Roll of Honor used to hang in Mechanics Institute Hall which was on the site now occupied by the Scout Hall, Canterbury Road, Vermont.|Ron Clarke took it home when old hall was pulled down. It was just about falling to pieces but Ron wired it up and photographed it. Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Many hundreds were imprisoned at times under the Acts, including many prominent politicians and agrarian agitators, Joseph Biggar, Alexander Blane, Michael Davitt, John Dillon, James Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. Black and white photo showing three adults and two children with a horse and cart. Mr Archibald William Muirhead, of 7 Colby Drive, Belgrave Heights (then called Glen Rd) stands to the left of the cart with his left hand resting on the wheel and his right hand on his hip. His left leg is crossed in front of his right leg. He is wearing a light-coloured suit. Sitting in the cart are two women and a boy and a girl. The girl is Pam Harris. They are on a dirt road with trees on either side. Behind them is a cleared area with more trees in the background. The photo was taken on Glen Road close to Monbulk Creek. On the back of the photo is printed '1627'. It probably dates to the 1940s and is part of a collection of family photos donated by Pam Harris, Shire of Sherbrooke President, 1982-1983 & 1987-1988. -

Black leather covered album containing forty two drawings and paintings belonging to the Harris Family of Axedale. Written on the front cover of the album in gold paint is the name George Harris. The album has been used as a folio to hold the artworks. The artworks vary in size and those with dates range from 1886 - 1942. Nineteen are signed or initialled by George Harris and six by D Harris. One is signed by W W May. The others are unsigned. There is a range of mediums - pencil, water colour, chalk, charcoal, paint. They are mostly country landscapes, many including structures such as fences and bridges, some with farm animals, some with water. The D Harris collection includes a cat and a goblet. This was built in 1905 and was the home of William and Emily Kleinert from 1905. William was a coach-builder, wheelwright and blacksmith. He moved from Prahran to Surrey Hills. His son Ernest worked with him as a coach painter and also worked as a painter undertaking intricate hand painting on early cars. Their other son Martin played for the Surrey Hills Football Club. In return for the support given to the club by Mrs Emily Kleinert, the club built a rotunda in South Surrey Park as a memorial to her. Alan Holt research: Lot 6 was sold to Martin Kleinert by Karl Richter in 1860 together with a portion of another adjacent lot. From 1860-1885 Martin worked it as a market garden leasing some land for grazing when it was not required for gardening. He died in 1898. In a formal document, William declared he was the son of Martin "who purchased land in 1860, died in 1898 and the land has been continually occupied by father and family since. It has been cultivated as a market garden; when not being used for gardening it was let for cultivation and grazing." William died in 1939 and the property passed to his sons Martin and Ernest. The Kleinert land extended from Union Road to Essex Road. They ran horses, ducks and fowls and Emily Kleinert grew flowers. The Kleinert property later became the South Surrey Park. The family sold the land to the Camberwell Council in the 1950s. Ernest and Ida Kleinert lived on the corner of Scotsdale and Warrigal Roads. The donor of the photo Nada Harris, nee Kleinert, was Ernest and Ida's daughter. Ida lived to a good age (> 93 years) and in later life lived in Burwood.Black and white photo of a Victorian cottage with a typical bull-nosed veranda. It is set behind a wooden picket fence with undeveloped grazing land studded with mature trees in the background. Taken front-on from the street. MAJ GEN Robert William Knights CB, CBE formally presented the Defence Force Service Medal to personnel in recognition of 15 years of efficient remunerated service, or the Clasp for each further 5 year period of service.These 13 black and white photographs were taken at a GOC Parade Medal Presentation in 1969 at the Army Survey Regiment, Bendigo. The design of this small disc is from the Australian Colonial period. The cedar wood desk was made in Australian by Foy & Gibson in the 1880s, most probably in the business’s works in Collingwood, Victoria. The heavy brass locks fitted into the desk drawers were made by the famous Hobbs & Co of London, mid-late 19th century. In 1860 the business changed hands but the locks were still branded Hobbs & Co. The desk is branded with the symbol of Victoria’s Public Works Department. There is currently no information on when, where and by whom this desk was used. However, a very similar desk with Hobbs & Co. locks is on site at the Point Hicks Lightstation in Victoria and was formerly used by the Point Hicks head light keeper there. Other light stations also have similar desks from the P.W.D. (see also ‘Desk, Parks Victoria – Point Hicks Lightstation, Victorian Collections’.) HOBBS & CO., LONDON Alfred Charles Hobbs, 1812-1891, was American born. He became an executive salesman in 1840 for renowned lock manufacturer Day & Newell. His technique of exposing the weaknesses of people’s current locks was very successful in generating sales. He represented Day & Newell at London’s Great Exhibition of 1851, competing with other lock makers. Through the Exhibition he became famous for picking the best trusted Bramah and Chubb locks. Hobbs’ fame led him to found his own company in 1851 then register it in 1852 as Hobbs & Co., London. Hobbs was awarded the Telford Medal by the British Institution of Civil Engineers in 1854 for his paper 'On the Principles and Construction of Locks'. In 1855 the very successful company added partners and became Hobbs, Ashley and Co. In 1860, it traded under the name of Hobbs, Hart & Co. and was based in Cheapside London, where the business remained. Hobbs then returned to America, having sold the complete company to John Mathias Hart. He briefly returned to attend the 21st anniversary celebrations of the successful business in 1872. Hobbs kept himself busy in America, inventing and manufacturing firearm ammunition, for which he held several patents. He passed away there in 1891, a month after his 70th birthday. FOY & GIBSON Mark Foy wan an Irish draper who migrated to Bendigo, Victoria in 1858, attracted by the gold rush. He lived and worked in the area, establishing a drapery business. In the 1870s he moved to Melbourne where there were better prospects for expansion. He chose a place in Smith Street, Collingwood, a suburb of Melbourne, and started his business at the rear. In 1883 Foy retired, bringing in William Gibson as a partner, and then transferred his own share of the company to his son Francis Foy. Not long afterwards Francis sold his half share to Gibson, and the business continued under the name of Foy & Gibson. Francis Foy and he and his brother Mark Foy (junior) moved to Sydney. They established a business there in 1885, named after their father, Mark Foy. Gibson added to his business by starting his own manufacturing works from 1887, producing clothing, millinery, furniture, bedding and hardware for his stores. The factories, warehouses and stores complex became one of Victoria’s largest employers. He set up branches of his stores in Perth, Brisbane and Adelaide and two more branches in Melbourne. Foy & Gibson (usually referred to as Foys) became one of Australia’s largest retail department stores. In 1931 Foy’s little house in Collingwood was still part of the entrance to Foy & Gibson Emporium. In 1955 the company was bought out by Cox Brothers. Later on the stores were sold to various businesses such as David Jones, Woolworths and Harris Scarfe. In 1968 Cox Brothers went into receivership, ending almost 100 years of the business known as Foy’s. The former Foy & Gibson Complex is registered by Heritage Council Victoria. “Designed by William Pitt, this magnificent 19th and early 20th century complex of factories, warehouses and showrooms saw the production of a remarkable range of goods for Foy & Gibson, Melbourne’s earliest department store chain”. (Quoted from the Plaque erected by the Collingwood Historical Society 2007) P.W.D. – Public Works Department, Victoria The desk is stamped “P.W.D,” signifying that it is from the Public Works Department in Victoria, which operated from 1855-1987. The department was responsible for, among other things, the design and supply of office furniture and equipment for public buildings and organisations. This desk is significant historically as it originated from Foy & Gibson, a colonial Australian company that had a positive and strong impact on employment, manufacturing and retailing in Melbourne, Victoria and Australia. The significance of Foy & Gibson to Victoria’s and Australia’s history is marked by the Collingwood Complex being registered in both Heritage Victoria Register (H0755, H0897 and H0896) and National Trust Register (B2668). This locks on this desk are significant for their connection with their manufacturer, Hobbs & Co, who invented a lock that surpassed the security of any other locks produced in the mid-19th century. Desk; Australian Colonial cedar desk, honey coloured. Desktop has a wooden border with a rolled edge and a fitted timber centrepiece. The four tapered legs are tulip turned. Two half-width drawers fit side by side and extend the full depth of the desk. The drawers have dovetail joints. Each drawer has two round wooden knob handles, a keyhole and a fitted, heavy brass lever lock. Inscriptions are on the desktop, drawers, desk leg and lock.
