In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. The Hamilton service for the late King George V was held at Melville Oval on Tuesday 28 January 1936 at 3pm. King George V was born on 03 June 1865, and visited Hamilton in 1881. He ascended to the throne in May 1910, his coronation being held on 22 June 1911. The second visit of King George to Australia was in 1901, and his silver jubilee of reign was in 1935. he died on 21 January 1936. Hamilton Town Councillors in 1936 were James Young (Mayor), J.G. The Traralgon War Memorial was originally erected in memory of the fallen soldiers of World War One. The Gippsland Times of 01 March 1923."On Sunday a memorial that has been erected in memory of the fallen soldiers of the district was unveiled. The ceremony was performed by Mr G. H.Wise, and addresses were delivered by Mr W West, M.LA. the president of the shire and local clergymen. The memorial, which cost £700, and contains 54 names of young men who made the supreme sacrifice is a lifesized figure of an Australian soldier and is made white Italian marble. It now commemorates Australian servicemen and women who have served in all wars and conflicts. Their children were Richard, Mary, Thomas Job (died in infancy), Thomas Job, Annie, Emily, Selina, Amelia, Ada and George. Annie Vincent married Edward huggins in 1884. Their children were Edith, Robert, Ada, George, Stella, Roy, Lillian, Harold and Ronald. Known as the Rosellas, the early Cheltenham Football Club sides began playing on a regular basis in 1890, and would travel long distances by steam train to play country teams, such as Ballarat where they would arrive at their destination, play the match, socialize then return to the station. Opposition players and supporters would give three hearty cheers on their departure. The Cheltenham home games were played on a paddock on the corner of Park and Charman roads in Cheltenham. In 1907 the Cheltenham progress committee made an application to the board of land works for land in Weatherall Road for recreational service to the public. That application was received and granted, then developed where Cheltenham Recreational Reserve now stands. The land in the early days was virgin bush and the response for voluntary help to clear the area was outstanding. Nearly all the market gardeners in the district along with horses, ploughs, axes, shovels completely cleared the area in three weeks. The Moorabbin council then leveled the playing area and erected a post and rail fence around the ground. Pine tree shrubs were then planted on the west side of the ground. The ground was opened in 1909 and the first Cheltenham side entered in the newly formed Federal Football Association along with seven other foundation members, Mordialloc, Mentone, Moorabbin, Frankston, Glenhuntly, Elsternwick, and Ellindale. The grand final for that year, 1909 was a hard encounter between Cheltenham and Ellindale with Cheltenham coming out victors, thus becoming the inaugural Federal Football Association premiers. Cheltenham went onto win five senior premierships in the Federal Football Association by the end of the 1920s, they won the flags in 1909, 1911, 1913, 1922 and 1925, with the late Percy Woff playing in all 5 premiership sides and was captain in 1922. 1928 saw the start of an outstanding career from our oldest living player Tom Connor. Cheltenham continued to win premierships in the 1920’s and 1930’s with juniors taking out the 1929 and 1933 flags, under the guidance of Woff, and that continued in 1934 when Cheltenham took out the 1st XVIII and 2nd XVIII premierships. Cheltenham produced its only Brownlow medallist in Peter Box who played in the late 1940s, before going to Footscray where he became a champion. The 3rd XVIII went through the season undefeated in 1974 winning the premiership, with Trevor Barker a key player before going to St Kilda the following year. The club won three senior premierships under coach Barry White in 1992, 1993 and 1995. Fairbank, now the Church Manse grounds.Frank T Le Page arrived in Cheltenham, ( Two Acre Village) aged 3 with his father Nicholas Le Page , a tailor from Guernsey in the Channel Islands. Nicholas purchased one of Holloway's two-acre lots and established a market garden. Frank T Le Page worked on his father's market garden from age 14, then worked as a coachman and met Tommy Bent whilst employed at Brighton Grammar School. He bought land adjacent to his father's , built Daphne Cottage in 1876 and later established the Cheltenham Cream and Butter Factory. Frank T. Le Page was member of many community groups and was a Moorabbin Shire Councillor for 25 years serving a term as President. 'The Le Pages became one of the best known Moorabbin market gardening families, with a tradition of service to communal and civic affairs that is unmatched.' Reitman’s cement products factory at 306 Jasper Road, Ormond prior to demolition. The current Editor gives information obtained from further recent research . An Article by Tom Sheehy, past President and Historian, February 1979 “The Vineyards of Moorabbin”. The ‘Brighton Estate” began when Henry Moor brought Vine cuttings from Camden NSW 1848 and they were productive after 3 years. Many Vineyards then appeared from Port Phillip Bay to East Boundary Road and produced 2/3 of the annual Victorian grape crop. At a public meeting in January 1917 the residents of the Shire of Moorabbin decided to appeal for funds for the purpose of erecting a memorial to the memory of the late Councillor William George Burgess, who died on 29 November 1916. The committee that was formed to oversee this project described Mr Burgess and his accomplishments: “Mr Burgess served the Shire of Moorabbin in the that capacity faithfully and will for upwards of 35 years. Mr Burgess was a resident of the shire since early boyhood and all through life either initiated or identified himself closely with every movement for the advancement of the district. The acquisition of the Bentleigh Reserve is evidence of his untiring energy and zeal, and it is now proposed to erect a brick pavilion thereon as a monument to the memory of one who had striven to leave the world, and the district in which he resided, a little better than he found it.” The “Burgess Memorial Pavilion” was opened on 13 October 1917. The pavilion was built of brick, with tiled roof, containing two rooms, one 12ft x17ft, the other 12ft x 9ft, a spacious verandah, supported by brick pillars was provided on two sides of the building. Unfortunately the Burgess Pavilion burnt down in June 1928. William Burgess was a Councillor for the Shire of Moorabbin for over 35 years, during which he was the President for five terms. William was a market gardener in Mackay Road, Bentleigh. The system included 70 kilometres of open water channels, aqueducts, syphons and tunnels to carry water (by gravity) from the Coliban River at Malmsbury, north to Castlemaine and Bendigo.
