It tells the story of Victorian postal services starting with the appointment of Melbourne's first official Postmaster Mr E J Foster on 13th April 1837. This position changed hands frequently and by 1851 Victoria's 8th Postmaster Alexander McCrae held the position. The construction of one of Melbourne's oldest landmarks began in three stages beginning in 1859 and was completed in 1867. The book includes developments in the mail service including by sea and overland by horseback and Cobb and Co. coaches. The mail coach contractors on the Melbourne to Albury route in 1854 was George Foster followed in 1856 by Patrick Mulcare. Whitehead's New Map of Victoria was released in 1869, an advertisement in the Bendigo Advertiser (16 July 1869) noted that: "This beautifully engraved Map has been revised and brought down to the present time; and, with the Alphabetical Key, is the most complete and the cheapest Map ever published; Price, 6d plain; 1s colored; 2s 6d in case; on linen, post free, 2d extra. E.. WHITEHEAD and CO, Publishers, 67 Collins-street east." The following year, 1870, Whitehead's promoted the edition in the Portland Guardian and Normanby General Advertiser (3 January 1870), advising that: "WHITEHEAD'S NEW MAP OF VICTORIA, 1869 ... is corrected to the latest date, and around is arranged an Alphabetical Key, with Post Towns and Money Order Olffices marked. The Map being divided into squares and numbered, by reference to the Key any place can be found immediately. Price Is beautifully colored, or mounted on linen in case, 2s 6d. The event was promoted in the Argus newspaper as: "KEW CARNIVAL - A carnival, at which more than 25 local organisations will co-operate in raising funds for Kew Patriotic Society, will be opened at Victoria Park. Kew this afternoon. The carnival will begin at 2 p.m. to-day and will continue to-morrow. There will be afternoon and evening sessions each day. Arrangements have been made for open-air dances, bicycle races, athletic events, tennis tournaments, folk dancing, miniature golf, and a shooting gallery. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results.
