Photograph Fire Prevention Victorian Alps, Burning, Circa 1950
This photograph, in late 1950s, shows an Alpine Fire Prevention technique of "burning off" low levels of scrub to reduce the level of available fuel against any possible summer bush fires. The Alpine regions accumulate high levels of potential fuel (undergrowth and small shrubs) which if not reduced has the potential of breaking into a dangerous bush fire. The men in this photograph are not wearing any protective clothing. Their visibility to other firefighters is severely reduced by smoke. This photo is a snap shot in time when Occupational Health and Safety Legislation was in its infancy stage.This photograph details the fire prevention activities in the Victorian Alps under the management of the SEC Victoria. The level of undergrowth within the Australian bush needs to be kept under control to avoid the possibility of lightning strikes (during summer storms) igniting dry forests resulting in a major bush fire. Controlled fires within alpine regions are required not only to reduce the level of dry undergrowth but also to provide those various plant species requiring fire for regenerate. This method was used by the original inhabitants (Aborigines) as limited scrub fires were used to flush game and bird population for food, with a side benefit to those plants requiring the fire for regeneration.This black and white photograph shows an Alpine Fire Prevention technique of "burning off" low levels of scrub. The photograph is on 200gsm paper but it is not photographic paper. It can be assumed that the photo is not the original but a copy. Mould Candle Making, Circa mid 1900's
Candle stick manufacturing moulds were extensively used throughout the Kiewa Valley and its regions to provide rural homes and businesses with illumination during times of limited light e.g. night time. These candles were used before the Kiewa Valley was placed of the electrical grid. The candles were made from parrafin wax. Before the 1920"s electricity was in limited supply due to the inability of the private electricity suppliers to service isolated rural regions. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) Isolated rural communities could not meet the higher costs to have electricity supplies connected and therefore it was not until the 1950's that adequate domestic electrical power could be supplied.The isolation that the Kiewa Valley provided was of a greater hindrance to any utility (power,roads & telephone) where the cost per instillation was beyond the rural population's ability to pay either directly or indirectly. One of the benefits that the "closed" community of Mount Beauty had, when it was administered by the SECV was that some utility costs were a lot lower than that of the other settlements in the Kiewa Valley. This disparity led to a conference in 1928 of the rural and regional councils to demand from the Government an equality of electricity tariffs. This equality did not take place until 1965. The demand and usage of cheaper and affordable lighting that wax candles provided was for some rural families a way of life until the mid 1900's.This candle making mould is made from mild rolled sheet steel(tin). The top basin is rectangular in shape with beveled edges(facing in on all sides. There are six holes in the top basin for vertical hollow tubes to feed off. The six tapered cyclindrical tubes running from the top basin to the bottom raised platform base. All connections are welded together. The bottom of each cylinder has an opening for the candle wick. The wick is positioned in place before the molten wax is poured into the cylinders. This item clearly shows the conditions covering both working conditions and housing in the construction of the Junction Dam in the 1940s. Working conditions were extreme and health and safety legislation was at its infancy. The residential buildings were intended to last only for the period of construction, however greater demand for longevity as a tourist haven prevailedThis photo of the construction of the Junction Dam, with The Bogong village as backdrop, details the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. However time has demonstrated that these power stations have not matched the demand required by the industries and the populations of the major urban and cities.Black and white photo of original photo with a flashlight reflection in the bottom centre. Federation University Gippsland Campus was formerly a Monash University campus. The Auditorium was opened on 09 June 2009 by Professor David de Kretser AC, Governor of Victoria. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. Flagstaff Hill Maritime Museum and Village
Domestic object - Fork, c. 1878
This fork was recovered from the wreck of the Loch Ard. It is the Old English design that has been very popular since the 19th century. It has been restored to resemble its original state prior to the disaster in 1878. The for was originally plated with silver, which is when a base metal such as nickel or nickel alloy with copper and/or zinc has been plated or coated with a thin layer of silver. Wear on the metal will cause the base metals to appear through the silver plating. Some manufacturers gave a warranty that the cutlery was ‘white throughout’ but didn’t necessarily say it was solid silver. LOCH ARD 1873-1878 – The Scottish-built clipper ship Loch Ard was bound for Melbourne in 1878 with 54 people on board. The mixed cargo it carried included items for the 1880 International Exhibition in Melbourne, one of which was the now famous Majorca ware Minton ‘Peacock’ statue. The Loch Ard was wrecked on June 1st when the ship crashed into Mutton Bird Island, east of Port Campbell. The only survivors were Tom Pearce, a crew member, and Eva Carmichael, a young passenger who was rescued by Pearce. The Gibsons, owners of nearby Glenample Homestead, cared for Tom, and for Eva who stayed longer before returning to Ireland. The wreck of the Loch Ard was discovered in 1967, before the introduction of the Victorian historic shipwreck legislation. In 1969 it was decided that all recovered material should be lodged with the Receiver of Wrecks. In 1980 Flagstaff Hill Maritime Museum Divers received a permit to recover artefacts from the wreck to safeguard them from looters. In 1982 the site was listed as a Historic Shipwreck, and the Maritime Archaeology Unit recovered loose artefact material. The fork is recognised as being historically significant as an example of cutlery either as part of the flatware service of the ship ‘Loch Ard’ or part of the ship’s cargo, imported for use in Colonial Victoria in the 19th to early 20th century. Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). Functional object - Light Fitting, c. 1878
This light hanging mechanism could have been used for an adjustable chandelier with candle holders. It would likely be attached to the ceiling by its long stem to suspend the light fitting. A chain would have been threaded around each pulley, with one end joined to the top of the light fitting and the other end joined to a counter weight. The four counter weights would allow the light fitting to be raised or lowered to the desired height with little effort, to allow for lighting the candles or change the intensity of the light. This light fitting was once installed on the famous sailing ship, the Loch Ard, which was built in 1873 and tragically wrecked in 1878.The fitting was recovered from the wreck almost 100 years later, at the time it was discovered. The dome encloses remnants of broken chain length and is attached to a set of four pulley wheels arrayed in a circle with their edge sat right angles to each other. The first Government controlled savings bank was established on 1 January 1842 under New South Wales legislation. Known as the Savings Bank of Port Phillip it was administered by a Board of Trustees and a Vice-President. Branches of this Bank were subsequently established in other parts of the colony. In 1853 a statutory body known as The Commissioners of Savings Banks in the Colony of Victoria was constituted under the Savings' Bank Act and each bank was thereafter to be a separate and independent institution with its own trustees and officers - however, between 1896 and 1912 the independent Savings Banks of Victoria merged to become a single institution and this development was formalised by the 1912 legislation. From 1980 the Bank was known as the State Bank of Victoria under the provisions of the State Bank Act 1980. The State Bank of Victoria established its own Archives before the Bank was sold in 1990 to the Commonwealth Bank of Australia. Information about the dating of this photograph was provided by the 'Ask A Librarian' service of the State Library of Victoria. The Scripture Referendum was held on the same day as the Victorian Parliamentary Elections, in which J. Bowser ran against A.K. Buckley for a seat in the legislative assembly in the electoral district of Wangaratta and Rutherglen. The Scripture Referendum had three questions: "1. Are you in favour of the Education Act remaining as at present, strictly secular? 2. Are you in favour of such legislation as shall cause the scheme of Scripture lessons recommended by the Royal Commission on Religious Instruction to be taught in State schools during school hours to children whose parents desire the teaching (such lessons would be given subject to a conscience clause exempting teachers who object)? 3. Are you in favour of the prayers and hymns selected by the Royal Commission being used?" Letter, Hospitals and Charities Acts. Registration of Institutions, 1943
The Holmbush committee sent a form to register Holmbush under the Charities Act with a cover letter dated 2nd June 1943. The reply was received from the Charities Board of Victoria confirming registration, dated 9th June 1943. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. Gunpowder is very volatile and can be ignited by the smallest spark. Several horrific accidents resulted in NSW passing legislation to cover the safe storage of gunpowder but initially these laws did not apply to Victoria. this was rectified and the first Melbourne magazine was erected on Batman's Hill in 1845. The Victorian Gunpowder Act (1857) made local councils responsible for the safe storage of gunpowder. The Victorian government made L.909 available for a suitable building in Sandhurst. Built on Camp Hill it was finished in April 1857 and the first keeper, Mr J. F. Kerr was appointed in October 1857.
