This ledger was used by the Shire of Orbost from 1892 - 1909. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. This is a hand-written record of the accounts of the local government. The document was written by Marian Kennedy, a signalwoman in the Australian Special Wireless Group in Brisbane in World War Two. This group intercepted Japanese Morse Code messages and their transcriptions were sent to Central Bureau for deciphering. The sheet contains a list of procedure signals for messages in Japanese Kana code. These procedure signals enabled wireless operators to assess the context of the messages and their probable importance. Secrecy was paramount as the Japanese military were unaware that their Kana code had been broken. The hat was picked up at sea by a German Sailor serving on the blockade runner RAMSES. It was giver to RAN sailor A. Tarr when HMAS Adelaide rescued survivors after the sinking of the RAMSES. The Japanese Ministry of Health, Labour and Welfare provided some information about Shigeyoshi Higuchi. He was a sailor but did not serve on a ship. After WWII, he returned safely home to his family.This hat is significant as a tangible connection to wartime service by Japanese sailor Shigeyoshi Higuchi.A dark blue circular velvet hat lined with black cotton on the inside with four studs. A square label with printed and hand written Japanese characters is attached to the underside of the hat.Part of the label has been translated from Japanese into English. It indicates the owner of the hat was Shigeyoshi Higuchi, who was based in Nagasaki Sasebo. His military number was (some kanji) and 1274. The district of Strathfieldsaye was proclaimed in 1861 and named a Shire on the 17th September in 1866. It remained a shire until amalgamation in 1994 when it became part of the City of Greater Bendigo. The Shire was located 8 km to the south- east of Bendigo and covered an area of 601 square kilometres and extended from the Calder Highway to the Coliban and Campaspe Rivers. The shire's administration centre was in Strathfieldsaye until 1972 when new offices were opened in Kennington. Secretary Brennan, son of Councillor M. Brennan was appointed after his fathers death to the role and according to the The Bendigo Independent was in the role in 1917. William Grant was an early European colonist in the Bacchus Marsh township. Before arriving in Bacchus Marsh he conducted a bakery business in Melbourne in the 1840s. He arrived in Bacchus Marsh around 1850 and became successful in business and was prominent in many community and local government organisations. He died in 1884. This item was found in an ANMF Federal Office archive box. It was taped into a picture frame, broken when found. The note was written on the title page of a book. The title page was separated from the book, and the book was not with the item. We believe the item came to the ANMF Federal office via the ANF Tasmanian Branch.
