The monument commemorates those from Avoca who have served in the various conflicts in which Australia has been involved. It was dedicated on18 November 1921. The memorial was later rededicated in 1988 to also remember those who served in the Second World War. During the First World War, 137 men from the Avoca area volunteered for the armed services and of this number 29 were killed. A plaque, unveiled in 1984, commemorates Sergeant Lewis McGee V.C who enlisted from Avoca in World War One. Colour photograph of the Avoca World War One. Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. This violin was played by VX30301 Dvr Roy Arnel, as a member of the Australian Imperial Force Concert Party, in the Changi POW camp, Singapore from 1942-1945. It is claimed that the violin, in its case was thrown over the wall by a Chinese civilian. Roy Arnel, a South African by birth enlisted on 7 June 1940 at Royal Park, Melbourne and served with 2 AASC Company as a driver. He was captured by the Japanese Imperial Army at the fall of Singapore in February 1942. There was more than one concert party in Changi as indicated on the rear of the violin. The details of the Dutch, British and American Concert Parties scratched in to the varnish. There are the some well known names scratched into the violin including: The English author and cartoonist, Ronald Searle; Australian entertainer, Frank Rich; and Australian Author, Russell Braddon. Mr Arnel died in 1982 and the violin was presented to Melbourne Legacy for preservation, safe keeping and display. Further research found that one of the AIF comedians, Harry Smith, had a catch phrase, 'You'll never get off the Island' which became almost the watchword of the prisoners throughout the captivity. An article in the Box Hill 'Reporter' (11 October 1907, p.2) refers to the presentation of the artefact to the Kew Town Hall. The report records: 'Presentation to Kew's Ex-Mayor In the mayor's room at Kew on Tuesday evening, Ex-Mayor Cr Wishart was made the recipient of a handsomely-illuminated and exquisitely-framed testimonial as a mark of appreciation by his colleagues of the highly satisfactory manner in which he had discharged the duties appertaining to the mayoral office. .... A framed group of the metropolitan mayors was subsequently presented by Cr Wishart as an addition to the pictures hung in the mayor's room.'The newspaper report in the Box Hill Reporter positively identifies the artefact and how it was placed in the Mayor's Room in the Walpole Street Town Hall. The collage is historically significant as it may include the only photograph of a mayor of a city at this period of time.A large framed photographic collage of Henry Weedon surrounded by the Mayors of Greater Melbourne (holding office for the year 1906-07). The photograph was assembled in recognition of the ‘slight favours to them’ showed by the Lord Mayor. The photograph is dated August 1907. The City of Warrnambool Rowing Club (CoWRC) received a grant from the Warrnambool City Council Community Development Fund for the project: to hold a public event to install a plaque – dedicated to members and ex members who enlisted in WW1. The original honor roll had been lost to history. The date chosen was August 7 as this was 100 years since the death of a particular member, Major Thomas (Tom) Redford. Process: the Club wrote a book about its 140 year history and learnt of the honor roll. Every effort to find it was exhausted. The Club applied for funds to produce a replacement plaque and have a public event to unveil it. Outcome: There is now a permanent plaque in the rowing ‘prescient’ on the Hopkins River. one meter high stone with brass plaque‘Lest we Forget’ Honour Roll of Warrnambool Rowing Club Members and ex-Members who enlisted for the First World War. Minutes of the Kangaroo Ground War Memorial Bazaar Committee, 1922-1926 EDHS Newsletter No. 123 November 1998 PRESIDENT'S REPORT ACQUISITION FROM NILLUMBIK SHIRE'S MEMORABILIA Recently found in a storage box of old Shire of Eltham items was a school size, blue lined black covered writing book. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'. This was the first-time winning the "C" grade band competition at Tanunda, S.A. as well as representing Victoria in that competition.There were five new bands participating in the Tanunda, South Australia Band Competition in October 1928, and the Nhill Brass Band under the direction of Mr. James Davis had the honor of representing Victoria. The band participated in the competition despite there being an influenza epidemic before they left. This was the first-time winning the "C" grade competition at Tanunda,S.A. as well as representing Victoria in that competition.Photograph attached to the center of brown colored picture card, with border, title and names inscribed.
