The portable lock up at Eltham is not original to the site. The date of construction is unknown. During the recent refurbishment of our Local History Centre we came across a roll of 35mm colour negatives which at some stage had been exposed to water or similar resulting in the individual strips sticking to each other and the old paper film processing envelope. The situation looked hopeless but one of our members had an idea on how to salvage them; after all, we had nothing to lose. In the end we were able to separate the film strips and remove most of the paper residue except some of the adhesive. The film was scanned and even though suffering from various light issues; fading, possible exposure problems and a yellow shadow cast by the adhesive residue, the detail and historical information they contain has been rescued. These images are all centred around the intersection of Beard Street and Main Road Eltham. This portable lock up is not original to the site. The date of construction is unknown. It is a pre-fabricated design and each of the timber panels are individually numbered on the inside surfaces. It is amongst a large group of portable locks up, categorised as 'Portable Lock Up - Timber - Later' and also known as the "Casterton style", based on the only known plan for portable lock ups, built for the Casterton Police Station, in 1907. The later portables have been in use since the 1880s. It is not known how many lock ups of this type have been constructed in Victoria. At least 50 examples have been documented around the state. Of these, 42 are known to be extant. This lockup used to be located at the Police Station in Pryor Street and was then stored in Youth Road before being acquired for the Local History Centre in 2001. Debutante Balls were held by various organisations to give teenagers the experience of dressing formally in a formal situation and to learn ballroom dancing. The girls with their partners, are then presented to someone of importance before displaying their skills in ballroom dancing. Mt Beauty United Church and Mt Beauty High School held a debutante ball for 14 couples on Friday 2nd July 1971. The card lists many names- To Hon. Ivan Swinburne, M.L.C., the joint hosts and hostesses, maids of honour, flower girl, page boy, training, orchestra and master of ceremonies. Also titled: Eltham Shire "As We Are"The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. As the following report reveals, the project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this the writer, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable.
