Minutes of the Kangaroo Ground War Memorial Bazaar Committee, 1922-1926 EDHS Newsletter No. 123 November 1998 PRESIDENT'S REPORT ACQUISITION FROM NILLUMBIK SHIRE'S MEMORABILIA Recently found in a storage box of old Shire of Eltham items was a school size, blue lined black covered writing book. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'. Sir Henry Bolte, premier of Victoria, renamed Cape Everard at Point Hicks during the Centenary of Cook's Landings on April 20, 1970. There is no land feature at Cook's coordinates of 38°0'S and 148°53'E, a point which lies several miles out to sea and under 50 fathoms of water. Captain Cook invented Point Hicks so that he could conceal Bass Strait and the insularity of Tasmania. The Admiralty had issued its usual instructions to hide strategically important discoveries that could become security risks. Captain Hicks was James Cook`s senior lieutenant. There has been some dispute as to whether Zachary Hicks actually saw Point Hicks or whether he saw Ram Head about 20 kilometres further up the coast. Although Cook named the promontory Point Hicks it was changed to Cape Everard in 1843.. In 1970 the Victorian government changed the name Cape Everard to 'Point Hicks'. It lies on dry land, about 22 nautical miles (41 km) northeast of Cook's phantom Point Hicks, where it preserves the story of Cook's first landfall in Australia. John James RAISBECK was born on 4 July 1880 at Christchurch New Zealand. He served 4 years (Citizen Military Force - CMF) in 9th Australian Light Horse Regiment in Central VIC with the rank 2nd Lieutenant. He was the first Australian appointed to the Survey Section RAE, on 16 April 1910, as a draughtsman which was his civilian profession, with the rank Warrant Officer, honorary 2nd Lieutenant. He was required to resign his commission in the CMF. He supervised the draughting work of the Section in Melbourne and was largely responsible for the mapping standards and specifications set in the production of the Cowes one-inch-to-one-mile military map, which became the enduring Australian standard. He was also responsible for supervising the printing of the maps by the Victorian Government Printer. He was appointed 2nd Lieutenant in the AIF Survey Corps draft on 6 December 1917 (from Melbourne) embarking for England on 22 December 17. He was attached to the Australian Corps Topographic Section in France from 21 April 1918 to 5 March 1919 serving as Second-in-Command and as Officer Commanding. He was promoted Lieutenant 15 October 1918, attending the AIF Survey School, Southampton in 1919, returning to Australia 23 June 1919, before his AIF appointment was terminated 17 July 1919. He went on to serve the Survey Section RAE and Australian Survey Corps, including in the Second World War, having been promoted Captain then Major and Officer Commanding Army Headquarters Cartographic Section until February 1940. He retired after 33 years of service to military survey, and after serving the Corps in two world wars, on 4 July 1943 with the retired rank Lieutenant-Colonel. Richard Osburne (1825-1895) came to Warrnambool in 1847, a pioneer resident in the new settlement. In 1851, with John Wilkinson, he founded Warrnambool’s first newspaper, the Warrnambool Examiner, and issued it weekly for some months until he left the town for the goldfields. Returning in 1853 he resumed publication of the Examiner and continued it, intermittently in its last few years, until 1880. He was acknowledged in his day as the Father of the Warrnambool Press and was a dominant figure in Warrnambool’s early history. In 1882 he went to live in Melbourne, returning to publish his ‘History of Warrnambool’ in 1887.This book is highly significant as it is an original copy of one of the most important books written on Warrnambool’s history by one of Warrnambool’s most important early settlers (published 1887). Original copies are extremely rare now. The book was given to D.B. Sellars by his first cousin, John Murray, who was Warrnambool’s Parliamentary representative for over 30 years and Premier of Victoria from 1909 to 1912. John Murray’s signature is in the book and this is an important addition. The provenance therefore is of the highest significance. No details are available on the recipient of the book or the donor of the book to the Historical Society. This is an original copy of Richard Osburne’s book on the history of Warrnambool from 1847 to 1886. It is a hard cover buff-coloured book of 284 pages with additional Melbourne and Warrnambool advertisements at the book. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. Childers Cove is situated about 15 ks east of Warrnambool in the area known as Mepunga. It is named after the shipwreck of 'The Children.The documents relate to the running of the Childer's Cove Progress Association. There are a number of social activities including gymkhanas, racing meetings, making of roads and improving with planting trees There are many names which are still familiar with the area nearly 100 years later, including Wallace, McDowall, Burleigh, Murnane, Bonnett, Abraham Laidlaw Keogh Holloway and Palmer. Some of the meetings were held at the Mepunga South School with others held at Eckers Hotel Warrnambool and some at the race course. Fundraising events were held also from athletic meetings and district school children's races. This collection of papers is representative of many small communities around Australia where people came together and worked to improve their community facilities. It therefore has strong social and historic significance.This is a collection of papers most of which relate to the Childer's Cove Progress Association. View looking up Dalton Street from near Main Road where the former pond was situated. The pond was drained by Council in 1932 due to concerns of mosquitoes, etc against the wishes of long standing residents such as Thekla Jarrold (39 years) and John Clark (22 years). On the right is the Eltham Primary Schoool No. 209 with the former Headmaster's residence and to the left is Eltham Clinic once the site of the Grant home. Comparison photo: SEPP_0643 In April 1935 the local paper reported on a story where a schoolgirl was talking whilst on her bicycle and it started moving off, flying down Dalton Street and across the main road missing cars and the guy wires for the telephone pole and hurtled 21 feet through the air into the drained pond suffering a broken arm and shock. She was rescued unconscious by John and taken into Mrs Jarrold’s for first aid. This was not the only instance of young girls losing control of bicycles down the hill. Part of a presentation by Peter Pidgeon to the Society, 13 August 2022 showcasing a series of photographs taken by John Henry Clark over the period 1895 to 1930. John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. His bootmaker shop remains today beside the Whitecloud cottage and is one of only three remaining shops in the area from the early 20th century.Comparative photo taken 2022 with one taken from same location over 100 years earlier by noted local photographer J.H. Teacher Ellen Sweeney at rear. A former student of the school from 1879 (age 4) to 1889, Ellen was a teacher at Eltham State School from 1891-1898. She returned in 1915 until her marriage to William Hooley of Casterton at St Marys, Eltham, Tuesday, April 24, 1923. Based on Ellen Sweeney's hairstyle, the date is more likely to be in the earlier 1890s Thomas Tennant, photgrapher operated from 116 Johnston Street, Collingwood from c.1891 through to 1900.
