The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Glen Eira has a long history of association with various heraldic forms. From its early years the municipality of Caulfield had used the armorial bearings of the Caulfield Family (the Charlemonts of Castle Caulfield) to represent the roads board and later the town and city. In 1969 Caulfield City Council began planning to apply for an official coat of arms for the City. In 1974 Horace Hall, a Balwyn North resident and member of the Heraldry Society in London advised Council that the current usage was illegal, and that the Houston family, current owners of the Caulfield Arms could take legal action against Council for 'usurping their arms'. Mr Hall was commissioned to develop new heraldry for the City, and in conjunction with J. P. Brooke Little at the College of Arms, London, he prepared an acceptable design for Caulfield's Coat of Arms. The Council paid an additional sum to have a standard painted on the Letters Patent and the municipality's new coat of arms was drawn up in June 1975. The Coat of Arms retains a number of heraldic elements from the original Caulfield family insignia, including the dragons, the colours and the elements of the shield. The newly registered coat of arms and Letters Patent document for the granting of arms was presented at a civic service to mark the granting of armorial ensigns and the city banner to the City of Caulfield on the 1st May 1977. Significant elements of the coat of arms granted by these Letters Patent are as follows: The motto 'Labore Vinces' translates to 'By our labours we will conquer'. The helmet represents the rank of the owner. Public authorities are granted an esquire's helmet. The brickwork on the crest is a recognised emblem of local government. The Letters Patent also display a banner and a badge, both official symbols of the City of Caulfield. The badge, which is displayed on the banner as well as on its own, features a bridled horse. This represents the importance of racing, the Caulfield racecourse and the Caulfield cup to the municipality. These letters patent officially proclaim the granting of the coat of arms to the City of Caulfield. They are highly significant to the City of Glen Eira as they are the primary document that signifies the official and ceremonial heraldic powers of the Coat of Arms of the City of Caulfield. Mounted Letters Patent illuminated document for the Grant of Arms to the City of Caulfield presented on 1st May, 1977. Hand written and hand painted on cream coloured parchment using different coloured inks, mainly black, blue, red and gouache and gold paint. The bottom edge is folded up over itself approx. 45mm revealing the flesh side of the parchment, which displays black ink signatures and three sets of two horizontal slits that hold three blue ribbon. The ribbons support three wax seals in round, gold coloured metal cases held by the wax through slots in the casing. Although covered by the cap top, each wax seal within displays a different flag emblem with a crown on top, surrounded by a ring of text (difficult to read), noted when the cases were opened during conservation treatment. Joseph Starkie was the Chairman of the Sunbury Waterworks Trust from 1905 to 1913. During that time he was instrumental in getting a permanent water supply installed for the town of Sunbury. After his death in April 1913, the townspeople erected a memorial which stood at the intersection of Brook and Stawell Street. It was unveiled on 26 January 1915 by Terence O'Brien. The original memorial included a drinking fountain and horse trough. As traffic increased within the town, the centre section of the fountain, without the horse trough, was resited in a reserve opposite the Memorial Hall. The photograph shows the monument on its original site. The dance and concert advertised on the sign was to take place at the hall which was in the grounds of the Sunbury Asylum, commonly referred by residents as 'The Hill'. A number of community events took place at the hall within the asylum complex.The Sunbury Asylum was an important institution for patients, employees and Sunbury residents for many years in the town. Marjorie Joyce Haeffner informed that she was born at Mosgiel Hospital in Mont Albert Road, Surrey Hills in 1924, soon after it opened. According to electoral rolls, her parents Henry Norman Neil and Mabel Haeffner were living at 22 Wharton Street, Surrey Hills at this time. Henry's parents Henry Thomas Haeffner (1858-1935) and Eliza Jane (ms Chesney - 1868-1940) were farmers in the Tallangatta area. Their farm was called 'Ferndale'. Another farm in the area - 'Spring Creek' - was the address of Marj's parents in 1922 before they moved to Melbourne. Some time after 1926 and by 1931 Marj's parents had moved back to Tallangatta to help out on his parents' farm. This was lost during the Depression. Marj's family moved back to Melbourne; her grandparents stayed in the North Albury area until they died. Electoral roll entries show that there was considerable movement of extended family members between town and country. Marj's parents moved back to Surrey Hills; the electoral roll lists them at 33 Clyde Street in 1936 but Chatham Primary School's list of students records that Marj was there from 1932-1937. She had siblings Jack (enrolled in 1933) and Donald (enrolled in 1934). In 2019 this Edwardian timber home still stands. Marj was an enthusiastic member of a women's cricket club in the 1940s and 1950s. According to Jocelyn Hall's photo register, this photo was taken at the Haeffner home in Clyde Street. After she married Marj did not moved far from her childhood home in Clyde Street. She and her husband Brian Lindsay (known as Lindsay) Higgins bought 31 Langford Street, Surrey Hills, a Californian bungalow on a wide block, and between 1961 and 1970 Marj's children Margaret, Wendy, Deborah, Robyn, Adam and Christopher Higgins were also enrolled at Chatham. The Benson Street Methodist Club became a Uniting Church during the amalgamation of protestant churches in the 1970s. It was sold and for a brief time was a Chinese church and then sold and demolished with town houses built on the site. There are 2 copies of the photo. This hat belonged to Mrs Moyra Rasmussen, who lived at 389 St Kilda Street, Brighton for over 50 years with her husband Rae Rasmussen, a bank manager with the State Bank of Victoria. The Mooney sisters, Nell and Ida, were situated beside the Regent Theatre in Collins Street, Melbourne and were well respected milliners and dressmakers. The hat's style is typical of the 1960s. This dress was worn by Brighton's first female mayor, Councillor Di Lopez, to a Mayoral Ball held at Brighton Technical School in 1977. Diane Margaret Lewis completed a law degree at the University of Melbourne, later marrying one of her classmates, criminal lawyer Ramon (Ray) Lopez. When she decided to run for the Brighton City Council in 1975, she was seen as an outside chance. Undeterred, she rallied a small group of friends and supporters and set out on an extensive door-knocking campaign that won voters to her side and successfully unseated former mayor Keith Devenport. She went on to serve two terms on council from 1975 to 1981. Di initiated many local projects, including the creation of a bike path along Nepean Highway and the first Brighton Festival, while balancing family life and a demanding ‘day job’ as personal assistant to Victorian Minister for Youth, Sport and Recreation Brian Dixon. She was a member of the Women’s Electoral Lobby and a champion for women’s representation, encouraging both Sally Allmand and Kate Harman to run for council (both were successfully elected). She advocated forcefully for an open, transparent local government in which ratepayers had the chance to participate and be heard. In 1976 Di became the first woman to hold the title of Mayor of Brighton, and she made it clear from the outset that she was going to do it her way. For the annual mayoral ball in 1977, ordinarily a staid traditional function, she chose a discotheque theme based on the Rod Stewart album Night on the Town, with a broad dress code of ‘black tie or jeans’: ‘You’ve got to get with the times,’ she said. ‘We want people to wear whatever they feel comfortable in.’ Di herself chose to attend in this knee-length chamois dress embellished with strings, ribbons, beads and feathers. It was both a fashion statement, exemplifying her colourful, flamboyant and forthright style, and a political one: a declaration of her intention to lead a progressive council, embracing the new and refusing to be hemmed in by dated traditions. In 2020 she was awarded an Order of Australia Medal for her service to local government and to the community of Brighton.This dress has local historical significance for its association with Brighton's first female mayor, Councillor Di Lopez, who wore it to a Mayoral Ball in 1976. The dress exemplifies her flamboyant reputation, modern outlook and willingness to break norms. A dress belonging to the family of George Ward Cole in the late 1800s; possibly his wife Thomas Anne Ward Cole or one of his daughters, Margaret or Agnes. George Ward Cole was an early member of the Victorian Parliament and the family featured prominently in Melbourne Society in their time. They established a substantial home known as “St Ninians” at 10 Miller Street in 1841. The family reportedly entertained Melbourne’s first Royal visitor the Duke Of Edinburgh, Queen Victoria’s second son at St Ninians in 1867. In later years St Ninians was subsequently subdivided and later demolished. A hand sewn, brown silk, evening dress, circa 1860, consisting of a bodice and skirt. The bodice features an off the shoulder neckline edged with cream lace. A chevron design of black velvet trim, passes from the shoulders to the centre front waist, then hangs loosely to the hip line. The black velvet trim on the sleeves and the skirt is edged with a black fringe. The bodice (.1) base is finished in a v-shaped front at the natural waistline. There are short puffed sleeves also feature the black velvet fringed trim and lace at the edge along with three epaulette style strips, which pass from the shoulder seam to the edge of the sleeve. Each strip finishes with a decorative bobble. The bodice lining is cream glazed silk with steel boning, cotton tabs sewn into both sides have four eyelets for lacing. The dress has a full, floor length unlined skirt (.2) which is slightly longer at the back creating a modest train. The skirt has horizontal bands of the velvet trim and finishes with a box pleated trim of the dress fabric. In later years St Ninians was subsequently subdivided and later demolished. A hand sewn cream silk satin evening bodice from c.1865. This bodice features a very low, wide scooped neckline with a set in sleeve and four small pleats across the head of the shoulder. The elbow length, straight fitted sleeves are trimmed with a pleated ruffle that extends around the arm finishing at the elbow crease at the inside arm and tapering to mid forearm length at the back. The fitted bodice, lined with waxed linen, fastens down the centre front with eight covered buttons of the bodice fabric. The front two panels wrap around the sides of the bodice to meet another series of panels creating a princess line with a delineated central spine. The waist position is just below the natural waist at the sides, tapering to an elongated front covering the belly. From the sides towards the back it curves up to the natural waistline and then down again to a central point. The bodice is decorated with strips of the same fabric, which has been tucked, pleated and padded to create ruching. The ruching edge has a multi coloured thread, suggestive of rosettes, on both sides. In the front of the bodice, a strip runs down the centre front, concealing the buttonholes, and finishing at the elongated point. It then goes up the bodice over the bust line where it meets the neckline. It follows the neckline around the nape of the neck and back down the front over the bust line to the centre front. More strips run around the base of the fitted sleeve near the elbow above the ruffle. This cylindrical muff features a central lightly padded area for the hands with the sides extending un-padded a further five centimeters. A six centimeter black grosgrain and satin ribbon decorates the front. A silk satin ribbon that encircles the back of the crown of the head, creates the structure of this cap. Towards the front it also has a net and wire-reinforced peak. Over the top of this support is a central diamond shaped lace piece of seven and a half centimeters diameter to which is attached a fine lace net that is gathered and stitched around the edge of the central lace. Two decorative bows of the same silk satin fabric are positioned on the support over the top of the lace at either temple of the wearer. "W-COLE" hand stitched on inside of band. The bonnet fabric design combines features a combination of narrow pin tucking and embroidered flowers on a vine. The bonnet edge is finished with a double-layered delicate gathered lace ruffle around all the edges. This nightgown is believed to have belonged to Mrs Thomas Anne Ward Cole, an early Brighton resident and wife of George Ward Cole. The item appears to have been made or altered to accommodate a pregnant belly, however purpose made maternity clothing was not common at this time. Mrs Ward-Cole’s six pregnancies took place in 1843, 1844, 1845, 1847, 1849 and 1851. The style of this garment in particular the shape of the sleeves would indicate that it is most likely to have been constructed in circa 1860, so whilst it appears to be a maternity item, and historically has been referred to as thus, this purpose cannot be confirmed. The bodice is made of delicately embroidered muslin in a floral design. The open flat collar features a scalloped lace frill underneath. The bodice fastens with thirteen mother of pearl buttons down the centre front. After the fourth button, the remaining buttons are concealed beneath a full gathered modesty skirt, which falls from just below the bust line. The modesty panel is secured horizontally across the bodice by six mother of pearl buttons. The sleeves finish over the back and palm of the hand in two flattened peaks. The front of the gown consisting of the modesty front is full length. The modesty gown at both sides joins two panels that are an integrated part of the bodice. At the centre back there is a very full gathered panel with lace trim that falls to create a train. It is semi-attached to the bodice with a top section secured with mother of pearl buttons and small ties. The bodice starts at the neck with a clavicle height, rounded neckline with a turn down flat collar, and is finished with a cream lace frill next to the face. The sleeve starts at the natural shoulder line and its overall silhouette is reminiscent of a soft three quarter length imbecile sleeve constructed of four layers of alternating fabrics. At the shoulder, there is a blue-green flap, which crosses across the top and back of the shoulders towards the centre upper back in a 'v' shape. Here it finishes where it meets with the gathered top of the fabric that creates the train. Underneath this shoulder flap is a gathered, long cream frill that finishes just above the elbow. Underneath this frill is the full gathered blue-green sleeve. Finally falling from this a second gathered long cream frill finishes at the three quarter arm. The bodice buttons with five metal buttons from the neckline to just above the bust. Here it meets a heavily gathered front in two pieces, which falls with fullness to the floor. This skirt belonged to Miss Margaret Morison Ward Cole and was reportedly worn for her role as bridesmaid for the marriage of Miss Barkly, daughter of Sir Henry Barkly. George Ward Cole, father of Margaret, was an early member of the Victorian Parliament and the family featured prominently in Melbourne Society in their time. They established a substantial home known as “St Ninians” at 10 Miller Street in 1841. In later years St Ninians was subsequently sub divided and later demolished. Sir Henry Barkly was the second Governor of Victoria.A cream paper silk taffeta crinoline skirt c.1862. This skirt features a flat front across the front waistband but a gathered across the back. At the front it is floor length whilst at the back it features a small train. Presumably the skirt was concealed at the sides and back at the front features decorations that do not continue around the back. The front decoration consists of three tiers of pleated pale violet to pale pink silk ribbon with a deep drop of cream lace. This gown, one of two similar items in the collection belonged to one of the Ward Cole sisters, Miss Margaret Morison Ward Cole or Miss Agnes Bruce Ward Cole, daughters of George Ward Cole. George Ward Cole was an early member of the Victorian Parliament and the family featured prominently in Melbourne Society in their time. They established a substantial home known as “St Ninians” at 10 Miller Street in 1841. The family reportedly entertained Melbourne’s first Royal visitor the Duke Of Edinburgh, Queen Victoria’s second son at St Ninians in 1867. In later years St Ninians was subsequently sub divided and later demolished. A black and yellow velvet, wool, lace and silk dress from circa 1882. The bodice features a yellow silk, black lace and black velvet collar finishing high on the neck just below the chin finished with a black lace ruffle. The collar has a flap across the front of the throat that attaches at the side with a V-shaped baseline that contributes to concealing the fastenings of the bodice. The dress features a gathered central panel of black lace covered lemon silk, which falls from the neckline to the floor. At either side of this panel are matching panels of black velvet. The remainder of the dress and sleeves are made of black wool featuring a self-striped and spotted pattern. The dress fastens down the centre front with concealed black buttons hidden underneath the right velvet panel. The head of the Amadis sleeve sits on the natural shoulder line and finishes tightly at the elbow. The volume of the sleeve is created by ten pleats at the head of the shoulder, sewn to the bodice and is gathered at the elbow. The sleeve is finished with a black velvet ribbon with a bow and a black lace frill. The base of the dress is finished with a ruffle of the black dress wool. The dress features a small train.
