Tawonga South was situated between the rural township of Tawonga and the State Electricity Commission of Victoria's construction town of Mt Beauty. The building in the fore ground of the photo was built before the Mt Beauty township was built as the occupier was working on the Kiewa Hydro Electric Scheme.The Barters came to work on the State Electricity Commission of Victoria's Kiewa Hydro Electric Scheme before housing in the town of Mt Beauty was built. The Barters rudimentary dwelling was probably not a legal building. The photo was taken by Vera Hore (nee Ryder), the publican at the Bogong Hotel near Tawonga South where the photo was taken. This brand of starch was first manufactured in 1914, during the First World War, and continued to cover the other wars and military conflicts that followed. It was a time when Australian made was important due to the limited supplies coming from England and Europe. This was a period when the demand for "home grown" produce was at its peak. This was in a time when by necessity not by the "Buy Australian" campaign (of later years) which was the major factor for the demand of goods. It was in a time when starch was used in formal clothing to put a "crisp" or fresh new appearance for clothes. The important social more of "clothes make the person" was in vogue. This is a sample box provided by the manufacturer as an advertising and promotional method of prospective customers becoming aware of the product. This type of promotional avenue brought results and ensured that this type of advertising and inducement by manufacturers would be ingrained as a lasting avenue through to the 2nd Millennium This box which once contained starch powder is very significant to a rural semi isolated region because it clearly demonstrates that the social mores of the city were also entrenched into the rural population. The fashion of the day, even in remote areas, especially rural, were still a requirement to be maintained on certain special occasions. Cleanliness and stiff "upper lip" persona were just as important in the rural sector as in city and Government circles. Institutions such as hospitals, Government Offices and the legal personnel were bound by the fashion of the starch appearance (no dirt sticks to a personage with the "starch" look). Appearances, especially the first ones, were the judgmental image that remained in the uppermost regions of the viewer.This box with white writing and a "formally clad" man on a navy blue background held Australian grown maize based starch powder(1 LB gross). The package is made from 200 gsm thick cardboard. As production was made during the two World Wars 1914 to 1945 the promotion was heavily focused on Australian made and Australian grown maize.The front(has "Sample" on top) the rest inscriptions are the same on each cover both and back, "DANDY" below this a figure outlined in white on a navy blue background "hat and tails" outfit. Thes two documents deal with the purchase and sale of land near Warrnambool by Thomas Simpson. The first document, called a Grant by Purchase, is dated 1852 and shows that Thomas Simpson purchased from the Crown, Allotment 146 (22 acres two roods) adjoining the property of Wollaston on the Merri River and the Mortlake Road, north of Warrnambool. The cost was 90 pounds. The second document is dated 1853 and shows that Thomas Simpson sold this Merri River allotment of 22 acres to Eliza Bromfield, in conjunction with her husband, John Davenport Bromfield, for the sum of 110 pounds. The property of Wollaston was owned by the Manifold family and in the 1850s was leased to William Simpson, the brother of Thomas who had an adjoining property called Wooramoota. John Davenport Bromfield was a Colac farmer who played a prominent part in the early history of that town. His brother James Astley Bromfield, an early chemist in Warrnambool is important in Warrnambool's history.These two items are of considerable significance because they are amongst the earliest legal documents we have connected to Warrnambool's history and because they concern three early pioneers of the district. In 1905 Richard Squire was manager of the West Berry Consols at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age."[4] He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed.[5] MINE MANAGERS’ ASSOCIATION. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon, the company ceased trading in 1993. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artefacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a galvanised measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artifact was made around the first quarter of the 20th century and gives us today a snapshot of how imperial weights and measures were used before decimalisation and how a standard of measurement for merchants was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct. The Marriage Register lists Harold Priestley Simpson and Amy Dora Walker as the bride and groom, and the wedding date as 14th of February 1928. The photograph uses the personal Harry and Dora, instead of the formal Harold and Amy. In the Register, Amy started signing her name as Dora. before correcting it. The photograph shows that weddings took place at the Chapel during the late 1920's, and the style of weddings at the time. This includes the type of outfits worn, such as the length of the veil and the type of bouquet carried. Dora's Bridesmaids are depicted in 2 other images in the MTSV collection also an image of the chapel decked with flowers for the occasion. The article in the Herald of the day describes the event: "WEDDING AT SEAMEN'S CHAPEL Reception at Hotel Windsor The pretty little chapel at the Sea men's Institute was packed with interested friends this afternoon, when Miss Dora Walker, one of the Mission's most enthusiastic and efficient voluntary helpers, chose it as the setting for her marriage with Mr H. P. Simpson, son of Mr and Mrs J. H. Simpson, of Mornington. A group of her fellow workers decorated the chapel with lovely pink and white gladioli, carnations and roses. The ceremony was performed by the Rev. J. R. Weller, chaplain of the Mission, and the bride was given away by her father, Mr A. W. Walker, of Manning road, East Malvern. She wore a lovely ivory georgette frock, the finely tucked skirt being fashioned with a deep transparent hem of Chantilly lace. Over it fell a beautiful Honiton lace veil mounted on tulle and arranged to give the ef fect of a train. Fragrant white roses composed her bouquet. Two attendants followed her down the aisle — her sister, Miss Molly Walker, and Miss Ella Kendall — both wearing dainty shrimp pink georgette frocks and large crinoline straw hats in the same shade with a dainty edging of tulle. They carried bouquets of pink cactus dahlias nnd delphiniums. Mr Louis Buscombe was best man, and Mr George Thompson grooms man. After the ceremony Mr and Mrs Walker entertained about 50 guests at the Hotel Windsor."The photograph shows St. Peter chapel was being used for weddings in 1928. The Anglican church has been used for weddings since being finished in 1917. The Marriage Register shows that these weddings were legal in the Commonwealth of Australia, and lists Church of England as the denomination for this wedding. Miss Amy Dora Simpson (nee Walker) had a long association with the Mission, first as a young Volunteer with the Ladies Harbour Light Guild circa WW1, and through to her wedding in early 1928 and beyond. This register was used by the Mission to Seamen, in the St. Peter's Seamen's Church from the 14th of December, 1935 to the 3rd of May, 1941. The register documents twenty-five weddings that took place in the Mission to Seamen's church district between the 21st of April, 1947 to the 8th of June 1950. Each certificate is a record of all the information needed to legalise a marriage under Commonwealth law, such as names, dates of birth, marital status, parents and employment. Within the register, there are four Forms of Consent, used when the bride or groom were below the age of twenty-one.
