Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jack's restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. The members stated that "unfortunately, despite our best efforts to express considered apolitical opinions, it appears the Commissioners believe that any dissenting comment is politically motivated, and should therefore be disregarded." "We feel sad that this situation exists even though we have done everything possible tio represent the views of our community, whilst maintaining the integrity of the planning process."The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Joseph William Cairnduff (1876-1929) was born in Hobart, Tasmania. He married Ann Walker in 1900. When he enlisted on 19 August 1914 he was given SERN 4. At the time he was living at 'Tyne', 96 Guildford Road, Surrey Hills. He was 5'5", 38 years old and employed as a civil servant. He had served for 5 years in the Senior Cadets and 3 years in the Australian Signallers. He was given the rank of sergeant in the Divisional Signal Company 1 and embarked for Egypt from Melbourne on board HMAT A10 Karroo on 20 October 1914. Joseph was in Egypt from 24/10/1915 to 17/6/1916, but only in Giza from 21/02/1916 to 6/03/1916. Surviving service on Gallipoli and the Western Front, he returned to Melbourne leaving on board HT 'Wiltshire', 12 November 1916. He was discharged medically unfit. Joseph and Ann had a large family before he left for WW1: Ann Mary b.1901; James William Cotter b. 1903; Mathew Norman Banks b. 1904; Doris Jean b.1906; Claude James b, 1908; Elsie Edna b. 1910; Clive Bruce b. 1912 and Gladys Janet b. 1914. After his return he and Ann had more 2 daughters - Sylvia McLaren b. 1917 and Mavis Morley b. 1918, who commenced at Chatham Primary School in 1927 and 1928 respectively. Joseph and Ann are buried in Box Hill Cemetery (M-NS-0492). Joseph's twin brother, James Banks Cairnduff (SERN 571) also served in the AIF and is also buried in Box Hill Cemetery (M-NS-0003). This Rostrum lapel badge is one of a set of badges collected by Dr W R Angus from the organisations in which he was involved. The set of badges is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus, surgeon and oculist. This badge represents the Rostrum organisation, the longest-running public speaking organisation in the world. Rostrum has a Warrnambool branch, Warrnambool Club 24, which currently meets at the rear of the South Warrnambool Presbyterian Church building at 11 MacDonald Street, Warrnambool. The original Rostrum club was formed in England in 1923 and the first Australian Rostrum meeting was in 1930. The maker, Angus & Coote, is an Australian company that was founded by Edmund James Coote in Sydney in 1895. The firm made insignia during WWII and is famous for its high-quality jewellery. The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Forces. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This badge is significant for connecting Doctor Angus with organisations that he supported. The badge also associates Dr Angus with the Rostrum Club in Warrnambool. The badge is of interest as the maker, Angus & Coote, only made badges during WWII. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The Collection includes historical medical objects that date back to the late 1800s.Lapel badge; a square gold-coloured metal and blue enamel badge. The blue enamel covers three-quarters of the top of the square badge and has a bold 'R' embossed onto it. The remaining quarter is gold with the organisation's name in blue letters. Study of Winter's Swamp commissioned by BEN and completed by BHS. The swamp was named after one of the first European settlers in the district. Winter Swamp LAT -37 32 LONG 143 47, Parish of Dowling Forest, County of Grenville Winter Swamp, on the southwest corner of Ballarat West Town Common, was not included in the original proclamation of the Common in 1861. However, being marshland, it was not considered suitable for grazing, so was added to the Common soon after 1861. Winter Swamp is a large wetland with native and exotic pasture significant for wildlife. John Winter (Jock) was born in Berwickshire, Scotland. He married Janet Margaret Irving the daughter of Robert Irving, advocate, Bonshaw, Dumfries, Scotland. Winter died in Ballarat in 1875 and was buried at the Ballaarat Old Cemetery. He took up the run Bonshaw from 1841; Leigh River Buninyong 1842-46; Junction, Delatite, March 1851 to September 1862; with sons: Carag Carag and Corop, April 1857 to September 1872; Colbinabbin and Stewart’s Plains, April 1857 to December 1872; St Germains February 1867 to March 1871. (The name became Winter-Irving in 1890). Mr John Winter, who died on August 22 at the age of 72, was a man of some note it the mining community of Ballarat. He was a self-made man, and one of our oldest colonists, it being over a quarter of a century age since he took up county about Ballarat and settled at Bonshaw. He died very rich. It is calculated that if he had retained an interest in all his runs, his income must have been not less than £10,000 or £50,000 a year. Some eight or ten years ago he sold his Bonshaw pre-emption to the Bonshaw Gold mining Company for £20,000, and a few years later the ground belonging now to Winter's Freehold Company brought him £50,000 more, the payment being made at the requisition of the deceased in sovereigns. In these relations Mr. Winter has been closely identified with the mining industry at Ballarat. The deceased was a native of Lauder, in Berwickshire, and landed in Victoria several years before the gold discovery.The principle task of this project was the delivery of a report outlining the history of European settlement in the Skipton and Cardigan/Ballarat districts as pertinent to the use of and impact on the natural environment of the two reserves Skipton Common and Winter Swamp. The report was delivered in digital form only. The report, upon completion, was presented to the Network’s Committee in order to discuss the project. The report identified and described the uses of Skipton Common and Winter Swamp, and their impacts. In particular, this report examined farming/grazing (official and informal), mining, vegetation removal (including the removal of woodlands for timber, grasslands for pasture improvement) & use of riparian areas for access to water and timber removal. Recording the more benign and environmentally friendly uses such as picnicking, community activities, nature walks and the roles of organisations such as Field Naturalists’ and Bird Observers’ clubs, school and scout/guide groups will be relevant in helping to depict overall community attitudes towards the reserves; e.g.: has the Common generally been viewed as little more than a grazing paddock and fire hazard; has Winter Swamp always been the unknown natural asset that seems to have been its lot for at least the past 40 years? In this regard, the more contemporary history of actions surrounding the use and management of the reserves is of particular interest, in view of the extant evidence at both reserves; e.g. the actions of the Shire of Ballarat in the 1980s in establishing Winter Swamp as something of a competitor to Lake Wendouree but with a more environmental bent (although almost none of the plants used are indigenous species, but that is part of the story); the trotting track constructed on Skipton Common in the 1960s following representations to Premier Henry Bolte and the cropping of the western section of the Common to raise funds for the town’s new swimming pool, the fertilizing of the land putting an end to the native grassland vegetation. There are obviously multiple sources of information to source in preparing the report, however sources that the contractor is specifically requested to consult are the Skipton Historical Society, the former Skipton Common managers (specifically Graeme Pett), the Cardigan Windermere Landcare Group and the Learmonth Historical Society (believed to hold many of the former Shire of Ballarat’s records pertaining to the Council’s role as the Committee of Management for both Winter Swamp and the Ballarat West Town Common – Winter Swamp was split between 2 separate Crown Land tenures). The contractor is also encouraged but not required to utilise community newsletters, such as the Skipton Community Newsletter, to publicise and seek information about the project. Skipton Historical Society (Mary Bradshaw) contacted on Thursday 12 June 2.30pm. Mary lived on a farm out of Skipton but is currently living in the township. She remembers walking along the creek of the Common especially in spring and autumn in bare feet and that it was a very pretty place. There were a few snakes around the waterway in summer. People put cows and a couple of horses on the commonage to graze. Graeme Pett has always lived close to the Common and would know a lot about it. A 'Sailors & Soldiers Christmas Fund' created by Princess Mary had overwhelming response and so it was decided to give every person 'wearing the King's uniform on Christmas Day 1914' the brass tin along with a Christmas card and a picture of the princess, and items such as pipe, lighter, tobacco, and 20 cigarettes. Non-smokers and boys received a bullet pencil and a packet of sweets. Indian troops often received sweets and spices, and nurses received chocolates. Many of the items were sent separately from the boxes because of lack of space. Not all the tins could be sent out by Christmas and so those sent in January 1915 contained a New Year card. Shortage of brass meant that many did not received their tins until summer 1916, however by January 1919 some still did not receive them. After using up the contents many service people then used the tins to store small items. The brass tin, bullet pencil, and medals belonged to Pte George Nutting of the 2nd London regiment, and regimental number 2080/230442. After World War 1 George Nutting sailed for Melbourne on June 1, 1922 aboard the S.S. Borda. He then lived at several addresses in the Sunshine/Albion area including Dawson St, 32 King Edward Ave, and 15 Kamarooka St. At one stage he was involved in a window cleaning and gardening business, and both he and his wife Janet were very good dancers. George Nutting was also involved in the loyal Sunshine Lodge and was presented with a Past Grand's Collar in 1943. He lived at 15 Kamarooka St until he passed away on March 20th 1979 at the age of 85. These eight photographs were taken at Bones Day, an annual sports competition between the Army Survey Regiment and the RAAF School of Radio at Bendigo in November 1978. The two units took turns each year to host the event. The day competition usually comprised basketball, cross country, golf, sailing, squash, softball, tennis, touch football, rifle shooting, tug-of-war and volleyball. The “big bone” trophy comprising a large bone from a beast housed inside a wooden framed glass case, was awarded to the winner of the day competition. The evening competition often included darts, carpet bowls, hookey, quoits and billiards/snooker. The “little bone” (a mounted chicken bone) was the consolation trophy awarded to the winner of the evening competition. The 3-hour bus trip for the visiting unit on their return was typically very raucous. He was a renowned marine fiction writer and also, for a short time, a mariner and Captain. As a boy of 13 years old, Joseph Conrad’s desire was to be a sailor. At 19, he joined the British merchant marine, working in several roles. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself.The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The ship model of the Joseph Conrad represents the craft of ship model making, which has been enjoyed by many people over the years. Although the model is made from modern materials, it shows the elements of a sailing ship of a bygone era. About the sailing ship JOSEPH CONRAD: - The vessel Joseph Conrad began as the Danish iron-hulled sailing ship Georg Stage, launched in 1882. It was used as a training ship for Danish sailors. In 1905, while docked in Copenhagen, the ship was rammed by a larger ship, and 22 boys were killed while sleeping in the hull. The ship was later raised and on guard during World War I. Alan Villiers was an Australian author of seafaring books as well as a sailor. He bought the wooden sailing ship George Stage and renamed it Joseph Conrad in honour of the renowned Polish-born maritime author and once the captain of the barque Otago. In 1934 Villers sailed the ship on a two-year voyage around the world. In 1936, it was sold to an American, who later donated it for use again as a training ship. After World War II the ship was no longer used, and in 1947 it was transferred to the Mystic Seaport Museum for training use again as well as an exhibit. JOSEPH CONRAD (1857-1927): - Joseph Conrad was Polish-born and became a British subject in 1886. He was a renowned marine fiction writer and also, for a short time, a mariner and Captain. As a boy of 13 years old, Joseph Conrad desired to be a sailor. At 19, he joined the British merchant marines, working in several roles. He eventually qualified as a captain but only served in this role once, from 1888-89, when he commanded the barque Otago sailing from Sydney to Mauritius. In 1889 he also began writing his first novel, Almayer’s Folly. He retired from life as a mariner in 1894, aged 36. Conrad’s visits to Australia from 1878 to 1982, and his affection for Australia, were later commemorated by a plaque in Circular Quay, Sydney. Conrad continued as an author. It is said that many of the characters in his books were inspired by his maritime experiences and the people he had met. By the end of his life, he had completed many stories and essays, and 19 novels, plus one incomplete novel titled ‘Suspense’ that was finished and published posthumously. Shortly before he passed away, in 1924, Conrad was offered a Knighthood by Prime Minister Ramsay MacDonald for his work but declined the offer. The ship model represents the design of sailing ships built in the 1880s and can be used as a reference in understanding the construction of the ships of the Victorian era. The model is important for its connection to the vessel Joseph Conrad which was used as a training ship for seafarers, and even now is used to teach maritime skills, as well as an exhibit, in the maritime museum, Mystic Seaport. This is a set of 16 photographs of Army Survey Regiment personnel undertaking a non-tactical navigation exercise, part of the field phase of regimental training in the Wellsford Forest, Bendigo 1985. This was one of the six regimental training objectives outlined in the administrative instruction – Exercise “City Soldier” accompanying these photos. The other objectives were SLR rifle and M30 grenade handling revision, and first aid at Fortuna; RATEL at Wellsford Forest and rifle shooting at Wellsford Rifle Range. This teak wood sample was part of a handrail from the wreck of the ship Otago. The Otago 1869-1931 The iron-hulled 3-masted barque Otago was built in Glasgow by Alexander Stephen & Sons Ltd, Kelvinhaugh, as a merchant ship and launched in 1869. The vessel changed hands several times in the late 19th century after being sold to an Australian firm in 1871. During one of its voyages, the captain died while the ship was in port at Bangkok. Marine author Joseph Conrad was on board and, being a qualified captain, he took command and continued the journey to Sydney and Mauritius. It was the only ship he ever commanded. In 1903 the Melbourne shipping company Huddart, Parko & Co., purchased the Otago and converted it to serve as a coal hulk for use in Sydney. The Otago was later sent to Hobart, Tasmania, where it continued as a hulk until 1931. It was sold for scrap and eventually abandoned on the banks of the Derwent River at a place now known as Otago Bay, opposite Conrad Drive, Otago. The outline of the hull is still visible and a nearby plaque tells the story. There are other vessels also named Otago, one of them in the same year.
