Probably taken 1890's before Orbost was separated from Tambo. The Shire of Tambo was a local government area about 320 kilometres east of Melbourne. The shire covered an area of 3,506.86 square kilometres and existed from 1882 until 1994. Tambo was first incorporated as a shire on 6 January 1882, splitting away from the Shire of Bairnsdale. On 30 May 1892 it lost three-quarters of its land area when the Shire of Orbost was incorporated. A small amount was re-annexed as Cunninghame Riding on 3 January 1913. On 2 December 1994, the Shire was abolished, and merged with the City and Shire of Bairnsdale, Shire of Orbost, most of the Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland. This is a photograph of some of the Orbost Shire councillors standing outside their council chambers. This photograph was taken before 1969 outside the previous council offices in Orbost. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This photograph shows Sam Lynn with his team of Clydesdales. Samuel James Lynn was born in 1865 in Coleraine, Northern Ireland. His father was James Lynn and his mother was Mary Jane Keith. Sam, as he was known, was the second of three brothers, his older brother being William and his younger brother was John Wilson Lynn. (info. He was in great demand as a judge of both cattle and horses at agricultural shows in Victoria and interstate. He was a shire councillor for 30 years and president several times. He took a great interest in the sporting clubs of the town and played cricket until late in life. He was goal umpire for the local football team for many years, judged for the Orbost Racing Club and was the first president of the Orbost Bowls Club. He was also a member of the first municipal band. Sam Lynn was a well-known Orbost pioneer. S.S, No 4688, Francis Street, Heathmont, 3135 History Two A4 pages of notes on the beginnings of the Heathmont S.S The text is:- STATE SCHOOL No 4698 Frances Street Heathmont, 3135 HISTORY School classes at Heathmont commenced in the original Methodist Church building in Canterbury Road in 1952 with Mr A.J. McKinlay as Head Teacher in charge of a school of 80 pupils. Shortly afterwards both a Parents and Citizens Association and the first School Committee were formed. Mr J.B. Harper was appointed as president of the Association and Mr H. Walker was elected as chairmen of the Committee, while Mr T. Jago acted as secretary to both bodies. Later in that same year the district Inspector, Mr H. Fleigner since retired and still a Heathmont resident, woe instrumental in obtaining a site for the establishment of the present Heathmont School at the corner of Frances Street and Balfour Avenue. The land was purchased from Mr. Handasyde, an orchardist of Wantirna South. In March 1963 a Bristol prefabricated aluminium building comprising four classrooms and an office was occupied. On April 21st, 1953 the school was opened officially by the Minister for Education, the Hon. A.E. Shepherd MLA. By December of that year the attendance had increased to 191 pupils, Mr N. Gillham was Head Teacher at the time. In February 1955 Mr. K. Gerraty succeeded Mr Gillham and by 1957 attendance had risen to 326 pupils necessitating the provision of additional light timber construction classrooms. Meanwhile the subdivision of large areas of local orchard land into housing estates with its resulting rapidly increasing population presented a persistent school accommodation problem that was met temporarily by the hiring of district church halls to accommodate a steadily rising attendance. Fortunately the tradition of voluntarily contributing to school funds and voluntarily providing labour initiated by the original parent bodies in 1952 was maintained. Then Mr V. Milligan commenced as Head Teacher in 1959, much of the steeply contoured playground area had been terraced, a football oval formed and the basketball court and assembly areas were sealed. These improvements were finally completed largely due to the enthusiasm, vigor and work effected by the School Committee under the chairmanship of Ringwood Councillor Mr JM McRae, as is borne out by the following report by Mr R.J. Chapman, District Inspector in 1961. "The local support by parents given to the Head Teacher and his staff is exceptional and I express my appreciation of their outstanding service." Mr Milligan's contribution to progress, however, lay equally in the internal educational development, particularly with regard to the teaching of reading. A course in the mechanics of speed reading, involving the use of the tachistoscope reading rate controllers and programmed comprehension sets was introduced and a start was made in the building up of a library of literature and reference books. As a result the Education Department appointed a Teacher-librarian to ensure continuity and further progress with this Reading scheme. A feature of Heathmont School is the splendid modern Art/Craft room opened while Mr L. Sebire was head teacher in 1966. This building and courtyard, linked to the original building by a covered way was designed by Mr Salvatore who acted as honorary architect, and was completed by Mr John F. Swan at a cost of �10,000 of which 52% was provided by a School Committee Co-operative loan and 42% by Departmental special grant. Materials used were white sandstone brick and oregon pine. The building bears the name of Councillor J.M. McRae Art Centre as a tribute to the man who did so much to enable its construction. An Art/Craft specialist teacher is provided by the Education Department. As attendance continued to increase to 520 children in 1969, additional accommodation became an urgent necessity. Following negotiations conducted by Mr A. Lethbridge School Committee President, Mr JJ Egan, former Principal and the present Principal, Mr A.S. Don the Education Department Assisted by a second Committee Co-operative loan, purchased the adjacent Baptist Church property thus providing much needed extra accommodation and playground area The newly acquired building is at present in use as two temporary classrooms, but will subsequent be used as a utility rope. The Freedom of Entry to the City on the 26th of October 1990 was an honour first conferred by the Bendigo City Council to the Army Survey Regiment in 1970. This was the fifth time the unit exercised its freedom of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. Led by the Regiment’s CO – LTCOL Rene van den Tol, the unit marched down View St in the CBD, along Pall Mall and up Gaol Rd to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor James Douglass and military dignitaries. The parade concluded after formal inspections of the troops. Regiment members were treated to a civic reception at the City Hall after the ceremony. The Premier towns is an award given by the Victorian state Government. It recognises positive actions by regional communities to protect and enhance their local environment. It is based on criteria relating to litter prevention and waste management, environmental and heritage management as well as activities among community groups and leadership. This bat was awarded to Thomas William Southcombe in 1876 for the best batting average during the 1875-6 season at Warrnambool Cricket Club. Thomas William Southcombe was the son of Thomas and Mary Southcombe of Port Fairy. With his parents, Thomas and Mary, he arrived in Port Fairy in 1854. Thomas Senior was a carpenter who established several businesses in Port Fairy and served on the local Council for many years as a Councillor and Mayor. Thomas Junior appears to have migrated to U.S.A. and died there in 1904. The cricket bat was manufactured by the British firm of James Lillywhite, Frowd & Co. James Lillywhite was an English cricketer whose uncle had originally established the sports store and manufacturing business which lasted under various names until the 21st century. A cricketer named Lillywhite played in Warrnambool in 1874 with an All England Team under the captaincy of W.G.Grace. It is not known whether this was James Lillywhite or another member of the Liilywhite family as several of them played first class cricket.. The impression of the signature of W.H.Ponsford on the bat is an intriguing one. W.H. (Bill) Ponsford was a famous Australian cricketer who retired in the late 1930s. The Southcombe cricket bat was given by Mary Southcombe (Thomas’ sister) to the old Warrnambool Museum in 1923 and it is surmised that Bill Ponsford visited Warrnambool in 1957 (tthis appears to be the date under the signature imprint) and was shown the bat. It is then surmised that he rested a piece of paper or an album page on the bat while he signed his name and the impression of the signature has come through onto the bat. The old Museum closed in the 1960s and the bat was then passed on to the Warrnambool and District Historical Society from the Warrnambool City Council collection of items from the Museum. This bat is of considerable importance because of its provenance and its connection with the Warrnambool Cricket Club, the Southcombe family of Port Fairy, the Lillywhite manufacturers, the old Warrnambool Museum and Bill Ponsford. It is also a good example of the type of cricket bat used in Australia in the 1870s. This is a wooden cricket bat (light colour wood, presumably willow) with a handle covered in oiled thread. It has an etched inscription on one side of the bat and the names of the manufacturer and distributor on the other side. There is also a faint impression of another signature. This is a token made for William Jamieson of Warrnambool in 1862. Tokens were coins made in the mid 1850s to alleviate the shortage of currency coins in Australia. They usually had the value of one penny and could only be used in the store or business designated on the coin. Two Warrnambool businesses had tokens made – those of William Jamieson and William Bateman, Junior. Born in Scotland, William Wilson Jamieson completed an apprenticeship in the ironmongery trade in that country. He worked in the ironmongery business in Melbourne before establishing ironmongery stores in Koroit and Warrnambool (Liebig Street). He was a Warrnambool Councillor (1862 to1874 & 1877 to1880) and Mayor (1866 to 1868 & 1872 to 1873). He was active in many local organizations including the Warrnambool Hospital, the Fire Brigade, the Mechanics Institute, the Villiers Building Society, the Bowling Club and the Caledonian Society. He died in 1882. This token is of great importance as it is an Australian token issued by William Jamieson and Co. of Warrnambool and so is part of the fiscal history of Australia. It is also important as it comes from one of only two businesses in Warrnambool to issue tokens. It is today a rare token. This is a round metal coin (token) with, on one side, an image of a woman holding the scales of justice in one hand and a cornucopia in the other. The other side has lettering. This book was given to Henry Huntingdon Smith in 1918 by a grateful sister of a soldier killed in World War One. Private Percy Palmer was listed as coming from the Warrnambool area even though his enlistment place was given as Bannockburn. H.H.Smith (1857-1941) is an important figure in Warrnambool’s history. He had a bakery business at the corner of Lava and Fairy Streets. He was a Warrnambool Councillor and Mayor, a Hospital Committee member for 39 years, a Methodist church office-bearer and an active worker for the welfare of local returned soldiers. It was said that he greeted every returning soldier at the Warrnambool Railway Station. Mrs Sharpe was one of those who benefited from his solicitude and kindness. This is book is of antiquarian interest but more importantly it is a lovely memento of Henry Smith’s untiring concern for local soldiers returning from World War One and for their family members. This is a hard cover book of 38 pages. The cover is blue with gold lettering and gold ornamentation on the front and back covers. There are two sepia-coloured photographs of Melbourne at the front of the book and two blue stamps of the Warrnambool and District Historical Society at the front and the back of the book. The pages of the book have become detached from the binding. The inscription at the front of the book is handwritten in purple ink. ‘Melbourne, Aug. 28, 1918, To Mr H. This gold locket was presented to Thomas Edward Bostock on his retirement as Secretary of the Warrnambool Cricket Club on 1st August 1884. Thomas Bostock was a member of the Bostock family who had come from Tasmania to the Warrnambool district in the late 1840s. The Bostock brothers were prominent in the history of the area as pastoralists, shopkeepers, flour millers and Bond Store operators. They were all enthusiastic local cricketers. Thomas worked for the Bank of Australasia in the 1880s and was a keen footballer and cricketer. He moved to Geelong where he made his mark as a Councillor, Mayor and businessman, with several buildings and a street named after him. This item is of very high significance because:- 1. It is an attractive and valuable gold locket from Victorian times 2. It has strong local significance as it was presented in 1884 to a prominent Warrnambool man, Thomas Edward Bostock 3. It has considerable social significance, demonstrating the customs of the time of a man carrying a locket containing miniatures of personal interest to the bearer and of the presentation of such an object by a sporting club. This is a gold locket with a monogram of T.E. Bostock on the front and an inscription on the back. The locket has a small ring at the top so that it could be attached to a watch chain. This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. These framed tourist maps came from the Lane Foundation so it is presumed that they were from the office of Lane’s Travel Service which operated from 205 Raglan Parade Warrnambool with the known dates, the 1950s and 1960s. The proprietor, Alan Lane, was a successful Warrnambool businessman who operated a Warrnambool and district bus service as well as his travel business. He was heavily involved in local community affairs being a Warrnambool Councillor for 18 years from 1952 to 1970 and President of the Warrnambool Chamber of Commerce for six years. He was a major donor to the Warrnambool Performing Arts Centre, the Warrnambool Art Gallery and the St. John of God Hospital and left the bulk of his estate to the Alan Lane Foundation which has contributed millions of dollars to local organizations and programs. Alan Lane died in 1995. These framed maps are of some interest as examples of the tourism maps used to promote the city and district in the 1950s and 60s. This is a tourist map of the Warrnambool C.B.D. and adjoining streets produced as an advertisement for Olympic Tyres. It is multi-coloured and has cartoon sketches of the main tourist attractions and pointers to attractions outside of the main city area. It includes an inset black and white photograph of the Warrnambool Botanic Gardens and an advertisement for Olympic Tyres. It is printed on a white background and is enclosed behind glass in a wooden frame of a light brown colour. This is a token made for William Jamieson of Warrnambool in 1862. Tokens were coins made in the 19th century to alleviate the shortage of currency coins in Australia. They usually had a value of one penny and could only be used in the store or business designated on the coin. Two Warrnambool businesses had tokens made – those of William Jamieson and William Bateman Junior. Born in Scotland, William Wilson Jamieson completed an apprenticeship in the ironmongery trade in that country. He worked in the ironmongery business in Melbourne before establishing ironmongery stores in Koroit and Warrnambool (Liebig Street) in the late 1850s. He was a Warrnambool Councillor (1862 to 1874 & 1877 to 1880 and was Mayor (1866 to 1868 & 1872 to 1873). He was active in many local organizations, including the Warrnambool Hospital, the Fire Brigade, the Mechanics’ Institute, the Villiers Building Society the Caledonian Society and the Bowling Club. He died in 1882. This token is of great importance as it is an Australian token issued by W.W. Jamieson of Warrnambool in 1862 and so it is part of the fiscal history of Australia. It is also of great local significance as it comes from one of only two businesses in Warrnambool to issue tokens in the 19th century. It is today a rare token. This is a round metal coin (token) with, on one side, an image of a woman holding the scales of justice in one hand and a cornucopia in the other hand. These medals were issued by the Town of Warrnambool in 1897 to commemorate the 60th anniversary of the reign of Queen Victoria of England. Walter John Hickford, the Mayor Warrnambool at that time, has his name on the medal. Walter Hickford (1855-1928) was a Warrnambool businessman, setting up a shop in Liebig Street in 1880, supplying the paint materials for householders, contactors, painters and artists. He also carried out decorative work in private homes, businesses and churches. Hickford was active in civic life in Warrnambool, serving as a Councillor from 1890 to 1903 and he was Mayor from 1895 to 1897.These medals are of considerable importance as they were produced for the Town of Warrnambool in 1897 to celebrate Queen Victoria’s Jubilee. They have both a local and a wider national significance.,1These two circular bronze medals have profiles of Queen Victoria as a young woman and as a crowned monarch on the reverse and the Warrnambool Coat of Arms on the obverse. This is a typed copy of William Earle’s History of Port Fairy written in 1896. The history is of interest to researchers and the information contained in it has been updated and extended by historians in recent times. William Earle, a printer with a business in Port Fairy came to Australia with his parents, William and Mary, in 1854. He was a Councillor and Mayor and was heavily involved in local community affairs. He died in 1902 at the age of 51. His 1896 history won a prize in a local Industrial Exhibition and was widely acknowledged as an important primary source of early Port Fairy history. This booklet is of minor interest as it is a copy of a 19th century Port Fairy history book and is not a rare item. John Marfell (1847-1927) established a hay and corn dealing business in Liebig Street in 1878 in partnership with Henry Phillips. In 1887 he built a grain store in Raglan Parade and carried this business on until his death. He also managed a Warrnambool flour milling company in Banyan Street and with several other local business men established the Warrnambool Woollen Mill. He was a Warrnambool Councillor for 22 years and Mayor in 1903.These labels are a mementoes of John Marfell a prominent late 19th and early 20th centuries business man in Warrnambool. Graham Scott 1988 Entrant No. 45 Ref: Series 34, Items 20, 77, 78 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north.
