Mount Pleasant Primary School 1435 was formerly known as Clayton's Hill, and evolved from a tent school, commenced in 1855 by William McIntosh. When changed from a Wesyleyan day school to a Common School it was given the number 424, received State funding and was conducted by William H. Nicholls. On 01 January 1873 the school became a non-vested school under control of the Education Department until 31 August 1873. The State then leased the school until 31 July 1874, with the current brick school, Mount Pleasant No.1436, opening on 01 August 1874. The Head Teacher of the new school was William H. Nicholls, remained at the school until 1887. His assistants were Thomas Gray, Jane Shaw, Jane Tratham, Catherine J. Berriman, John Blight, Herbert Berchaivaise and Annie Hicks, all who had worked at Mount Pleasant No. 424. William Nicholls and his assistant Gray established after school classes to enable students to gain Exhibitions and Scholarships to matriculate for the University of Melbourne, and courses enabling entry to teaching, pharmacy and civil service. Before the establishment of State Secondary and Technical Educaiton over 100 pupils from Mount Pleasant Primary School has matiriculated and entered the various professions. (Visions and Realisations, Vol. 2, pg 653 and 767) William Henry Williams became the first classifier of teachers for the Victorian Education Department. He died aged 51 while Head Teacher at Yarra Park Primary School on 01 April 1899. Some former students of this school include: J.G. Eagleston (County Court Judge); H.E. Starke (Judge of the High Court of Australia ); Bernard O'Dowd (parliamentary draughtsman and poet); Albert Coates (Surgeon and Medical Officer in Burmese Prisoner of War Camps). In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. Principal Frank Lord gave an ANZAC Day address called "Live Every Day as an Anzac Day". The address started with "Our opportunity is with the children. If we failed i nthe past, lest us begin again now. You are young, and let it be your resolve to live every day as an Anzac Day, and achieve some of the things for which the men of two wars have laid down their lives. Living your days with an air of kindness and decency, you will set an example to the children, and when a country's children are made happier and finer, it will follow that the county will be a happier and finer place." Mt Lord referred to theseven and a half months' occupation of Gallipoli, and the tenacious clinging by Anzac troops to their square mile of territory. Illness, disease and death came to the confined area, but there also came a spirit of self-sacrifice and charity, and a courage whoich scorrned death and won for the Australian troops world renown. Strong men broke under the conditions, but their comrades carried them on, and the prevailing spirit among men was that the had dedicated ther lives to ensuring a decent society at home, free of tyranny. For the achievement of this, they were prepared to die. It became characteristic that when things were at their worst, men were at their best. Discipline did not come from above on Gallipoli, for the men stuck their own standards of discipline, and stuck to them. ... After the 1914-18 war, it was surprising to find head teachers who did not know children of deceased and disabled soldiers in their schools. All teachers should acquaint themselves with this knowledge, and seek assistance from children who are eligible for help from the Repatriation Department. For those pupils who do not come withing the scope of Repatriation, teachers might secure the required help from the Teachers; R.S.L. sub-branch, the Carry-on Club, for from Government Scholarships. Portrait, Sir Frederick Mann
The portrait was presented by the legal profession ot the Court in 1946. It would appear to have been commissioned at the time of Chief Justice Mann's retirement. Charles Wheeler, had won the Archibald prize in 1933 and was the head of the art gallery schools during World War two. Chief Justice Sir Frederick Mann (1869-1958) studied the law and worked at the Crown Law Department before his stint in the Army during the Boer War. After the war, he practised as a barrister, mainly working in the common law and equity area including appearences in the High Court on constitutional matters. He was appointed to the bench in 1919 along with William Schutt, to help remedy a shortfall in the number of judges on the Bench, after measures of economy during World War One. He became Chief Justice in 1935 following the retirement of Sir William Irvine, and retired in 1944.The portrait is of interest because of whom it portrayed, it is a well executed work by a well known artist of the period.Half Length portriat painting in oils of Sir Frederick Mann, seated and balancing a book on his knee. He sits of a chair with carved arms. The frame is painted dull gold.Signed upper left C. Wheeler. Plaque identifies Sir Frederick Mann, the Hon. Financial record - Bank Transaction Book, Commercial Banking Company of Sydney Limited, before 1931
The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. FURTHER PARTICULARS ON APPLICATON. “ This bank transaction book is of local and state significance for its association with the Port of Warrnambool and the Warrnambool Harbour Board. The Warrnambool Harbour Board was the only board formed under the 1927 Harbour Boards Acts, even though other Victorian ports were eligible. The book is also significant as an example of bank records used by Australian and overseas branches of the Commercial Banking Company of Sydney Limited, and the Bank of Victoria Limited.Maroon coloured rectangular book with textured cover and cream coloured label attached. Label has a printed title on book plus hand written titles added in black and red. The corners of the book are rounded. The white pages have pre-printed text and lines.
