In December of 1939 the excavation of a diversion tunnel was commenced to divert water from the East Kiewa River to allow construction of the dam wall. This was completed in February, 1940. Lewis Construction Company had the contract with excavation starting in February and the first batch of concrete placed in September. In 1942 the SECV took over the construction and the wall was completed in March, 1944. Type of construction: Reinforced concrete, slab buttress.Of historical importance in the Kiewa area as it shows the form work and preparation necessary before the pouring of concrete for the first dam in the hydro electric scheme. Megger as the device was called, is in fact its brand name. It is a device that supplies a DC (direct current as per car batteries) voltage to enable testing of electrical apparatus. This particular device produces 250volts DC when the handle is turned vigorously. If an electrical device, such as a kettle or toaster, blew a fuse or tripped a circuit breaker, when switched on, then it must be checked electrically before any more use. Following the repair of the faulty item a megger would be used to check if either of the AC 240volt plugs leads were touching the metal case (earth). The output leads of the megger would be connected with one to the earth (metal case) and the other to each of the power connections in turn. A good megger reading of 50,000 ohms (resistance) would enable the device to be returned to service. A reading of zero ohms resistance would mean that it would again blow a fuse, and was therefore unsafe to use. In the electrical industry e.g. the former State Electricity Commission, a megger would be used to test lots of similar item in sequence. Because of the vigorous job of winding the handle, two persons were often used to save time. One would crank madly whilst the other shifted the leads. This particular megger is of a small voltage, but other meggers are bigger and have a few ranges of DC voltages able to be selected. The optimal megger for large Generating machines was motor driven megger. This was applied to the device being tested for a duration of approximately 30 minutes with reading of the resistance taken at regular intervals.All equipment belonging to the State Electricity Commission of Victoria was labelled with a metal plaque attached to it. The SECV constructed the Kiewa Hydro Electric Scheme in the Upper Kiewa Valley and on the Bogong High Plains. The scheme began in 1938 and finished in 1961 when this megger was used and also possibly later as the SECV remained to maintain and operate the Scheme. This megger is of significance in relation to the advancement of technology.A rectangular box in dark brown bakerlite casing. It has an agent's plaque fixed to the left of the face and on the right is the marker's recessed stamp. In the middle in a transparent window so the level of ohms can be read. The front also has two recessed fixing knobs in black. On one side is a crank handle with a knob that lifts up and is turned vigorously to create the voltage. The back has four recessed screws and four small leather pads. There is a hole on each side to insert wires. There are two copper insulated wires. The Kiewa Valley has promoted itself as a tourist hot spot since the Kiewa Hydro Electric Scheme concluded. Mt Beauty began as a construction town and was to be sold off but tourism became promising so the SECV handed the town over to the Bright Shire, houses were sold and businesses commenced. From the early 1960s the town promoted itself and Falls Creek as a tourist destination. The Kiewa Valley Accommodation group combined with the local advertisers to publish this brochure.This brochure promotes tourism all year round promoting the local businesses enabling them to succeed. As tourism is the main industry in Mt Beauty and Falls Creek since the Kiewa Hydro Electric Scheme finished, this advertising is important. The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme from 1938 to 1961. The Scheme included three power stations, dams, tunnels and was becoming a popular tourist destination with Falls Creek Ski field within its boundaries.This leaflet was published by the SECV to ensure all visitors to the Kiewa Hydro Electric Scheme were made aware of safety measures with regard to their driving and to bush fires. These were necessary as the area was unique with driving on mountainous roads, changeable and extreme weather and the threat of bush fires. The gatehouse existed during construction, when the SECV was in charge, as a restriction to entry to the Scheme for SECV workers and those with permission to enter. The SECV controlled the area so in case of accident, the SECV was the body to contact not eg. the police.Small white and green leaflet made from one sheet of glossy paper and folded in half. Front cover has the title in the middle, the SECV emblem at the centre top and across the bottom is a message to read the inside pages which are safety messages for driving and bush fires. Radio Telephone was minuted during the war. it was approved in 1944 for the State Electricity Commission of Victoria's use only. it was completed by the end of 1946. used by the State Electricity Commission of Victoria at Bogong during the construction of the Kiewa Hydro Electric Scheme to connect with head office in Melbourne. It allows one conversation at a time using traffic controls in an unusual system of radio telephone providing communication. At the time it was unique in Australia and installed by the S.E.C.V. technicians. It provided unattended shortwave radio link between two ordinary telephone switchboards, connecting any of the S.E.C.V.'s internal lines with the telephone system at Bogong and the construction camps beyond. From Bogong, radio phones connected to the outpost stations on the High Plains far above the snow-line. In operation, the service was similar to a normal telephone system but dispensed with the physical connection of wires and poles between the main terminals.Historical: This headphone set superseded headphones with two earpieces and those without a microphone. This one may have been used by operators on the switchboard at Bogong or Mt Beauty or one of the construction camps on the Kiewa Hydro Electric Scheme. The S.E.C.V. installed this unique system of communication to operate their branches especially at Bogong and beyond where the distance was great and often limited by the terrain and weather.Radio Telephone for SECV switchboard. Mt Beauty township was built during the 1950's to house the employees of the State Electricity Commission working on the Kiewa Hydro Electric Scheme. After the completion of the Kiewa Hydro Electric Scheme many houses were sold and the public buildings handed over to the Alpine Shire. Bogong Village was built by the SECV in 1940 for the workers of the Kiewa Hydro Electric Scheme. In 1971, 30 houses were furnished for use as holiday homes for SEC personnel throughout the State. From 1989 to 1993 the houses were restored & renovated.During the 1990s the buildings in the village had been leased to private owners. Many of them rented their houses for tourists. The Commissioner's lodge was on the other side of the Mt Beauty - Falls Creek road, above Bogong Village. Wally Baldwin ran it in the 1960's.It was destroyed by the 2003 bushfires.These papers present a history of 'the Commissioner's lodge' and Bogong Village in the 1990's. Formal mourning dress possibly worn by Mrs Vyner senior. This dress would have been made circa 1930s - 1940s. The McKendrick family came to Mt Beauty very early in the Kiewa Hydro Electric Scheme (KHES) days. Their son, Ian, worked in the Mt Beauty Post Office for 40+ years.
