Harold Brocklebank Herbert (16.09.1891-1945) Harold Herbert was one of the first pupils at the school starting in 1891, commencing as a 15 years old he studied Applied Design and Architecture at the Ballarat Technical School of design attached to the Ballarat Fine Art Galery, transferring to the Ballarat Technical Art school attached to the Ballarat School of Mines. He was a certificated Art Teacher with the Victorian Education Department. His talents were identified by Ballarat’s Ponsonby Carew-Smith who rose to become Art Inspector with the Victorian Education Department. His teaching career included being appointed Principal of the Sale Technical Art School in 1898. Harold Herbert undertook further studies in England returning to Ballarat with all new entrepreneurial ideas. He worked at the Ballarat Technical Art School between 1915-19. Harold Herbert was involved with the design of the Ballarat Arch of Victory, and was responsible for the reproductions in ‘The Education Department’s Record of War Service. Had been principal of the Sale Technical Art School since 1898, and had undertaken further studies in England returning to Ballarat with all sorts of entrepreneurial ideas. In 1924 the Ballarat School of Mines Students’ Magazine reported “We are perfectly safe in claiming on behalf of our school, that no institution of its kind has turned out a greater number of men and women students who have since “made good” while some have achieved enviable prominence in the world of art. Amongst these later, the most brilliant is Harold B. Herbert whose work is so widely and justly appreciated throughout Australia and whose achievements are watched by his old school with the greatest pride. He commenced at the School when he was about 15 years of age, and followed a course of training very similar to what most students are doing the most valuable qualities shown by him during his career as a student were a passion for drawing and a capacity for taking pains, so essential in all artwork. He was appointed as Assistant Art Teacher at Ballarat on completion of his course, and later assistant in the office of Art Inspector. All of his spare time was devoted to out-door sketching and commercial drawing and he showed an ability in practical design for various crafts quite equal to the ability he has since displayed in depictive art. His return to this School as senior master and his departure to devote himself entirely to fine art are quite recent happenings with which all students are familiar. The wonderful exhibition he held in Melbourne on return from a sketching trip abroad has place him amongst the leading artists of Australia. Upon his death in 1945 the Ballarat School of Mines Student's Magazine recorded: "The death of the famous water-colour artist, Harold Herbert, will be a distinct loss to art in Australia. he was educated at the Ballarat Art School which it was situated in Sturt Street, and the gave promise of becoming a famous artist then. his talents were recognised, and in water-colour work he quickly made a name for himself. his landscapes in water-colour are in the principle galleries of the world, and many of them are to be found in the Ballarat gallery and in other provincial galleries. In 1941 he was appointed official war artist for the COmmonwealth, and he served in the Middle East and Syria. The Ballarat School of Mines Magazine does not appear to have been publishing in 1914, 1915, 1917, 1918, and 1919.A red bound copy of the Ballarat School of Mines Students' Magazine, holding copies for years 1916 to 1923. 1916 The 1916 Students' Magazine features many references to World War One, including an image of Ted Cannon, a gifted artist attending the Ballarat Technical Art School (part of the Ballarat School of Mines [SMB] campus) from 1912. After completing his art course Ted was employed as an assistant teacher at the Art School, before taking a position as cartoonist with the Ballarat Star newspaper at the end of 1914. In 1915 Ted was awarded the prestigious Victorian Education Department Senior Technical School Scholarship. Only months into his scholarship, Ted volunteered for the AIF. Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. After retirement in 1987, the College Council decided to name the Library after him in recognition of his achievements.Colour photograph showing the entrance to the E. J. In 1958 the Ballarat Teachers' College moved from Dana Street Primary School to a custom built college in Gillies Street. Accommodation again became a problem in 1968 with the introduction of the three year Diploma of Teaching (Primary) course. On 19 December 1972 the State College of Victoria Act received Royal Assent. The Act restructured the teacher training policies of Victoria. Ballarat was one of the State Teachers' Colleges which until 30th June 1973, was under Education Department control. Ballarat Teachers' College was renames the State College of Victoria at Ballarat and had its own governing council. In 1975 State College of Victoria at Ballarat moved to the Ballarat Institute of Advanced Education campus at Mount Helen, and the name was changed to Ballarat College of Advanced Education. In 1883 the Ballarat School of Mines made some changes in order to make better use of the services of the teachers and to extend "as far as practicable the special educational advantages already afforded" by the School. One of the changes was the introduction of a three years course of training under the professors to qualify students for the following three professions: Analyst and Metallurgist, Electrician, and Geologist and Mining Surveyor. The Council was to confer the distinction of Associate. (Warren Perry, The School of Mines and Industries, Ballarat, 1984, p77) Students who took single subjects or pursued such courses as those for certificate of either mine manager or assayer were not required to pass an entrance examination. Students who wished to qualify for an associateship in once of the courses were expected to have a general education of matriculation standard and to have attended all the prescribed courses of instruction unless they were able to produce to the satisfaction of the School's Board of Examiners evidence of having attained elsewhere the degree of proficiency which was required in any particular subject or subjects. After marrying Ron Kirner, Joan Hood was known as Joan Kirner. She became the first female Premier of Victoria. “When I went out teaching, I went to Ballarat Girls Tech, where I met [husband] Ron who was at Ballarat Boys Tech. They were seen as tough schools, and I saw the disadvantage faced by these girls who were at the lowest of the low of the education rung – and yet there were some fantastic girls there who needed equal opportunity. So I think it was teaching that cemented in my mind that people don’t get an even go – and in particular girls. It didn’t take me too long to realise blokes were largely empowered. And it was teaching that cemented how equity and empowerment for women could be achieved through education.” Sarah Capper: You graduated from Melbourne University in 1958, and as mentioned, began work as a teacher in Ballarat. You married Ron in 1960 and received one of those government letters asking you to resign - JK: Yes, I think it burnt a hole in my pocket when I brought it home! We were both teachers, and I said to Ron, “Well, you got married – where’s your letter?!” That really clarified that the world wasn’t quite even, even in this profession that I’d always wanted and loved. I didn’t get superannuation – I think I got something like 100 pounds as pay in lieu of permanent service. And that wasn’t just me – that was a whole generation. Fancy that – that’s what it said – “pay in lieu of permanent service”. So that made me livid. If I hadn’t been a feminist before then, I certainly was by then. The following are the recollections of John Elkins, who started school in February, 1945 at Maryborough in Queensland, Australia. 'I think in Prep 1 that we had some paper to write on with pencils, but my memory of the routine use of slates is much more vivid. Each slate was framed in wood and one side was inscribed with lines to guide the limits for the upper and lower extremities of letters. The slate "pencils" were made of some pale gray mineral softer than slate which had been milled into cylinders some one-eighth of an inch in diameter and inserted into metal holders so that about an inch protruded. Each student was equipped with a small tobacco tin in which was kept a damp sponge or cloth to erase the marks. Sharpening slate pencils was a regular task. We rubbed them on any suitable brick or concrete surface in the school yard. Teachers also kept a good supply of spares, all writing materials and books being provided by the school. It is possible that the retention of slates stemmed from the political imperative that public education should be free. I do recall being given a Copy Book for home practice of letter formation, a typical practice until Grade 6. The tables at which we used to sit in the Infant School were replaced in the primary Grades by long desks seating five or six pupils. These had slots into which the slates could be inserted vertically. When the teacher asked the class to clear their desks, the command issued was "slates away!" This was an occasion for a noisy expression of relief as we dropped the slates producing a sound not unlike a volley of rifle shots, and usually brought a request from the teacher to repeat the process with no noise by holding the frames throughout. Thus, I suspect we may still have used slates in Grade Three, though by then paper, which may have been scarce during the War, seemed to be used more routinely.' The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. He was educated at Digby Primary School and Hammilton High and was appointed principle of Paschendale P.S. and Kannagulk P.S. at the age of 17 before he entered the College at Dana Street. Mount Pleasant Primary School 1435 was formerly known as Clayton's Hill, and evolved from a tent school, commenced in 1855 by William McIntosh. When changed from a Wesyleyan day school to a Common School it was given the number 424, received State funding and was conducted by William H. Nicholls. On 01 January 1873 the school became a non-vested school under control of the Education Department until 31 August 1873. The State then leased the school until 31 July 1874, with the current brick school, Mount Pleasant No.1436, opening on 01 August 1874. The Head Teacher of the new school was William H. Nicholls, remained at the school until 1887. His assistants were Thomas Gray, Jane Shaw, Jane Tratham, Catherine J. Berriman, John Blight, Herbert Berchaivaise and Annie Hicks, all who had worked at Mount Pleasant No. 424. William Nicholls and his assistant Gray established after school classes to enable students to gain Exhibitions and Scholarships to matriculate for the University of Melbourne, and courses enabling entry to teaching, pharmacy and civil service. Before the establishment of State Secondary and Technical Educaiton over 100 pupils from Mount Pleasant Primary School has matiriculated and entered the various professions. (Visions and Realisations, Vol. 2, pg 653 and 767) William Henry Williams became the first classifier of teachers for the Victorian Education Department. He died aged 51 while Head Teacher at Yarra Park Primary School on 01 April 1899. Some former students of this school include: J.G. Eagleston (County Court Judge); H.E. Starke (Judge of the High Court of Australia ); Bernard O'Dowd (parliamentary draughtsman and poet); Albert Coates (Surgeon and Medical Officer in Burmese Prisoner of War Camps).
