlements on the Yarra. She passed peacefully away on Anzac Day, April 26. The. funeral was the largest and most impressive ever seen in Eltham, and left St. Mary's Church after a requiem mass conducted by Rev. Father Morrison and Father Hollis. The pall bearers were mostly girlhood friends. Deceased leaves a husband, two brothers, Mr. Tom Sweeney of Kew, and Mr. Frank Sweeney of Western Australia and sisters (Mrs. Lane, of W.A., and Mrs. M. Carringham, of Dalton St, Eltham.) POSTCARD 1905-1940s Like the carte-de-visite, postcards enjoyed a collecting craze by large numbers of people, and were often kept in albums through which the interested visitor could browse. Postcards were posted or exchanged in huge numbers. Postal authorities in Australia only allowed the private printing of postcards from 1898. At this time the back of the card was reserved for the address and postage stamp, and the front was used for the message and a picture. In 1902 British authorities allowed a "divided back", so that the left side could be used for the message, the right side for the address and stamp, and the whole of the front was devoted to the picture. Promoted to Sergeant 1 Nov 1915. Disembarked Suez 7 Feb 1916 Admitted to 32nd Stat. Hospital in France 21 July 1916 with a gunshot wound to the left arm. According to daughter-in-law, Janet Evans, on 19 July 1916, in the battle near Pozieres on the Somme, he was hit by a German high explosive shell and was unconscious and badly wounded. His left arm was shattered, and he had a bullet wound on his leg. Embarked at Boulogne on H.S. Cambria for Middlesex War Hospital, England 24 July 1916. Evans returned to Australia and was discharged medically unfit, 7 April 1917. After months in the Caulfield Hospital his arm could not be saved, and it was amputated 18 July 1917. On July 6, 1918, Tyrrell George Granville Evans married Mary Pitt Withers at Eltham, daughter of artist Walter Herbert Withers (deceased) and wife Fanny (nee Flinn). They had three children, Mary Roberta Evans born February 8, 1921, at Balwyn and twins Shirley and Joyce born June 10, 1922. Mary died 17 days later, June 27, 1922, at Balwyn. Tyrrell had to cope with three children under three years old and a missing left arm. He had been lefthanded before his war injuries. He had help from the family, especially his sister. On August 1, 1924, Tyrrell George Granville Evans married Marian Frances Wilcox and they had two children: Barbara Marian, born 27 July 1925 and Tyrrell Granville, born 3 July 1928. The children were all brought up together in Glen Iris. Tyrrell became renowned as a one-armed golfer and tennis player. He was Senior Vice-President of the Lawn Tennis Association of Victoria and was on the committee of the Metropolitan Golf Club. At the time of his retirement, he was General Manager of the Colonial Meat Company. Tyrrell died September 3, 1962 and was succeeded by sixteen grandchildren. The Shire of Eltham Historical Society undertook significant research in conjunction with Alan Marshall locating material at various institutions and other societies; interviewing longer term residents and a public campaign through the local press to acquire photographic material for duplication and use in the book. Gwendoline (Gwenda) Grace Watson Davies, only daughter of Mr. William Watson Davies and Mrs. Grace Davies (nee Hayes) of Arthur Street, Eltham was born in Newport, 18 February 1908. Gwenda grew up in Arthur Street and when she left school she was employed as an officer at the State Bank of Victoria, Chief Accountants Department, Head Office, Elizabeth Street, Melbourne. During 1933-1934 in her early to mid-twenties, Gwenda wrote a series of poems which were captured in three books: one a leather bound three-ring binder with personalised gold embossing on the cover and two paper booklets held together by pink ribbon. These poems are a reflection of her childhood days, home, her mother, her environment, pioneering days and other miscellaneous subjects including one example titled “EIGHTEEN YEARS TO-DAY”, an homage to the brave men of Gallipoli. On October 20, 1937 after ten years of service, Gwenda submitted her letter of resignation effective November 26th as she was to be married in the near future to Fred Jones. Frederick Geoffrey Jones, born 7 January 1911, third son of Mr. and Mrs. W. Jones of Napoleon Street, Eltham, married Gwenda at the Eltham Methodist Church on 27 November 1937. They made their home at ‘Llangollen’, Arthur Street, Eltham, a new house Fred had constructed earlier that year opposite the Shire Offices. Their residence was recorded in the Electoral Rolls from 1963-1980 as 6 Arthur Street, Eltham which was situated on the corner of Arthur Street and present-day Commercial Place. In the 1970s their home was sold and demolished to make way for the new shops. They built a new home at the top of the hill in Bible Street. In the Electoral Rolls for 1943-1980, Frederick’s occupation was recorded as a Plumber’s Assistant. Fred was also a long-standing member of the Eltham Cemetery Trust. He was first appointed 26 April 1944 and resigned 17 July 1957 to be appointed to the Warringal and Eltham Joint Trust where he served till February 1980. He then re-joined the Eltham Cemetery Trust and served a further 14 years till his resignation on 24 August 1994. In total, Fred represented the interests of Eltham Cemetery for 50 years (1944-1994). Gwenda and Fred were blessed with a son, Frederick William Jones in March 1942. Sadly, Frederick only lived two days and was buried at Eltham Cemetery on March 11. It is not known whether his grave is marked. A second son, Geoffrey Morris Jones arrived 25 November 1944 but he sadly contracted polio as a child. A fall down the front steps of Fred and Gwenda’s new home in Bible Street culminated in Geoff’s death from a heart attack whilst in transit to the Austin Hospital on February 6, 1979, at age 34. He was also interred in the Eltham Cemetery. Geoff was posthumously awarded the British Empire Medal for his services to fire safety at the CFA. A small man, handicapped from his childhood polio, he had figured prominently in the area as an active Apex member and as group officer for the 13 local brigades in the CFA Lower Yarra Group. His work for the CFA, all voluntary, included writing a fire-fighting manual and the innovation of aerial fire spotting and weekly fire reports. Gwendoline and Fred were presented with Geoff’s B.EM. award at Government House. Four years later on the anniversary of Geoff’s death, Gwenda could not sleep and collapsed in the hallway at home from a heart attack, 6 February 1983 at age 74. She was interred with her son Geoff, at Eltham Cemetery on February 9th. Fred died 31 July 1997 at age 86 and was also interred at Eltham Cemetery. A memorial plaque to Gwenda, Fred and Geoff lies within the lawn cemetery at Eltham Cemetery. In February 2022 Gwenda’s book of Poems along with a copy of her letter of resignation from the State Bank of Victoria and a news clipping about the Autumn Show held in the Public Hall at Eltham (opposite her home with Fred) in which Gwenda is listed as having entered Cream Puffs and a Swiss Roll into the Cooking section, were donated to the St Vincent’s de Paul Society in Bega, N.S.W.. A dedicated volunteer there researched their origins and desirous for these items to return ‘home’, posted them to the Eltham District Historical Society for which we are most appreciative. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012.
